Jim,

I think what you are asking is about using HO wheels in S scale.  A RP25 wheel 
in HO is supposed to be .110" wide (code 110) which works fine as an S scale 
wheel.  The only problem may come in with the nature of the trackwork.  You 
probably already know that there are different track standards for S "scale" 
and S "Proto 64".  These differences are caused not so much by difference in 
gauge (there isn't one) but by the difference in wheel flange size and how the 
wheels run through frogs and crossings with guardrails.  The smaller wheel 
flanges of Proto 64 require tighter clearances on the track flanges for proper 
operation.  Proto 64 wheels WILL go through S scale trackwork, but may derail 
by picking the points at turnouts because of unmatched flange sizes.  S scale 
wheels will NOT run on Proto 64 track as the wheel flanges are larger than the 
track flanges.

SO....

HO RP25 wheels have a smaller contour than S RP25 wheels.  You MAY have a 
problem with them picking the points on S scale track.  They are also a wee bit 
bigger than Proto 64 wheels.  Thus they may or may not work on track built to 
those specs.  It depends on just how tight the flange clearances are....
