Bill; If it's the IFC (International Fire Code) you need to comply with,
the reference is 605.11.2 in 2012 and 2015 IFC -- Location of DC
Conductors, which states they should be located at least 10 inches below
the roof decking, and as close as possible to supporting members
(firefighters won't cut through supporting members).

If your AHJ is using IFC 2018, Location of DC Conductors was not included
in the new 1204 Energy Systems chapter, as the system should have NEC 2020
690.12 Rapid Shutdown, which makes location of DC conductors moot, as they
shouldn't be energized anyway after actuating RSS.

In cases like where there is no RSS (for example the 690.12 exemption for
non-habitable structures intended only to house PV BOS) the AHJ could
require IFC 605.11.2 compliance.

Always check with your AHJ(s) as Fire Codes are frequently amended/excepted
by local authorities.....though at least these sometimes make it into the
next IFC cycle (for example the Boulder CO and CA and OR rooftop setback
exceptions are now in IFC2018).
