Not sure of the cost of Remedy, but a fairly low-cost solution that does have the features you seek is http://www.fogcreek.com/FogBugz/ - there are two pricing options - On Demand, where you pay $25 per month per registered user (you can allow unlimited unregistered users access to add / view issues - only registered users may work with them beyond add/view) - or License Packs -
