[AI] Need training space in Delhi NCR

Hi

Does anyone know of an organisation which is working with excess capacity
in Delhi NCR ? We want to start a training for persons with hearing
impairment from next week onwards and we urgently need space. Mentioned
below are the details of our requirement -
Training Center - Capacity of 15 people
  - 4-5 computers
  - Open Mon - Saturday
Request you to please suggest suitable options soon. We would share the
rent with the organisation for the duration of use

[AI] Our Views on RPD Bill

RPD Bill and stated our reasons for supporting the passage of the Bill.

One of our jobs is to analyse and critique policy documents. Our first reaction 
to The Rights of Persons with Disabilities (RPD) Bill was negative. We saw many 
lacunae. But then we decided to take an objective view by looking at both the 
positives and the negatives. We also tried to understand the socio-political 
scenario and how difficult it has been to influence disability issues in the 
country, based on our experience of almost two decades in disability advocacy. 
This effort has helped us to form a view on whether we should support the Bill 
or not. Here, we share our thoughts.

1. What are the major gains for people with disabilities from the RPD Bill?

Let‟s look at some of the major gains for persons with disabilities when this 
Bill becomes an Act.
 Definition of disability is exactly the same as given in the CRPD, which is a 
huge gain. The Bill lists about 19 impairments as mentioned in the schedule 
(annexure) but these categories are not sealed. There is a provision for adding 
impairments to the schedule. It is mentioned „Any other category as may be 
notified by the Central Government‟.
 A comprehensive definition of „Communication‟. It provides for measures to be 
taken to make all contents accessible and it states persons with disabilities 
have access to electronic media by providing audio descriptions, sign language 
and close captioning. There was no mention of sign language, access to media or 
audio description/ close captioning, etc. in the Act of 1995.
 There is a section for Equality and Non discrimination to ensure that persons 
with disabilities enjoy the right to equality, life with dignity and respect 
for her/his integrity equally with others and should not be deprived of her/his 
personal liberty on the ground of disability. It also mandates governments to 
take special measures to protect the rights of women and children with 
disabilities by providing appropriate environment.
 There is a Section on Community Life, where it clearly states that a person 
with disability has the right to live in the community.
 There are Sections on Protection from Cruelty and Inhuman Treatment; 
Protection from Abuse, Violence and Exploitation; Protection and Safety; Home 
and Family. These were not even considered or recognised in earlier policies 
with respect to people with disability.

 Access to Justice has been explicitly mentioned.
 It provides the right equally with others to own or inherit property, control 
financial affairs, have access to bank loans and other forms of financial 
credit. It provides for support in decision making and respecting autonomy, 
dignity and privacy.
 Social Security has many new and much needed aspects like - access to safe 
drinking water, sanitation facilities, medicines, diagnostic services and 
corrective surgery free of cost, caregiver allowance, insurance scheme, support 
to women with disability in livelihood and bringing up children.
 Quantum of assistance to persons with disabilities under social security 
schemes and programmes shall be at least twenty-five per cent higher than 
similar schemes applicable to others. Recognising „disability cost‟ and making 
a provision for it is a major gain.
 Separate Sections on Culture and Recreation and Sporting Activities with 
quite a few relevant and much needed provisions.
 In education, it provides for recognised schools to admit students with 
disabilities without discrimination; provide accommodations, individualised 
support, transportation, make modification in curriculum and exam systems, and 
many other important provisions.
 Reservation in higher educational institutions has been increased from 3% to 
5% for persons with disabilities. With an improved definition of disability, a 
lot more people would be covered.
 Reservation in Government employment has been increased from 3% to 5% for 
persons with disabilities and covers more categories of people with 
disabilities like intellectual impairment, mental illness, autism, multiple 
disabilities, including deaf blindness etc.
 Increase from 3% to 5% reservation in all poverty alleviation programmes. 
Priority to women with benchmark disabilities has been added.
 Introduction of 5% reservation in developmental schemes. Priority to women 
with benchmark disabilities has been added.
 Introduction of 5% reservation in allotment of agricultural land and land for 
purpose of housing, business, recreation, etc.
 There is a provision for Special Courts for each district to try offences 
under the Act.

 There is a provision for District Level Committee of Disability for 
implementing the Act.

The graphic numbers are arbitrary, randomly assigned by Jaws. There may be a 
logic, but that has nothing to do with the actual graphic because the same 
number is assigned to graphics in other windows.

Well! Sorry for writing or expressing my views about it after closing
this thread. But, how someone can stop her/himself when he or she
reads such a harsh comments. I am absolutely agree with Avinash!
Thanks to Avinash, Amit,  Rajesh Sir, for putting such problems or
such things about those who cannot get even basic things also.

I am very sorry Dear Rahul, but, it is not laughable, if, a person
cannot paid 500 Rs. I had gone through such things, when I even could
not pay my annual renewal subscription fee of talking book centre of
NAB. Rs 50 also, then, how can we imagine, that, person can pay 500
Rs. If you do not get any kind of pocket money from your house, after
seeing your struggle, you get it from someone, then, what will you do?
I myself gone through such things. There was no question of Rs. 500,
but, the other cost also. If we want to book hotel by them, then, we
wanted to pay Rs 1000 again. Which was next to impossible for those,
who are unemployee. Many time, parents, give them mobile, not for
them, but, to torcher them. Can you imagine? Yes! it is true. Trust
me. At the same time I am also wondered that, without getting job, how
a person can keep mobile with them, because, I did not done it before
getting well sallaried job.

Well! that is not a point, but, think so many times my dear friend
while putting any such comments.

Lastly, I agree with Amit, Good  bad things are found everywhere.
Beggers are not only in blind community, but, also sighted community.
Please! Excuse me!

Dear Friends,

I am writing here as representative of one of the sponsor
organizations:  I think that not only we should be paying the small
token amount that was charged but should not be arguing upon this.

I am afraid NGO bashing does not take us very far.  Also, let me be
clear:  we called this event as convention for lack of a better word
but one of the purpose was also socializing which is not free.

Nilima, although I fully sympathize where you are coming from, I don't
think anyone who was present there came from such difficult
background.  We cannot expect to get everything free of cost.

I am shocked at the fact that some people are justifying this kind of
behavour.  On the contrary if we know about such people who are
working in reputed posts and earning good salaries, we should try and
discourage such individuals and try and boycot them.

Anyway, this shows where we are and then we also want everything
rightsbased and claim that we are not for charity.

 ill about us. Each one of us are ambassadors in their own rights.

 I had also put in the list, we had an offer from our delagate, that he would
 sponsor the registration cost in case someone was so inclined but did not
 have the funds for it. No one approached for this offer. Then, why this
 indulgence?

 Well, friends thanks for all those who put small and big efforts and all the
 delegates who came along from many states of the country.It was nice to be
 with each one of you.

Let's stop this. If there is a deficit of funds, I would request the 
organizer to let us know so some of us may contribute. I won't mind giving 
some amount to Score Foundation, they are anyway doing a great job.


I am from those, who benefitted from the recording of the convention and 
always wished to meet AI friends in such convention but always missed due to 
prescheduled responsibilities.


There is nothing free in this world, what you get for free, remember some 
one is paying for it, it's all about when we become capable of paying for 
our self. There are 2 sides of each coin here, one is giver and one is taker 
and believe it or not, at some point every one of us have been in both side. 
The real question, is what side we wish to choose for most of the time, 
after all none is permanent.


If asking for money on streets is begging, then asking for sponsorship is 
more or less equal to that with only one difference, when we are sponsored, 
we owe and show our gratitude to the sponsor and the sponsor do that because 
he see a cause in that, let's not break that soft line, else there will be 
no real difference in begging and sponsoring.


As far as fee is concerned, remember there are knowledge sharing / social 
networking events / conventions / exhibitions, for free and for a start of 
Rs. 50 to  5, 000, pounds may be higher. Just to give you some example, 
CSUN, ATIA, Google IO etc.


If a fee is there, everyone should pay to participate, no question on that. 
Publically criticizing the defaulter is no bad thing, they should be made to 
feel shame.


Rs. 500 may be a big amount for some of us (remember some of us, I 
completely agree on that) but those members had the option to ask for help 
from the organizer and people like Prashant sir (I respect him a lot for his 
generous attitude) offered sponsorship, the option could have been used.

discourage such individuals and try and boycot them.

Anyway, this shows where we are and then we also want everything
rightsbased and claim that we are not for charity.

delegates who came along from many states of the country.It was nice to be
with each one of you.

Hi

I wish to cpy paste a table on to an excel in a table format. It used
to happn when i was using Internnet explorer, however, it's not
happening in mozila.

Why is it so?
DO i need to make any changes in verbosity?

Tired various combinations, but max i could achieve was; instead of
the whole row getting pasted in a single cell, it started pasting
randomly after converting the view to screen from simple after copying
it table row and column announcement by f8.

I am agree with avinash and amit as well as nilima. I am very sad to
know about nilima.
I fell sorry to say that  logic of computer and mobile  is laughable.
Many list members of AI don't access their email account due to
unavailability of computer I also use computer at my neighbour  house
As per my knowledge in AI list there are 3000 members How many members
do access the postings of this list and ask their queries?  We cannot
understand that the persons who don't access list have no doubt or
queries. Many blinds who are the member of AI have A low featured
mobile around 1500 Rs. for calling and receiving only. They don't have
money to recharge their mobile.

 Beggers are not only in blind community, but, also sighted community.

Hi, I have installed varnamala but don't have a clue about how to use 
it. I have windows 7. Varnamala only shows nepali and no hindi. Can 
you please give detailed instructions about how to use it after 
installation? I cant get to know how to start typing.

When you create a database in Access, it's important to include a
primary key within your table. Primary keys keep you from inserting
duplicate records. You may set the primary key to automatically
increment or manage it on your own. According to Microsoft Office, a
composite primary key is one in which the primary key is assigned to
two or more fields within a table. The fields do not have to be
adjacent in your table.

select the fields which you would like to be asigned as a composite
key and press application key. navigate to primary key option and
press enter to asign a key.

As you are aware, we had the privilege of inaugurating the website which helps 
locate Talking ATM's. This was a much felt need, as, in one hand new Talking 
ATM's are getting installed continuously, and we are just not aware about it. 
We have now the tool to solve this problem.

Friends, do utilize this service and most importantly utilize the services of 
the Talking ATM's. It is technically possible to find out, how many persons 
have utilised the talking ATM's. If the statistics goes against us, we may end 
up loosing this all together.

I am aware, there are many, who have as of now not got ATM's, however, those 
who have, please make good use of it.

[AI] Techshare 2014: an inclusive experience

Some of you may have attended Techshare 2014. It was held just before the
access-India convention at the Habitat center. 

The chemistry lab stole the show. I want that lab quest instrument!! My
compliments to the Barrierbreak personnel manning the stall. They knew what
they were doing and adapted to the level of the student very quickly. Thanks
to XRCVC as well without whom that stall would not have been possible.
Note to self, the remote control unit of the Optolec clear reader is not to
be mistaken for the lab quest device.

In terms of the discussion, the panel on entrepreneurship moderated by
Shilpi Kapoor was really good. I appreciate the ringing endorsement given to
the disabilities sector by Aavishkaar (http://www.aavishkaar.in/). These are
venture capitalists who invest in early stage businesses. I had the most fun
at the talking television session. Kiran, Richard, thanks for a brilliant
presentation and for supplying my British humor fix. smile I wonder, is
there way to legitimately purchase audio described programs from the UK? I
hope some of you heard Dipendra at the access-India convention detail his
experience in this area. We seem to have a very long road ahead.
One of my favorite things about Techshare is the uniquely Indian solution we
have implemented in terms of infrastructure accessibility. I do not have
rigorous statistical research to support this but I took about 7 steps on my
own and a volunteer materialized magically and asked if I needed help.
Another feature of interest was the sign language interpreter who I
understand was present in all sessions.

It was disappointing to see only 23 exhibiters (if there were more, sorry I
did not see them) but this is something that the organizers cannot control.
The technology appears to be unchanged from last Techshare. Strangely
enough, most of the excitement seems to have shifted to India with the
imminent  launch of products like Le-Chal. I wish they had visited
Techshare.

I would recommend inscript layout which is easy to set up since it is
inbuilt in windows machines. The inscript keyboard is developed by Indian
Government and Standardised for Hindi Typing in Computers. It is well
supported by screen reader NVDA.

stopped working along with JAWS on my pc since i did some default
application setting changes.

apprehended a 29-year-old man who allegedly molested a
visually-challenged girl and tried to abduct her in Central Delhi.

The 19-year-old victim is a student of Hindi Honours at Delhi
University's Janaki Devi Memorial College in Rajender Nagar.

According to the police, the victim de-boarded a public bus in front
of her college and started walking towards the college gate when the
accused, later identified as Sandeep, caught hold of her and asked her
to come along with him. When she resisted, he asked an auto-rickshaw
to stop and tried to force her inside.

When the auto driver saw the girl crying and resisting the man, he
asked her if she wanted to enter the auto voluntarily. When she
refused, he drove away, said a police officer.

In the meantime, Kiran Sethi, an assistant sub-inspector at Anand
Parbat police station, spotted the girl. She was on her way to the
police station on her scooty and dressed in plain clothes.

The ASI tried to stop Sandeep, but he misbehaved with her and
continued harassing the victim. When Kiran revealed that she was a
policewoman, he tried to escape, said the officer.

Trained in martial art, Kiran chased Sandeep, overpowered him and then
called the Police Control Room.

When the police took Sandeep into custody, he was found drunk. The
officer said he was involved in a similar incident of harassment in
the past. He works at a handicrafts shop in Connaught Place. The girl
was not acquainted with the accused.

Sandeep has been charged with kidnapping and assault with intent to
outrage the modesty of a woman, said the officer.

Section 508 doesn't require all websites to be accessible, only those run by
federal government departments and agencies. There are various state laws in
the US as well of course.

I do think that it is a missed opportunity to not include and advocate for
web and online services accessibility in the current RPD bill. I am told
that there is a requirement on electronic content but from what I heard read
out at Techshare 2014, the requirement sounded to me very vague and
ambiguous. It sounded like electronic content needs to be provided in
accessible format but I think this is intended for any promotional material
that the government produces. Of course a lot depends on the definition of
electronic content or content if they have a definition to begin with.

Disability rights activists staged a protest outside the Congress and
BJP offices, demanding that the Disability Rights Bill be passed in
the ongoing Parliament session.

Yesterday we witnessed an unfortunate incident in the Rajya Sabha.
The Disability Rights Bill that we have all been advocating for was
finally brought up for discussion. But immediately, a leader from the
DMK stood up and asked the Deputy Chair of the House to refer it to
the Standing Committee. The House was eventually adjourned over other
issues. Today, the focus of the House was on Telangana. Parliament's
session will soon end. We are extremely worried about the paucity of
time and want to urge the government to take up the matter, Javed
Abidi, Convenor, Disability Rights Group (DRG), said.

DRG has spent the last two months meeting different political leaders
to garner support in passing the Disability Rights Bill.

Severely challenged persons, parents and children have been spending
days on the streets holding sit-ins and vigils to tell the leaders
that the fate and lives of 70 million disabled citizens of the nation
depends on their political will to pass this Bill. The Bill, which was
introduced in the Rajya Sabha a week ago, if passed, will also have to
go through Lok Sabha. But when will this even happen? Abidi asked.

Earlier this week, the activists also met Congress president Sonia
Gandhi and Congress vice president Rahul Gandhi, apart from senior
leaders from BJP and Left parties, all of whom assured the group of
their support.

If the Bill is not cleared now, then it will be put in cold storage
for almost two years as this is the last Parliament session of
UPA-II, Abidi had earlier told Newsline.

equally accessible with Phone as well?
Also, I think it has not updated all the talking aTM. EG. I tried my area 
and did not found HDFC which is talking ATM and very much accessible. 
However I did get to see 1 more talking ATM with in my area of Union Bank 
which is surely a good news to me. I hope it is not just union bank 
Talking atm least???

Section 508 doesn't require all websites to be accessible, only those run by
federal government departments and agencies. There are various state laws in
the US as well of course.

I do think that it is a missed opportunity to not include and advocate for
web and online services accessibility in the current RPD bill. I am told
that there is a requirement on electronic content but from what I heard read
out at Techshare 2014, the requirement sounded to me very vague and
ambiguous. It sounded like electronic content needs to be provided in
accessible format but I think this is intended for any promotional material
that the government produces. Of course a lot depends on the definition of
electronic content or content if they have a definition to begin with.

As a user of Xolo Q700, I can tell you that with a few customization,
Andriod is quite accessible. But the Q 700 works on Android 4.2. In
later versions, 4.3 and 4.4, there are significant accessibility
improvements such as the ability to label unlabeled buttons. Though
Google has accessibility guidelines for developers, many 3rd party
developers do not always follow them and many otherwise useful apps
come with lots of unlabeled buttons. So the ability to label them
could come in handy. However, only highend models such as the Google
Nexus 5 comes with 4.4 at the moment, the only exception being the
Moto G. The Moto G is a mid range smartphone that offers a lot of
features with a good hardware configuration. It comes within your
budget range. There are 8 GB and 16 GB options that you can buy. As it
does not allow an additional SD card, you may think of the 16 GB
version though you might have to pay a little bit more for the same.
The Moto G is available for pre-booking on online retailer
flipkart.com
Not many on this list would have used the Moto G. But as it comes with
stok Android, the accessibility issues should be minimal, and the
availability of a huge number of 3rd party applications should help
solve any issue that might come up.
Samsung smartphones with good hardware configuration come at a higher
price. Micromax and Lava Xolo have a number of options with pretty
decent hardware configurations that would come within your budget
range.

Following Talking ATM locater tool is surely a good help. Hope it is
equally accessible with Phone as well?
Also, I think it has not updated all the talking aTM. EG. I tried my area
and did not found HDFC which is talking ATM and very much accessible.
However I did get to see 1 more talking ATM with in my area of Union Bank
which is surely a good news to me. I hope it is not just union bank
Talking atm least???

Alternately, you can use the jaws virtual viewer. Perhaps you know this. 
Sikply press insert+numpad minus to activate route jaws to pc command. Press 
insert+alt+w to virtualise the current window. Now you can select text using 
standard keystrokes. The select all with ctrl+a also works. Copy the 
selected text with ctrl+c. Then you have to use the esc key to close the 
virtual viewer. Now you can paste the text anywhere you like.


You can redirect the output of a dos command using the greater sign or the 
redirection operator. I use a batch file to make a list of folders and files 
in a folder, with the following line:

dir /w  ListOfFiles.txt

You can create a text file of the output of a dos command by adding at the 
end of a command

myfile.txt

I will request the moderator to remember this demand net time. Perhaps we 
can help the needy members so that they can attend the convention for a 
token ;price, say Rs. 100. Members may be asked to request the moderator for 
special concession.


The reduction of rate for the employed members played on the minds of the 
students. The cost of gifts like pen drive may be saved net time. A cd with 
the necessary contents is enough. I appreciate the presentation of the 
agenda in Braille. I was delighted to have it.


Over all, I was delighted with everything in the convention. It was my first 
convention and I can feel what I have missed thrice.
