Hi Ed, It appears that the conversion kit shown for sale on Ebay was the one sold by Jon Beveridge/Cascade Hobbies back in the 70's. I actually have one that I have yet to assemble. The gearboxes are actually Kemtron and not NWSL. Beveridge used Kemtron gear boxes in virtually all of his drive kits. The wheelsets may have been NWSL, but I can't say for sure. I imagine that the final product would be a relative smooth runner as most of Beveridge's power assemblies ran well especially with the Sangami motor. What I didn't like about this particular design was that the gear tower (actually a delrin chain drive) is installed in the cab area of the S-2. Because the the large cab windows it's quite visible and difficult to hide.
There is a considerable number of Miller frame/body unpowered kits out there because "S"cenery Unlimited offered them that way for years. So finding the frame/body combination wouldn't be difficult. Rather than using the Beveridge repowering kit I would recommend getting with Jim King and having him adapt on of his H10-44 drives to fit the Miller frame. The trucks would be right for the S-4 version. If you're looking to do the S-2, somebody (Steam Depot maybe) made brass Blundt side frames though they may be difficult to find.
