dear sirs, thanks for your honest reply. you are agreeing system is changing. First it changed for small cases. Kindly note, if small Govt Servant is denied bribe, he will take actions that his superiors are also denied bribe.Like leak out of the fraud/ information. In every case file is moved through small officers also. I agree in all my cases in which Top Govt Officers/ Ministers frauds/ corruption are involved , information is denied illegally and against the Act. I agree CIC/ SIC are taking action/ in actions (along with Senior Govt Officers) so that RTI Act is destroyed. Kindly note number of RTI request per Govt servant is less than1. Public is filing RTI request because Govt is not supplying the information under the Section 4. So, i request you (if you find necessary) to blame the persons for the destoying the act, not the user of the Act or who provide education to the public about the Act although it is Govt Duty and Govt is doing nothing. with regards rakesh

Since you are in the field you will know what I am referring to. If not I can explain. 4) Who is the privileged class? Today all of us in this group are 2nd class citizens. 5) Point 5 is debatable - if we look at the total expenses in terms of man-hours wasted due to RTI, diversion of skilled front line officers to RTI at cost of their regular duty - we may be surprised. RTI is good, beneficial etc - this is undeniable. But unless something drastic is done NOW the system is going to collapse and this tool will be blunted, and WORSE than USELESS.
