Hello Tim,

In S scale the first rule is: after you pick the railroad and the era you want
to model, check to see if there are any locomotives or rolling stock that will
fit the layout you have in mind. Be prepared to change layout or era. Don't put
hammer to nail until you know what you can run on your railroad.

You mentioned that your experience was in Flyer so perhaps you aware of this
but it is frustrating to get started in S scale with a layout and operating
plan and then to discover that you can't buy anything to run on your tracks.
Scratch building is fine but it sure takes longer.

I could pick a commercial period of it's existence
  and model that.
