I want the user to be able to hi-lite table rows, save the entry, and have

The theory is correct. However, the practice might be that a Submit
actually also does a Modify.
You need to check the actual workflow to identify what is failing.
Also keep in mind that "Submitter mode Locked" is not the only
requirement. The fields may need to be "Open at Submit", or the
