Many of us in the web world are people who didn't necessarily go  
through conventional schooling. We are passionate about what we  do. I  
believe that by being passionate, studying, and working hard at it,  
people succeed.

You might want to get into making a couple of websites for yourself  
and friends before you decide to invest in the schooling. Everything  
you need to know about web design is online and available for free.  
I'd also suggest doing a free trial on lynda.com and sit through  
learning learning about the different aspects of web design.   I am  
assuming you want to participate in the Creative end since you  
mentioned art's institute. There are two primary programs that the  
majority of designers use: photoshop and illustrator.
