There was one group in the Tacoma Washington area a number of years ago - the local cable leakage problem was so severe, they couldn't hear the output of their repeater. Apparently the cable company wasn't interested in correcting the problem.
The final answer was to invert the input / output of the repeater. Mobiles in town were intermittently into the cable system - and, I guess, the cable company was on the hook.
