They take a frequency spectrum of the noise floor of vinyl and note that at frequencies higher than about 2kHz the noise floor is lower than the theoretical limit of -96dB for 16 bit PCM. But the -96dB limit for 16 bit is an AGGREGATED measure across the entire frequency range. To make a fair comparison you should be measuring the two noise floors in the same way. And if you do a frequency spectrum of the noise floor of 16 bit PCM, you'll find that it's about -120dB from 10Hz upwards.
