As Ed says, often the choice is made by research at hand, or the personal 
preference of the manufacturer. In many cases, an alternate project is just not 
in the cards.

If you don't want a pacific, then there is no point in thinking about it. If it 
is a matter of the SPECIFIC prototype, I suggest taking a longer look at the 
model and at the locomotives on your prototype. It may be that with a few 
detail changes and some paint and decals you would have a usable engine. While 
few steam locomotives are exactly the same, many are similar enough that this 
could be a potential stand-in. Don't be put off just by the advertised road 
name.
