Contact your local cable company, and ask to talk to their engineer. You may have problems getting him to come to the phone, but I would imply that if they don't want to talk to you, that you would call the FCC because their cable system has leakage in excess of 20 MV per meter (that is the most that they can leak). Drive around your area with your 2 meter radio on 145.25 (if a standard system) or 145.00 ( if HRC system) and record any signal (level EX S9+10) and the address where you are picking up the signal. Sometimes the cable leakage can come from a crack in the cable, a poor install, or a cable customer who has their cable and their TV ant. hooked up at the same time. For the past 15 years I have done Cable System FCC proof of preformance testing, and I have found most systems with major problems. If your local cable system has not activated the return path (5/40 mhz) they will have more leakage in the foward path. When they activate the return, cracks in the cable cause a lot of noise that can bother the cable modems talk path. This noise problem causes the cable company to clean up their act (not for your, but for them) so that they can market a product, without having a lot of customers complain. I had a cable system call one day because a Ham radio operator was bothering their return path at 14.2 Mhz. They just did not understand who should move off the frequency, I also had another customer who set up their return on 27 Mhz. Cable systems will all ways leak, and they can ( up to 20 mv per meter) and that is enough to be picked up by most moderen receivers. Bad leaks need to be fixed, and the cable company won't know about the problem untill you complain. If they don't fix it, their is the call to the FCC.
