Make sure he calls the cable company to complain. That's the one thing they do listen to - upset customers (well, sometimes). That will make them clean up their system quick.
Where was it the strongest? From HIS house, perhaps? Wouldn't it be ironic if the cable company found HE was the problem! By the same token, make sure your house is up to snuff, too. You don't want them finding the leak in your house. I have a bigger problem with the PS TXs and CH 19. Even my 2M repeater about 500' from the local head end doesn't cause as much of a problem.
