[AI] Regarding Grace marks to the disabled in the PSC exam
Dear friends,In Kerala, the PSC was giving 12 percent grace marks to the disabledpeople in the appointment procedure. As the Govt officially anouncedthe implimentation of the RPD act, that weightage given to thedisabled is deleted and there is no grace marks at present. I wouldlike to know what is the condition in the UPSC and other states inIndia regarding the Grace marks. There is a significant exclusion of the totally visually challenged from the clerical cadre in Kerala. We propose to approach this issue legally. Prior to that, i would like to know what is the status of the blind in clerical cadre in other states and central service. Please intimate me about the same, if someone can. Thank you for your response. In Kerala there has not been any revision of the list of the identified posts over the last one decade. Hence, there is scarcity of posts for the totally visually impaired. Many of the current posts identified are nonexistent. We have been trying through different channels to rectify this mistake. However, there is a negative approach from the authority's part. We propose to make judicial intervention in this issue shortly. There were a few effective moves like incorporating the blind in the last grade sector and incorporating them in the vacancy of primary school teachers as a result of our constant interventions and ajitations. There is miles to go forward and the Federation is trying its level best to do something in the current ambiance. of School for the Blind, Aluva in protest to the police action in that school on 9th November 1986 and tried its best to bring about a reasonable and peaceful settlement. The another encounter has had with the State Government has been due to the decision of the Hon'ble Minister for Transport and of the Kerala State Road Transport Corporation restricting the free travel facility in K.S.R.T.C, buses. From 18th to 29th June 1992, K.F.B organized rally, dharna and picketing in different places in the State. The dharna organized in front of M.L.A quarters on the 29th of June after picketing, and arrest by police at the Secretariat gate has been a critical one. Other organizations of the disabled also joined the Federation in this decisive struggle. Shri. Oommen Chandy, Hon'ble Minister for Finance accompanied by a few M.L.As came came to the place and met the disabled brethren. His honour arranged a discussion with the Hon'ble Minister for Transport Shri. R.Balakrishna Pillai at his residence on the very night in which favourable decisions were taken. A further discussion was held on the 8th of July 1992 by the Minister for Transport in the presence of Hon'ble Minister for Finance and Hon'ble Minister for Industries and Social Welfare. In the discussion Shri. R.Balakrishna Pillai, the Hon'ble Minister for Transport assured that the concessions to the blind will continue as before without any change. It is to be regretted that the Hon'ble Minister did not keep his word while implementing the decision. Therefore at present we are trying our best to settle the issue through discussions and persuasion. If our efforts fail we may be forced to plunge into agitation again as a last resort to get our genuine demand accepted and long enjoyed right protected. Strike Against Unemployment Under the leadership of K.F.B, continuous fasting strike was conducted from 19th July 2010 at Secretariat gate, and on 21st & 26th July, March & Picketing at the Legislative Assembly gate, and on 26th July evening dharna at the entrance of MLA Hostel. The capital city of Thiruvananthapuram has witnessed this strong agitation programmes in which hundreds of visually impaired persons from different districts of the State participated. Effective implementation of 3% job reservation for visually impaired and other disabled persons and the backlog appointment of visually impaired persons for the period from 1st January 2004 to 31st December 2007 through special recruitment were the important demands of the strike. As a result of the strike, KFB succeeded in bringing the reasonable and genuine demands of visually impaired persons to the notice of the Government and the public, in raising relevant questions by MLA's before Legislative Assembly, and to hold discussions with Hon'ble Minister for Health and Social Welfare. Though, the first two discussions were incomplete, agitation continued and finally reached at an agreement in a discussion held on 19-08-2010 between the, concerned Minister and KFB representatives. Dear friends, This is with reference to a mail that was circulated a few days back in the group regarding the response of the Kerala State Social welfare Secretary regarding the conduct of Kerala Federation of the Blind in running Insight a Govt sponsered Computer centre. Being the Vice President of the Organisation, i wish to bring into light here, the conspiratorial ajenda behind such a move and its consequences. Kerala Federation of the Blind is the largest nonprofit charitable organisation of, for and by the visually impaired in Kerala and probably the first NGO of the disabled in India. Eversince its formation on 11th september 1967 the Federation has been playing a pivotal role in creating barrier free environment to the visually challenged and the other disabled through many socio/political and judicial interventions. It was in 2007 that the Govt started a Computer training centre for training the visually impaired to use Linux based software applications. KFB had indeed played a significant role in initiating that project and the Govt entrusted Space, a Private agency for running that project. However, due to many issues in the conduct of the project such as mismanagement and misappropriation, in 2014 the Govt gave the same to Kerala Federation of the Blind to run the project. The project is owned by the Social Justice mission and KFB was only running the project as per the MOu between the federation and the mission. The project continued for about four years without any significant hindrance. Each instalment of the fund was released to the Federation only after the properly audited reports were submitted to the Mission. The federation also had to submit annual proposals for the release of fund for the new year. The federation had from time to time met with and fulfilledany condition that was mandated by the Govt and produced any significant document that was demanded by them. However, in 2017 when the project was to be renewed, the govt and the Social Justice department delayed the renewal process raising many invalid and nonexistent charges. There were a few important reasons for this move from the part of the Govt. 1. KFB being a Democratic association, it takes actions against many of its members for the violation of the organisational conduct. A few of such members who were temporarily suspended from the federation for valid and sustainable reasons through pure democratic means submitted a few false alligations to the Social Justice department. The social justice Secretary and a few other officials who were already committed to the earlier agency who was conducting the Insight took this as a potentially viable opportunity to take the project from the federation. So, far we have been able to comply with all directions that were issued by the Department and produced all major documents that were demanded by them. If we were given money without proper examination of theaudited statement and other related documents, Govt could be the bigger culprit. So, the department itself will deny such a charge. Besides, if the department had any complaints regarding any aspect of our conduct, they could have issued to us communication regarding that and we would have been able to comply with it rightly. However, what they are doing is raising nonexistant and invalid alligations against an organisation who had played a long standing role in national and international level itself regarding the upliftment of the disabled. The federation had issued a press statement of its own denying all charges that were raised by the social welfare secretary and proving that all of them are false and with a view to damage our identity. However, the result is only the continuing delatoriness and passivity. Finally, Insight is the only Govt sponsered project aiming at training the visually impaired to use computers. If KFB was doing it wrong, the Govt could have entrusted it with some other credible organisation. Hence, Why this inordinate delay? What all could be the conspiratorial moves behind this delay? Dear friends, Just now, when i was examining my mails and giving replies, i got a call from a friend of mine, a totally visually challenged friend. He is not so well educated and also not so technosavy. However, right now when he called me, he was using his symbian nokia e5 phone to call me and he is still sharing with me the happiness over how i had enabled him by installing the software for him. Even though, he did not know the specificity of the phone he is using, he can dial the numbers, select the contacts and read and send the messages. Right now we are all celebrating the new revolution of the antroyd phones. Our greatest worry is which are the new ttss that are being developed. Mean while how can we sustain the accessibility of the nontechnosavy visually challenged friends like my friend who called me just now? By providing them with talks, we have opened to them an unimaginable possibility to be self reliant. We may be still cherishing in our mind, the first moments when we used talks in a symbian phone, what freedom and autonomy we experienced in such monents. However, we cannot imagine a moment with out an accessible mobile phone in our today's life. So, what could be the utter tragedy of our friends, who are not so so technosavy to use touch phones. Are we making them doubly disabled, by providing them with accessibility at first and then stripping them of the same. Very few of us are using touch phones as our permanent phones and most of us are still using our symbian phones as our main phones. So, along with arguing for a flexible touch platform in antroyd, we must also work for a phone with keypad and accessibility even with limited functions like, call and message. Even though we have many organisations and collectivities, why no movement takes place in this area. I'm currently attending the 87th orientation course of the UGC Academic Staf college, University of Calicut. On going through the modules of the orientation courses of most of our Universities, it is understood that no session is included in these courses on how to deal with the children with special needs in our orientation courses. Our educational sphere is becoming more inclusive, since more and more differently abled students are getting accommodated in our institutions. The opportunities offered through reservations as well as the new accessibility created by the technology is increasing this process. However, irrespective of the present technological explosion and the subsequent call for equality and opportunity, many of our differently abled children are either neglected or discriminated as a result of the ignorance and the corollary indifference of our teachers. This issue can be solved to a great extend, if we can provide the teachers an awareness about this area in the orientation courses that they attend. Many of the sessions included in such courses are not socially relevant in the context of our academic scenario. However, the present session is a very essential one. KASARGOD: Nalin Sathyan has successfully hidden his other identity -- Nalin.x.Linux -- for long. He is as obscure as his home, a two-bedroom blind teacher's quarters hidden by outgrown grass on Seethangoli Road at Vidyanagar in Kasargod. Only five persons, including his family of four, know Nalin has been participating in the Google Summer of Code (GSOC) for the past two years, winning $5,500 each season (`6.76 lakh) as stipend from the technology giant at Mountain View, California. However, the anonymity of Nalin.x.Linux is restricted to the physical world. In the world of free software, his one product -- IBus-Sharada-Braille -- is downloaded 100 times every week. For me the recognition came when Google FedExed me the G-Soc T-shirt, says Nalin, who is awaiting results of BSc Computer Science and has an internship offer from Google. Asked why he did not prefer an engineering college, Nalin said, I could not make the cut because my Maths marks were low in Plus 2. When i double tap and hold the key, the message i get is that no speed dial asaigned. However, i'm not able to locate the speed dial either in the call settings or in the dial option. Dear friends, I'm at present using a white cane made by Worth trust Katpadi. It is very difficult for me to use it, since it is difficult to close it once i open it for walking. Dear friends, I'm using gmail without any mail clients. When i check my mails, if i press the checkbox checked button to mark it for deleting it or moving it, the cursor always jumbs to the first mail i have selected. Even after five to six mails, it always jumps to the first mail. This makes me coming down to my last mail always by pressing x many times. Is it on account of any trouble in my settings. And of course some additional challenges like teaching your kids subjects like Science where you yourself have the weak background, which may need to be tackled appropriately. Now as far as convincing a sighted partner is concerned: First and foremost, I am of the opinion that do not try everyone and anyone. Spend proper time, and then understand really is it what you are looking for? Forget be it blind or sighted. Second, I quite agree with Rajesh sir and Shadab bhaiya's views of being yourself and having your other qualities at its best which can then open a window for detailed and deep discussion. Disability related challenges need to be discussed not only between the individuals but also at the family level to avoid complications if any. If you have a decent earning prospects and a decent life wherein you are capable of upbringing your family well, then it is not as big problem as we see getting a sighted partner also. Again to emphasise, the only important aspect is to discuss the disability related challenges at the beginning itself to avoid issues in future. Nikita diii is just one exceptional example. maintaining yourself as a girl of that kind despite blindness also is a big thing to happen! The hindu For Ram Karan Singh, an Arjuna Award winner in athletics, going for the Asian Games trial in April now looks like a far-fetched dream. The 23-year-old, who was partially visually challenged, lost his eyesight completely after he was injured in the police action on Thursday. The police 'highhandedness' took place during a protest against issuance of an ordinance on the Rights of Persons with Disabilities Bill. The Persons with Disabilitiess, who were a part of All India Disabilities Alliance, were protesting outside Congress vice-president Rahul Gandhi's residence when the police used force to evict them. They wanted to meet Mr. Gandhi and convey their message to the President requesting him not to sign the Ordinance on Rights of Persons with Disabilities Bill as is being planned by the UPA government. Earlier in the day, my friends were protesting against the Bill at the All India Congress Committee office. In the evening, I got to know that they were lathi-charged; some of my visually challenged friends and I went to support them. We were protesting in front of Rahul Gandhi's residence. The police had erected barricades and when we tried to cross them the policemen hit us with lathis, said Mr. Singh, talking to The Hindu. I was hit on my left eye and several other friends too were injured. We were taken to Ram Manohar Lohia Hospital, where the doctors told me that the lens of my eye has been dislocated. I cannot see anything after that incident, he added. Mr. Singh had lost his eyesight in an accident when he was 14 but was able to see with his left eye after he was operated upon in 2006. That is when he applied for the CellOne Marathon in Delhi in the disabled category and won the gold medal in athletics. This was the first step towards a sporting career and he never looked back. In 2010, he received a silver medal in the Asian Games; in 2011, he won a bronze in the World Championship in Turkey; and in 2012, the prestigious Arjuna Award was conferred on him. -- Habeeb C. She has never known its fragrance, but a friend she trusts picked it out for her a few years ago, and it is one of only two perfumes she wears. It is flowery and bright, with a hint of musk and fruit. That sounds like something I would wear, she says. Her vivacious personality does match the scent. She flippantly attributes her disability to three accidents in her childhood, a small scar from a particularly bad fall still visible on the ridge of her nose. I was about seven or eight months old, playing on my dad's chest, when I fell and hit the edge of the cot. The scar has been there since, Heggar says. But her response to olfactory stimuli began to deteriorate much later, at the age of 18, and a medical examination failed to reveal the cause of the problem. You must think I am crazy not to have it looked at again. I hate being subjected to medical scrutiny, she says, joking that she is happy not smelling the garbage piling up on Bangalore's streets. Of course, for every bad odour she is blissfully oblivious to, there are a hundred aromas Heggar would like to sniff. A foodie and a self-taught cook, she gorges on biryani but is unable to conjure the wafting fragrance of basmati rice. Since much of what we consider to be taste is actually smell, Heggar can't really experience flavour. I can tell if the food is salty, sweet, sour or bitter, but that's about all, she says. I make up for it by trying to imagine flavours I remember, and by focusing on texture, temperature and presentation. Things I learned by pretending to be blind for a week | Silktide blog Things I learned by pretending to be blind for a week Avatar image David Ball Posted on January 7, 2013 112 responses David wearing blindfold using a screenreader I’m a full visually-able user and I love looking at websites. I know though, that not everyone experiences websites in the same way. Browsing websites at different screen sizes is a hot topic at the moment, but lets not forget that it’s not just mobile users that experience websites differently, blind users experience them in a way you might not even realise. So I started using a screen reader to see (I suppose I should say “experience”) how a blind user navigates a website. First I want to say accessibility isn’t completely new to me. I’ve been creating W3C valid websites for years, building to web standards, and always taken care to make sure all my images have alt tags, and any Flash has an appropriate text alternative. However, when I started using a screen reader, I learned quite a lot. 1. A screen reader reads the entire desktop, not just the browser. Somehow in my ignorance I assumed the screen reader was just the browser, but it’s not, it’s the entire operating system experience. From turning your computer on, you need to navigate using keyboard commands to the browser and open it. If anyone tells you that a good way to experience websites as a blind user is to use obscure browsers like lynx or w3m (as someone tried to tell us on our Facebook page), just remember that it’s unlikely you’re getting the same experience as the majority of blind users. 2. It’s difficult The learning curve is steep! Getting to know the keyboard shortcuts just to move around the page is difficult, as is remembering where those keys are on your own keyboard when you’re blindfolded! Oh yes, I did blindfold myself for the full experience, not at first, but gradually once I became more confident I knew what I was doing. Often I would navigate myself into a corner or option that I was unfamiliar with though, and had to take a peek to discover what had gone wrong. Here’s a sample of what happens when you navigate to a page using a screen reader, it starts to read out every piece of content on the page, and I mean EVERY piece of content, and doesn’t stop until it’s melted your brain and the words merge together into a sea of electronic voice. If you want, you can listen to the entire page, but I learned from this screencast by visually-impaired user Robert William that it’s actually much better to wrestle for the control and navigate through the content yourself. Be prepared though to be baffled by hundreds of links and headings before you even get to the page content, or the link you want. 3. It’s different between browsers The most popular browsers for blind users ( according to WebAIM in May 2012) in Internet Explorer 8 (30.4%) and 9 (28.5) and Firefox (20%). My favourite browser is Chrome, which I started using, but soon realised the experience was very different between browsers, so switched to Firefox which actually does a very good job of accessible navigation. It was when I viewed a page created by accessibility researcher Sina Bahram to demonstrate good accessibility that I discovered that Firefox automatically adds a landmark HTML5 nav elements without having to specify an ARIA role. I asked Sina why he didn’t add a role=”navigation” to the element, which I thought was standard practice, and he replied: block quote “when there’s an actual HTML5 element to do the same thing, I tend to use the element. More semantic.” block quote end He’s right, but of all the browsers I tested, this only created a landmark in Firefox. There’s a video of Sina demonstrating accessing the web using a screenreader here. 4. You have to learn to listen fast I once realised when watching a DVD on my Playstation 3 that you can set the speed to 1.5x. Which means you can finish watching a 2 hour movie in only 1hour 30 mins and still understand what’s going on. “That gives me 30 minutes of life back!” I said excitedly at the time, and started to fry my brain listening to their speeded up chipmunk voices. Of course I couldn’t take the unnatural high speed pace, and changed it back to normal pretty quickly. But that’s nothing compared to the speed Sina Bahram listens to his screen reader (see the first 40 seconds of the video linked above). Even at a relatively casual pace though, it’s a lot of information to take in at once and often I would have to go back and listen again to the page options I’m given. 5. Some popular websites are very difficult to use I was trying to use my screenreader to browse to the websites I use on a daily basis. Facebook, forget it. Despite articles telling me how accessible Facebook is in theory, the JavaScript and infinite scrolling page caused my screenreader to slow

By Shrirang Sahasrabuddhe and Ajay Kolhatkar PhD Web 2.0 poses a volley of challenges for the differently-abled user and any step ahead in the technology must mull on inclusiveness Download With its global reach and versatility the world wide web has had a huge impact on the way we work and live. The web has enabled access to a range of news, information, services and entertainment. It has also provided means for social interaction, civic participation and in many cases, a means of livelihood. While for the able user the web opened a wealth of information and entertainment, it provided more independence, work opportunities and social interaction for people with different abilities (PwDA). Assistive technologies such as screen readers and speech recognition have made the websites easily accessible for people with visual and auditory impairments. Over the past few years developments in web technologies such as JavaScript, cascading style sheets (CSS), eXtensible Markup Language (XML) and Asynchronous Java and XML (AJAX) have transformed the web from being a mere information provider to an interactive medium that allows two-way communication between a website and its users. It has converted the web users from being passive consumers to being active producers and consumers of content. The new web harnesses collective wisdom of crowds through means such as wikis, blogging, tagging and social networking. Rather than being a means of disseminating marketing information the web is now being used to involve consumers in the processes of product design, development, marketing (buzz or word of mouth) and even after sales support. This new web — christened Web 2.0— provides interactions that are visually rich, contents that comprises multi-media and experiences that pan both real and virtual worlds. Most such visually rich applications rely extensively on user interactions especially using mice or other interface devices. While all the above are welcome changes for able users, for PwDAs it creates new challenges for access and usage. What follows is a brief discussion on the need to address the requirements of differently-abled people, challenges posed by some of the technologies and possible resolutions of some of these challenges. NEED FOR ACCESSIBILITY According to World Health Organization (WHO), close to 10% of the world’s population (a little over 650 million people) suffers from some form of disability [1]. However some country specific statistics, collated from the respective country’s census data, indicates that the malaise might actually be larger. Table 1 gives an indication of the percentage of PwDA population as a percentage of total population. As per the WHO, disability is an umbrella term that covers impairments, limitations on human activities and restriction in social participation. Since the use of information and communication technology (ICT) is increasingly becoming a vital part of educational, economic and social life for everyone today, people with different abilities are likely to be excluded unless efforts are undertaken to make ICT accessible. On a contrasting note, as per US Department of Labor estimates, the PwDAs in the US have discretionary income of $175 billion [8]. In the UK a similar estimate puts the number at £200 billion and in Canada the estimate is $26 billion [8]. This clearly indicates that there is a huge untapped market that has expectations of high quality products and services that are available at competitive prices. Another important consideration is the fact that for most able users the internet is just one more medium for transaction. But for a differently-abled individual, it is probably the most important (and sometimes the only) means of interaction with the world outside. It also affords them the much desired sense of independence. In 2000, the National Organization on Disability and Aetna U.S. Healthcare instituted Harris Interactive to conduct a survey of Americans with Disabilities [9]. One of the findings of this research was that four out of ten people with disabilities were online and spent twice as much time on the internet compared to their able counterparts. Notwithstanding such an overwhelming case for making the web an accessible place, almost 97% of the WWW is inaccessible as per the United Nations Global Audit of Web Accessibility conducted in 2006 [10]. MAKING WWW AN ACCESSIBLE PLACE In view of the situation described in the previous section, a world wide effort is on to make the WWW an accessible place for all. Hello friends, as we are conducting serious discussion on developing NVDa, i'm going through an unsolvable dilemma. Developing a screenreader is a really commendable thing, but what if it is not afordable and not attainable to most people in a country. I know that the screenreader here is free of coast, but how about the operating system. How many of us can aford to pay for windows to install the particular screenreader. We have already got Orca in linux, the facilities in Orca is available in regional languages also. It has many problems, but they can be easily solved, if there is a collective initiative from the part of government, NGOs and other related circles. I doubt why all such initiatives go to the corporate circle, and why the open source is completely neglected. I don't know how many of my friends will be comfortable with this idea, but if we don't have a collective bargaining for such developments which are for all alike, the use of technology will be limited to a miniscule minority, as it is now. As so many people have already pointed out, the Jaws cursor like functionality is a difficult part. As Harish Ji has already pointed out, the steps are not as complicated as they might sound , but it is difficult to understand at first, particularly for a Jaws user. Another issue is with Jaws scripts, life is made so much easier with Jaws with applications like Skype and GoogleTalk. Jaws can kind of work with these applications, particularly the former without scripts but not that well. I find the experience is same with NVDA, if they could integrate the functionalities provided by Jaws Scripts to NVDA as well, things could become a lot better. Another thing might be specific to my style of use. I like the Jaws function of Jaws key + Enter moving the web page by a few frames, particularly useful when reading newspapers and such stuff. Has to keep arrowing down in NVDA and that is something I really don't like. This is a wonderful initiative and I hope NVDA continues to evolve and go from strength to strength. Hello friends, One of my friends is denied provision to use cheques with thumb impression by a nationalised bank. Some other banks are permitting the same. Please give me clarification on this and possible any orders to help him if it is there. He being in his old age fails to go to the bank frequently to collect his pention. When he submits self thumbed cheques, the bank officials are not ready to accept it. They say that in such cases, he must personally come to encash the cheques. I'm a very active political worker in my institution. I met the principle the day before the election with the order, and he told me that i can do as directed by the returning officer. Things are more interesting when i went to vote. The principle told me that he could not implement the registrar's order as the opposite political group challenged it saying that it does not agree with the rules in the statute, Where the close is that the challenged person's vote can be done either by the returning officer or his deputy that is the presiding officer. I resisted it by saying that i have the support of the order of Registrar. ON calling him on the phone, The registrar told the principle that against what had really happened between us, he hadn't issued the order on account of my legitimate feelings. He thought that being a visually challenged i would not be opposed by the other people, so he had given me the order as a charity. I put three conditions in front of the principle. 1. He must allow me to use my choice for voting. He told me that being opposed by the other group, and not being in the statute, he couldn't do so. 2. I can use the principle's help for voting, provided he gives me in writing why he doesn't allow me to use my choice. He was not ready to do so, as the registrar had already instructed him that he should not do so, as there was some objection. The registrar had not canceled his order. 3. This being the situation, i'm not voting in the election and i'm going to give a complaint to the disability commissioner that i'm not allowed to use my right to enfranchisement in the senate election. At last he told me that he would try to make negotiations with the rival groups. After coming out, i explained the situation to all my colleagues on both the sides. There is a change in the curriculum of my university this year. i asked my university people to provide me an e.copy of the texts to print them in to braille. The publishers are reluctant to do so. I have already send the right to read and the 9th article of uncrpd to the people concerned. I hope that they will take a positive step, though nothing has yet done.
