The outside-downward stairways in my neck of the woods were always
open, so were filled with junk that ended up down there and the
bottom, of course, got wet. So the covered version makes a lot of
sense. Also coal would often be delivered down a chute through a
normally covered man hole or through a removed window, so you could
use that Leigh Valley scissor coal delivery truck!
Two of our Second Street houses (#07700 & 07701) have basements, but
not external stairs.... like my sister's house in Elmira NY.
#07701 112 Second Street has the coal chute access door on the side of
the foundation.
