What is the procedure for picking up a bug that is in state 6 (Fix
understood) and getting sponsorship for same?  My apologies if I've missed
obvious documentation somewhere.

I'm not requesting sponsorship at this moment -- I've already got a full
plate.  I'm trying to figure out how to make it possible to "stimulate"
progress on at least some the (possible) fixes attached to that bug.
