The only reason to use WAV is flawed, but here it is: FLAC may take processing power to decode, which may worsen the sound. You can circumvent any issue here by having the server decode FLAC to WAV, so there is no possible problem about storing as FLAC, and many benefits.
DBPowerAmp is perfect as an encoder, although the FLAC frontend would be fine too.
