We clearly have a bug here.

Here's what I do :
 - Set time signature to 2/4 in the first bar
 - Create a single bar segment
 - Open the segment in notation
 - Select triplet mode
 - Select quarter note
 - Enter 3 notes in the segment (with mouse)

I get a perfect one bar triplet.
(One more time things seem different on my system than anywhere else.)

I delete the triplet and try to insert it again : now it's really impossible. 
I get tied notes and small rests.
Moreover I can't even insert a quarter note (not a triplet one) in the first 
beat : I get a eight note and a sixteenth rest.

If I delete the segment and create a new one I can again insert a triplet.

Now I create two one bar segments on two different tracks.
In the first one, I insert a quarter triplet then delete it.
I save the composition and edit the .rg file with a text editor : in the first 
segment, clefchange and keychange events have tuplet properties.

So the solution should probably be to stop adding such properties  to clef and 
key events.

That said I wonder why you never succeed creating a single bar tuplet as it 
seems to work the first time in a fresh segment.
