That is not accurate. Some people have said that this draft should
NOT​ be adopted, which is an alternative to the proposal.
Yes, I think there are both concerns about the scope of the work, both
how much it should cover and what is within charter for our work, and in
the end whether that intersects with what is worth doing. As co-chair, I
don't think the group has concluded that those concerns are unsolvable,
but that is certainly part of the core of the discussion for me.
This will clearly be on the agenda in Vienna.
