had to say about the events leading up to the make belief

  At any rate, 98% of what he provides below as proof is nothing 
but pure, unadulterated conjecture. The rest comes from a source 
as an impartial as Fox's reporting on the middle east.  If he can't go 
a step, or five!, better, we'll just have to assume he's in the habit of 
spouting vicious, hatemongering.

 Another question you might want to address.
 
 Slobodan Milosevic, until about 1994 was the spokesperson for all the Serbian forces 
in
 the region. In this role he continually (from
 1991) rejected peace plan after peace plan, when all other warring sides had agreed, 
it
 was Milosevic who did not accept, even
 when the peace plans were beneficial to Serbian peoples throughout the region. The 
Cyrus
 and Vance-Owen peace plans and
 ceasefires were not signed by Milosevic, because he had not achieved what he wanted 
from
 these wars. (for sources, look up UN
 history, under, Vance-Owen and Lord Cyrus---its all documented and chronicled for 
you to
 read).
 
 Um...and in terms of Yugoslav Army warships and airplanes attacking Dubrovnik, 
well
 these units were under the control of
 Milosevic, and, bombing a world heritage city (or any city), with no military 
forces, or
 strategic regional significance is kind of a
 war crime. You know, bombing civilians. Rockets were also sent into Zagreb on 
numerous
 occasions. Again, no military targets.
 
 Don't get me wrong, I did not agree with the NATO actions in bombing Serbia during 
the
 Kosovo Crisis, I think it is low and a war
 crime in itself. However, you have it in your head that this NATO action was somehow
 linked with what began 9 years earlier. I
 can tell you, you are incredibly wrong. It is Milosevic's long history in the 
previous
 wars that he built up his reputation in.
 
 Also, Milosevic, as the Bosnian Serbs, does not admit war crimes occured, or that he 
could
 do anything about it; however, the
 Croatian and Bosnian leaderships have handed over Croatian and Muslim war crimes 
suspects,
 while in Bosnia, the serb war
 crime suspects, those with more to answer to than milosevic are still running free.
 Why? If they did nothing, as they seem to think, why do they not give themselves up?

  Fact: during Milosevic's reign, state sponsored language 
programs and newspapers catered to the needs of every ethnic 
minority group living in  Serbia ( I'm not sure about the situation 
today under the leadership of the DOS and Djinkic thugs). 
Needless to say, there is an apparent contradiction that perhaps 
you enlightented friend might care to explain between his 
statement below and that of said stubborn fact?!

Fact number 2: under NATO's control of Kosovo (nominally, the 
UN's), just about every last ethnic group has been purged and/or 
murdered by former KLA thugs. Might your enlightened friend 
care to also explain this apparent contradiction with his statement 
below?!

Interestingly enough, if he substituted every use of the words 
Serb or Serbian with the word Albanian and vice-versa, he'd 
provide

republics.

Serbia. Your analyses are always appreciated. 

btw, just in case you didn't already know, according to Reuters (or one 
of the wire services) Seselj is currently being investigated by Del 
Ponte and company for his actions in  Kosovo. I wonder how this ties 
in to developments in Serbia as per the quisling region's (including 
Kostinuca's) continually waning popularity? Needn't I ask the question!

 of 
 Djindjic as a dictator had been formed by his virtual auto-proclamation 
 to 
 the Premiership of Serbia, his illegal expulsion of DSS candidates from 
 the 
 Parliament and their replacement by his own cronies, his preachy manner, 
 his 
 continues lies, and his pro-Western neoliberal fundamentalism. 
 
 Djindjic's pick for President is Miroljub Labus, who isn't running on 
 the DOS 
 ticket, b/c the Coalition itself is discredited.  A closely allied 
 polling 
 agency, Strategic Marketing, is producing polls that show Labus 
 neck-and-neck 
 with Kostunica in the Presidential race at 22%.  However, after a trip 
 to 
 Yugoslavia this summer, stories were circulating in the Montenegrin 
 opposition socialist press that Labus was paying people in order to gain 
 the 
 required number of signatures, and his rallies in Belgrade and other 
 cities 
 turned out to be complete duds, despite media attempts to publicise 
 these 
 events.  
 
 Kostunica, does have a measure of popularity, although this is waning as 
 
 well, as many see him as too honest for politics or weak.  He is 
 being 
 set up as the legitimate opposition to the DOS regime in the state 
 media - 
 which is now completely controlled by DOS and German firms.  Voters are 
 continuously told that the choice is between Kostunica and Labus, and 
 that no 
 other candidate has any chance of winning.
 
 This is in marked contrast to the visible manifestations of support for 
 the 
 Socialist Party, Milosevic's overwhelming surge in popularity as a 
 result of 
 his defence at the Hague, and a generalized discontent with the 
 post-October 
 5th crew.  Unfortunately the opposition to the Djindjic regime has faced 
 some 
 dificulties:
 
 - a split in the Patriotic vote caused by Kostunica
 - a split within the former Patriotic bloc before the October 5th 
 coup-d'etat
 - this former split was caused by the following factors:
 a) There have been attempts to fragment the Socialist Party by creating 
 a 
 reformist wing in Serbia's largest and most popular single political 
 Party. 
  Fortunately these attempts have failed miserably and the leader of this 
 schism, Ivkovic (sp?) has been completely discredited by the Federal 
 election 
 commission for forging documents and by the populace for coseying up to 
 Djindjic (although he receives about as much space in the regime 
 controlled 
 media as does the actual SPS, if not more).
 b) Nonetheless, the former Patriotic-Bloc, consisting of the SPS 
 (Socialists), JUL (Neo-Communists), and SRS (Radical Party nationalists) 
 are 
 divided.
 c) In August Milosevic wrote a letter supporting SRS leader Vojislav 
 Seselj's 
 candidacy, which caused a stir in opposition ranks, b/c it was expected 
 that 
 Milosevic would have supported a joint candidate from the opposition 
 from his 
 own Socialist Party.  I will shortly be translating this letter for 
 analysis, 
 as he argues that Seselj is the most likely to win on a joint opposition 
 
 ticket.  Nonetheless, many Socialist party supporters revolted at the 
 idea of 
 supporting a right-wing nationalist candidate like Seselj, no matter how 
 
 pragmatic or short term the suggestion (the idea was to have a joint 
 candidate that upon taking office would immediately call Parliamentary 
 elections).
 d) The Socialist Party decided to go with Velimir Zivojinovic, as their 
 candidate, a Socialist Party member

As much as I'm angered by this cruel and barbaric act, there is  no evidence that handing out harsh sentences deters individuals  from engaging in similar crimes. The source of problem will remain:  man's contempt for our cousins in the animal kingdom. 


For this reason, I believe that Mr. Benoit should be made to  serve a stiff  jail sentence for his crime. Only by punishing such crimes to the  full  extent of the law can we deter future acts of cruelty.

To the Editor: 
I am writing in response to the "Man charged with cruelty  in case of burned  kitten" which appeared recently in your publication. I was  truly shocked to  learn of the actions of Mr. Charles C. Benoit who burned a  kitten on his  grill. This kind of barbarity twoard a totally helpless and  innocent  creature should not be tolerated by a civilized society. 
Such a society should recognize the rights of animals not to  be subjected to  this kind of torture. Also, in light of the many studies that  show that  people who commit such acts of torture against animals  often go on to commit  violent crimes against humans, society needs to send a  message that we take  animal abuse seriously. 
For this reason, I believe that Mr. Benoit should be made to  serve a stiff  jail sentence for his crime. Only by punishing such crimes  to the full  extent of the law can we deter future acts of cruelty. 
For this reason, I would like to urge readers of your  publication to do as I  did and contact the Clay County Prosecutor, Mr. Charles  Norris, at  816-792-7657 to request that he demand jail time for Mr.  Benoit.

Man charged with crucase of burned kitten   By SUMMER HARLOW   The Kansas City Star 
 A Liberty man has been charged with  animal cruelty  for allegedly barbecuing a live kitten over the weekend. 
 Charles C. Benoit, 24, is charged in Clay  County  Circuit Court with one count of animal abuse, a felony  punishable by up to  five years in prison, a $5,000 fine or both.  He is being held in the Clay County Jail under $10,000  bond. 
 Liberty animal control officers were  called when  witness Sherry Scottisaid Benoit and a group of 10 or 12  persons was  barbecuing a stray kitten. 
 Scott said she pulled the 7-week-old  tabby, whom  she christened Lucky, out of the burning coals. But after a  veterinarian's  examination, the kitten was euthanized.

Classical Judaism teaches that non-Jews are close to animals.

Once coercion, brutality, and murder are deployed, they need to be escalated to suppress opposition.

Jewish strangulation of the flow of information gives Jews a degree of impunity, which deactivates the chief instrument of self-correction.

The peaceful and the stable migrate out of Israel; the violent and the unstable migrate in.

Excessive use of firearms exposes Israelis to brain damage from lead poisoning.

And in the present letter, I suggest a sixth:

"Right now it's fashionable to talk about terrorism. That's what it was terrorism against the people. Here almost every place is connected to tragedy, to death." The tomb of the unknown victims beneath the floorboards at Vasilyansky Monastery is hardly the only mass grave found since the collapse of the Soviet Union a decade ago, but it is especially grisly. Of the 225 bodies dug out, about 80 belonged to children; workers discovered a few bones so small that specialists believe they belonged to a fetus just four months after conception. Some of the skulls have single, small bullet holes in the back, a few still ringed with black from the gunshot. Others have cracks down the front, apparently from an ax, or have been crushed on top, possibly by a hammer. The bodies were not found laid to rest, but rather crumpled as if thrown in. No buttons or belt buckles or combs or shoe soles the parts of clothing that typically survive the longest were found, suggesting the people were buried naked. Who they were or precisely how they got here remains a mystery. No one has come forward with information about what happened. But older people in this town of 11,000 near the city of Lviv said that after World War II the monastery was occupied by the NKVD, which in 1954 became the KGB. And the crypt has yielded a few clues about the timing of the killings kopeck coins minted in 1946 and 1949 and torn pictures of a May Day- style parade featuring posters of a postwar local Communist leader.  AT LEAST 12 Palestinians were killed by an Israeli F16
 strike in Gaza last night, with conflicting reports
 over whether the dead included the head of Hamass
 military wing.
 The missile attack on the home of Sheikh Salah
 Shehada, the founder of the fundamentalist groups
 armed Izz al-Din al-Qassam Brigades, left more than
 100 injured and threatened to destroy fledgeling moves
 towards negotiations between the Israelis and
 Palestinians.

 The wounded were rushed for medical treatment by
 rescue workers, who had to pull children from the
 wreckage of Sheikh Shehadas house and at least four
 others destroyed in the late-night attack.

 Sheikh Shehada, a fiery preacher and former student
 leader at Gazas militant Islamic University, was one
 of Israels most wanted men and his death  should it
 be confirmed  would be one of the most significant
 results of Israels policy of targeting leading
 militants for assassination.

 The strike came in a densely populated residential
 area of Gaza City, only days after Hamas, which
 formally refuses to recognise the state of Israel,
 indicated that it would offer an end to suicide-bomb
 attacks if Israels Armed Forces withdrew from the
 occupied West Bank and Gaza Strip.

 Ismail Haniyeh, Hamass Gaza spokesman, said the
 Sheikh Shehadas wife and three of their children were
 killed, but although initial reports said he was among
 the dead, Hamas officials and loudspeaker
 announcements across Gaza later denied this, saying
 only that he was wounded.

 Nevertheless Mr Haniyeh gave warning to Israel that
 retribution would follow. Not only will Hamas take
 revenge for the martyrs, all the Palestinian people
 will unify to revenge for the blood of the martyrs,
 he said. It would appear that attacks on Israeli
 targets are likely in the coming days.

 Hamass military wing has killed dozens of Israelis in
 suicide-bomb attacks in recent months and launched
 mortars against Jewish settlements in the Gaza Strip.

 Ariel Sharon, Israels Prime Minister, appeared to
 threaten a large-scale Israeli strike on Gaza two
 months ago, but this was called off at the last
 minute.

 Instead it has resumed direct strikes on leading
 militants, of which last nights attack was the
 latest.

 Before the strike Shimon Peres, Israels Foreign
 Minister, said that his country was ready to withdraw
 soldiers from reoccupied areas of the West Bank to
 which calm had returned, leaving security in the hands
 of Palestinian forces prepared to stop violent attacks
 on Israelis.

 Mr Peres said the initial withdrawals could come first
 in the Bethlehem, Hebron and Jericho.

 Armed clashes broke out between Palestinians and
 Israeli troops later in the south of the Gaza Strip
 after news of the airstrike spread. Hundreds of armed
 Palestinians left Khan Yunis refugee camp and
 confronted Israeli soldiers near the Jewish Gush Katif
 settlements.

 Sustained shooting broke out and Israeli tanks moved
 in, witnesses said.

 Loudspeaker appeals were made from mosques in Gaza
 City and Khan Yunis for Palestinians to come out on
 the streets and demonstrate against the raid.

 Pragmatists within Hamas are said to favour
 recognising the reality that Israels military
 superiority means it cannot be removed from the region
 and to declare an informal ceasefire, tolerating, if
 not recognising, its foe.

 Diehards, however, believe that by compromising its
 principles Hamas will lose ground to Yassir Arafats
 Fatah movement and others who support a two state
 solution.

 KUWAIT, July 22 (Reuters): The United States is
 completing work on new military facilities in the Gulf
 region as the Bush administration pursues its plans to
 oust Iraqi President Saddam Hussein, officials in the
 area said. 
 
 They said the facilities were not directly linked to
 US calls for a regime change in Iraq but were part
 of plans to improve and upgrade US installations in
 the oil-rich region. These include installations in
 Qatar and Kuwait. The United States already has a
 military presence in the Gulf waterway and in all six
 Gulf Arab states in addition to Turkey. 
 
 Kuwait's Defence Minister Sheikh Jaber al-Hamad
 al-Sabah told Reuters on Monday that a new military
 camp in the south of the country is almost ready for
 US troop deployment. 
 
 Western military sources said the camp would be ready
 within weeks while some four tent cities had been
 erected in the north, close to the Iraqi border. 
 
 Washington has also replenished its military stocks in
 the region after a draw down for use in the war in
 Afghanistan, the sources said. 
 
 The Americans are now using Camp Doha which is rented
 out from Public Warehousing. The new camp belongs to
 the Kuwait military and will be used for the American
 troops, Sheikh Jaber said. It was built as a
 military camp for military use not storage for
 companies, he added. It is ready now and I think
 power connections are still pending. 
 
 The United States has maintained warplanes and ground
 troops in Kuwait to serve as a deterrent for Iraq
 since Washington led the 1991 Gulf War, which ended
 Iraq's seven-month occupation of Kuwait. 
 
 US troops use Camp Doha on the outskirts of Kuwait
 City as a base for soldiers and pre-positioned heavy
 military hardware. 
 
 While the United States builds up its military
 facilities in the region, Kuwait has added its voice
 to a collective Arab stand which opposes a military
 campaign to topple Saddam. But Defence Minister Sheikh
 Jaber said Kuwait could support US action if Iraq
 threatened Kuwait again or if there was an
 international umbrella ... We will not go against an
 international consensus. 
 
 BACKLASH: Some Arab states fear a backlash in the Arab
 world, already angered by what they see as blind US
 support for Israel in its fight with the Palestinian
 Authority, if military action were taken to topple
 Saddam. But Western sources familiar with plans to
 oust Saddam told Reuters that some Washington planners
 believe removing Saddam would rally support for the US
 position. 
 
 Some high up in the (US) administration believe that
 getting rid of Saddam will facilitate movement on the
 Palestinian issue, a well-placed source said. Also,
 if Saddam is toppled quickly, you will see some Arab
 (official) support gradually emerging, the source
 said. 
 
 Some sources doubted there would be any US action
 prior to the US congressional elections in November.
 After the elections all options will be open and
 anything is possible, said a US official of possible
 military action against Iraq and the follow-up
 political process.

 Greece police arrest 2 more alleged terrorists 
 Associated Press 
 ATHENS, Greece -- Police have arrested two more
 alleged November 17 terrorists, and said today one was
 believed to be a hit man in four assassinations --
 including those of a U.S. Air Force sergeant and a
 British brigadier. 
 Police now have a total of nine suspects in custody,
 including an alleged leader of the November 17 group,
 which carried out bombings, assassinations and
 robberies with impunity for 27 years. They are still
 searching for other November 17 members, believed to
 number a few dozen. 
 A magistrate today began arraigning three of the first
 suspected November 17 terrorists, arrested after
 police made their first ever breakthrough against the
 group following a botched bombing on June 29. 
 They include two brothers who confessed to nine of the
 23 killings attributed to November 17, and family
 friend charged with a bombing and robbery. Another
 brother, injured in the failed bombing, remains
 hospitalized under police guard. 
 Authorities believe they are now close to dismantling
 a group which eluded Greek, American and British
 authorities since 1975, when it appeared with the
 killing of the CIA station chief in Athens, Richard
 Welch. 
 The arrests came as the Sunday edition of the
 Eleftherotypia newspaper reported that November 17 had
 been planning to attack a convoy of NATO peacekeepers
 heading from the northern port of Thessaloniki to
 Macedonia and Kosovo. NATO uses Thessaloniki as a
 logistical base for its peacekeeping operations. 
 Police identified the two men arrested in northern
 Greece late Saturday as Iraklis Kostaris and Costas
 Karatsolis, both 36-year-old real estate agents who

 others in custody implicate him in several of the
 group's attacks between 1988 and 2000. They include
 the killings of Air Force Sgt. Ronald O. Stewart in
 March 1991 and of British defense attache Brig.
 Stephen Saunders in June 2000. 
 Kostaris has also been implicated in two attempted
 murders and a string of armed robberies. 
 He allegedly recruited Karatsolis into November 17,
 Ekonomou said. Karatsolis has confessed to carrying
 out three armed robberies and participating in the
 theft of dozens of anti-tank rockets from an army base
 in central Greece in 1989, Ekonomou said. 
 Undergoing arraignment Sunday were Christodoulos
 Xiros, 44, who police say has confessed to nine
 killings, including those of Stewart and U.S. defense
 attache Capt. William Nordeen. 
 His brother Vassilis, 30, has confessed to two
 assassinations, including Saunders -- November 17's
 last victim -- and a string of other attacks and
 robberies, police said. 
 Both have been charged with multiple counts of murder
 and attempted murder, bombing attacks, armed robbery
 and forming a criminal organization. They face life in
 prison. Greece does not have the death penalty. 
 Vassilis Xiros' friend Dionissis Georgiadis, 26, has
 confessed to participating in a bombing and a robbery,
 according to police. 
 Of the others in custody, Alexandros Giotopoulos, 58,
 is believed to be a leading member and founder of the
 group. He denies being involved, but has been charged
 with multiple counts of murder and attempted murder. 
 He is to be arraigned Wednesday along with Vassilis
 Tzortzatos, 48, who has confessed to taking part in
 killing eight Greeks and in seven attempted murders. 
 Another Xiros brother, 40-year-old Savas, remains
 under police guard in hospital after being injured in
 the botched June 29 bombing. 
 His injury provided the clues which helped unravel
 November 17, leading police to weapons caches and
 hide-outs. Savas Xiros has not yet been officially
 arrested or charged, but he is believed to have also

U.S. Mulls Military's Domestic Role

WASHINGTON (AP) - Homeland security chief Tom Ridge says
the threat of terrorism may force government planners to consider
using the military for domestic law enforcement, now largely
prohibited by federal law.


 President[/dictator George W.] Bush has called on Congress to
thoroughly review the law that bans the Army, Navy, Air Force and
Marines from participating in arrests, searches, seizure of evidence
and other police-type activity on U.S. soil. The Coast Guard and
National Guard troops under the control of state governors are
excluded from the Reconstruction-era law, known as the Posse
Comitatus Act.

Ridge said Sunday that it goes against our instincts as a country
to empower the military with the ability to arrest [chuckle, chuckle]
, and called the prospect very unlikely.

But he said the government is wise to examine the law.

We need to be talking about military assets, in anticipation of a
crisis event [for example, the people demanding the heads of us
folks in government and the corporate leaders who've swindled
them out of thier life savings], Ridge said on Fox News Sunday.
And clearly, if you're talking about using the military [to protect my
*ss, your *sses in the media and all the other *sses of the ruling
class] , then you should have a discussion about posse
comitatus.

[As to be expected and in the spirit of double-talk] Two influential
Democratic senators agreed with Bush and Ridge that the law
ought to be reviewed, but expressed no interest [to openly support
Bushel's proposal ] in granting the military new powers to arrest
American citizens.

Sen. Carl Levin, chairman Senate Armed Services Committee, said
posse comitatus has served us well for a long time.

It's kept the military out of law enforcement, out of arresting people
except in the most unusual emergency situations like a riot or after
some kind of a disaster where they have to protect against looting,
Levin, D-Mich., said on CNN's Late Edition.

However, [now that our rich *sses are on the line, ] he said: I don't
fear looking at it to see whether or not our military can be more
helpful in a very supportive and assisting role even than they have
been up to now  providing equipment, providing training,
[protecting our behinds, you know ] those kind of things which do
not involve arresting people [wink, wink].

Sen. Joe Biden, [warmonger extrodinaire and] chairman of the
Senate Foreign Relations Committee, said he favors expanding the
military's role in responding to major catastrophes such as an
attack by a weapon of mass destruction [and, of course, the
lynching our *sses by the masses].

The law has to be amended, but we're not talking about general
police power, Biden, D-Del., said on Fox News Sunday.

Air Force Gen. Ralph E. Eberhart, who heads the new military
command charged with defending American territory [and the rich
folks who own most of it], told The New York Times he favors
changing the law to grant greater domestic powers to the military
to protect against terror attacks . He offered no specific changes
he favored [but hinted that whatever would protect him from the
prospect of an indefinite stay in prison he would favour]

Congress [, perceiving their days to be numbered,] is racing to
approve legislation by the end of its session this fall that would
make Bush's proposed Department of Homeland Security a reality.

In the Senate, a version of the measure by Governmental Affairs
Committee Chairman [and Concil of Foreigh Relations high
representative] Joseph Lieberman, D-Conn., tracks closely with
Bush's plan. It also would augment the agency's ability to gather
and analyze intelligence from the [fascist] FBI, CIA   and others
[whose job it is to protect the criminals that run the world].

That bill is to be considered by the Senate committee Wednesday.

House Majority Leader Dick Armey said on NBC's Meet the
Press there was a strong possibility Congress will resolve its
differences and send Bush a bill enacting the sweeping government
reorganization by Sept. 11.

Some lawmakers have expressed concern about rushing decisions
on far-reaching changes in the bureaucracy [so as to leave the
impression that there are a plurality of interests served in congress]
, but Armey [, voicing the actual view of the elite,] said: It's time to
move forward with this. The president's got a good plan .

Bush planned to give [yet] a [nother memorized] speech [this]
Monday about his proposed new department and [to] view
demonstrations of high-technology devices for combatting terrorism
that are being developed at the Argonne National Laboratory in
Illinois.

 A row has erupted between Russia and Ukraine over a move to recognise
 officially as freedom fighters an MI6-backed Ukrainian partisan group which
 fought against the communists during the Cold War.
 
 Legislation is to be proposed by the Ukrainian government to enable the
 veterans of the Ukrainian Insurgent Army (UPA) to obtain the pensions and
 other benefits former Red Army veterans receive.
 
 Russian newspapers have launched fierce attacks, calling UPA members
 bandits and have said that officially acknowledging the UPA as national
 heroes would damage relations with Ukraine's Russian population, about 10
 per cent of the total.
 
 The Russian Foreign Ministry issued a statement which made clear the
 negative position of Russia in relation to the plans.
 
 The Kremlin admonished the Ukrainian government for apparently taking the
 side of the nationalists instead of reining them in.
 
 Anatoly Zlenko, the Ukrainian foreign minister, responded that the question
 about rehabilitating UPA fighters is an internal matter for Ukraine.
 
 The partisan army fought against the Nazis occupying Ukraine during the
 Second World War and later turned its guns against the communist forces
 which it saw as Russian occupiers.
 
 It numbered about 100,000 men and women and mostly operated in the hills and
 forests of the western Ukraine, an area dominated by the Carpathian
 Mountains. During the Cold War Britain secretly helped the UPA and a sister
 group, the Organisation of Ukrainian Nationalists.
 
 British intelligence helped the guerrillas to maintain contact with
 Ukrainian nationalist emigres in the West and with western governments. MI6
 also helped to train some of the guerrillas in parachuting and unmarked RAF
 planes, taking off from bases in Cyprus and Malta, dropped them into
 Ukraine.
 
 Unfortunately for the Ukrainians, one MI6 agent with detailed knowledge of
 the operation was the traitor Kim Philby.
 
 Working with Anthony Blunt, another of Russia's spies recruited in the 1930s
 in Cambridge, Philby alerted Soviet security forces about the planned drops.
 Dozens of Ukrainian guerrillas were intercepted and most were executed.
 
 For years, under Roman Shukhevych, the UPA fought against Soviet forces
 augmented by communist troops from Poland and the then Czechoslovakia. The
 communists admitted the guerrillas inflicted huge losses on them.
 
 Che Guevara, Cuba's revolutionary hero, voiced admiration for the UPA's
 organisation and tactics and borrowed their techniques.
 
 Communist forces fought back with vicious reprisals against the civilian
 population. Thousands were murdered or sent to the Soviet gulags.
 
 This week, a mass grave was discovered in a monastery in western Ukraine
 containing the bodies of around 130 men, women and children who are believed
 to have been murdered in 1946 by Stalin's security forces for suspected
 connections with the Ukrainian independence movement. Shukhevych was killed
 in an attack by Soviet forces on his command bunker in 1950.
 
 Starved of weapons and political support and facing overwhelming odds, the
 UPA guerrillas were broken as a fighting force by 1953.
 
 Thousands of UPA members were captured and were either executed or spent
 years in Siberian prison camps. Others concealed their past and tried to
 blend into Ukrainian society while some managed to escape to the West,
 including Britain.
 
 Their deeds passed into folklore and helped to keep alive Ukrainians' desire
 for independence.

 Saddam Hussein dismissed American plans to topple him yesterday, declaring
 that his regime could never be defeated and denouncing his Iraqi opponents
 as the greedy stooges of foreign tyrants.
 
 Delivering a defiant, rhetoric-filled speech on the anniversary of the coup
 that brought the ruling Ba'ath party to power in Iraq in 1968, he said: The
 wind will blow away foreign rattling as the noise of an evil covetous
 tyrant, the enemy of Allah.
 
 Saddam's 40-minute televised tirade, laden with references to Islamic
 history, came in response to increased moves by America and Britain to
 overthrow him. Paul Wolfowitz, the US deputy defence secretary, spent a
 second day in Ankara yesterday discussing what Turkey's role would be in any
 campaign to unseat Saddam.
 
 On Tuesday, Tony Blair said the world would have to deal with the threat
 posed by Iraq's weapons of mass destruction. But in comments to chairmen of
 Commons select committees, the Prime Minister insisted that there was still
 an open question over how to proceed.
 
 In his speech, Saddam said his regime was ready to defend itself, armed
 with its sword, bow, and spear, carrying its shield or gun and cannon,
 mounting its tank, or poised in its battle-trench which may, through caution
 and alertness, save life from schemes, conspiracies, and perfidy, and
 protect all our dear, dear, dear men.
 
 He added: Temmuz [the July revolution] returns to say to all evil tyrants
 and oppressors of the world, 'You will never defeat me this time. Never!
 Even if you come together from all over the world, and invite all the devils
 as well, to stand by you, support or incite you'.
 
 The prospect of a US military offensive has been raised further after talks
 between Iraq and the United Nations over the resumption of weapons
 inspections broke down this month. At the weekend, a group of about 70
 exiled Iraqi military officers met in London to plan ways to foment revolt
 within the Iraqi armed forces.
 
 More than a decade after Iraqi troops were forced out of Kuwait, Saddam's
 forces are today even less able to resist a US-led military campaign. He is
 relying on divisions in the West and the strong anti-US mood in the Arab and
 Muslim world to frustrate the plans. He has tried to reconcile with Arab
 neighbours, particularly Saudi Arabia, in the hope that they will resist US
 attempts to mount operations from their territory.
 
 Saddam has tried to fuel the Palestinian uprising with generous payments to
 the families of martyrs, in the belief that the crisis in Israel and the
 occupied territories makes it more difficult for America to find Arab
 allies.
 
 In his speech yesterday, Saddam described foreign-based opposition groups as
 lackeys unfit to lead Iraq, while comparing his own regime as halal,
 permitted by God. He declared: Anything gained freely, as charity, or from
 a foreign source, will yield nothing but vice, and weakness before the
 arrogance charity and greed of the foreign source.
 
 He who builds his country with his own hands will be able to defend himself
 and his country with his own means.

 Annan Favors Larger Afghan Force

 UNITED NATIONS  Warning that insecurity in many
 areas of Afghanistan is threatening political and
 economic progress, Secretary-General Kofi Annan
 advocated expanding the international force now
 confined to Kabul.
 He said Wednesday that a limited expansion of the
 4,500-strong force to areas outside the Afghan capital
 would make a huge contribution to the consolidation
 of peace, and should be considered.
 After initially asking for the force to be restricted
 to Kabul, Afghan President Hamid Karzai urged the U.N.
 Security Council to expand the force throughout the
 country in February, saying it would signal a global
 commitment to a country brutalized by 23 years of war
 and neglect.
 Annan backed Karzai, but the 15-member council has
 repeatedly refused, most recently in late May when the
 mandate for the International Security Assistance
 Force, known as ISAF, was extended for six months.
 First and foremost, no countries have offered troops
 for an expanded force. Instead, the United States and
 other potential troop contributors have focused on
 rebuilding and reforming Afghanistan's army, police
 force and judicial system so the country can take
 charge of its own security.
 But in late May, key Democrats led by U.S. Senator
 Joseph Biden, chairman of the Senate Foreign Relations
 Committee, disagreed with the Bush administration and
 backed Karzai and Annan's calls for a wider
 deployment.
 With serious security problems in many areas,
 particularly in the north, officials in Afghanistan
 say the Americans seems to have softened their
 opposition to the extent of saying they would be
 willing to discuss an expansion.
 We are talking with all concerned parties about the
 current security situation and are reevaluating our
 responsibilities, a U.S. official said in New York,
 speaking on condition of anonymity. There's certainly
 no decision as of yet.

 fuming, he said: NATO is all over my country, buying
 up and leasing all the choice land. People are
 furious. Yes, but now the Romanian people are *free.*
 Last week I heard a similiar report from a Kyrgyz
 woman from Kazakhstan.]



 -Costs remain low here: The average monthly salary is
 just 3.3 million lei  about $100  substantially
 lower than in the nearby Czech Republic or Hungary,
 which have been popular with Western filmmakers
 looking for low costs and stunning architecture.
 -Romanian extras are paid about $10 a day, less than a
 tenth what their Hollywood counterparts would make,
 while a small medieval castle can be rented out for a
 few hundred dollars a day.
 -Romanian producers try to accommodate their movie
 guests. Zeffirelli lived in a specially built lakeside
 bungalow. Kidman will have her own ranch in
 Transylvania.




 POTIGRAFU, Romania  The mayor of this
 drought-stricken village has never seen a movie with
 Nicole Kidman, but he'd like to make her an honorary
 citizen.
 Mayor Gheorghe Voicu calls it a hand from heaven for
 the locals that Cold Mountain, a big-budget movie
 starring Kidman and Jude Law and adapted from Charles
 Frazier's Civil War novel, is being filmed in the
 village of 1,300 people.
 Voicu has been busy this summer fixing up the
 kindergarten and village school with income earned
 from the Miramax-MGM film.
 Cold Mountain, which began filming Monday in
 Potigrafu, marks Romania's entry into the market for
 big Hollywood movies.
 Costs remain low here: The average monthly salary is

 Anthony Minghella, who directed the Oscar-winning The
 English Patient, found the fields and virgin forests
 of southern Romania a perfect setting for the $80
 million Cold Mountain, which takes place in the
 American South. Later scenes will be shot in the
 mountainous region of Transylvania, in northern
 Romania.
 Western producers say the unspoiled and underdeveloped
 Romanian countryside saves filmmakers the trouble and
 expense of digitally removing signs of modern times,
 such as buildings or power lines, that exist in the
 U.S. countryside.
 Cold Mountain tells the story of Inman, played by
 Law, a wounded Confederate soldier on a perilous
 journey back to his North Carolina home, where he
 hopes to reunite with his sweetheart, Ada, played by
 Kidman.
 The movie's battle scenes will be thrashed out on
 pastures where cattle usually graze; dozens of
 villagers have helped set up wagons, watchtowers and
 U.S. flags, and more than 100 cattle farmers have been
 compensated about $300 a head for the inconvenience.
 I love my animals, so I bought them food with the
 money, said Stelian Raducu, 71, who received about
 $900 compensation for three cows.
 Film producers have laid gravel on the road, the first
 time it's been repaired in 60 years.

U.N. Passes Deal on War Crimes Court

UNITED NATIONS (AP) - The U.N. Security Council voted 
unanimously to exempt U.S. peacekeepers from war crimes 
prosecution for a year Friday, ending threats to U.N. peacekeeping 
operations.


War Crimes Tribunal 
The vote culminated one of the most contentious disputes between 
the United States and its closest allies as well as countries around 
the world that support the International Criminal Court.
It offers us a degree of protection for the coming year, said U.S. 
Ambassador John Negroponte. But he warned that it was only a 
first step and the U.S. government would never permit the 
detention of any American by the court.
The United States did not ratify the treaty establishing the court, 
arguing that it could be used by other countries for frivolous or 
politically motivated prosecutions of American troops.
The council quickly approved resolutions extending the mandates 
of the 1,500-strong U.N. police training mission in Bosnia and the 
small observer mission in the Croatian enclave of Prevlaka. Both 
were set to expire on Monday.
The court's supporters said the resolution did not violate the treaty 
established the tribunal, though some countries argued it 
undermined the court.
Canada's U.N. Ambassador Paul Heinbecker claimed the 
resolution didn't have the support of many countries outside the 
Security Council.
We think this is a sad day for the United Nations ( news - web 
sites), he said. We are extremely disappointed with the outcome 
and we don't think it's in the mandate of the Security Council to 
interpret treaties that are negotiated somewhere else.
Facing intense international opposition, the United States 
backpedaled this week on its demand for permanent immunity for 
American peacekeepers.
Court supporters argued that the demand would have amounted to 
an amendment of the treaty.
The impasse was resolved when key court supporters - Britain, 
Mauritius and France - proposed Friday that there be a 12-month 
delay in investigating or prosecuting U.N. peacekeepers from 
countries that don't support the court if a case arises.
The resolution allows the exemption to be renewed when the year 
is up.
The earlier debate dealt with whether the Security Council should 
be asked to renew the request after 12 months on a case-by-case 
basis. The United States opposed the reference to the case-by-
case so compromise language was found that didn't use the 
phrase.
Establishment of the court culminated a campaign that began after 
World War II for a permanent tribunal to prosecute individuals for 
war crimes, genocide and crimes against humanity. It will 
prosecute crimes committed after July 1, 2002, when it came into 
existence with ratifications from 76 coun
The United States objects to the idea that Americans could be 
subject to the court's jurisdiction if a crime is committed in a 
country that has ratified the treaty, even if the United States is not 
a party.
Supporters argue that the court can step in only when states are 
unwilling or unable to dispense justice, one of many safeguards to 
prevent such abuses.
Richard Dicker, head of the International Justice Program at 
Human Rights Watch, said that the effect of the resolution 
remains blanket immunity for 12 months for peacekeepers.

Inside the First Congregational Church of Berkeley, the Californian audience had been struck silent. Dennis Bernstein, the Jewish host of KPFA Radio's Flashpoint current affairs programme, was reading some recent e-mails that he had received from Israel's supporters in America. Each one left the people in the church  Muslims, Jews, Christians  in a state of shock. "You mother- fucking-asshole-self-hating Jewish piece of shit. Hitler killed the wrong Jews. He should have killed your parents, so a piece of Jewish shit like you would not have been born. God willing, Arab terrorists will cut you to pieces Daniel Pearl-style, AMEN!!!"
Bernstein's sin was to have covered the story of Israel's invasion of Jenin in April and to have interviewed journalists who investigated the killings that took place there  including Phil Reeves and Justin Huggler of The Independent  for his Flashpoint programme. Bernstein's grandfather was a revered Orthodox Rabbi of international prominence but neither his family history nor his origins spared him. "Read this and weep, you mother-fucker self- hating Jew boy!!!" another e-mail told Bernstein. "God willing a Palestinian will murder you, rape your wife and slash your kids' throats." Yet another: "I hope that you, Barbara Lubin and all other Jewish Marxist Communist traitors anti-American cop haters will die a violent and cruel death just like the victims of suicide bombers in Israel." Lubin is also Jewish, the executive director of the Middle East Children's Alliance, a one-time committed Zionist but now one of Israel's fiercest critics. Her e-mails are even worse.
Indeed, you have to come to America to realise just how brave this small but vocal Jewish community is. Bernstein is the first to acknowledge that a combination of Israeli lobbyists and conservative Christian fundamentalists have in effect censored all free discussion of Israel and the Middle East out of the public domain in the US. "Everyone else is terrified," Bernstein says. "The only ones who begin to open their mouths are the Jews in this country. You know, as a kid, I sent money to plant trees in Israel. But now we are horrified by a government representing a country that we grew up loving and cherishing. Israel's defenders have a special vengeance for Jews who don't fall in line behind Sharon's scorched-earth policy because they give the lie to the charge that Israel's critics are simply anti-Semite."
Adam Shapiro is among those who have paid a price for their beliefs. He is a Jew engaged to an American-born Palestinian, a volunteer with the International Solidarity Movement who was trapped in Yasser Arafat's headquarters in the spring while administering medical aid. After telling CNN that the Sharon government was acting like "terrorists" while receiving $3bn a year in US military aid, Shapiro and his family were savaged in the New York Post. The paper slandered Shapiro as the "Jewish Taliban" and demeaned his family as "traitors". Israeli supporters publicised his family's address and his parents were forced to flee their Brooklyn home and seek police protection. Shapiro's father, a New York public high-school teacher and a part-time Yeshiva (Jewish day school) teacher, was fired from his job. His brother receives regular death threats.
Israel's supporters have no qualms about their alliance with the Christian right. Indeed, the fundamentalists can campaign on their own in Israel's favour, as I discovered for myself at Stanford recently when I was about to give a lecture on the media and the Israeli-Palestinian conflict, part of a series of talks arranged largely by Jewish Americans. A right-wing Christian "Free Republic" outfit posted my name on its website, and described me as a "PLO butt- kisser" and asked its supporters to "freep" my lecture. A few demonstrators turned up outside the First United Methodist Church in Sacramento where I was to speak, waving American and Israeli flags. "Jew haters!" they screamed at the

 KABUL - The Japanese Embassy in Kabul on Tuesday lodged a protest
 with the Afghan Foreign Ministry over the physical assault of a Kyodo
 News photographer by an Afghan soldier while covering the funeral of
 assassinated Afghan Vice President Haji Abdul Qadir.
 
   Japanese officials said the Afghan Foreign Ministry issued an
 apology and promised to ensure that Afghan security personnel provide
 adequate protection to the media.
 
   An Afghan soldier hit the Kyodo photographer with a whip on her
 face while she was covering Qadir's funeral on Sunday.

 NATO investigates alleged plot to kill US commander 
 
 SARAJEVO, July 8 (AFP) - NATO troops in Bosnia are
 investigating allegations of a plot to kill the US
 commander of the Stabilisation Force (SFOR) during a
 visit to Mostar at the weekend after a man armed with
 a sniper gun was arrested during a security sweep, a
 SFOR spokesman said Monday.
 
 Police in the southern Bosnian town of Mostar
 identified the man as A.K., aged 31, and said he was
 carrying a 9 mm machinegun equipped with a silencer,
 sniperscope and ammunition.
 
 The man was arrested Saturday just before
 Lieutenant-General John Sylvester, commander of the
 19,000 troops in Bosnia, arrived in Mostar to meet
 with the town's mayor and pay a visit to Spanish
 troops serving in the area.
 
 In a statement, Mostar police said it was looking into
 a link between the discovery of the sophisticated
 weaponry and Sylvester's visit to Mostar.
 
 A police source in Mostar identified the man as Adnan
 Kadric, a member of a crime ring based in the central
 Bosnian town of Zenica, and said authorities had
 ordered that he remain in custody for eight days.
 
 He said Kadric denies any wrongdoing, saying that he
 had bought the gun in the nearby town of Posusje and
 planned to deliver it to Zenica.
 
 But the Croatian daily Vecernji List reported Monday
 that Kadric was leader of a terrorist organisation in
 Zenica.
 
 Citing sources from SFOR and UN's international police
 in Bosnia, the daily described Kadric as an
 international terrorist, who has recently resided in
 Germany and Netherlands, where he was slightly wounded
 in a clash with Russian mafia three months ago.
 
 The police suspect Kadric of attempting to
 assassinate SFOR's commander, the daily said.
 
 SFOR declined to comment on the report.
 
 Obviously, the fact that Lieutenant-General Sylvester
 was in Mostar at the time of his arrest causes us
 concern, SFOR spokesman Scott Lundy said.
 
 The Mostar police have primary responsibility to
 conduct the investigation and we will be relying on
 them to keep us fully informed of what they learned, 
 a SFOR statement quoted Sylvester as saying.
 
 We also have two criminal investigators from SFOR who
 are working together with Mostar officials, he said.
 
 Once we know the results of the investigation we will
 take appropriate action, Sylvester added.
 
 SFOR troops have been deployed under the terms of the
 1995 peace accord that ended the war the 1992-1995
 war. There have been no casualties among SFOR troops

 Bosnia's new colonial governor
 Paddy Ashdown is turning its elected leaders into his
 ciphers

 The Guardian

 At the end of May, Paddy Ashdown assumed his new post
 as Bosnia's international high representative. It is a
 powerful job, very similar to that of a colonial
 governor, with the authority to sack elected
 presidents and prime ministers and to impose
 legislation by decree.

 Ashdown is the fourth incumbent since the temporary
 international protectorate was established at the end
 of the war in 1995. No Bosnians were involved in the
 selection process. The appointment was decided by a
 group of western governments - our own lobbied for
 Ashdown. Thus a British politician who never managed
 to win power in his own country is now in charge of a
 foreign state. He has little experience of government
 responsibility and faces very different problems from
 those he encountered as the MP for Yeovil.

 What Ashdown lacks in experience he makes up for in
 passion. He has adopted a fresh, media-friendly
 approach in his first month in office, and has been
 widely seen as taking a new broom to the political
 problems of the divided Bosnian state. In his
 inaugural speech he stressed the theme of
 partnership: I want the office of the high
 representative to be open and accessible... So,
 starting today, I will be spending more time out of
 Sarajevo, meeting people from across the country, and
 listening to their views.

 This is exactly what Ashdown has done, holding town
 hall meetings around the country and spending hours
 in discussions with local dignitaries. He argues that
 we need to do more to give citizens a real voice.
 Ashdown doesn't want to be seen as a meddling
 outsider, but as a true popular tribune. I see myself
 not just as a representative of the international
 community, he says. I am also a servant of Bosnia
 and Herzegovina.

 But what is the role of Bosnia's democratically
 elected politicians? Ashdown alluded to this at his
 inauguration: I have concluded that there are two
 ways I can make my decisions. One is with a tape
 measure, measuring the precise equidistant position
 between three sides. The other is by doing what I
 think is right for the country as a whole. I prefer
 the second of these.

 Ashdown argues that while political parties represent
 the interests of the ethnic groups, it is his job to
 put forward the public interest, the interests of
 all Bosnians. From Ashdown's perspective, Bosnian
 politicians are a barrier to the pursuit of the public
 interest because of their allegiances. He argues that
 the problems of Bosnia are in large part down to there
 being too many politicians and too much politics.
 Speaking at a press conference in Mostar recently he
 stressed: We need to worry less about constitu
 tions... we need to spend less time talking to
 politicians, and more time talking to teachers,
 judges, businessmen and returnees.

 Certain that he is a better listener to the concerns
 of the people and a better judge of their interests
 than elected politicians, Ashdown has wasted little
 time imposing himself. He sacked the deputy prime
 minister of the Muslim-Croat Federation, Nikola
 Grabovac, and forced the resignation of the Republika
 Srpska finance minister, Milenko Vracar, leaving the
 local media to speculate that more dismissals are to
 come.

 The desire to impose the public interest is also
 reflected in more direct forms of policy-making.
 Ashdown's spokesperson, Oleg Milisik, described the
 new legislative process: The high representative
 expects all responsible political parties to support
 these proposals. He reminds the parliamentary assembly
 that any attempt by deputies to dilute this
 legislation's capacity... or to delay this legislation
 needlessly is unacceptable.

 The narrow view of legitimate politics held by Ash
 down and his office risks reducing Bosnian politicians
 to the role of administrators of international policy
 decrees. Bosnian institutions are being drained of
 their political role because Bosnian officials are
 judged to be representing and negotiating on behalf of
 their particular ethnic constituencies, interests
 which are defined as conflicting with the public
 interest. Yet in this highly segmented society it is
 inevitable that elected representatives will reflect
 this social division. The international community is

Albanians, who make up almost one third of Macedonia's
two million people.


 We might consider usiring this strategy here in N.America given 
that all the other previous ones to emancipate oppressed minorities 
haven't come to anything. I just hope that the western media and 
government show the same enthusiasm as they shown for their 
psychotic friends  in Macedonia when they employed these tactics!

 SKOPJE, July 8 (AFP) - Some 100 relatives of 12
 Macedonians who went missing during last year's
 conflict between government forces and ethnic Albanian
 rebels blocked a main road Monday in a demonstration
 to find out what happened to their kin.
 
 A police spokesman said shots were fired from a nearby
 village populated by ethnic Albanians but no one was
 hurt.
 
 The demonstrators blockaded the road with their cars,
 causing a major snarl-up on the main southern highway
 linking the capital Skopje and the southwestern town
 Tetovo.
 
 They want Macedonian authorities and international
 officials in Skopje to provide information about the
 fate of the missing 12, and said they would not lift
 the blockade until given this.
 
 The 12 are believed to have been kidnapped or killed
 by now disbanded ethnic Albanian guerrillas of the
 National Liberation Army during more than six months
 of conflict last year.
 
 The rebel NLA launched its insurgency last year in

 trying to unite northwestern Macedonia with the

 New Delhi July 7. Apparently unhappy with his reporting on Kashmir and Gujarat, 
India has ordered the Al Jazeera correspondent, Nasir M. Shadid, to leave the country 
within a week, sources said today.
 Al Jazeera, which won international popularity for its exclusives on the world's 
most wanted man, Osama bin Laden, in the wake of the September 11 attacks and during 
the Afghan war, will, however, continue to air its Indian news as another 
correspondent, Rifat, will take over. The channel was
informed by External Affairs Ministry officials that Shadid was not welcome in India.

 1896 was the first-ever successful anti-colonial revolution in Asia. But
 soon after the people's victory in 1896, U.S. troops invaded the Philippines
 and the U.S. has since imposed its imperialist will on the people -- first
 holding the Philippines as its colony and now as its semi-colony.
 
 Today, the nation's cries for genuine independence reverberate more clearly
 and loudly among the people.
 
 Under the flimsy pretence of helping the Philippine military quell a handful
 of rebels of the Abu Sayaff, ironically a group created by the U.S. Central
 Intelligence Agency, over 4,000 U.S. combat troops have stormed into the
 Philippines since earlier this year to open up the second front in its
 international war against terrorism.
 
 In direct violation of Philippine sovereignty and territorial integrity, the
 U.S. military is pushing its way throughout the archipelago. Now U.S.
 military aggression is spreading with greater intensity outside of the
 original combat zone into other areas of the Philippines, as far north as
 Central Luzon. President Bush has even proclaimed that the Philippines will
 pay for the death of the American held hostage by the Abu Sayaff who was
 recently killed in cross-fire from the Philippine military. Even though the
 Filipino people are already experiencing a high degree of militarization and
 terror, U.S. imperialism is prepared to launch an even more massive military
 campaign against the Filipino people.
 
 President Macapagal-Arroyo has been completely subservient to the interests
 of U.S. imperialism by constantly and consistently siding with the U.S. in
 its bid to maintain control in the Asia Pacific region by using the
 Philippines. Macapagal-Arroyo continues the anti-people economic and
 political policies of former regimes, and persists in the practice of
 flagrant corruption.
 
 For overseas Filipinos, Macapagal-Arroyo's economic policy to pursue the
 continued export of highly-skilled Filipino workers to industrialized
 countries has caused greater hardship. In Canada, the Filipino community
 experiences greater exploitation and oppression. With the worsening economic
 crisis in the Philippines pushing thousands more Filipinos to migrate to
 Canada, we face greater desperation.
 
 Clearly, with such a puppet president and the re-occupation of the
 Philippines by the U.S. military, genuine independence for the Filipino
 people remains unanswered.
 
 Therefore, on this June 12, we, as overseas Filipino workers, women, and
 youth are resolved in our commitment to continue the Filipino people's
 unfinished fight for genuine national freedom and democracy begun over 100
 years ago. We will not stand idly by as Macapagal-Arroyo shamelessly stages
 a hollow celebration of Philippine independence while U.S. troops re-occupy
 our homeland. We will continue to educate, organize, and mobilize our
 community to struggle for our genuine equality and development in Canada and
 to forward the struggle for a Philippines free from puppets like
 Macapagal-Arroyo, free from feudal exploitation, and free from foreign
 rule -- we struggle for a nation with true independence.
 
 U.S. troops out of the Philippines now! Out with Macapagal-Arroyo! Down with
 U.S. imperialism! Long live the Filipino people's struggle for genuine

Surrey police are reopening an investigation into the mysterious deaths of two soldiers at barracks in Deepcut, seven years ago.
Private Sean Benton and Private Cheryl James died of bullet wounds in separate incidents while on guard duty.
The army said both committed suicide but an inquest into Private James's death instead recorded an open verdict.

Both those were also put down to suicide.
Doreen and Des James of Llangollen, north Wales, now say they have heard allegations their daughter Cheryl suffered a culture of sexual harassment and violence at the Princess Royal Barracks.
She was only 17 when she was found dead in woodland outside the Royal Logistic Corps headquarters at Deepcut in November 1995.
She had been manning a guard post alone and had a bullet through her forehead.
Pte Benton, from Hastings, had gunshot wounds to his chest when he was found in June 1995.
'Conspiracy theories'
Pte Geoff Gray, 17, from Hackney, east London, died of two gunshot wounds to the head while on guard duty last September, while Pte James Collinson, also 17, from Perth, Scotland, was found dead with a single gunshot wound while on guard duty at the barracks in March this year.
A Commons committee has further begun a separate inquiry into the series of unexplained deaths.
Mr James welcomed the new inquiry and said there were still unanswered questions about his daughter's death.

The Afghan Minister for Public Works, Haji Abdul Qadir, has been shot dead in the capital Kabul.
Government officials said Mr Qadir, who was also one of the country's three vice-presidents, was shot in the head as he left his ministry.
He was attacked by unknown gunmen who approached him in a car.
Haji Qadir was one of the most powerful men in eastern Afghanistan, and one of the few Pashtun members of the interim government.
Correspondents say the killing of Mr Qadir will heighten concerns over the problems of establishing security in Afghanistan after the fall of the Taleban.
His death follows the killing of the Afghan aviation minister and an assassination attempt on the country's defence minister
Mr Qadir was the governor of Jalalabad when the Taleban arrived in the city in 1994.
It was thought he had brokered a deal to stay there, but fled when negotiations broke down.
Mr Qadir returned to Jalalabad after the demise of the Taleban to reclaim his governorship.
He was involved in the Afghan reconstruction talks in the German city of Bonn last year.
He stormed out of the talks saying the delegations there representing his country did not contain sufficient Pashtun representatives.
Mr Qadir was also involved in a controversial crackdown on opium production in the east of the country.
The policy had led to reports of corruption among officials, and clashes with farmers resulting in a several deaths and injuries.
Violent attacks
Last April there was an assassination attempt on the country's interim Defence Minister Mohammad Fahim.
Four civilians were killed and more than 50 others injured when a bomb exploded as Mr Fahim's convoy visited the eastern city of Jalalabad.
Last February, the Afghan Civil Aviation Minister, Abdul Rahman, was killed at Kabul airport in controversial circumstances in which other government ministers were implicated.

 Here's a whopper of a story you may have missed amid the cacophony of
 campaign ads and stump speeches in the run- up to the elections.

 During former defense secretary Richard Cheney's five-year tenure as chief
 executive of Halliburton, Inc., his oil services firm raked in big bucks
 from dubious commercial dealings with Iraq. Cheney left Halliburton with a
 $34 million retirement package last July when he became the GOP's
 vice-presidential candidate.

 Of course, U.S. firms aren't generally supposed to do business with Saddam
 Hussein. But thanks to legal loopholes large enough to steer an oil tanker
 through, Halliburton profited big-time from deals with the Iraqi
 dictatorship. Conducted discreetly through several Halliburton subsidiaries
 in Europe, these greasy transactions helped Saddam Hussein retain his grip
 on power while lining the pockets of Cheney and company.

 According to the Financial Times of London, between September 1998 and last
 winter, Cheney, as CEO of Halliburton, oversaw $23.8 million of business
 contracts for the sale of oil-industry equipment and services to Iraq
 through two of its subsidiaries, Dresser Rand and Ingersoll-Dresser Pump,
 which helped rebuild Iraq's war-damaged petroleum-production infrastructure.
 The combined value of these contracts exceeded those of any other U.S.
 company doing business with Baghdad.

 Halliburton was among more than a dozen American firms that supplied Iraq's
 petroleum industry with spare parts and retooled its oil rigs when U.N.
 sanctions were eased in 1998. Cheney's company utilized subsidiaries in
 France, Italy, Germany, and Austria so as not to draw undue attention to
 controversial business arrangements that might embarrass Washington and
 jeopardize lucrative ties to Iraq, which will pump $24 billion of petrol

Global decline hits TASE (Tel Aviv Stock Exchange) 

All Tel Aviv 25 shares are down, on thin trading. Dual-listed shares are
underperforming the wider market.

Shares on the Tel Aviv Stock Exchange (TASE) are sinking today, after
the
Nasdaq started the week by slumping 4% to its lowest closing point
since 1997. 
At web-posting, the Tel Aviv 25 index is down 1.6% at 360.09 points,
as
every share in the index heads lower. The Tel Aviv 100 index is falling
1.5% to
350.74 points while the Tel-Tech 15 index is losing 2.28% to 196.02
points,
after dropping below the 200 points mark. Turnover is extremely light
and
totals NIS 30 million so far. 

The market is very quiet, but is holding up well given what happened on
the Nasdaq yesterday, a market source said. 

Fears of a July 4 terrorism attack combined with another round of
tech-selling to bring about yesterdays sell-off on Wall Street. The
Nasdaq
closed down 4.06% at 1,403.8 points and the Dow Jones lost 1.44% to
9,109.79
points. Among Israeli shares on Wall Street, Check Point (Nasdaq:
CHKP) dropped
10.7% to $12.11, ECI Telecom (Nasdaq: ECIL) dropped 5% to $2.85
and Zoran
(Nasdaq: ZRAN) lost 8.4% to $20.99. 

In Europe, the London FTSE-100 index is currently down 1.11%, the
Paris
CAC-40 is down 1.73% and the Frankfurt DAX is down 1.67%.
Meanwhile, Nasdaq
futures are pointing up 0.2%. 

The negative signals from abroad have prompted a broad sell-off on the
TASE. Drug maker Teva (Nasdaq: TEVA) is losing 0.9% compared
with a 1.7%
negative arbitrage gap versus its Nasdaq-listed share. On Monday, Teva
announced that it had received final FDA approval for its generic version
of
two hypertension drugs, AstraZeneca's Zestril and Merck's' Prinzide
tablets. 

Teva said the annual sales for the combined markets of the drugs is
$1.64
billion and that it would begin shipping the drugs immediately. Globes
reported last Thursday that Teva was about to announce FDA approval
for the
drugs, so yesterdays announcement was expected. 

Bank Leumi (-1.3%) and Bank Hapoalim (-1.6%) are declining on
lower than
average volumes. Local broker Nessuah Zannex said today that Israels
major
banks faced possible rating downgrades by international rating agencies,
after
Fitchs downgrade of First International Bank last week. 

Holding companies continue to decline to fresh lows. Shares of IDB
Holdings are down 1.8% at NIS 81.80, and are now trading at levels
last seen in
1998. IDB Development is down 1.9%, and Discount Investment
Corporation is off
2.3%. Koor is losing 1.8%. 

Dual-listed stocks are feeling the weight of the Nasdaqs latest dive.
Partner Communications (Nasdaq: PTNR) is dropping 4.6% on the
back of a 4.8%
negative arbitrage gap, while AudioCodes (Nasdaq: AUDC) is sinking
13.3%,
compared with a 16% negative gap. 

Digital recording solutions provider NICE-Systems (Nasdaq: NICE) is
off
2% and Elbit Systems (Nasdaq: ESLT) is down 1.7%. 

Israel Salt Industries is up 0.5% after confirming negotiations to issue
33.33% of its shares to an unnamed investor, in exchange for a $90
million
investment.

Orthodox Serbian  graveyards were desecrated in the town of Djakovica and  Orahovac. Someone destroyed tombstones, leaving their  traces on them: the symbols of an extremist organization of  Albanian guerrillas. Orthodox graveyards in the towns of Siga and  Brestovic (near the city of Pec) suffered even more: vandals  exhumed the graves and scattered the remains of dead Serbs.   The Moscow Patriarchy cited a letter that was written by Bishop  Artemy to the NATO-led peace force (known as KFOR) in  Kosovo. The letter was filled with depression.   The bishop wrote thatover 100 orthodox churches have been  destroyed since the military actions in Kosovo and Metohija and  not less than ten graveyards have desecrated. However, there has  been no legal action taken, not to mention any arrests. Nothing  has been done on the territory that is directly defended by KFOR.  Bishop Artemy believes this is the deliberate policy of the  international community representatives and not any mistake.  Those events were kept secret by the leadership of the  peacemaking force and international organizations for the  protection of human rights. The Albanian police and peacemaking  force prevents the Serbian Patriarchy from documenting such  acts of vandalism.   The Kosovo government completely supports acts of desecration,  taking into consideration the fact that some of its representatives  directly participate in them sometimes. The monument to Serbian  King Stefan Nemanja was demolished on June 4th. The  monument stood in front of the building of the Town-Planning  Ministry of Kosovo, and ministerial officials took a very active  role in the demolition of the monument.   The analysis of events that are happening in Kosovo on a regular  basis made bishop Artemy come to the following conclusion:  KFOR takes part in the elimination of inheritance and culture of  the Serbian Orthodox Church and in the spiritual genocide of the  Serbian nation. The local Albanian government is going to  ensure law and order." They will remove the ruins of orthodox  churches that were destroyed by them. There will soon be  another monument in Djakovica instead of the ruined church: a  monument to the Kosovo Liberation Army.   The Serbian Orthodox Church released an updated edition of the  book Crucified Kosovo, which contained documented evidence  of acts of desecration against Serbian sacred objects and  photographs of ruined temples and eyewitnesses   stories.  Bush's Palestinian Putsch

 SAN FRANCISCO-Now it's official. Bush is Ariel Sharon's bitch.

   When the Israeli prime minister began demanding that the Palestinian
 Authority jettison Yasser Arafat as its leader a few months back, even
 his fans knew he'd crossed the line. Israel was in no position to give
 the Palestinians this much advice. Sure, Bush had refused to even shake
 Arafat's hand, but the administration hadn't yet endorsed Sharon's
 ridiculous bid to beat the Palestinians by turning their leader into an
 Israeli puppet.

   (Washington) is not an honest broker or a neutral intermediary; it
 stands completely behind Israel, Hamas politburo member Mousa Abu
 Marzouk told Reuters in Damascus on June 10. Then, in a speech
 seemingly tailor-made to confirm that intifadist statement, George W.
 Bush dangled the possibility of American support for the creation of a
 Palestinian state on the West Bank in exchange for Arafat's ouster:
 Peace requires a new and different Palestinian leadership so that a
 Palestinian state can be born, he said on June 24. Presumably that
 new leadership would be friendly to both American and Israeli
 interests.

   After decades of abstention, the United States is back in the coup
 d'état business. And with the exception of an embarrassingly inept
 attempt to unseat Venezuelan president Hugo Chavez a few months back,
 Bush's back-to-the-'50s retro imperialism is working out fairly
 well...for now.

   The administration rigged Afghanistan's loya jirga to install
 ex-Unocal executive Hamid Karzai as the head of a nation where few
 people had ever heard of him. It converted former Taliban cabana boy
 Gen. Pervez Musharraf into our wholly-owned Pakistani subsidiary. And
 it owes its own existence to the first successful domestic coup d'état
 in American history. Why not, regime tinkerers Rumsfeld and Cheney
 obviously asked themselves, pull off a Palestinian putsch too?

   The Palestinians could obviously do better than Mohammed Abdel-Raouf
 Arafat al-Qudwa al-Husseini. A once-brilliant, charismatic tactician
 whose leadership of the PLO forced the West to consider Palestinian
 independence, 73 years of hard living and Israeli shelling have reduced
 Arafat to a quivering wreck tottering on the brink of senility. Though
 Israel has exaggerated the generosity of the deal he turned down over
 the Jerusalem issue, Arafat clearly failed to understand that the
 favorable tide of Western opinion had crested. He should have signed up
 then and later asked for more-East Jerusalem, a corridor connecting
 Gaza to the West Bank.

   Arafat's undemocratic moderation has become both too strident for the
 West and too soft for his increasingly radicalized people. But he's all
 they've got. He's the Palestinians' George Washington, a military
 leader striving to carve out a state which will someday stamp his
 googly-eyed image on its coins and stamps. At this point his possible
 successors-Mahmoud Abbas, Ahmed Korei, Jibril Rajoub, Mohammed
 Dahlan-just aren't popular enough to run this landlocked hellhole.
 Marwan Barghouthi, a popular Fatah leader currently in jail, wouldn't
 be acceptable to Israel. An independent Palestine can do without
 Arafat, but only after he's served one term leading to a free election.


   But none of that matters. If another nation attempted to topple
 George W. Bush, I would be the first to fight to defend my country from
 foreign interference. Illegitimate and harmful though Bush obviously
 is, it's up to Americans to decide whether he should stay in office.
 The same goes for the Palestinians. Getting rid of Arafat may be a good
 decision, but it has to be a Palestinian decision; neither the U.S. or
 Israel has the right to impose new leadership. Certainly neither
 country has the moral authority to do so.

   George W. Bush has made it official: He'll go along with whatever
 Ariel Sharon wants him to do, no matter how immoral, impractical or
 insane. Wait a minute. Who's paying who $3 billion a year, anyway? Bad
 enough we toady up to a country we ought to own, but now the U.S. no
 longer bothers to give even lip service to the principles of national
 sovereignty and

CARACAS, Venezuela (AP) - Former President Jimmy Carter will visit Venezuela next week to mediate talks between the government and its opposition, which have been locked in a power struggle since a failed coup.
Jennifer McCoy, of the Atlanta-based Carter Center, told reporters Saturday that Carter may be able to help break the political deadlock when he visits beginning July 6.
"The delegation has been impressed by the deep commitment to democracy and strong support among Venezuelans for a peaceful resolution to the divisions within the country," said McCoy, who headed Carter Center delegation that met with President Hugo Chavez, government and opposition politicians and others.
Carter's visit comes at the invitation of Chavez, who is hoping the former U.S. president can help persuade opposition politicians, business and labor leaders to join government-sponsored reconciliation talks.
The talks began after Chavez survived an April coup in which military generals toppled him following an opposition march in which 18 people died and hundreds were wounded.
The left-leaning former paratrooper regained power in less than 48 hours after the coup sparked more deadly demonstrations, military protests and international condemnation.
Chavez promised a more conciliatory government, firing some unpopular Cabinet ministers and vowing changes to some statist new economic laws staunchly opposed by the business community.
Prominent opposition parties, however, distrust Chavez and are campaigning for an early referendum on Chavez's rule. Many Venezuelans fear a repeat of April's violence.
Despite a deepening economic recession, Chavez still enjoys widespread support and admiration from millions of poor Venezuelans. Many believe he liberated the country from the grasp of two corrupt political parties and admire his efforts to bring social equality to Venezuela.

 US, Amtrak in tentative deal to end crisis

 WASHINGTON, June 26 (Reuters) - The Transportation Department and
 Amtrak reached a tentative deal late on Wednesday for a bailout that
 would resolve the railroad's immediate financial crisis and avert a
 shutdown threatened for as early as next week.

 In a joint statement Transportation Secretary Norman Mineta and
 Amtrak Chairman John Robert Smith said the two sides had made
 excellent progress in bringing the crisis to an end, and were on
 track to finalize the deal possibly by Thursday.

 While details were not disclosed by the Transportation Department or
 Amtrak, a government source said the two sides agreed to take a
 two-stage approach.

 First, the government would directly lend Amtrak $100 million to
 cover spending priorities for the first half of the summer. In the
 second stage, the Bush administration would work with Congress to
 come up with another $100 million at least to keep the trains running
 through September.

 Congress, which leaves town on Friday for its July Fourth recess,
 could either appropriate the additional funds or agree to a loan
 guarantee. That would enable Amtrak to borrow the money it needs from
 its banks.

 Shares Plunge on WorldCom Scandal

 Shares on Wall Street have plunged in response to news of a massive
 accounting fraud at US telecoms firm WorldCom.

 Within half an hour of the opening bell at 1330 GMT, the blue-chip
 Dow Jones index was down 133.19 points or about 1.3% to 8,993.63.

 Meanwhile, the Nasdaq index - where  WorldCom and the bulk of its

 CORPORATE America suffered its biggest scandal to date
 last night when it was claimed that WorldCom, a
 telecommunications company founded by a devout
 Mississippi Christian, had lied about making about
 $3.85 billion (?2.6 billion) of profits over 15
 months. 
 The size of the alleged profits overstatement at
 WorldCom is more than double the previous record, set
 by the pharmacy chain Rite Aid, and makes the
 accounting irregularities at Enron Corporation look
 like a rounding error. WorldCom, already crippled by
 nearly $30 billion of debt, is now expected to go
 bust. 
 
 Brad Burns, a WorldCom spokesman, could not be reached
 for comment by The Times last night. The alleged
 WorldCom fraud comes amid a crisis of confidence in US
 capitalism, after a series of accounting scandals at
 Tyco International, Kmart, Enron and Global Crossing.
 
 The accounting problems at WorldCom, described as a
 ?massive fraud? by sources last night, were discovered
 during an internal investigation at the firm. WorldCom
 has fired its chief financial officer, Scott Sullivan.
 
 
 Last night?s revelation is likely to result in
 questioning of Bernie Ebbers, WorldCom?s cowboy-booted
 founder and former chief executive, who was ousted in
 May. 
 
 Until yesterday, Mr Ebbers, 60, was most famous for
 giving himself a $366 million personal loan from

 Ebbers?s share trading debts, caused widespread

 LONDON [MENL] -- NATO has agreed to launch a campaign
 to protect against a weapons of mass destruction
 attack by groups deemed as terrorists as well as their
 state sponsors, including Iran, Iraq, Libya and Syria.
 
 NATO defense ministers meeting in Brussels agreed on a
 strategy that defined several Middle East countries as
 WMD threats. These include Iran, Iraq, Libya and
 Syria. Other states listed by the ministers were Cuba

 We need to assess what the threats are for the safety
 and security of the people who live in the countries
 that are members of the alliance and act appropriately

  Swiss Holocaust cash revealed to be myth, announced the Times this Saturday
  (October, 13), lowering curtain on one of the bizarre and obnoxious dramas of
  extortion and robbery. It began in 1995, as two important gentlemen, Edgar
  Bronfman, chairman of the World Jewish Congress, and Abraham Burg, a rising
  star of Israeli politics, visited Swiss banks on a humanitarian mission. You
  have billions of dollars deposited by the Jews before WWII, they said. - We
  want the moneys repaid immediately, whilst the survivors of the Jewish
  holocaust are still alive. Let them enjoy the last years of their life in
  relative comfort', they said. Bronfman and Burg were the men banks and
  insurance companies wake up and listen to.
 
  Edgar Bronfman inherited his billions from his father Sam, a Mafia boss. Sam
  made his fortune by the illegal trafficking of booze into the US: he blended
  the stuff in Canada and smuggled it across the lake through his network of
  gangsters during the Prohibition period. Sam Bronfman made even more money as
  a loan shark. Shortly before his death, he was asked by a journalist, what is
  the greatest invention of mankind? True to form, he replied, interest on
  loans.
 
  The capitals earned by crime and squeezed from debtors could help in
  politics.
  In Jewish politics as well, as you do not have to be elected to become an
  important figure. You can always rent two rooms in an office building and put
  a sign of World Jewish Association, Survivors' Forum or Jewish Liberation
  Organization, and you are in the business. There is no copyright to such
  titles. Bronfman's World Jewish Congress was exactly such a tiny body with
  such a grand title. Before Bronfman, it had this or other nice Jewish
  fatherly
  figure in the chair, such as his predecessor Nahum Goldmann, but it pulled no
  strings and cut no ice. With vast capital of Bronfman, it became a power
  structure.
 
  Avrum (Abraham) Burg, the speaker of the Israeli Knesset (Parliament) and a
  candidate to the leadership of Israeli Labour, was the son of an important
  Israeli politician, a leader of the National Religious Party, Dr Burg, who
  served all governments of Israel as a Minister for 40 years until his demise.
  Avrum provided a good sound-byte on ABC Nightline on 2.8.01, when he
  described
  Palestinians as `people you do not want your daughter to get married to'.
  Avrum needed a sponsor to get forward in politics, while Bronfman needed a
  reliable Israeli partner for his plan.
 
  No bank or insurance company could refuse such important gentlemen. After
  short resistance, the Swiss gnomes gave in, and the titular heads of Jews
  walked away with large pot of cash. `These Jews want to rob our banks and
  insurance companies in the name of their holocaust', the Swiss probably
  fumigated. But they were mistaken.
 
  While this story began as Elders of Zion Revisited, its continuation followed
  the script of the Sting. Six years passed by, but almost no money left the
  benevolent grasp of international commissions created by Bronfman and Burg.
  Practically nothing was given to the survivors of the Jewish holocaust. The
  moneys were misappropriated by the same people that demanded justice for the
  victims.
 
  Recently the authoritative LA Times [on this site] stated: An international
  commission created to resolve Holocaust-era insurance disputes has reportedly
  spent more than $30 million on salaries, hotel bills and newspaper ads while
  distributing only $3 million to claimants. The members of the commission
  turned it into a high class travel agency and entertainment spot, LA Times
  wrote: `The documents show that since 1998 the commission has held at least
  18
  meetings with up to 100 participants at hotels in London, Jerusalem, Rome,
  Washington and New York'. As to the slave labour settlement, The Independent
  [on this site] reported, `while the victims of the Holocaust will receive
  (maybe) between USD 2,500 and USD 7,500, the Jewish lawyers who negotiated
  the settlement will collect fees well in excess of 1 m each'.
 
  Now, the Times reported that Swiss banks checked the dormant accounts and
  found that they did not even belong to the

A-G: Israel cannot exile families of suicide bombers overseas

Attorney General Elyakim Rubinstein decided Wednesday not to allow 
the overseas exile of families of suicide bombers, a motion brought 
up in a cabinet meeting last week. Discussions on the legal 
repurcussions of exiling the families to the Gaza Strip will be held 
in the coming days. 

The meeting, also attended by the chief prosecutor for the Israel 
Defense Forces, Major General Menahem Finkelstein; Shin Bet security 
service representatives and Supreme Court attache Osnat Mendel, 
ended in agreement with the opinion of Israeli legal experts that 
exiling the families overseas could land Israel a prosecution at the 
International Tribunal, in the Hague. 

The exiling of families overseas contravenes article 49 of the 
Geneva Convention, which prevents the wartime transfer of citizens 
from conquered land to a different country. Those present also 
speculated as to whether any country would be willing to take in the 
families. 

From a legal perspective, exiling the families to the Gaza Strip 
seems less daunting. In a separate discussion, various opinions on 
the subject will be heard before deciding if the Shin Bet has enough 
information upon which to act. 

The Justice Ministry is still looking into whether or not such the 
exiling the family members would stand up to an appeal to the 
Supreme Court or the International Tribunal. In any event, the IDF 
is prepared to carry out the order. 

Several legal sources claim that the High Court has already approved 
the exile of families to the Gaza Strip, and has claimed that it 
would not contradict international law, if the process were done on 
an individual and selective basis. 

Individuals can be exiled from the territories, as long as their 
continued presence poses a threat to public order and security in 
the possessed areas, the High Court said. It would be necessary, 
however, to prove that the family members met this condition.

Yet again, the  Yugoslavia President, Kostinucan, 'tows the line'  of the openly Quisling "Serbian(?)" leadership, lead by "Prime  Minister" Djinhead. And I'm sure his ratings within the country -- so  a Serbian friend of mine informs me --will remain consistently high.  What will it take, I wonder, to demonstrate that this  character/cretin is a worse criminal/traitor  than the so-called  reformist German educated, American Hoar Djinhead?

Yugoslavia grapples with sacking of army chief
BELGRADE: Yugoslav President Vojislav Kostunica tried on  Tuesday to calm tensions over his sacking of the armed  forces chief of staff, a former ally of Slobodan Milosevic  closely associated with the 1999 Kosovo war. The  president met top commanders to explain his reasons for  firing General Nebojsa Pavkovic, who has branded the  decision illegal and vowed to contest it in parliament.  Kostunica also came under fire from other members of the  reformist bloc which ousted Milosevic as president in 2000.
They accused him of acting like an autocrat by sacking  Pavkovic with a presidential edict after failing to secure  the backing of the country's Supreme Defence Council.  Following the meeting with service chiefs, Kostunica's  office issued a statement saying the commanders were  ready to implement "all the decisions of the Supreme  Defence Council and the President of the Federal Republic  of Yugoslavia". The statement appeared to signal respect  for Kostunica's decision, announced on Monday.
But the reference to the council left open the possibility  that the army chiefs believed it should also have been  asked to approve such a move. Without giving details or  sources, the daily newspaper Glas Javnosti reported on  Tuesday that the army leadership had backed Pavkovic's  stand in a late-night meeting. But whatever their private  views, there was no sign of any organised resistance to  Kostunica's decision.
The new chief of staff, General Branko Krga, vowed to  carry out his duties professionally and Pavkovic said he  would not obstruct him. "The Yugoslav Army is a serious  institution respecting the laws and the constitution," said  Krga, a 57-year-old intelligence specialist who served as  Pavkovic's deputy. Pavkovic had hung on to his post  despite close ties to the bloody crackdown on Kosovo  Albanians during Nato bombing. He has been under  investigation by the UN war crimes tribunal, which is  trying Milosevic for crimes in Kosovo, Bosnia and Croatia.
Almost all the members of the reformist bloc which ousted  Milosevic demanded Pavkovic's dismissal as soon as they  took power, denouncing him as a symbol of an old,  repressive and corrupt regime tainted by war crimes  accusations. Kostunica had long resisted their calls.
