In the Charleston SC area we have a repeater on 145.25. When we went on the air we discovered CATV interference. When I contacted the engineer at the CATV plant, he asked when we could meet. We found out that the CATV plant could offset a channel. They have to do this for certain aeronautical channels. Channel 18 is offset to 145.3475 here. A second CATV plant came on line and caused interference. They chose the prove it is us attitude. After talking to their engineer and getting nowhere, I called their head office and asked to talk to the president of the company. I got this information from the first CATV company. He was not available but did call back shortly due to the message I left with his secretary. After two weeks, the interference was gone (they offset to the same channel as the first company) also gone was the plant engineer and chief technician. We still have problems at times. Twice a new tech was hired and he reset the headends back to the assigned channel frequency. We have another system in the area. Due to changes in the FCC rules, there is no requirement to reduce the signal leakage level below 15 micro volts per meter at 30 meters. The part that required the leakage to be lowered below the point of interference has been removed. The only service that I can find that they cannot interfere with is aircraft navigation. I may have missed something and hope that I have, but as I read it, if they meet the 15 microvolt per meter test, they are in compliance.
The other sources of 145.25 interference here are the motels. Does any one know what regulates the motels? When I ask the FCC, they send me a rate chart. There used to be a requirement that all CATV wiring was done with quad shielded coax. That appears to be missing from the rules now. The CATV company can disconnect a house from the plant if the house causes them to violate the 15 microvolt per meter requirement. We are not the only service that has more lax rules.
