On the books and programming languages, it's kinda hard to point  
someone unless they know a bit more of the direction they're taking.  
Are you wanting to be a designer who can design for the Web? Or a  
developer? An amalgamation of several fields?

In general, the Zeldman book is a great starting point when it comes  
to learning how modern pages should be built: "Designing with Web  
Standards" is like the Bible for those starting out. I've got a first  
edition & it was invaluable.

You might also look through the O'Reilly library and see what's

I would recommend understanding how HTML, CSS and Javascript operate,  
even if your focus happens to be something like Flash, or Rails, or  
design. That way, you have a sense of what the user experiences in the  
browser. Beyond that will depend on the path you choose.
