I hadn't thought about looking at railroad standard drawings, so I 
looked up something for the PRR. This diagram shows the standard for 
1919 (the distance was 6' 1"):

I also found a 1948 PRR standard drawing which shows the difference 
between a low platform (8") and a high platform (3'8"):

Here the distance from track center would be 5'1" (low platform) and 7' 
(high platform).

These diagrams also answered my other question, which I only just now 
thought about, and that was what the typical height of the platform 
would be from top-of-rail.

Again, thank you all for taking the time to answer my question. I am 
trying to position my rendition of the "Showcase Miniatures" structure 
on my layout. I try to strive for prototypical accuracy, hence the 
original question.
