You're suggesting that the putback comments match both the bug/ARC
case, and the RTI also matches both of those, no?

If the checkin matches bug/ARC, surely it's WebRTI's responsibility to
make sure its view matches? (it already does with bugs, I think).

I'm not sure why the cross checking of two external-to-us db's should
be done by us, rather than one of the parties involved (webrti, most
likely).

If there's something I'm missing I'm happy to concede, but we'll have
to find someone to actually implement it.
