#9808: Upgrade numpy to 1.4.1 and scipy to 0.8

Comment(by kcrisman):
Numpy was fine in all cases; Scipy was what didn't build. drkirkby's
comment "There are g95 binaries in the Fortran package in Sage, but
William said they can be removed." may not be true.
The command that supposedly checks which version I have returns with an
error:
{{{
local/bin/sage_fortran: line 3: sage_fortran.bin: command not found
}}}
This also happens on my (successful) build of 4.6.prealpha4, so maybe the
command is wrong?
Incidentally, does this ticket do anything with respect to #7831 and
#8010? Just curious.
