It is stable - in as much as we are planning on moving most of the
arc tools outside, at which point there will most probably be
alternative data sources that will supersede this text file.
There is no reason to change the file location or structure,
though I could see a customer-driven (i.e., you) request to change
the format from csv to xml at some time.

In that sense, the location and format are Committed, but due to
the fragility of the os.o web app, its update frequency and level
of "being current", while intended to be daily, should be considered
to be Volatile.  In addition, there /will/ be a major release of
the arc tools at some point, though we/I will attempt to make the
transition as easy as possible.
