I still like the idea that the set of bugids and ARC cases mentioned in the set of RTIs represented by a changeset maps 1:1 and onto to the set of bugids and ARC cases mentioned in the changeset comments (i.e., the check I hadn't thought of, as per previous email), but it seems like bug 274 will cover that.
