Australia may face nuclear threat

   NEW DELHI, WEDNESDAY

   Australia could theoretically be dragged into a nuclear
   conflict involving India and the United States under
   India's draft nuclear policy released yesterday.

   The doctrine of ``retaliation only'' released by the
Hindu
   nationalist government promises that India would not be
   the first to use nuclear weapons against states that do
not
   possess such weapons. However, it does not offer such a
   pledge to countries which do have nuclear weapons or to
   nations allied to nuclear powers.

   ``India will not resort to the use or threat of use of
   nuclear weapons against states which do not possess
   nuclear weapons, or are not aligned with nuclear
   weapons powers,'' it says.

   Australia, Japan, South Korea, Germany and most
   member states of the North Atlantic Treaty Organisation
   - all of which have defence treaty obligations with the
US
   - would by implication be potential Indian targets in any

   nuclear exchange with the US. The document's release
   appears to be an attempt to revive the nuclear issue
   before Indians begin voting in national elections on 5
   September.

   The government - which conducted five nuclear blasts
   last year and declared India a nuclear weapons state -
   believes the issue is a vote winner.

   However, India's national security adviser, Mr Brajesh
   Mishra, said it was hoped the doctrine's release would
   encourage a debate on the issues.

   ``This is a draft ... it will have to wait for a new
   government.''

   A victory at the polls could be used as a green light for

   the doctrine, which analysts said envisaged a much more
   ambitious nuclear arsenal than the credible, minimum
   deterrent the government had previously said it required.

   The doctrine calls for ``sufficient, survivable and
   operationally prepared nuclear forces'' on aircraft,
mobile
   land-based missiles and at sea.

   India's forces and their command and control system
   should be organised for ``very high survivability against

   surprise attacks and for rapid punitive response''. The
   bombs would be under the control of the prime minister
   or his successor.

   An undeclared border war between India and Pakistan in
   Kashmir, and last week's shooting down of a Pakistani
   maritime surveillance plane by India, have heightened
   concerns about the subcontinent as a nuclear flashpoint.

WASHINGTON (AP) - Big cash transmitters like Western Union and thousands of
storefront check-cashing and money order operations now will be required to
register with the government as part of a Treasury Department move to disrupt
money laundering by drug traffickers.

Treasury officials announced the regulation Wednesday. It stems from
legislation enacted in 1994 as lawmakers became aware that parts of the
multibillion-dollar money-services business have been used by drug
traffickers to illegally transfer large amounts of cash.

The officials view the new rule as a strike at the ``Achilles heel'' of
organized crime - the need to convert illegal and unusable proceeds into
usable funds. An estimated $57 billion in drug money is laundered each year.

Elisabeth Bresee, assistant Treasury secretary for enforcement, said some
drug traffickers have moved their money laundering from banks to
money-services businesses as banking regulations have been tightened.

``The money launderers are creative,'' she told reporters in a conference
call. ``That's why we're trying to cut off all avenues.''

The money-services businesses will have more than two years to register with
Treasury's Financial Crimes Enforcement Network, known as FinCen. The
requirement will take effect on Dec. 31, 2001.

Failure to register will be considered a crime, punishable by fines of $5,000
a day and up to five years in prison.

``The great majority of money-services businesses in the United States are
law-abiding,'' said FinCen Director James F. Sloan.

The officials estimate the rule will apply to 5,000 to 8,000 businesses
nationwide, including big corporations such as Western Union, American
Express and Travelers Express/MoneyGram as well as independent storefront
operations.

The businesses, which transmit money, sell and redeem money orders and
traveler's checks, cash checks and exchange foreign currency, account for an
estimated $200 billion a year in transactions.

By requiring the businesses to register with the government every two years,
the officials said they will get the first comprehensive look at the
money-services industry - where the companies are, who owns them and what
services they provide.

That will help law enforcement authorities discover where money laundering
may be occurring and the risk of prosecution could drive ``underground''
businesses into the open, they said.

The businesses also will be required to provide lists of their authorized
agents starting Jan. 1, 2002.

The new rule builds on a special emergency order that Treasury put into
effect in 1996 after evidence showed that some money transmitting businesses
and their agents in New York had engaged in a scheme to move drug money to
Colombia. The temporary order required some money transmitters in the New
York area and Puerto Rico to report information about all transmissions to
Colombia and the Dominican Republic of $750 or more.

A dozen transmitting businesses were discovered to be sending $800 million a
year to Colombia, far more than would be normal for people to send home to
relatives, Ms. Bresee said.

Under existing law, money-services businesses must report any currency
transactions exceeding $10,000. Treasury postponed a decision on a proposal
that would lower that threshold.

Peter Ziverts, a spokesman for Western Union, said the new rule was ``not too
onerous'' for the company and its 26,000 agents in the United States.

N.Y. Bank Said in Laundering Scheme

NEW YORK (AP) - As much as $10 billion may have been laundered through the
Bank of New York in the past year in what investigators say is an operation
run by Russian organized crime, The New York Times reported Thursday.

Some $4.2 billion passed through a single account between October and March,
the newspaper reported, citing unidentified investigators.

The bank has suspended two senior officers in its Eastern European division -
Natasha Gurfinkel Kagalovsky of New York and Lucy Edwards of London - pending
the outcome of the investigation.

Ms. Kagalovsky declined comment. An aide to Ms. Edwards said she was
traveling.

Investigators here and abroad have examined whether front companies are
raising money in North America for organized crime activities in Russia.

The accounts under scrutiny at the Bank of New York have been linked to
Semyon Yukovich Mogilevich, who is believed to be a major figure in Russian
organized crime, the Times said.

In a statement, the bank said it was cooperating with investigators and said
no customer or bank funds had been lost.

``There are no allegations of wrongdoing by the bank,'' the statement said.

The Bank of New York, with assets of $67 billion, is the nation's 17th
largest.

LONDON, Aug 19 (AFP) - Whether males are more or less caring and
monogamous may depend on a single gene, US scientists have discovered by
creating a transgenic mouse, Nature magazine reported.

Tom Insel and Larry Young of Emory University in Atlanta, Georgia
inserted a gene in the mouse from a prairie vole, a rodent known for its
fidelity and sociability. The modified mouse, naturally antisocial and
polygamous, adopted the behaviour of the gregarious vole.

The researchers had long studied vasopressin, a naturally occurring
hormone in most mammals, including humans.

They had already shown the influence of the hormone on the social
behaviour of male voles -- communication, aggression and sexual
behaviour. After administration of vasopressin, the modified mice
started to become monogamous.

In monogamous species like the prairie vole, vasopressin facilitates
affiliation, pairbonding and paternal care, Nature said, whereas in the
closely related montane vole, which is polygamous, the hormone fails to
influence social behaviour.

The new research, including a study of the molecular structure of the
vasopressin receptor genes from several vole species, has come up with
an explanation.

In prairie and pine voles, which are monogamous and gregarious, the
scientists found a long string of DNA, which turns on the gene, while it
was missing in the more solitary and promiscuous montane and meadow
voles.

To determine the effect of this genetic difference, the researchers
incorporated the prairie vole receptor gene into the genome of mice,
which then adopted the vole's social behaviour.

Insel said: "Perhaps it will turn out that mutations in this same gene
have occurred many times in evolution, leading to alterations in
patterns of social interaction and facilitating monogamy under special
socio-ecological conditions."

This was the first transformation of an anti-social mouse into a more
sociable animal through genetic manipulation of a specific receptor in
its brain, the American scientist said.

The team is now planning to focus on variation in the receptors in
humans. Very little is known about the anatomy, chemistry and physiology
of social bondformation.

Discovery of such information could be relevant for treating pathologies
marked by isolation and detachment such as autism, schizophrenia and
Alzheimer's disease -- as well as making the ideal husband.

King George And Queen Elizabeth:  Royalty Or Pretenders?

We thought long and hard about whether to cover the 2000 race for the 
White House.  On one hand, it appears to be a foregone conclusion, 
and it seems almost redundant to dignify it with detailed coverage. 
After all, we told you that George W. Bush would be the Republican 
nominee and the next president, as long ago as January 1997.  On the 
other hand, how can anyone resist the temptation to share the 
fascinating machinations inside the Beltway?  So here we go.  Perhaps 
Senator John McCain was right to sniffily recuse himself from last 
weekend's Iowa Straw Poll, claiming it was all a sham.  Maybe he's 
right, but in the reality of modern politics, even a very showy sham 
has become a real and vital political event.

There were no real surprises in the Iowa winners and losers.  Mr. 
Bush spent $100 per vote to ensure his victorious 31.31%, and 
Elizabeth Dole did reasonably well with 14.40%, giving her a good 
third place.  If, as is looking increasingly certain, they become the 
ticket, their unified vote comes to some 46%, which is more than 
enough to unify the Republican Party and charm voters into voting for 
yet another New World Order administration.

Steve Forbes, who spent $203 per vote to gain his 20.77% of the vote, 
raises a core question:  whether or not his candidacy is genuine.  We 
believe it is not.  It poses as a conservative alternative to 
Bush-Dole, but we have come to believe that it is a deception being 
played out on conservatives in order to keep their allegiance within 
the Republican Party.  Here's a clue:  Mr. Forbes' campaign and 
corporation are chaired by former Defense Secretary Caspar 
Weinberger, a Bush insider and NWO figurehead if ever there was one, 
whose private business was one of the greatest beneficiaries of the 
Kosovo war.  So have he and Mr. Forbes abandoned the Elite and had a 
sudden change of heart?  Hardly.

We believe that a deal has already been struck between Bush-Dole and 
Mr. Forbes.  The idea is this:  Mr. Forbes runs a strong campaign 
appearing to be semi-hostile towards Mr. Bush and Mrs. Dole.  We 
regard Mr. Forbes as a pragmatic, intelligent man, who is bright 
enough to know he will never be President of the United States. 
Eventually therefore, he reasons, he will have to capitulate to Mr. 
Bush's steamroller.  Why not, therefore, strike a deal in advance 
instead of being forced to do so in

PHYSICAL EVIDENCE OF ABDUCTION AND ET LIFE

I would like to bring to the attention of scientists on this list -
  alleged physical evidence of an abduction. *

It was said to have been tested by a lab in London and pronounced 'not of
this world' - however, documents and identity have been withheld.

It is a piece of green felt-like material which is said to have come from
some sort of body covering used during the abduction.

It is very fibrous.

I would be Very happy to make a piece available - hopefully for
non-destructive testing to any scientist who has the unbiased facility to
analyse it.

I do so in the hope that we can make the needed changes to our society.

Stranger things have happened
Is there more to the London nail bomb attacks than meets the eye ask Nick
Griffin?

Editor's note: We think it probable that the London bombs were timed to
coincide with our European election campaign - whoever carried out the
attacks. If they were not so timed, these atrocities were very convenient as
a basis for yet another smear campaign against the BNP - hence our interest
in the matter. It appears to be common knowledge among journalists that the
man charged with the bomb attacks was not a loner, but a member of the
political wing of the state-controlled or infiltrated C18 at the time of the
bombings - and a group with nothing to do with ourselves. Only poor Joe
Public does not know. If the media say they cannot reveal such political
background details because of the forthcoming trial, then how could the The
Mirror reveal that the arrested man attended a meeting of the BNP in 1997 -
before disappearing? The legal answer is that matters of broad public
interest can be discussed in good faith in advance of a trial, and are
legally protected. The above issues are very much a matter of public
interest, and their discussion in no way reflects any view or is intended to
reflect any view about the guilt or innocence of the arrested person.

IN BRIEF: WE ACCUSE! It is clear that the London nail-bombing suspect was
involved in a state-sponsored 'pseudo-gang', and will have distributed
material with the connivance or tacit approval of the security service. In
any event, the security services may have hoped that the bombs would create
a wave of media-led public hysteria which would a) derail the largest
electoral effort by a British nationalist organisation in 20 years; b) allow
the introduction of the kind of repressive laws proposed by the Macpherson
Report, and c) provide a pressing reason for a huge increase in state
funding for MI5 which would safeguard jobs threatened by the end of the Cold
War and the possibility of relative peace in Northern Ireland.

THROUGHOUT much of April, the BNP's national press officer, Michael Newland,
and the party's Media Monitoring Unit, headed by Phil Edwards, had to fight
an uphill battle against an avalanche of media smears and innuendo resulting
from the alleged 'neo-nazi' bombing campaign in London.
Prompt and hard-hitting submissions to newspaper after newspaper clearly
took effect, with editors quickly learning to avoid trying to make the
grotesque direct links between the party and the cowardly outrages. The
party's PR team did even better on national radio, where there is no doubt
that the BNP actually won the argument, with official party spokesmen and
sympathetic members of the public dominating the main 'phone-in and current
affairs programmes. Television, of course, is a much harder nut to crack,
but even here a string of BNP complaints forced a toning down of some of the
wild speculation of the first days of the crisis.
Flying colours
All-in-all, the party's media response machine came through its baptism of
fire with flying colours, with references to the Media Monitoring Unit in
heavyweight liberal-left publications such as The Guardian and Tribune
magazine showing that its effectiveness is being noted in all the right
circles. And then, just as quickly as the story blew up, it died away
completely with the arrest of the alleged 'lone bomber' David Copeland.
In fact, the story vanished so thoroughly, and the police were so eager to
stress the bomber's complete lack of connection with any 'extreme right-wing
group,' that experienced observers of the dirty tricks operations of those
responsible for the multiracial 'experiment' are increasingly sceptical
about the whole business.
Demonisation
Research at St. Catherine's House has shown, to the author's satisfaction,
that Copeland is not Jewish, and that the claims by the fascist
fundamentalist International Third Position that he is are based on a
mixture of paranoia and perverse wishful thinking.
Whoever carried out the bombings, if the BNP s policy of capital punishment
for terrorism were in place, he or they would, if guilty, hang for the
crimes. This would still have to be the case even if those responsible were
in fact alienated victims of a multi-racial education system which even
left-wing experts are now beginning to acknowledge shuts out and
marginalises white children -- a product of `anti-racism', not of `racism'.
On account of what was reported in all the media as a firm police statement
that Copeland had no connections with any political group, the BNP assumed
at first that we had never had any contact with him. Then, on 25th May --
just in time to try to revive the media hysteria before the European
election -- the Daily Mirror ran a front page story claiming that Copeland
had attended several BNP meetings in 1997. Since the individual's face was
blacked out in the photos reproduced in the

PROVIDENCE, Rhode Island (AP) -- An hour before it crashed, John F. Kennedy
Jr.'s plane came close enough to an American Airlines plane that a radar
controller alerted the crew on the jetliner, investigators said.

The National Transportation Safety Board confirmed the incident but it was
not clear how close the planes came to each other, The Providence Journal
reported Wednesday.

The planes were close enough to prompt the traffic advisory to the
commercial plane, but there was "no apparent risk of collision," according
to NTSB spokesman Paul Schlamm.

Such advisories are not rare, Schlamm said. He said the incident was not
serious enough to require a course adjustment.

Kennedy's plane went down off Martha's Vineyard, Mass., on July 16. Kennedy,
his wife and his sister-in-law died. One possible explanation for the crash
is that Kennedy was disoriented by nighttime haze.

A radar controller on New York's Long Island issued the traffic advisory to
the American Airlines crew while the two planes were northwest of White
Plains, N.Y., 150 miles from the crash site. The pilot told the radar
controller that he could see the smaller plane from his cockpit.

Kennedy's Piper Saratoga, which was heading from New Jersey to
Massachusetts, did not receive an advisory, Schlamm said.

Actually, Christian Identity is an offshoot of British Israelism, which, as
we've seen here on CTRL, appears to have been engineered by British
Intelligence. Another offshoot of British Israel is the Pentecostal movement,
of which, among many others, Pat Robertson is part.

The symbolism of blood, of course, is found universally, in every human
society and the vast majority of world religions. In Christianity, as
evangelical Christians are fond of pointing out, THE central belief is that
*by his death on Calvary*, Jesus atoned for our sins (although just what
constitutes "our" depends on one's particular theological inclination); the
atonement is confirmed and validated by the Resurrection. One of the most
striking, and in some ways most mysterious, aspects of the Crucifixion is the
piercing of Jesus' side by the Roman soldier, which produces a flow of blood
and water. In some traditions, the Roman was named Longinus, and occult power
is often attributed to the spearhead claimed to be the one used to pierce
Jesus' side.

(This, of course, is Trevor Ravenscroft's "Spear of Destiny", which he claims
is part of the Imperial Regalia kept in Vienna. As it happens, there are
something like five or six spearheads claimed to have belonged to Longinus
scattered across Europe. The one in Vienna, in any event, is clearly too late
in design to have been Roman.)

As many theologians interpret it, this shedding of blood represents the true
sacrifice of Jesus Christ, based on the biblical requirement of live offerings
in the Temple to atone for one's sin: thus "there is no remission of sin
without the shedding of blood."

There are many examples of saint's blood which has been "miraculously"
preserved in assorted Catholic and Orthodox churches, cathedrals, and
monasteries; whether these are genuine miracles is a matter of considerable
question, of course, but the fact remains that Christianity has traditionally
placed great stock in the salvific power of blood.

Exactly what the Nazis believed in their innermost circles may never be known
with certainty. However, it is definitely the case that in public they played
strongly on the symbolism of blood, from the blood-red banner (borrowed in
part from the Communists) to the blood sacrifices of the "hero" (and pimp!)
Horst Wessel and the "martyrs" of the 1923 Beer Hall Putsch. And they
meticulously recorded the *true* "blood sacrifices" of the Jews, Communists,
Gypsies, homosexuals, and other *Untermenschen* who died in the concentration
camps or at the hands of SS *Sonderkommandos*.

Laser-hit officer denied promotion

 Navy intelligence officer injured by a laser while photographing a Russian
spy ship has been passed over for promotion by the Navy, effectively ending
his career.
  Navy Lt. Jack Daly, an intelligence officer, said yesterday he is
bitter at the Navy's decision not to promote him to lieutenant commander
rank following House testimony in February criticizing the Navy's Office of
Naval Intelligence.
  It was the second time he failed to be promoted. Under Navy rules, he
must leave the service in seven months.
  "I think this was an effort to get me to shut up and go away," Lt.
Daly said in an interview. "I'm convinced this is all part of a cover-up
ordered by the White House."
  The Navy officer, a "mustang" who rose up from the enlisted ranks, was
referring to the April 1997 incident aboard a Canadian military helicopter
photographing the Kapitan Man, a Russian ship near Washington state's Puget
Sound. It was spying on an outbound U.S. nuclear-missile submarine it had
sailed past a short time earlier.
  After the photographic mission, both Lt. Daly and Canadian Capt. Pat
Barnes came down with symptoms of laser exposure that caused permanent
damage to their eyes.
  A search of the Russian ship was limited by the State Department to
public areas of the vessel, and State also tipped off the Russian Embassy in
advance of a Navy boarding party looking for the hand-held laser that could
have caused the damage.
  No laser was ever found and the ship was allowed to leave. The
incident was kept secret for weeks until it was disclosed to The Washington
Times by Pentagon officials.
  Pentagon officials said the State Department appeared to have
deliberately undermined the search of the ship by notifying the Russians in
an effort to avoid upsetting relations with Moscow.
  A subsequent Pentagon investigation confirmed that a laser had been
fired at the two men, but investigators claimed its source was unknown.
  The Navy inspector general currently is investigating whether Lt. Daly
was treated unfairly.
  Yesterday, Lt. Daly criticized White House National Security Council
staffer Robert Bell, Deputy Secretary of State Strobe Talbott and U.S.
Ambassador to Russia James Collins for their roles in letting the Russians
off the hook.
  "Bell, Talbott, Collins and others have given aid and comfort to the
enemy, and this is nothing less than treason," Lt. Daly said.
  A Navy spokesman declined to comment.
  Rep. Curt Weldon, Pennsylvania Republican, angrily criticized the
Navy's decision against Lt. Daly and said he would protest it.
  "This is an absolute outrage," Mr. Weldon said in an interview. "He is
a loyal American who had a stellar career and because he simply wants his
government to protect him, he's being treated like a piece of dirt.
  "It reflects this whole administration's attitude toward the
military," Mr. Weldon said. "This administration talks a lot, but when it
comes to defending the men and women in the military, they are absent
without leave -- AWOL."
  Mr. Weldon, chairman of the House Armed Services subcommittee on
research and development, said he will write Defense Secretary William S.
Cohen and the Navy to protest the decision.
  Rep. Duncan Hunter, California Republican, said earlier that he had
written to the Pentagon warning military officials not to penalize Lt. Daly
for testifying before Mr. Hunter's Armed Services procurement subcommittee
hearing in February.
  Harold Stavenas, a spokesman for Mr. Hunter, said the congressman is
very concerned about the Navy's handling of the case and is planning to
investigate.
  "He is very concerned about Lt. Daly's case and will be looking into
the matter when he returns to Washington," Mr. Stavenas said.
  Lt. Daly told the Armed Services procurement subcommittee Feb. 11 that
he and Capt. Barnes were "shot, targeted with a laser" while monitoring the
Kapitan Man on a mission for the Office of Naval Intelligence.
  "Both Capt. Barnes and I continue to suffer agonizing chronic pain 24
hours a day from this incident and our vision continues to deteriorate, with
little expected relief, since there is no known medical treatment," he said.
  The Pentagon and administration covered up the incident as part of a
"coordinated effort . . . by select individuals to disprove that this
incident had ever actually occurred," he said. "Evidence was altered,
ignored, omitted and refuted."

NY Times reports as much as $10b in Russian mafia funds passed through bank
August 19, 1999: 12:47 a.m. ET

 NEW YORK (CNNfn) - The Bank of New York has been used by members of a
Russian organized-crime gang to launder as much as $10 billion since early
last year, according to the New York Times.
 The bank is cooperating in an investigation, and two employees were
suspended Wednesday, according to the newspaper. Both employees work in the
bank's Eastern European division and are married to Russian businessmen.
 "There are no allegations of wrongdoing by the bank," the bank said in
a statement.
 The investigation, which is being run by the office of the U.S.
attorney for the Southern District of New York, apparently focuses on the
use of the bank as conduit for funds from Russia into other countries.
 The accounts under investigation, according to the newspaper, are
linked to a man whom investigators say runs a veritable one-stop shopping
center of crime. Semyon Yukovich Mogilevich is engaged in arms trafficking,
extortion and prostitution, according to law enforcement and intelligence
sources.
 The newspaper described him as "smart, ruthless and vastly wealthy."
 Money laundering refers to the practice of moving illegally gained
funds in and out of a series of accounts - eventually hiding the money's
origins.

WE ARE NOT MAKING THIS UP

One of the your editor's sidelines is serving on the board of an alternative
agriculture center in Maine. The other morning, the farm manager arose to
find a beautiful white draft horse grazing in one of his pastures. As the
day unfolded so did the provenance of the mysterious beast. It turns out
that there had been a domestic disturbance the previous evening during which
the male disputant walked out with one white draft horse, three sheep and a
rabbit. In the middle of the night a police officer found this miserable
menagerie jammed in a horse trailer left by the side of the road. The
officer traced the trailer back to the woman in the dispute who was having
enough troubles without worrying about animals and so called a friend who
worked at the farm asking for assistance. Thus it happened that at 4:30 am a
horse trailer arrived under police escort at the farm and deposited one
white draft horse, three sheep and a bunny rabbit. The woman later agreed to
give all the animals to the farm on one condition, that it take the trailer
as well. Understanding the rural principle that things on hooves come and go
but those on wheels you can have forever, the farm manager readily agreed.

CLINTON SCANDALS

The Democratic members of the House impeachment committee were up to more
than politics according to Jerry Seper and Audrey Hudson in the Washington
Times. They write that the Dems, "as part of a strategy to discourage
witnesses with damaging information on campaign finance abuses, sought to
intimidate a key witness with limited knowledge of English and U.S. customs
during a 1997 deposition, congressional records show." The news follows the
claim by Clinton scandal figure Johnny Chung that lawyers for the Democrats
sent him advice on how to use the Fifth Amendment.

In a deposition, Manlin Foung, sister of Clinton crony Charlie Trie, reports
that a Democratic lawyer warned her "that if she cooperated in the campaign
finance probe, she would be brought to Washington to face television cameras
in 'a large room with . . . over 44 congressmen sitting there.'   Mrs.
Foung eventually testified before the committee."

NEW YORK TIMES: [A draft of an eyes only report leaked to the New York Times
reveals] the United States and its allies charged with peacekeeping in
Kosovo are establishing a system to control the news media in the province
that would:

A Gulfport MS school principal, apparently believing the Star of David to be
a gang symbol, ordered an 11th grader to tuck a necklace with the star under
his shirt. The ACLU has taken the case to court.

CLASS ACTION UPDATE

Two of TPR's favorite causes have hit the news. A 300-pound man is suing
after being told he was too big for an airline seat and therefore had to buy

WASHINGTON (AP) -- Democratic candidate Lyndon LaRouche filed papers with
the Federal Election Commission Wednesday asking for federal matching funds
for the presidential election.

The LaRouche campaign says it has raised more than $7,000 in contributions
of $250 or less, beating the $5,000 requirement to receive matching funds.
National spokeswoman Debra Hanania-Freeman expects the FEC to respond to the
request within 24 hours.

"We are hopeful that along with the participation of Bill Bradley and Al
Gore this will open up a broad spectrum of debate within the Democratic
Party," Freeman said at a news conference.

LaRouche, who is in Germany recovering from double bypass surgery, has waged
five other unsuccessful bids for the White House. With this latest try,
Freeman said the campaign has raised more than $1 million and recruited some
7,000 volunteers thus far.

His campaign will focus on the "advanced state of the global economic
crisis," Freeman added.

During the Reagan administration, LaRouche was imprisoned for five years on
charges of tax fraud and conspiracy.

When Margaret McKenney Dupree, now 77, was growing up at 13th and Diamond
Streets in North Philadelphia, the undertaker and the barber were virtually
the only independent business owners. Along with the church, these businesses
were the backbone of the African American community.

"They were the people who were looked up to," she said. In fact, they inspired
her to go to mortuary school.

Those were the 1940s, an era of de facto segregation. Blacks were turned away
from white-run mortuary schools. Black bodies could not lie at white-owned
funeral homes or be buried near whites.

The white community was divided, too - along ethnic lines, with Polish, German
and Italian funeral homes. But those communities had other small-business
options and never relied as heavily as black communities on the mortuary trade
for economic strength.

Today, separation along religious lines persists. Indeed, the funeral probably
always will remain a religious rite. Ethnic peferences persist as well.

And African Amerian funeral directors feel doubly threatened: Their customer
base is limited and their businesses have been targeted for takeover by
international conglomerates.

Elementary math explains why small funeral parlors, regardless of the
mortician's race or ethnicity, have a hard time competing: Dupree handles
perhaps 50 funerals a year. Large operations such as the Givnish Funeral Home,
with 18 locations in Pennsylvania and New Jersey, handle 4,500 a year.

The independent does all the work himself - gardening, interior decorating,
bookkeeping and landscaping, in addition to embalming and meeting with
families. And if the undertaker's children want a different career, there's no
one to leave the business to.

The cost of complying with environmental and safety regulations has grown over
the years, as well. "The conglomerates came into being because the funeral and
burial business is a capital-intensive business," said Joseph B. Hornett of
Christian Funeral Services, a new company of the nation's largest
conglomerate, Service Corporation International.

"It's cheaper," Hornett said, "to consolidate."

Service Corporation International, the Loewen Group and Stewart Enterprises
own about 15 percent of the nation's funeral homes, controlling 25 percent of
the market.

This worries consumer advocates because:

Corporate ownership is not noted in a funeral home or cemetery's literature or
signs - and that's significant because name recognition and reputation are
important in this business. So families who contact several funeral homes
don't realize that they are simply calling one corporation's multiple
locations. A number of states have adopted, or are considering, legislation
that would require ownership disclosure.

Price comparisons become even more difficult for families because some chains
charge vastly different prices for identical products and services at each
funeral parlor they own. Those locations may be only a few blocks apart. And
the chain centralizes its resources, using the same limos and drivers for each
funeral in the area and often moving the deceased to a central location for
embalming without the knowledge of the family.

Corporations have an advantage over independents because they are able to
negotiate discounts with casket manufacturers. But unlike retail superstores
such as Wal-Mart and Home Depot, the funeral giants say in corporate
literature that their policy is to pass savings on to stockholders.

Some communities already have been affected by the presence of conglomerates.

In New York City, for example, where SCI owns 14 of the 28 Jewish funeral
homes, a Department of Consumer Affairs survey showed funerals at SCI-owned
homes cost, on average, 50 percent more than those at independently-owned
Jewish funeral homes.

In his 1999 report, "The High Cost of Dying," consumer affairs commissioner
Jules Polonetsky faults publicly-traded companies with deceptive trade
practices, increasingly exorbitant prices, and monopolization within the
industry. SCI officials say the company uses what it calls a "cluster system"
in which funeral homes in a geographic area share resources.

Embalming is done in a central location, one fleet of hearses and limousines
is shared by all the funeral parlors in the cluster, and caskets are purchased
with a significant volume discount.

Yet Polonetsky's report shows that the company charges vastly different prices
for identical services at its Manhattan funeral homes - $295 for a hearse at
one home, for example, and $550 for the same hearse at another.

Scott Young, the SCI executive in Pennsylvania, said the pricing at each SCI
funeral home was based on the particular expenses of that home.

 Are Tobacco Companies Clandestinely and Illegally
 Treating Smokers Medically Without Their Knowledge?

 Marina Del Rey, CA --It is now common knowledge -- although
 tobacco companies still deny it -- that smoking, chewing, snuffing,
 sucking, or using tobacco in any form can increase a person's risk
 of developing cancer and cardiovascular diseases.

 The U. S. Public Health Service, the U. S. Surgeon General, the
 American Cancer Society, the American Lung Association, and the
 American Heart Association all declare and document the health
 hazards of using tobacco.

 There is current evidence that tobacco companies have purposely
 increased the amount of nicotine -- a highly addictive chemical
 stimulant -- in tobacco in order to get smokers "hooked" and
 addicted to tobacco.

 This is to force smokers to continue smoking and using tobacco so
 that tobacco companies can maintain their profits and continue
 operating their businesses, despite the known disease risks. And
 smokers have an extremely difficult time quitting due to the
 physiological and psychological addictions associated with tobacco
 use. Not only that, but the 1986 Surgeon General's Report documents
 that side-stream, or secondhand smoke, is even more dangerous and
 disease-causing to nonsmokers than to smokers.

 But there is an even more insidious crime being perpetrated against
 the public by the tobacco companies and that is that the tobacco
 companies may be conducting illegal and clandestine human medical
 treatment and experimentation without authorization or medical
 license upon unsuspecting tobacco users without their knowledge.

 This medical experimentation is in the form of adding to the
 tobacco certain toxic chemicals and medicines in order to secretly
 prevent and treat some of the diseases that the tobacco companies
 allege are not caused by tobacco.

 Specifically, the tobacco companies, by their own published
 admission in their trade publications, introduce a deadly
 pesticide-rodenticide called Warfarin or coumarin into the tobacco
 as a "flavoring." They call it a "flavoring" in order to cover up
 its true identity -- that is Rat Poison!

 What is even more incredible is that the federal Bureau of Alcohol,
 Tobacco, and Firearms (BATF), any doctor, biologist, chemist, or
 licensed pest control technician or agency, and even the U. S.
 Department of Agriculture, the U. S. Food and Drug Administration,
 the U. S. Public Health Service, the Drug Enforcement Agency (DEA),
 the Poison Control Center, and the Center for Disease Control
 agencies, and the various health organizations listed in the
 opening paragraph have known that coumarin-like compounds and
 Warfarin have been used as the active ingredient in rat poison
 since 1948.

 It is unthinkable that these protective agencies and professional
 personnel have not been able to "put two-and-two together" and
 realize that tobacco companies purposely add coumarin, which is a
 deadly poison formulated to kill mammals, specifically rodents,
 into tobacco, thereby making it extremely dangerous for human
 consumption.

 Likewise, it is equally unconscionable that these agencies have
 known that coumarin or Warfarin is added to tobacco and they have
 not banned either the use of coumarin in tobacco or tobacco use
 itself. Unthinkable and unconscionable as an this is, even the
 state of California enacted the Safe Drinking Water and Toxic
 Enforcement Act of 1986 and listed on July 1, 1987 in Chapter 3,
 Section 12000: Chemicals Known to the State to Cause Cancer or
 Reproductive Toxicity that Warfarin (with Chemical Abstracts
 Service (CAS) Registry Number 81812), in fact, does cause
 reproductive toxicity in humans.

 Isn't it amazing that within only one-half inch to one inch above
 and below the name Warfarin in a vertical column of a toxic
 chemicals list that tobacco smoke is listed to cause reproductive
 toxicity in both human males and females?

 The Case of the Missing Campaign Issue

 Who purloined debate about this nation's vital interests?

 From the presidential campaign so far, you would conclude this
 nation's vital interests were contained within a cookie-cutter
 outline of the United States map.

 If American foreign policy collapses and the nation is sucked
 into a major war that its military is ill-equipped and its people
 are unprepared to wage, then all the tempting sugarplums of tax
 cuts and new spending, Social Security and Medicare fixes go up
 in the smoke of irrelevancy.

 It is always foreign policy — the preservation of vital national
 interests — that determines what kind of domestic policies any
 country can afford.

 But you'd never guess it to listen to this presidential campaign.


 In previous elections of a president, there were genuine debates
 over foreign policy. American voters, not to mention allied and
 adversarial governments abroad, knew good and well where the U.S.
 stood in the world.

 They knew with certainty what America perceived its vital
 interests to be — and what it could be relied upon to do to
 protect them.

 National self-interest was an understood fact of life, not
 something of which to be ashamed.

 A nation's vital interests — including its legitimate right to
 protect them — were something the U.S. accorded even its
 super-power rival, the Soviet Union.

 That mutual understanding, plus the power and resolve to back it
 up, enabled the two nuclear-age titans to co-exist on the same
 small planet.

 Now, no one knows where anyone stands — and worse, what anyone
 may do about it.

 Is there anyone, from Henry Kissinger to an average American to
 the ruling clique in the People's Republic of China, who can
 honestly profess to know what the U.S. now defines as its vital
 national interests or what it is prepared to do to protect them?

 Does anyone, including the candidates themselves, know what those
 seeking the presidency believe the nation's vital interests are
 or what, if elected, they would do to protect them?

 Just about every other subject under the sun has been injected
 into this present campaign for the White House:

 • Who has raised the most money to get elected — not even who
 contributed it and what the candidates may have promised in
 return?

 • Who has inhaled or ingested or injected what and when?

 • Who has done what, with what and with whom?

 • Who promises to collect how much in taxes from whom to spend on
 which government programs to subsidize whom for not doing what?

 • Who will use how much government to do what to keep whom from
 doing what for themselves?

 • Who will agree to transfer which constitutional rights from
 whom to the federal government on the theory that government
 knows best what should be done or thinks it can do it better?

 • Who will do the most to insinuate government-approved
 philosophy or religion into public schools or private
 institutions?

 The one thing that clearly only the government can do, and the
 president is constitutionally mandated to do, is ominously
 missing from this presidential campaign.

 Whatever became of a campaign discussion about the nation's vital
 interests and what the new president is prepared to do to defend
 them?

 Who purloined that issue from this campaign?

 The mainstream news media, that's who.

 But wait, apologists for the press would contend, if the
 candidates aren't talking about foreign policy don't blame the
 press. It's just reporting what the candidates say.

 Baloney!

 If the candidates are making vital national interests a campaign
 issue, the news media are doing a splendid job of filtering it
 out from what they feed the American people. To the extent that
 may be going on, then the press is at fault.

 But concede that, except for an occasional peep out of Elizabeth
 Dole, who says she's ready to fight to defend Taiwan against
 China, the candidates are mostly mute on foreign policy.

 Is that the news media's fault?

 Absolutely!

 The job of journalists — genuine journalists — is not just to
 dog-trot along behind presidential candidates, jotting down their
 pearls of wisdom like recording secretaries, although that's a
 part of it.

 Genuine journalists have a responsibility also to raise the
 critical campaign issues with the candidates, to compel the
 office-seekers if necessary to face up to those issues and to
 reveal their positions, or lack of positions.

 That kind of journalism is simply not being practiced this time
 around. Mainstream news media have become too mesmerized by their
 fixation on celebrityhood and superficiality, too overcome by the
 fumes of their own self-congratulatory exhaust.

 They have become one smug Insiders Club, either fawning to be
 accepted as part of the political establishment or content to be
 manipulated as

LACKEYS FOR THE FEDERAL LEVIATHAN

It is vital that citizens have a proper respect for their elected
representatives.  It's hard, though, when you look at the level of their
debate. Take what many said in the battle over asset forfeiture reform.

Asset forfeiture symbolizes arbitrary power at its worst: federal
agents can confiscate people's property based on alleged violations of more
than 200 federal laws. No proof is needed of wrong-doing: the feds merely
must make an accusation  - based on nothing more than gossip or rumors
about the misuse of property.

Asset forfeiture abuses have been a national scandal since the
early 1990s.  The House of Representatives finally got around to debating a
reform bill on June 24.   Rep. Henry Hyde, chairman of the House Judiciary
Committee, made an eloquent appeal for the need for reform.

And then the caterwauling began.

Rep. Asa Hutchinson (R-Ark) introduced a substitute "reform" bill
that would have  greatly increased federal power to confiscate property.
(Most of Hutchinson's substitute bill was written by Justice Department
lawyers.)  Hutchinson demanded to know: "How does  disarming law
enforcement fit into the war on drugs?"

Thus,  decreasing a DEA agent's power to seize your car is the
equivalent of taking away his sidearm. Apparently,  the main "armament" in
the war on drugs is the sweeping power of law enforcement over nonviolent
private citizens .

Several congressmen recited cases of gross abuses of forfeiture
power. Rep. Benjamin Gilman (R-NY) brushed off such concerns by introducing
into the record a letter he received from the superintendent of the New
York State Police that assured him that " We are aware of no instance,
since the inception of the   federal equitable forfeiture sharing program,
of any caseinvolving this agency whereby a hardship was endured by a
truly innocent owner.  It is not the intention of this agency, nor, in my
opinion,   the intention of law enforcement in general, to deprive truly
innocent owners of property due to the illegal use of the   property by
criminals."

Thus, the fact that a police chief asserted that he was not aware
of any specific injustice should have been sufficient to allay all concerns
about any abuses.

Rep. Ed. Bryant (R-TN) debunked other congressmen's comments about
the number of people whose money was seized though they had no drugs on
them: "The way the system works in this is  when there are couriers...they
either have the money or they have the drugs, but they do not have  them
both... So we either find drugs on the person or money on the  person,
depending which way they are going." Thus, the fact that someone is caught
with lots of money but no drugs effectively proves that they are a drug
courier.

Hyde's bill would allow judges the option to appoint counsel for
indigent citizens challenging forfeiture actions.  This was denounced by
opponents as guaranteeing that taxpayers would be forced to bankroll
attorneys for every drug cartel chieftain in the hemisphere. Rep. Jim
Ramstad (R-Minn) fretted that "frivolous claims would be encouraged by this
legislation."

The problem occurs not from the government seizing people's
property - but from providing a mechanism to allow owners to get their
goods back.

Some opponents of Hyde's bill were indignant that the House
would even stoop to consider such a bill.   Rep. Anthony Weiner (D-NY)
raised the caliber of the debate with a perfect gem of logic: "The abuses
that exist, and they  do, they represent the straw man in this debate
because indeed we all want to do away with the abuses."

Thus, because all members of Congress must be presumed to wish that
abuses did not occur, it is unfair and irrational to actually consider
seizure abuses when seeking to reform the law.

Rep. John Sweeney (R-NY)  pleaded with his colleagues: "Can we not
strike a balance between free  enterprise and criminal enterprise?" Sweeney
did not specify whether he believed wrongful seizures by government agents
should be considered "criminal enterprise."

The Hutchinson "substitute" to expand government confiscatory power
was defeated by a vote of 268-155. Afterwards, Hyde's bill passed by a vote
of 375-48.  The bill now goes to the Senate.  Unfortunately, the Clinton
administration, law enforcement lobbies, and many senators have their
knives out for the bill.

Reading a transcript of a congressional floor debate can be hell on
idealism.  Regardless of whether this Congress trims forfeiture power,
members of Congress as a class cannot be trusted to understand - much less
uphold - citizens' constitutional rights.

 FOREWORD

For many experts on U.S. national security, the combination of emerging
technology and innovative ideas seen in the Gulf War seem to herald a
genuine revolution in military affairs. The victory of coalition forces
demonstrated the technology and seemed to suggest that the revolution in
military affairs can solve many of the strategic problems faced by the
United States in the post-Cold War security environment.

In this study, the authors concede that the revolution in military affairs
holds great promise for conventional, combined-arms warfare, but conclude
that its potential value in conflict short of war, whether terrorism,
insurgency, or violence associated with narcotrafficking, is not so
clear-cut. Given this, national leaders and strategists should proceed
cautiously and only after a full exploration of the ethical, political, and
social implications of their decisions. To illustrate this, the authors
develop a hypothetical future scenario--a "history" of U.S. efforts in
conflict short of war during the first decade of the 21st century.

It is too early to offer concrete policy prescriptions for adapting many
aspects of the revolution in military affairs to conflict short of war, but
the authors do suggest an array of questions that should be debated. In
order to decide whether to apply new technology and emerging concepts or
how to employ them, the United States must first reach consensus on
ultimate objectives and acceptable costs. The Strategic Studies Institute
is pleased to offer this study as a first step in this process.

  SUMMARY


Many American strategic thinkers believe that we are in the beginning
stages of a historical revolution in military affairs (RMA). This will not
only change the nature of warfare, but also alter the global geopolitical
balance.

To date, most attention has fallen on the opportunities provided by the RMA
rather than its risks, costs, and unintended consequences. In the arena of
conflict short of war, these risks, costs, and unintended consequences may
outweigh the potential benefits.

The Strategic Context.

The Cold War notion of conflict short of war is obsolete. Politically and
militarily, the Third World of the future will be full of danger. The
future will most likely be dominated by peace enforcement in failed states,
new forms of insurgency and terrorism, and "gray area phenomena." Many if
not most Third World states will fragment into smaller units.
Ungovernability and instability will be the norm with power dispersed among
warlords, primal militias, and well-organized politico-criminal
organizations. U.S. policy in the Third World is likely to be more
selective and the U.S. homeland may no longer provide sanctuary. Renewed
external support will restore the lagging proficiency of insurgents and
terrorists.

The Application of Emerging Technology.

Emerging technology will have less impact on conflict short of war than on
conventional, combined-arms warfare. It will, however, have some role. In
noncombatant evacuation operations, new technology can assist with
identification and notification of evacuees. Sensor technology, robotics,
nonlethal weapons, and intelligence meshes will be used in combatting
terrorism, countering narcotrafficking, and peace operations. These
technologies, along with simulator training and unmanned aerial vehicles,
will also be useful in insurgency and counterinsurgency.

Constraints and Countermeasures.

There are a number of constraints on applying the RMA to conflict short of
war. These include the lack of a powerful institutional advocate for this
process, a shortage of money for the development of technology specifically
for conflict short of war, and the possibility that new technology may run
counter to American values.

A year ago -- on August 20, 1998 -- the U.S. government launched

missiles at Sudan and Afghanistan, claiming retaliation for the

Embassy Bombings Commemorated Without Mention of Factory Attack


This month marks the anniversary of the August 7, 1998 terrorist
attacks on American embassies in Tanzania and Kenya, which
claimed the lives of 224 people, including 12 Americans. The
anniversary has received substantial media attention, including
stories on NBC's Sunday Today (8/8/99), ABC's World News
Saturday (8/7/99), CBS's Evening News (8/7/99),
and the Washington Post (8/8/99), the New York Times (8/7/99),
and Los Angeles Times (8/7/99).

But virtually absent from this coverage has been any mention of
the U.S. response which followed those attacks: the cruise
missile raids launched two weeks later by President Clinton
against camps in Afghanistan and against the Al-Shifa
pharmaceutical plant in Khartoum, Sudan.

Although U.S. officials originally claimed the Sudanese factory
was involved in the production of chemical weapons and had links
to accused terrorist Osama bin Laden, those assertions-along
with many of the subsequent, shifting allegations offered in the
days following the attack-have turned out to be inaccurate.

To date, the U.S. has presented no convincing evidence directly
linking the factory to either bin Laden or chemical weapons. But
it should be noted that even if the U.S. could offer credible
evidence that the Al-Shifa plant made chemical weapons, or that
it was linked to bin Laden, the missile strike would almost
certainly still

A scenario has been written of where immigration boundaries 'tween U.S. 
Mexico would dissolve- massive influx of new Hispanic peoples then thought
to be likely to create backlash, possibility of much social unrest. This
scenario includes the continuing weakening of individual, state, and
national sovereignty (in that order) within the U.S., and the subsuming of
the States into federal "regions" numbered 1- 10.

Intimately related is the NAFTA "agreement," which appears to be an attempt
by Federal government to usurp the rights of Citizens of the States United,
via TREATY- which through some twists of international law, appears to
threaten to supersede Constitutional law. (if the constitution is the "law
of the land, then executive maneuvers to supersede it would constitute
sedition or treason?) ... legal arguments from earlier in this century to
establish the supposed supremacy of treaties over the Constitution- In
Missouri v. Holland (1920), the Supreme Court held that a U.S.-Canada treaty
regulating the hunting of migratory waterfowl nullified Tenth Amendment
guarantees and immunities of the state of Missouri. Oliver Wendell Holmes,
in an obiter dictum written on behalf of the Court, stated, "There may be
matters of the sharpest exigency for the national well being that an act of
Congress could not deal with but that a treaty followed by such an act
could." It was to redress this constitutional outrage that the ill-fated
Bricker Amendment was proposed.
The High Court's holding in Holland has been partially modified in
subsequent cases (Reid v. Covert, 1957; Goldwater v. Carter, 1979). However,
the assumption that treaties may be used to emancipate the federal
government from its constitutional restraints retains its hold on
policymakers. Seventy-five years after the waterfowl gambit was first used,
it is being deployed again to establish the original jurisdiction of NAFTA
regulatory bodies within the boundaries of a sovereign nation.

The geopolitical boundary between the U.S. and Mexico in the vicinity of El
Paso has been considered as a "test case" for an "open border."

While searching for information on these topic, I discovered that the EPA
organized around the same "regions" of the Federal concept of the united
States that FEMA and I imagine all other Federal agencies (look up in the
dictionary the meaning of "agency"  www.m-w.com )

We have recently seen WATER, WATER- everywhere... in the NWO watcher's news.
"The environment" is one of the rallying calls of the NWO.
Efforts are being made to bring U.N. into a more powerful position with
regard to environmental issues. If the U.N. were other than a container in
which to focus the corrupt power of the NWO elite- this would be dandy...
but as it is, this is a "thin edge of the wedge" in wresting control from
PEOPLE, from LESS centralized governments and transferring it to a NWO

be elsewhere. Anyway, there's tension developing between Mexican
nationals/recent US citizens and those of Mexican descent who have been
in the states for a generation or two.

This has actually erupted into violence in PHX and Tucson, fortunately
not here in Yuma. It's become a social faux pas to ask somebody with an
Hispanic name if they speak Spanish--you don't know how long they or
their families been here, and reactions vary. strange, h'm...?

Is the Republican presidential race about to turn ugly?
Campaign advisers to Texas Gov. George W. Bush claimed that was the case
yesterday after learning that rival Steve Forbes has begun testing possible
lines of attack against Bush in a poll of Iowa voters, saying Forbes was
preparing "trash-ball" and possibly erroneous ads against the GOP
front-runner.

But Forbes advisers responded that the Bush campaign was prematurely crying
foul to avoid a legitimate debate on the issues and said their candidate
would not be deterred from forcefully and factually challenging Bush on his
record.

Bush and Forbes, who finished first and second in the Iowa GOP straw poll on
Saturday, have been eyeing each other throughout the campaign, and the
argument that erupted yesterday represented an escalation in the tension
between the two campaigns that has long been coming.

Four years ago, Forbes spent millions of dollars on television ads attacking
Robert J. Dole, which left Dole permanently damaged in some states. Many
Republicans -- particularly those allied with Bush -- have warned Forbes not
to use the same tactic in this year's GOP fight. Forbes has argued that he
never attacked Dole personally but has warned Bush that, if he doesn't want
heat on the issues, "he should stay out of the kitchen."

Alerted to the Forbes polling by an Iowa supporter, the Bush campaign
yesterday tried a preemptive strike against the wealthy magazine publisher,
who has the financial resources to match the well-funded governor.

"We had certainly hoped we could take Steve Forbes at his word that he would
not engage in [the] trash-ball politics of ugly attack ads that he did in
1996," campaign spokeswoman Mindy Tucker said. "He said he won't, but this is
the same procedure he went through in 1996 before he launched a series of
attack ads on Bob Dole."

Forbes campaign manager Bill Dal Col refused to discuss the poll or whether
it was a prelude to negative television ads. He said the campaign routinely
asks questions about all of Forbes's rivals, Republican and Democrat, and
suggested that the Bush campaign was overreacting out of the concern that
Forbes's candidacy was gaining strength.

"If they're paranoid and uncomfortable over their poor showing on Saturday
[in the straw poll], that's their problem," Dal Col said. "I don't discuss
what's in or not in a poll. I will tell you absolutely we're polling. On
issues and issues only and [our] likely opponents' issues."

The poll came to light after a Bush county chairwoman in Iowa was telephoned
for the survey Tuesday. She made rough notes of the questions and passed the
information on to the Bush campaign, which made it available to reporters
yesterday.

According to Charise Schwarm, the poll probed Bush supporters to determine
whether they would be less likely to support him after being told about
aspects of his record on taxes, judicial appointments and Taiwan and about a
controversy over Texas funeral home regulation.

The Bush campaign claimed, however, that some information offered to voters
in the poll was incorrect. Schwarm said that in one question, it was asserted
that Bush had pledged not to raise Texans' taxes but later raised state sales
taxes. Tucker said the question spread false information. "He supported a
bill that was a net tax cut," she said.

In 1997, Bush supported a major restructuring of the Texas tax code, which
included a big property tax cut but increased sales and other taxes to make
up some of the lost revenue. In the end, the bill was rejected and the
legislature approved a $1 billion cut in property taxes.

But Forbes pollster John McLaughlin, in a preview of the coming debate
between the two candidates, said Bush "did propose a sales tax increase,"
although it was defeated. "He did not raise taxes," McLaughlin conceded. "It
was defeated in the state Senate." He argued that senators who opposed the
measure "didn't think" it was a tax cut.

"They keep trying to attack Steve and they're extremely frustrated because
his positive message is catching on," McLaughlin said. "They're trying to run
a campaign where they don't want to be specific and don't have to give
details on issues and don't have to debate."

"I don't think there's any problem with an open debate about issues," Tucker
said. "But what the Republicans and America will not take kindly to is the
kind of attack ads he launched last time."

Tucker was asked whether the Bush campaign conducts polling or focus groups
to ask about opponents' records. "We will not be asking questions about other
Republicans," she said, adding, "We may test how their negative attacks on us
are seen by people."

OTTAWA -  An international commission is recommending a temporary moratorium
on large exports of fresh water from the Great Lakes.


Several companies want to ship billions of litres of water from Canada's
lakes and rivers to parts of the United States and Asia.

But in a report released in Ottawa and Washington on Wednesday, the
International Joint Commission said the bulk sale of water should be stopped
for at least six months.


Water levels on four of the five Great Lakes are low, the commission warned,
and the ecosystem is in danger. According to the report:

"...it is not possible at this time to identify, with any confidence, all the
adverse consequences of water removals..."
Ottawa is expected to follow the commission's advice and impose a temporary
moratorium.
Next month it's expected to go one step further by introducing legislation to
ban large-scale water exports for good. It plans to introduce amendments to
the International Boundary Waters Treaty Act, which will prohibit removals of
water from boundary waters such as the Great Lakes.
"We hear people say that the lakes represent 20 per cent of the world's fresh
water supply," says Leonard Legault, chair of the IJC. "That's simply not the
case."
Legault says only one per cent of the water in the Great Lakes can ever be
replaced from rain or snow.
"Once you go beyond the one per cent of water that's renewable, you are no
longer turning on the tap. You are mining the water."
Some analysts predict the ban will anger companies hoping to make a profit
selling water, which will trigger several lawsuits against the federal
government.
The federal government says the provinces must cooperate by restricting the
number of permits issued for groundwater. Ontario says it's already done
this, and will cooperate with even stricter controls from Ottawa.

In early May, Senator Robert C. Byrd, a longtime and powerful
Democrat from West Virginia, was following a van too closely on
U.S. Route 50 in Fairfax, Virginia, when the van stopped for traffic.
Byrd's 1999 Cadillac slammed into the rear of the van. It took a tow
truck more than an hour to pry the vehicles apart.
Byrd's car was not drivable and suffered an estimated $7,000 in
damage. The driver of the 1990 Ford Econoline van, Chris Lee, 42,
a house painter from Fairfax, said he didn't hear any sounds
indicating that Byrd hit the brakes or swerved.
"Just boom," Lee said.
The Fairfax County police officer who investigated the accident had
started to write the 81-year-old Senator a traffic ticket when Bryd
pulled a copy of the U.S. Constitution out of his pocket and pointed
to a section that he said the cop prevented the cop for ticketing
him for anything because he, as a member of Congress "shall in all
cases, except treason, felony and breach of the peace, be
privileged from arrest" both while attending a session and traveling
to or from the Capitol.
Byrd spokeswoman Ann Adler says the Senator, an acknowledged
Constitutional scholar, "almost always has one (the Constitution) in
his pocket."
Byrd was taken to the nearby Fair Oaks police station where the
shift commander put in a quick call to Fairfax Commonwealth's
Attorney Robert F. Horan. Horan told the cop that if the Senator
wanted to claim Congressional immunity for the ticket, the cops
would have to honor it. With everything else that had happened in
Washington in recent months, a traffic accident probably couldn't
be classified as "treason, felony or breach of the peace."
Horan said he was familiar with the immunity clause -- Article 1,
Section 6, of the Constitution -- because he had encountered it
once before during his 32 years in office. Another member of
Congress, also from West Virginia, invoked the clause to escape a
speeding ticket 20 years earlier.
The constitutional provision was written in 1781 to protect members
of Congress from harassment as they traveled across the country
(usually by horseback), and to discourage people from trying to
prevent the members from casting unpopular votes.
Constitutional scholars say that while the law has little use in
modern times, it is often used by Washington area police as a way
to avoid arresting members of Congress.
"It's a common misconception that it (the law) prevents ticketing,"
says Georgetown University professor Paul Rothstein. "Police
departments in this area are frequently under that
misapprehension. I think it's a way to do a favor for people of
influence and stature, but it does smack of unequal treatment
under the law."
And such unequal treatment is often invoked. A study of public
records with police departments in the District of Columbia,
Maryland and Virginia show 217 members of the House and
Senate escaped ticketing and arrest last year for a variety of traffic
offenses ranging from speeding to driving while intoxicated.
In the 1998 Congressional session, 84 Representatives and
Senators were stopped for drunken driving and released after they
claimed Congressional immunity.
"I've stopped Senators who were so drunk they couldn't remember
their own name," says one Fairfax County police officer. "And I was
ordered to let them drive home."
During late-night Congressional sessions, Representatives and
Senators often spend time between votes in the private Republican
and Democratic clubs or any of a dozen other Capitol Hill watering
holes. One Capitol Hill police officer says he has had to jump out of
the way more than once to avoid being run down by a drunken
member of Congress roaring out of a House office garage.
"But there's not a damn thing I can do about it," he says, "Not if I
want to keep my job."
Sgt. Joe Gentile of the D.C. police admits city police do not issue
traffic tickets to senators and representatives while Congress is in
session. Alexandria and Montgomery County claim members of
Congress receive no special treatment for traffic violations, but
records show 47 members were released without tickets last year.
Arlington and Prince George's county refuse to reveal their policies,
but records show members are rountinely released without charge
in both counties.
Members of Congress feel no compulsion to obey the law. District
of Columbia police issued 2,912 parking tickets to cars owned by
members of Congress in 1998. None were paid. The financially
strapped District, which actively pursues and "boots" cars
belonging to ordinary citizens, does not go after members of
Congress.

GREAT LAKES: Congressmen Unveil Bill To Ban Water Removal

A bipartisan group of congressmen from the Great Lakes region introduced a
bill last week to ban bulk removal of water from the American side of the
lakes.

The bill follows a move by a Canadian company last year to sell nearly 800
million gallons of Lake Superior water to Asia. The plan "slipped under the
Ontario provincial government's radar and was quietly approved" (Greenwire,
May 6, 1998), but the deal was revoked after environmentalists raised
opposition.

Now, congressmen from Michigan and Ohio are urging the Clinton administration
and the Canadian government to forge a treaty that would "close loopholes" in
the two countries' water-use laws and permanently restrict the sale of water
from the basin.

The Great Lakes contain almost 20% of the Earth's fresh water. A recent
computer model by the National Atmospheric and Oceanic Admin. suggests global
warming "could dry up the lakes dramatically" over the next 50 years.

Rep. Dennis Kucinich (D-OH): "There is nothing threatening now in terms of
large amounts of water, and one sale wouldn't do too much. But one sale leads
to another sale, and another sale, and a developer wanting water for golf

HIGH TEMPERATURES THREATEN LAKE MICHIGAN FOOD CHAIN

Record high temperatures in 15 of the last 19 months could lead to a "crash"
in Lake Michigan's food chain, according to NOAA ecologist Henry Vanderploeg.

During the summer, the lake's warm upper layer does not mix with its colder
lower layer. If warm temperatures delay the mixing, zooplankton in the upper
layer may starve because they cannot reach the deep plants they feed on.
Vanderploeg: "If you have continued warming over many years you could have
... permanent stratification. That is a major worry" (Jon Schmid, Chicago
Sun-Times, July 27).

released today by Samuel S. Epstein, M.D., Professor of Environmental
Medicine, University of Illinois School of Public Health, Chicago:

The Codex Alimentarius Commission, the U.N. Food Safety Agency
representing 101 nations worldwide, has ruled unanimously in favor of
the1993 European moratorium on Monsanto's genetically engineered
hormonal milk(rBGH). This unexpected ruling, revealingly greeted by the
U.S. press with deafening silence, is a powerful blow against U.S.
global trade policies which are strongly influenced by powerful multi-
national corporations, such as Monsanto. The Codex Commission ruling has
also forced the U.S. to abandon its threats to challenge the European
moratorium before the World Trade Organization later this year. As
importantly, the ruling represents the first large scale defeat of
genetically modified foods on unarguable scientific grounds, apart from
ethical and ideological concerns.

Since the Food and Drug Administration approved the sale of
unlabeled rBGH milk in February 1994, the U.S. has exerted considerable
pressure on Mexico and other trading partners to approve rBGH in efforts
to increase pressure on Europe through the World Trade Organization. In
this, they have been strongly supported by reports from the Food and
Agriculture/World Health Organization's (FAO/WHO) Joint Expert
Committees on Food Additives (JECFA), including its latest September
1998 report, which unequivocally absolved rBGH from any adverse
veterinary and public health effects. However, these JECFA committees,
besides others such as those claiming the safety of meat from cattle
treated with sex hormones, operate under conditions of non-transparency
and conflicts of interest, and are predominantly staffed by unelected
and unaccountable U.S. and Canadian regulatory officials and industry
consultants with no expertise in public health, preventive medicine and
carcinogenesis. The 1998 JECFA report on rBGH was then submitted to the
Codex Committee on Residues of Veterinary Drugs in Foods, chaired by
FDA's Director for Veterinary Medicine Dr. Stephen Sundloff who also
played a prominent rolein the 1998 JECFA Committee. The Codex Committee
promptly rubber stamped JECFA's seal of approval for rBGH with the
confident expectation that this would be subsequently endorsed by the
parent Codex Commission. However, the best laid plans of Monsanto and
the FDA were aborted by an unexpected turn of events.

Bowing to growing pressure in 1998 by Canadian advocacy groups,
"dissident" government scientists and the Senate Agriculture Committee.
Health Canada convened expert committees on veterinary and human safety
under the auspices of the Canadian Veterinary Medical Association and
the Royal College of Physicians and Surgeons, respectively. Based on
conclusions on the adverse veterinary effects of rBGH, particularly an
increased incidence of mastitis, lameness and reproductive problems,
Health Canada reluctantly broke ranks with the U.S. in January 1999, and
issued a formal "notice of non- compliance", disapproving future sales
of rBGH.

Meanwhile, the European Commission had commissioned two
independent committees of internationally recognized experts to
undertake a comprehensive review of the scientific literature on both
the veterinary and public health effects of rBGH. The veterinary
committee fully confirmed and extended the Canadian warnings and
conclusions. The public health committee confirmed earlier reports of
excess levels of the naturally occurring Insulin-like-Growth Factor One
(IGF-1), including its highly potent variants, in rBGH milk and
concluded that these posed major risks of cancer, particularly of the
breast and prostate, besides promoting the growth and invasiveness of
cancer cells by inhibiting their programmed self-destruction
(apoptosis). Faced with this latest well documented scientific evidence
from both Canada and Europe, the U.S. bowed to the inevitable and failed
to challenge the Codex ruling in support of the European moratorium.

It is now 15 years since Monsanto embarked on a series of large
scale veterinary trials on rBGH all over the U.S., and sold milk from
these trials to an uninformed and unsuspecting public with the full

While we're on the subject--there's a private biomedical operation here in
town (Fargo) that is rather odd.  They are very interested in collecting
blood samples from the area's Scandanavian population.  Quite a few of the
local university students frequent the place on a weekly basis.  Everytime
they make a donation, they receive twenty dollars.

Since our area boasts quite a few blue-eyed blond "Nordics," their blood
seems to be at a premium in the blood collecting biz.

When I made a delivery to the place, I was met by some
Teutonic types who were DEFINITELY not very friendly.  There was a
large Germanic-looking woman frowning at me as I looked around--the kind
who would have made a perfect extra in SCHINDLER'S LIST. Of course, since
I'm six-feet-two, olive complexioned, with dark-brown hair, I guess
Brunhilde thought I looked like a candidate for the camps.

It might be just my usual paranoia-- I subscribe to CTRL, don't
I?  :) --  still, I had the distinct impression that something wasn't
quite right.

Also, for such a rock-solid Norwegian Lutheran area, it seems to have

latest tranche wasn't needed as the capital flow into Brazil remains positive.

 The loan was put together last year to support Brazil's economy as it was
rocked by financial instability. Markets have recovered significantly in
recent months, triggered by positive economic signs, but they have been
knocked by uncertainty this week.

 On Wednesday, the central bank acted to combat a slide in the real by
suspending a 0.5 percent tax on some forms of foreign capital coming into
Brazil. It also intervened on the currency market for the first time since
May, selling dollars to strengthen the real.

 In the weeks after after the government devalued the real in mid-January,
the real plunged to a low of 2.20 to the dollar. Prior to that, it was worth
around 1.20 to the dollar.

It is interesting to see how we often forget the original purpose of a
provision of the Constitution and begin to think it is supperfolous.
Fortunately, it would take an amendment to the Constitution to change this,
but it has a more important purpose than to get drunk Congressmen off. I had
a friend who was a political activist in Miami back in the 60s. He was
constantly arrested on frivilous charges. Imagine what might happen in
Washington to an honest Congressman in Washington these days if it weren't
for this provision in the Constitution.

 In early May, Senator Robert C. Byrd, a longtime and powerful
 Democrat from West Virginia, was following a van too closely on
 U.S. Route 50 in Fairfax, Virginia, when the van stopped for traffic.
 Byrd's 1999 Cadillac slammed into the rear of the van. It took a tow
 truck more than an hour to pry the vehicles apart.
 Byrd's car was not drivable and suffered an estimated $7,000 in
 damage. The driver of the 1990 Ford Econoline van, Chris Lee, 42,
 a house painter from Fairfax, said he didn't hear any sounds
 indicating that Byrd hit the brakes or swerved.
 "Just boom," Lee said.
 The Fairfax County police officer who investigated the accident had
 started to write the 81-year-old Senator a traffic ticket when Bryd
 pulled a copy of the U.S. Constitution out of his pocket and pointed
 to a section that he said the cop prevented the cop for ticketing
 him for anything because he, as a member of Congress "shall in all
 cases, except treason, felony and breach of the peace, be
 privileged from arrest" both while attending a session and traveling
 to or from the Capitol.
 Byrd spokeswoman Ann Adler says the Senator, an acknowledged
 Constitutional scholar, "almost always has one (the Constitution) in
 his pocket."
 Byrd was taken to the nearby Fair Oaks police station where the
 shift commander put in a quick call to Fairfax Commonwealth's
 Attorney Robert F. Horan. Horan told the cop that if the Senator
 wanted to claim Congressional immunity for the ticket, the cops
 would have to honor it. With everything else that had happened in
 Washington in recent months, a traffic accident probably couldn't
 be classified as "treason, felony or breach of the peace."
 Horan said he was familiar with the immunity clause -- Article 1,
 Section 6, of the Constitution -- because he had encountered it
 once before during his 32 years in office. Another member of
 Congress, also from West Virginia, invoked the clause to escape a
 speeding ticket 20 years earlier.
 The constitutional provision was written in 1781 to protect members
 of Congress from harassment as they traveled across the country
 (usually by horseback), and to discourage people from trying to
 prevent the members from casting unpopular votes.
 Constitutional scholars say that while the law has little use in
 modern times, it is often used by Washington area police as a way
 to avoid arresting members of Congress.
 "It's a common misconception that it (the law) prevents ticketing,"
 says Georgetown University professor Paul Rothstein. "Police
 departments in this area are frequently under that
 misapprehension. I think it's a way to do a favor for people of
 influence and stature, but it does smack of unequal treatment
 under the law."
 And such unequal treatment is often invoked. A study of public
 records with police departments in the District of Columbia,
 Maryland and Virginia show 217 members of the House and
 Senate escaped ticketing and arrest last year for a variety of traffic
 offenses ranging from speeding to driving while intoxicated.
 In the 1998 Congressional session, 84 Representatives and
 Senators were stopped for drunken driving and released after they
 claimed Congressional immunity.
 "I've stopped Senators who were so drunk they couldn't remember
 their own name," says one Fairfax County police officer. "And I was
 ordered to let them drive home."
 During late-night Congressional sessions, Representatives and
 Senators often spend time between votes in the private Republican
 and Democratic clubs or any of a dozen other Capitol Hill watering
 holes. One Capitol Hill police officer says he has had to jump out of
 the way more than once to avoid being run down by a drunken
 member of Congress roaring out of a House office garage.

  Are Tobacco Companies Clandestinely and Illegally
  Treating Smokers Medically Without Their Knowledge?

  Marina Del Rey, CA --It is now common knowledge -- although
  tobacco companies still deny it -- that smoking, chewing, snuffing,
  sucking, or using tobacco in any form can increase a person's risk
  of developing cancer and cardiovascular diseases.

  The U. S. Public Health Service, the U. S. Surgeon General, the
  American Cancer Society, the American Lung Association, and the
  American Heart Association all declare and document the health
  hazards of using tobacco.

  There is current evidence that tobacco companies have purposely
  increased the amount of nicotine -- a highly addictive chemical
  stimulant -- in tobacco in order to get smokers "hooked" and
  addicted to tobacco.

  This is to force smokers to continue smoking and using tobacco so
  that tobacco companies can maintain their profits and continue
  operating their businesses, despite the known disease risks. And
  smokers have an extremely difficult time quitting due to the
  physiological and psychological addictions associated with tobacco
  use. Not only that, but the 1986 Surgeon General's Report documents
  that side-stream, or secondhand smoke, is even more dangerous and
  disease-causing to nonsmokers than to smokers.

  But there is an even more insidious crime being perpetrated against
  the public by the tobacco companies and that is that the tobacco
  companies may be conducting illegal and clandestine human medical
  treatment and experimentation without authorization or medical
  license upon unsuspecting tobacco users without their knowledge.

  This medical experimentation is in the form of adding to the
  tobacco certain toxic chemicals and medicines in order to secretly
  prevent and treat some of the diseases that the tobacco companies
  allege are not caused by tobacco.

  Specifically, the tobacco companies, by their own published
  admission in their trade publications, introduce a deadly
  pesticide-rodenticide called Warfarin or coumarin into the tobacco
  as a "flavoring." They call it a "flavoring" in order to cover up
  its true identity -- that is Rat Poison!

  What is even more incredible is that the federal Bureau of Alcohol,
  Tobacco, and Firearms (BATF), any doctor, biologist, chemist, or
  licensed pest control technician or agency, and even the U. S.
  Department of Agriculture, the U. S. Food and Drug Administration,
  the U. S. Public Health Service, the Drug Enforcement Agency (DEA),
  the Poison Control Center, and the Center for Disease Control
  agencies, and the various health organizations listed in the
  opening paragraph have known that coumarin-like compounds and
  Warfarin have been used as the active ingredient in rat poison
  since 1948.

  It is unthinkable that these protective agencies and professional
  personnel have not been able to "put two-and-two together" and
  realize that tobacco companies purposely add coumarin, which is a
  deadly poison formulated to kill mammals, specifically rodents,
  into tobacco, thereby making it extremely dangerous for human
  consumption.

  Likewise, it is equally unconscionable that these agencies have
  known that coumarin or Warfarin is added to tobacco and they have
  not banned either the use of coumarin in

  Judge John P. Flaherty, now a Supreme Court Judge, presided over the 
  trial in the case of Paul Aitkenhead v. Borough of West View, No. 
  GD-4585-78. The city was sued over fluoridation.
  On November 16, 1978, Judge Flaherty handed down his decree. The 
  critical parts of his opinion read as follows:
  "Over the course of five months, the court held periodic hearings, 
  which consisted of extensive expert testimony from as far away as England. 
  At issue was the most recent time-trend study of Dr. Burk and Dr. 
  Yiamouyiannis, which compared cancer mortality in ten cities which 
  fluoridated their water systems with ten cities which did not fluoridate 
  over a period of twenty-eight years from 1940 to 1968. The study concluded that there was a significant increase in 
  cancer mortality in the fluoridated cities."
  Contrary to what has been said by promoters of artificial fluoridation 
  of public water supplies, Judge Flaherty's jurisdiction to make and enter 
  his findings on November 16, 1978 was expressly sustained and upheld as 
  appears in Aitkenhead v. West View, 397 Atl. 2d 878 (Pa. Cmwlth. 1979). 
  Nor were his findings ever disturbed on appeal.
  In 1988, Justice Flaherty re-affirmed his convictions that fluoridation 
  is a very dangerous practice. In a letter dated January 
  26, 1988 to Ms. Evelyn Hannan, he stated,
  "It has been years now since the case involving fluoridation was before 
  me as a trial judge, but since that time nothing I 
  have seen changes my view of the serious hazards occasioned by public 
  fluoridation. To the contrary, what I have read convinces 
  me all the more that indepth, serious, scientific effort should be 
  undertaken before further expanding a questionable practice. Those who 
  belittle critics of fluoridation do the public a mis-service, yet it seems 
  in the face of strong, uncontradicted prima facie evidence, that is the 
  tactic most often employed.
  Whether government has the right to force what it perceives as a 
  benefit to the public was not directly before me in the case, but that 
  also is to be pondered.
  My hope is that groups such as yours will spur the scientific community 
  into an objective posture on this issue.
  I enclose an essay which was sent to me a few years ago focusing on the 
  issue presented by analyzingepidemiological law data. Perhaps 
  resolution of this narrow question will provide the answer.
  More recently, some people have pointed out that Judge Flaherty's 
  decision was overturned on appeal and they assumed that therefore 
  fluoridation wasn't really proved to be harmful. Now a member of the 
  Pennsylvania Supreme Court, Justice Flaherty clarified that his decision 
  to end fluoridation was overturned only on the grounds that his court did 
  not have jurisdiction to decide the issue.
  
  
  Safe Water Foundation v. City of Houston
  
  Judge Anthony Farris presided over the trial in the case of Safe Water 
  Foundation v. City of Houston, District Court of Texas, 151st Judicial 
  District, No. 80-52271. On May 24, 1982, Judge Farris entered his findings 
  of fact on the record of the case. His main findings were as follows:
  "That the artificial fluoridation of public water 
  supplies, such as is contemplated by [Houston] City Ordinance No. 80-2530, 
  may cause or may contribute to the cause of cancer, genetic damage, 
  intolerant reactions, and chronic toxicity, including dental mottling, in 
  man; that the said artificial fluoridation may aggravate malnutrition and 
  existing illnesses in man; and that the value of said artificial 
  fluoridation is in doubt as to the reduction of tooth decay in 
  man."
  Contrary to what has been said by promoters of artificial fluoridation 
  of public water supplies, these findings of fact were specifically 
  sustained and upheld as having been established at trial by a 
  preponderance of the evidence, as appears in Safe Water Foundation v. 
  Houston, 661 S.W. 2d 189 (Tex. App. 1983).

 there was a big mold problem in their house. It was all over the place,

 was growing on them!  It was in their hair and on their arms.
 One funny thing is that my grandmother said since the mold has been growing
 on her, her arthritis hasn't been hurting her.

This interview with JFK Jr.'s driver appeared in Yediot Ahronot shortly
after the Piper crash. My comments begin and end with ***.

 HE COULD BARELY WALK, HOW DID HE FLY? Yoel Katzavman
drove John Jr. 48 hours before the plane broke up. "He was a
quiet and humble client."

  "How could he have flown that plane with a broken leg? It was
really suicidal?," said Yoel Katzavman (38), a limousine driver
born in Hakiriot, who drove the Kennedy couple many times.

  Katzavman arrived in the US three years before and was employed
by the Empire limousine service. He was often called to drive
John Jr. and Carolyn Kennedy from their New York apartment. He
recalls his last ride with John Jr., less than 48 hours before
the final takeoff.

  He was called to pick up the Kennedy couple from their
apartment in Manhattan and take them to the George Magazine
headquarters. "It was the first time since Kennedy had broken his
heel two months before, that he could was wearing both shoes, but
he was still on crutches," Katzavman recalls. "He could barely
step down with his foot and couldn't get out of the car on his
own. His wife and I had to help him. I held his crutches and
lifted him out. He had to hold onto the door to straighten up.
His wife accompanied him inside as he clung to his crutches."


***In all the reports on JFK Jr.'s death, I have never read that
he was a near invalid when he flew the plane. Why not? The
authorities would jump on such an explanation for his piloting
"error." I ask, would a broken foot interfere with flying? Does
the FAA permit pilots with such an injury to man planes? Is
Katzavman accurately describing JFK Jr.'s condition? Would his
wife and sister-in-law have flown with him if he was too injured
for safe flight?

   Next, we have been told that JFK Jr. was modest in his habits
and walked or took the subway to work. Why would he call a limo
for the short haul to his office, when an ordinary cab would do
just as well?***


Katzavman has shed new light on JFK Jr.'s condition before
entering his Piper Saratoga. Until now people have reported that
his condition improved after the cast was removed. Flight experts
have explained that to fly a Saratoga, both legs are required.


***I return to my initial observation. If both legs are required
and JFK Jr. could barely walk even on crutches, why was he
permitted to fly the plane and why would his wife, who had to
help her invalid mate out of the car and into the office, step
into the plane with him?***


Katzavman can also tell how John Jr. broke his leg, precisely.
"After Carolyn returned to the limousine, I took her on a
shopping trip. On the way she explained that John had broken two
bones in his leg after an accident in his ultra-light plane.
Carolyn reported that her husband was frustrated and depressed
because he hadn't played sports in a long time."


***Not just the heel bone was broken. Now there is a second
break. Yediot writes in his leg, though I believe they meant in
his foot. And of course it happened during another flying
accident. Katzavman's version is beginning to look scripted. Now
on top of two broken bones in his foot, we discover he was
depressed to boot. This is too good to be true for the
authorities: it could have been used to explain away the
unexplainable crash. Yet neither the breaks nor depression, to my
knowledge, were reported. Katzavman is on his own.***


Katzavman drove Kennedy only during the recent period of his
injury. Previously he rode his bike or the subway. He described
Kennedy as a generous, courteous, pleasant man. "I drive lots of
important people but he was special, really friendly. When he
stopped by the kiosk near his home to buy a paper, he'd always
ask me if I wanted anything. He'd always ask permission before
putting his hurt leg on the seat. He was polite without making
any special demands."


Katzavman refuses to discuss his relationship with Carolyn. "I
can only say she spoke of him like he was angel," he said.
"During their last conversation they spoke about going to a
family wedding, though he didn't say anything about flying. She
wanted to know what to wear at a Jewish wedding (Rory Kennedy was
to be married in a Jewish service) and worried that a bare
shoulder would be inappropriate. He assured her it would be
fine."


When Katzavman returned Carolyn home, she paid and gave him a $50
tip. "It was the biggest tip of my life," he says.

Menachem Damti, when he gave his guilt-ridden version of events

I resent heavily the assumption in this article that Manchurian Candidates are
"govt operatives" and have had control over their own behaviors.  Many of these
kids were used in horrendous mind control projects -- subjected to horrible
torturous assaults as infants and young children.  Many may be being used in
horrible situations in public, as SLAVES.  These people are VICTIMS , they are
not, it appears, consciencious perpetrators.  They are being USED by our very govt
in horrendous assaults against humanity.  And, then they must endure horrible
"de-programming" sessions to face the fact that indeed they were used in even MORE
horrible situations and then they must swallow these facts.  Nothing, absolutely
NOTHING could be more torturous than the Manchurian Candidate's synopsis of what
they have endured as society's mechanical robots.  NONE of it did most of them
acquiesse to of their own volution.

Come ON!!!  Wake up America!!!  These people are being used in horrendous slavery
networks, alive and well in this country.  Geezus.  Even J. Marks' admitted this
one outright in his astute book, In Search of the Manchurian Candidate (WW Norton
Press, 1979).  Common' -- humanity, get your eggs OUT there in the right basket.

 evil, grotesque activities leads DIRECTLY back to the death and torture

 Fissures widen in Northern Ireland Agreement

 The Northern Ireland Agreement has continued to unravel in the
 weeks since the British government was forced to announce its
 “parking” until next month. A review is set to begin in
 September, chaired by former US Senator George Mitchell. But
 Mitchell is said to have been taken aback by reports that Sinn
 Fein may not even participate. A tense meeting of Sinn Fein's
 ruling body is reported to have declined to give the go-ahead to
 the Sinn Fein negotiators.

 On Tuesday August 17, Northern Ireland Secretary Mo Mowlem
 announced she would suspend until next week a decision on whether
 Sinn Fein should be excluded from the Northern Ireland Assembly.
 Calls for Sinn Fein's exclusion were made by unionist politicians
 and sections of the media following accusations of IRA
 involvement in the murder of alleged police informer Charles
 Bennett and other killings, as well as allegations of arms
 smuggling.

 The problems that now beset the Northern Ireland Agreement were
 inherent within it from its inception. Though it was portrayed as
 an attempt to secure peace and prosperity for all, the British,
 Irish and US governments shaped the Agreement solely in the
 interests of big business. Its purpose was to create better
 conditions for investment by the major corporations throughout
 Ireland and cut the vast military and social expenditure
 associated with the “Troubles”.

 The maintenance of divisions between Catholic and Protestant
 workers has historically played an essential role in preserving
 bourgeois rule in Ireland. For this reason, far from seeking to
 encourage a genuine break with the island's sectarian past, the
 Agreement makes religious and cultural differences the
 cornerstone of the new constitutional arrangements. In return for
 ending military hostilities, the Unionists and Republicans were
 offered a power-sharing agreement within an Assembly that
 guaranteed them a virtual duopoly over political life within the
 Province. The Agreement went so far as to stipulate that all
 parties within the Assembly be officially designated as unionist,
 nationalist or other. All legislation must receive
 “cross-community support”, effectively ensuring a joint veto by
 the two camps so-designated.

 By itself, this would have set the scene for constant struggles
 between the rival parties over control of the lion's share of the
 rewards of office. The situation was made worse by the
 machinations of the Blair government to get the Agreement signed.
 The failure to get the Assembly up and running was brought about
 by the insistence of the Ulster Unionist Party (UUP) that the IRA
 must decommission its weapons before Sinn Fein could take
 Ministerial seats in the Executive.

 When talks first began, Britain told Sinn Fein that
 decommissioning could wait until after the Executive was
 established—the position actually contained in the Agreement. At
 the same time, however, Blair made a private agreement in a
 letter to UUP leader David Trimble that IRA decommissioning
 “should” take place before hand.

 A recent op-ed piece by former Southern Irish Premier Garret
 FitzGerald in the Irish Times showed the extraordinary degree to
 which all the governments involved believed that a few clever
 manoeuvres were all that were needed to get an agreement in
 place. He noted, “What appeared in April last year to have been a
 constructive ambiguity about the relationship between
 decommissioning and the formation of the Northern Ireland
 Executive eventually became a trap which caught the two key
 parties.”

 FitzGerald wrote that Blair's letter to Trimble “contained an
 obvious and potentially dangerous ambiguity”, because “such a
 side-letter could not alter the terms of the agreement and the
 use of the ambiguous auxiliary verb ‘should' was obviously
 designed to sound as if it meant more than it possibly could in
 the circumstances.” According to FitzGerald, the dangers of
 depending on “such a flimsy piece of paper” only later became
 clear.

 Since then, the unionist parties have made demands for prior
 decommissioning the central plank of their offensive against Sinn
 Fein, designed to ensure continued unionist domination of
 political life in the North. The British government has done
 everything it can to placate their traditional allies.

 Last weekend, the Northern Ireland Parades Commission gave the
 go-ahead for loyalist Apprentice Boys Parades to march through
 Derry and Belfast. The decision provoked a sit-down protest in
 the Lower Ormeau Road area of Belfast on Saturday morning, when
 Republicans attempted to block the route of a parade through this
 largely Catholic area. Riot police violently attacked the 200
 demonstrators,

Vaccine-autism link feared

A stunning increase in the number of
children diagnosed with autism has
schools straining to provide services and
health officials urgently seeking answers.

And the increases are fueling a
grass-roots movement of parents
determined to expose what they believe is
a connection between autism and
vaccines.

Autism, a developmental disability that
usually appears before a child's third
birthday, profoundly affects
communication and social skills, impairing
the child's ability to play, speak and relate
to the world.

The U.S. Department of Education
reports a 173% increase in autistic
children served under the Individuals With
Disabilities Education Act between the 1992-93 school
year, when 15,580
children were counted, and 1997-98, when the figure was
42,500.

In California, state senators are calling for research
to find out why there
was a 273% jump in children with autism in the past
decade . And Rep.
Dan Burton, R-Ind., who held a hearing on vaccine safety
last week, is
leading an effort in Congress to find answers.

"It's truly an epidemic," says Bernard Rimland, founder
of the private
Autism Research Institute in San Diego.

Some experts doubt that. Lou Danielson of the Education
Department's
office of special education programs says his office's
statistics are suspect
because until 1991, there was no category for reporting
autism. "Children
with autism were always there," he says, "but they just
weren't being
counted in this category."

Yet the demand for more resources for autistic children
is real: Martin
Babayco, head of the special education program in the
Ojai (Calif.) Unified
School District, says he has sent three teachers to the
University of North
Carolina for special training, and he has formed an
autism task force.

"Within the last two years, our numbers have gone
steadily up," reaching 25
in the upcoming school year, he says. "Is this a large
number? Yes, 25 in a
small school district like ours, it is an extreme
number. We don't know why.
I've talked to other educators, and they have a similar
upswing."

Scientists are puzzled - and worried. "I think the
increase is real. I don't
think there's any question," says Marie Bristol-Power,
coordinator of the
Network on Neurobiology and Genetics of Autism at the
National Institute
of Child Health and Human Development. People have cited
other possible
explanations, such as pesticides and pollutants, she
says. "Right now, we're
trying desperately to find out the cause."

Rimland, a research psychologist and the father of a
43-year-old man with
autism, says he knows. Autism rates are rising, he says,
"because of the
overuse of vaccines."

He and many other parents of children with autism are
convinced that at
least some cases are caused by the multiple vaccines
given children - up to
21 before they start school - and the combination
vaccines, such as the
measles-mumps-rubella (MMR) shot.

Jeana and Darrell Smith of Baton Rouge feel sure their
son Jacob's autism
isn't caused by genetics. Their proof? Jacob's identical
twin brother, Jesse,
shows no signs of it.

Beijing as a Chinese agent, a senior official  said.
As Woodward noted, Hsia has connections going  back  to  1988 with  Clinton
crony James Riady.  Riady's Lippo Group has become in recent years pretty
much a  wholly  owned  subsidiary  of  the
Chinese  government.   Maria Hsia worked closely with John Huang, who's
suspicious DNC fund- raising first raised eyebrows  a  year ago.   Hsia  was
co-chair  with Huang of the April 1996 Buddhist Temple fundraiser where
$140,000 in foreign money  was  laundered on its way to help with Clinton's
re-election."

(heavily emroiled in the China-gate campaign finance crimes) is also a major

It seems that the Clinton administration's tactics of producing so MANY
scandalous actions one on the tail of the other is working to temporarily
overwhelm any media, congressional, or other group's efforts to bring him to
justice. This is perhaps a new spin on the technique of telling the big lie,
and repeating a lie until it's accepted-- a sort of "outrage their sense of
decency and ethics so often that they stop noticing criminal acts..."

became  the  first  to take the allegations of Whittaker Chambers
seriously.  Chambers had alleged that top State  Department  aide

scandals  of  this  century:  The  Communists had infiltrated the

notion that  the  president  who  had  led  the  country  through

California congressman who used Whittaker Chambers to expose Hiss

 How a date DISPLAYS has absolutely NOTHING to do with how it is
 defined to the operating system...

 An OS can be Y2K compliant, and still display a 2-digit date...if
 it is compliant, it will correctly interpret 01/01/00 as January
 1, 2000

 If it is NOT compliant, setting it to display a 4-digit date
 won't matter, as it will rollover to January 1, 1900 (or whatever
 earliest year the BIOS recognizes, usually sometime in the early
 1980s)

 This is a misconception about how Win9* stores dates; while there
 are y2k issues with some older versions, or perhaps other
 software, making this change doesn't solve the problem, if it
 exists, and the problem is solved for you, if it doesn't.

 It works because it's a non-issue...as I said, how the date
 DISPLAYS has nothing to do with whether the PC's OPERATING SYSTEM
 is date compliant or not...

 If the operating system IS compliant, then it will interpret
 01/01/00 correctly as January 1, 2000...setting the date to
 display a 4-digit year won't change it; if the operating system
 is NOT compliant, then setting the date to display a 4-digit year
 still matters not a whit, since it will display January 1, 1900,
 or perhaps roll back to the original BIOS date, some of which are
 a late 1970s date, some of which are an early 1980s date...

 Microsoft has posted on it's site that the "4 digit date" info
 being posted on mailing lists is a _hoax.  Just changing the
 display date in the Control Panel doesn't do anything except
 "look cosmetic" and make the gullible "feel better".

 The only way to *properly* determine if you PC is truly Y2K
 compliant is to perform a series of tests at the DOS and BIOS
 level.  Boot your PC with a start-up disk directly to DOS, type
 "Date" and "Time". Set both to a minute before midnight on Dec
 31, 1999. Let your machine sit for at least a couple of minutes
 beyond the rollover. Type "Time" and "Date" again. See what it
 displays. Re-boot the machine, again using the start-up disk
 directly to DOS. Re-type "Time" and "Date". Observe what it
 displays. If it reverts to "1980", your machine has problems.
 Next, do this test again, except turn OFF your machine. Leave it
 off for awhile and then turn it back on and re-enter DOS. See
 what the date and time displays.

 If it reflects the date and time properly to the year 2000, your
 machine is Y2K compliant at the _DOS_ level.

 Next, re-boot the machine and intercept it before it's gets to
 DOS. You want to enter the BIOS. Once in the BIOS setup, change
 the time and date to just a couple of minutes before midnight on
 Dec 31, 1999. WATCH the time and date for the rollover. If you
 see the rollover perform successfully to 2000, leave the new time
 and date in place, turn your machine OFF, leave it off for a few
 minutes and then turn it back on and re-enter BIOS. If, on
 re-entering BIOS, you see the new time and date are still there
 (ie, Jan. 01, 12:18am, 2000) THEN and ONLY THEN can you claim
 your machine is truly Y2K compliant at _both_ the DOS and BIOS
 level.
