It's been a number of years since Jim Bell wrote his infamous 
Assassination Politics essay. If someone were to try to implement the 
system today and not share Jim Bell's fate, they would need absolute 
anonymity and security. The technical requirements for implementing the 
system are: 1. Anonymous and secure communication between the organization 
and the contributors and guessors. 2. Anonymous payment system. 3. 
Anonymous public presense of the organization to solicit contributions and 
display bounties to potential assassins. At the time AP was written, only 
the first requirement could have been met using the mixmaster remailer 
network. The last two requirements were not yet available. However, two new 
systems, DMT and Freenet, could be used to meet the anonymous payment and 
anonymous public presense requirements. If someone did want to implement 
AP, would DMT/Yodel, Freenet, and Mixmaster be good enough to keep the 
TLA's from shutting the system down?

Dute Decision Expected Today
Will Cincinnati's Jennifer Dute spend another Thanksgiving holiday behind 
bars? That's for a panel of three judges to decide. Dute, a Cincinnati 
housewife was convicted in October of four counts of pandering obscenity, 
was sentenced today to one year in prison.
Presiding Hamilton County Common Pleas Judge Patrick Hang 'Em High 
Dinkelacker, in handing down the decision, said he was personally 
repulsed by the sexually explicit videos Mrs. Dute was convicted of 
illegally selling within county limits. Good thing Dinkelacker isn't on the 
panel. Or is the spirit of the fix in? After all, this is Cincinnati, a 
city that would sue its own football team. It could still go either way 
feels Alan Dute, Jennifer's husband.
Alan Dute: The appeals court is looking at the issue today and I'm waiting 
for a call from my attorney. A three-judge panel is looking at whether she 
should be released pending appeal of the case. There was a motion filed by 
Jennifer's attorneys to the court of appeals arguing that that should be 
the case. They are supposed to come to a decision on that today. Then the 
appeal of the whole case is a separate issue and will probably be somewhere 
six months down the road. There will be an appeal of the case. There's a 
possibility that will deny her release pending the appeal. But given the 
fact that it's a fifth degree felony, a non-violent crime and a fifth 
degree felony that carries with it the presumption of no jail time, I don't 
see how they can see no unless the fix is in. And we know the fix was in on 
the regular case.

Imagine trying to boot up your computer and finding that a hacker had 
disabled it or destroyed your data, and then imagine that you had no legal 
recourse because the U.S. government sanctioned it.
That nightmare could become a reality if Hollywood executives get their 
way. A bill introduced into the House of Representatives would allow 
copyright owners to legally hack into peer-to-peer networks and disable PCs 
used for illicit file trading.
The measure would dramatically rewrite federal law to permit nearly 
unchecked electronic disruptions if a copyright holder has a reasonable 
basis to believe that piracy is occurring. The bill would immunize groups 
such as the Motion Picture Association of America and the Recording 
Industry Association of America from all state and federal laws if they 
disable, block or otherwise impair a publicly accessible peer-to-peer 
file-trading network.
The bill doesn't specify what techniques, such as viruses, worms, 
denial-of-service attacks and domain name hijacking, would be permissible. 
It does say that a copyright hacker should not delete files, but it limits 
the right of anyone subject to an intrusion to sue if files are 
accidentally erased.
That's just the tip of the entertainment industry's anti-piracy push. A 
lawyer for the MPAA said we could also expect a new bill soon to curtail 
the piracy of digital TV broadcasts. Other proposals likely will seek to 
limit piracy by outlawing future components that receive digital TV 
broadcasts unless they follow anti-copying standards.
Future hardware and software would treat digital television differently if 
it were designated as copy-protected, preventing people from saving 
multiple copies or uploading them. Another standard would, in industry 
jargon, plug the analog hole by embedding watermarks in broadcasts and 
limiting the redistribution of broadcasts with those hidden watermarks.

Strategic importance of European ports in US military deployment against Iraq

The main European harbours are set to play a vital role in the war 
preparations against Iraq. They can only be 'replaced' at a very high cost. 
Its is clear that without at least the passive collaboration of Belgium and 
Europe a war against Iraq would be impossible. The ports of Northern Europe 
will be filled with military equipment, supplies and ammunition.

On the August 17 and 18, 1990, the First Division Ready Brigade (DRB) of 
the 101 Airborne Division of the US army was sent in all urgency to Saudi 
Arabia to discourage an invasion by Iraq. This logistic movement included 
2742 soldiers, 117 helicopters and 123 pallets of hardware with the help of 
heavy C-5 and C-141 Air Force planes.

However, the movement involved in the Desert Storm Operation obviously 
dwarfed what at the time was a seemingly impressive transport movement. 
Rapid transport-ships of the US navy and ships of the Ready Reserve Fleet 
carried more than 2000 tanks, 2200 other armoured vehicles, 1000 
helicopters and many hundreds of different pieces of mobile artillery to 
the Persian Gulf. Roughly 85 percent of ammunition was transported by sea. 
And an important part of that US and British military transportation went 
through the European ports.

Military logistics of the 21ste century

Lieutenant General Roger G. Thompson of the United States Transportation 
Command expressed himself in lyrical terms on the logistic efforts of the 
Europeans during the Gulf War. In his speech at the Belgian port of Antwerp 
on April 27 1999 he declared: you in Europe supported this massive 
transportation effort in so many ways: bus companies delivered our troops 
to airfields; the ports of Northern Europe were filled with military 
equipment, supplies and ammunition; the Rhine river became a water highway 
for thousands of items of rolling stock; railroads contributed their 
capability; because we had so many of our own trucks either fully utilised 
or sent to Saudi Arabia, the armies of Holland, France, Belgium and Great 
Britain offered their truck units to assist; border clearance procedures 
were streamlined to allow our convoys and trains to pass more rapidly; 
airports and airlines also contributed;

The speed and the scope of military deployment are of crucial importance in 
limiting human and material losses and in deciding a victorious military 
outcome. Hence the demand for an enquiry by the American Congress to 
determine the logistic needs for the US army in the 21st century. This 
'Mobility Requirements Study' (MRS) advised the construction of - initially 
20 but later reduced to 19 - supplementary logistics ships. Those ships are 
called 'Large Medium Speed Roll-On/Roll-Off Ships' (LSMR). Eight of those 
ships are used in 'prepositioning operations'. This is a permanent presence 
at sea of great quantities of military equipment near to potential or acute 
areas of conflict (the Army Prepositioning Afloat programme or APA). The 
task of the other eleven ships consists in the rapid transportation of 
reinforcements from the United States of America or from the Army War 
Reserves (AWR) situated outside US territory. One of these AWRs - called 
AWR 2 - is located in Europe and spreads over six localities namely: 
Brunssum, Coevorden, Eygeslhoven and Vriezenveen in the Netherlands, 
Bettembourg in Luxemburg and Zutendaal in Belgium. It is no accident that 
these are located near the two main North European ports, Antwerp and 
Rotterdam.

Apart from the LSMR and the ships for the transportation of troops 
pertaining to the US Marine Corps, we want also to stress the importance of 
the ships of the National Defence Reserves Fleet (NDRF) and of the Ready 
Reserve Force. Those are former commercial transport ships which have been 
kept in reserve in the US or overseas and which can become operational 
within four to one hundred and twenty days in moments of crisis.

The US Army also contracted American merchant ship owners to guarantee its 
logistical needs in 'peacetime' (Voluntary Intermodal Sealift Agreement or 
VISA). Since the war preparations against Iraq the US Army has approached 
the international chartered market. Lloyd's of London announced four times 
at the beginning of August 2002 the intentions of the US Navy to charter a 
big roll-on-roll-off ship. It was clearly specified that those ships had to 
enter three ports in North and South West Europe.

The North Atlantic sea-lane is the most important logistical route for 
military deployment in the Middle East. This route includes the ports of 
Antwerp, Rotterdam and Bremerhaven (Germany). An American strategic study

come close to building anything this broad in scope.
Some might also say that's a laughable idea. But as a former intelligence 
analyst and information retrieval expert, I thought it might be interesting 
to spec one out for you. You never know until you try, right?
Connect existing government and commercial databases.
Let's start by connecting most of the large government databases that 
contain information on domestic activity, including those containing 
customs, immigration, law enforcement, military and Internal Revenue 
Service files. The network would eventually include state and local tax 
rolls, political contribution lists, and educational and voting records.
In the short term, the government would build software that translates 
queries between the various databases (since its current information 
systems are the digital version of the Tower of Babel). A permanent 
solution would be to create rigid requirements forcing all agencies and 
contractors to converge around a common set of standards for data storage 
and access.
Contractors would eventually write translation gateways into many 
commercial databases so that searches against the government database could 
be seamlessly integrated. Some of these commercial databases would be 
straightforward, containing data such as credit reports, phone and other 
utility bills, and transportation/reservation information from airlines, 
rental car companies and hotels. Others might be more subjective and 
involve human appraisals such as profiled direct-marketing lists, school 
guidance counselor records and comments made by utility or government workers.
Match them to commercial information such as credit reports (using social 
security numbers).
Initially, translation systems would be data-matched against government 
records. The government would eventually mandate that all commercial 
databases include a field for social security numbers. This would likely 
result in legislation making it a crime for consumers to give false social 
security numbers to companies. It might even require these companies to 
deny service to the curmudgeons who still refused to provide that information.
This system would eventually access tens of millions of real-time sensors 
for up-to-the-minute threat assessment.

Track phone calls and e-mail, and generate diagrams of social groupings

An important element of a predictive system would be the gathering of 
information on social interactions and on networks of individuals who 
communicate as a group. Intelligence analysts refer to this process as

Sure, there are any number of poker algoerithms which prevent the server
from cheating.  See the many literature references on Mental Poker.
One recent protocol is Kurosawa et al, IEICE Transactions on Fundamentals,
Vol E00-A, No. 1, January 1997.  It is available from citeseer.

The problem is that although you can stop the server from cheating, you
can't stop players from colluding outside the scope of the game protocols.
Two players could communicate by phone, revealing their cards to each
other and influencing the betting.  This kind of cheating can't be
prevented, and it can be significant in an n-player poker game.

to address the global financial-economic collapse, has led to the 
introduction of a number of defensive measures by nations and groups of 
nations acting in concert. One such measure is the proposal for creation of 
a Gold Dinar, intended as a replacement for the dollar as the currency of 
trade among nations. With a war against Iraq looming on the horizon, and 
U.S. threats against Saudi Arabia escalating in the establishment's 
institutions and publications, it is increasingly probable that the Gold 
Dinar policy will be implemented in the near term, among certain Islamic 
nations at first, and potentially expanding to include non-Islamic nations.
Malaysian Prime Minister Dr. Mahathir bin Mohamad hosted a two-day seminar 
in Kuala Lumpur on Oct. 22-23, called The Gold Dinar in Multilateral 
Trade. This was the second major conference in Malaysia on this subject 
involving representatives of members of the Organization of Islamic 
Conference (OIC). The first conference, Stable and Just Global Monetary 
Systems, held in August, announced that the Gold Dinar would be 
implemented as a bilateral arrangement between Malaysia and certain 
unspecified partners by the middle of 2003, and extended to multilateral 
agreements over time. At the more recent seminar, Bijan Latif, the head of 
Iran's Central Bank, offered to support the establishment of a secretariat 
in Malaysia to coordinate the development of the Gold Dinar policy. Dr. 
Mahathir supported the idea.
Not a Gold Standard
In his speech to the October seminar, Dr. Mahathir made clear that the 
proposal was not intended to establish a gold standard (as put forth by 
fixated gold bugs around the world), but to return to the Bretton Woods 
policy of a gold-reserve system, which was destroyed when President Richard 
Nixon removed the dollar from a fixed peg to gold on Aug. 15, 1971, 
allowing currencies to float at the whim of speculators. Dr. Mahathir 
reminded the participants, that after World War II, when the Allied 
nations met in Bretton Woods to determine the principle for the rate of 
exchange of international currencies in order to facilitate trade, they 
decided to use gold as a standard. This worked until 1971, when the 
market claimed that it could determine the exchange rate through the demand 
and supply of currencies freely traded in the market. But the profiteers 
moved in and manipulated the value of the currencies so that there was 
chaos in terms of exchange rates of currencies.
The Gold Dinar policy intends to return to the former, superior policy. Tan 
Sri Nor Mohamed Yakcop, an economic adviser to Dr. Mahathir, explained the 
system at the August conference as follows, using trade between Malaysia 
and Saudi Arabia as an example: Malaysian exporters will be paid in 
ringgit [the Malaysian currency] by Bank Negara [the Malaysian National 
Bank] on the due date of exports Similarly, the importers will pay Bank 
Negara the ringgit equivalent of their imports. The Saudi Central Bank will 
do the same for its exports and imports. Say, at the end of a three-month 
cycle, the total exports from Malaysia to Saudi Arabia is 2 million Gold 
Dinar, and the total exports of Saudi Arabia to Malaysia is 1.8 million 
Gold Dinar. Therefore, for that particular three-month cycle, the Saudi 
Central Bank will pay Bank Negara 0.2 million Gold Dinar. The actual 
payment can be by way of the Saudis transferring 0.2 million ounces of gold 
in its custodian's account in the Bank of England in London, to Bank 
Negara's account with the same custodian. The important point to note here, 
is that the relatively small amount of 0.2 million Gold Dinar is able to 
support a total trade value of 3.8 million Gold Dinar.
The weakness of the system as it is now proposed is that gold, too, is 
subject to speculation, especially if it is pegged to a currency such as 
the dollar, which is heading for a plunge due to the collapse of the U.S. 
banking system. Dr. Mahathir is aware of the problem: Gold prices can also 
be manipulated, he said, but not as easily as the U.S. dollar or other 
currencies Speculation and manipulation will not be as easy as when 
local currency is valued against the U.S. dollar.

I think that most Western nation leadership will eventually support the U.S.'
military action against Iraq. However, they may do so not because they
necessarily think Bush is right that Saddam's weapons are a threat to the
West, but because it is a politically acceptable pretext concealing longer
term economic and geo-political issues--ones they do not wish to share at
this time with their citizens.

Forked Tongue
The war with Iran, a heavily militarized powerful client state of the U.S.
under the dictatorship of the Shah, left Iraq bankrupt. Faced with
rebuilding its infrastructure destroyed in the war, Iraq needed money. No
country would loan it money except the U.S. Borrowing money from the U.S.
made Iraq its client state. A client State could take no action without the
permission of the more powerful nation.

In 1990 Saddam Hussein complained to our State Department about Kuwait's
illegal removal of Iraqi underground oil by slant drilling across the
border into Iraq. This had continued for years, but now Iraq needed the
money that this oil would supply to pay its bills. Saddam considered a war
with Kuwait but needed Washington's permission.

On July 25 - the day after the United States announced Gulf exercises with
the UAE, while Iraqi troops were massing on the Kuwaiti border, and as

summoned Ambassador [April] Glaspie to his office in what seems to have
been a final attempt to clarify Washington's position on his dispute with
Kuwait. Glaspie assured him: We have no opinion on Arab-Arab conflicts,
like your border disagreement with Kuwait [Secretary of State] James
Baker has directed our official spokesmen to emphasize this instruction.
[83] She was expresssing official policy. On July 24, she had received a
cable from the State Department explicitly directing her to reiterate that
the United States had no position on Arab-Arab conflicts. [84]

After the war, on March 21, 1991, Glaspie denied this version of her
meeting with Hussein. She testified to the Senate Foreign Relations
Committee that she had repeatedly warned Hussein that the United States
would not tolerate Iraq's use of violence to settle the dispute with
Kuwait. She said Hussein had been too stupid to understand how the Unite
States would react. [85]

But in July 1991, Glaspie's cables to the State Department describing the
meeting were finally released to the Senate. The cable showed that her
Senate testimony was largely fabricated, and that the version released by
Iraq was accurate. [86]

On July 12, 1991 Committee Chairman Senator Claiborne Pell wrote an angry
letter to Secretary of State James Baker demanding an explanation for the
inconsistencies between Glaspie's testimony and the cable. Senator Alan
Cranston charged that Glaspie had deliberately misled Congress about her

Its seems somewhat odd that our State Department would tell Iraq go ahead,
we don't care and shortly thereafter launch one of the largest military
actions in this century. Was this simple a case of crossed wires (pretty
hard to believe) or intentional, part of a long-term U.S. or Western
strategy to provide cover for future unilateral actions to assure the
unimpeded flow of oil? Its critical that Americans realize that Bush,
Chenney and some senior advisors come from the petroleum
industry. Whatever one may think of their politics, they are no fools when
it comes to oil.

Based on analysis of oil exploration records, Dr. M. King Hubbert developed
a model and predicted in 1956 that the USA would peak in its production of
oil around 1970. He was discouraged from disclosing this foreboding news by
his employers. He felt morally obligated to disclose the truth, and yet
when he did so, his peers laughed at him. As we all know, he was right on,
and the USA and the world suffered the first oil shock soon after the USA
reached the peak he predicted.

If oil production peaks are key economic turning points then the peak in
world production should be of keen interests to all economists; to all

   Is there any overwhelming reason to believe that going back to
Iraq would be any different?

Short answer: yes.

Long answer:
I'm no expert, but a friend of mine in the military suggested that invading
Iraq now would be a lot different than the Gulf War.  He said that urban
combat, which will be necessary to depose Hussein, is the most difficult and
dangerous type of combat there is.  The Gulf War was fought on a flat plane
with no obstructions or terrain differences (the desert) where superior fire
power has a great advantage.  Other reasons to think that invading Iraq this
time will be much more difficult and likely cause many more U.S. causalities
include:
1.  The troops the U.S. fought against in the Gulf War were mainly recent
conscripts with little training or motivation.  Taking Baghdad will require
fighting veteran republican guard troops.
2.  There is no clear objective to this invasion of Iraq besides deposing
Hussein.  Ignoring the long-term consequences of this invasion (which is the
usual practice), the short-term prospects aren't good.  There is no readily
available alternate government to install in Hussein's place.  The resulting
destabilization in the region will likely result in a U.S. military presense
in the country for a much longer time than in the Gulf War.

The relevance of non-Peano counting is simply that you can often do more
things in a system that includes some form of counting.


One way of stating Godel is No system that includes Peano counting is both
consistent and complete.

 The answer of course is Yes, Godel's applies to Para-Consistent Logic.

Trivially, to the extent that all paraconsistent systems are not consistent
by definition, you can say yes.

You can also say no! Not all paraconsistent systems include Peano
counting. Depends what you mean by apply.

Godel also has connotations of consequences _within_ the system, eg
regarding decideability. Let me introduce a term, Godellike, to describe a
system that obeys those supposed consequences.

Are paraconsistent systems Godellike? Not necessarily, that's one of the
reasons for the development of paraconsistent systems.

 What really matters is the 'complete', not the 'consistent'. Godel's
 doesn't apply to incomplete systems because by definition there are
 statements which can be made which can't be expressed, otherwise it would
 be complete. You can't prove something if you can't express it since there
 is no way to get the machine to 'hold' it to work on it.

Ahh, those problems of definition again. Complete is normally* taken to
mean that every statement expressable within a system is provably true or is
provably false within the system. I don't know offhand of any paraconsistent
systems that have that property, but it's not impossible afaik.

IMO complete has nothing to do with statements which can be made which
can't be expressed - though I may be wrong, as I don't understand exactly
what that means.

encrypted images and audio, de-encrypts them, and auto-posts the images. 
This application will have a public key which on-the-ground videographers 
(or uploaders) can use. But it's private key no human being knows.

The application here is that an uploader doesn't want to get caught with an 
intercepted message as proof that they were illegally transmitting images. 
AND, the authorities won't be able to beat the key out of the uploader so as

that in my personal opinion it was rather unlikely that a user
programmable open source software radio would ever get FCC approval or
be legally sold in the USA under current regulations on scanning radio
receivers.   So I share Tim's assessment about the likelyhood of such
being banned or tightly restricted, though it seems hard to see how they
can be kept out of the hands of hams for use on ham bands (and more such
ham projects appear every day).

[From The New York Post]  -- A Long Island crime family lived like the 
Sopranos - complete with their own version of the Bada Bing strip club and 
secret mob confabs at the high school football games of the underboss' son, 
authorities said yesterday.
Suffolk County DA Thomas Spota said he hopes the roundup of 14 suspects and 
the impending arrests of several others sends a searing message to the mob.
He said the biggest organized-crime crackdown by Long Island officials in 
20 years began when a strip-club owner complained to authorities.
The owner of Sinderella's strip club and adult-movie rental business in 
Brentwood said a mobster put a gun to his head and announced his business 
now belonged to the mob.
During the nine-month investigation, the probers found that the mobsters 
used cell phones they thought were laundered and safe from police 
surveillance.
But authorities were able to listen in on crime conferences of reputed 
Luchese crime-family underboss Joseph Caridi, of East Northport.
Asked if Caridi, 53, and his associates were real-life Sopranos, Spota said:

 Last year, Steven Livingston, professor of political communication
 at George Washington University, astonished attendees at a
 conference on the geopolitical pros and cons of satellite imagery.
 He didn't produce evidence of new military mobilizations or global
 pandemics. Instead, he showed a video of figure skater Katarina
 Witt during a 1998 skating competition.
 
 In the clip, Witt gracefully plies the ice for about 20 seconds.
 Then came what is perhaps one of the most unusual sports replays
 ever seen. The background was the same, the camera movements were
 the same. In fact, the image was identical to the original in all
 ways except for a rather important one: Witt had disappeared, along
 with all signs of her, such as shadows or plumes of ice flying from
 her skates. In their place was exactly what you would expect if
 Witt had never been there to begin with - the ice, the walls of the
 rink and the crowd.
 
 So what's the big deal, you ask. After all, Stalin's staff
 routinely airbrushed persona non grata out of photos more than a
 half-century ago. And Woody Allen ushered a variation on reality
 morphing into the movies 17 years ago with Zelig, in which he
 inserted himself next to Adolf Hitler and Babe Ruth. In films such
 as Forrest Gump and Wag the Dog, reality twisting has become
 commonplace.
 
 What sets the Witt demo apart - way apart - is that the technology
 used to virtually delete the skater can now be applied in real
 time, live, even as a camera records a scene and instantly
 broadcasts it to viewers. In the fraction of a second between video
 frames, any person or object moving in the foreground can be edited
 out, and objects that aren't there can be edited in and made to
 look real. Pixel plasticity, Livingston calls it. The implication
 for those at the satellite imagery conference was sobering:
 Pictures from orbit may not necessarily be what the satellite's
 electronic camera actually recorded.
 
 But the ramifications of this new technology reach beyond satellite
 imagery. As live electronic manipulation becomes practical, the
 credibility of all video will become just as suspect as Soviet Cold
 War photos. The problem stems from the nature of modern video. Live
 or not, it is made of pixels, and as Livingston says, pixels can be
 changed.
 
 The best-known examples of real-time video manipulation so far are
 virtual insertions in professional sports broadcasts. Last
 January 30, for instance, nearly one-sixth of humankind in more
 than 180 countries repeatedly saw an orange first-down line
 stretched across the gridiron as they watched the Super Bowl.
 Princeton Video Imaging (PVI) in Lawrenceville, N.J., created that
 line, stored it in a computer, and inserted it into the live feed
 of the broadcast. To help determine where to insert the orange
 pixels, several game cameras were fitted with sensors that tracked
 the cameras spatial positions and zoom levels. Adding to the
 illusion of reality was the ability of the PVI system to make sure
 that players and referees occlude the virtual line when their
 bodies traverse it.
 
 Last spring and summer, as PVI and rivals such as New York-based
 Sportvision were airing virtual insertion products, including
 simulated billboards on walls behind major league batters, a team
 of engineers from Sarnoff Corp. in Princeton, N.J., flew to the
 Coalition Allied Operations Center of NATO's Operation Allied Force
 in Vicenza, Italy. Their mission: transform their experimental
 video processing technology into an operational tool for rapidly
 locating and targeting Serbian military vehicles in Kosovo. The
 project was dubbed TIGER, for targeting by image georegistration.
 Our goal was to be able to fire precision-guided munitions at
 Serbian military vehicles - just dial in the coordinates and the

Not unexpected that CNN will be described as a reliable medium compared to the
Internet when not so long ago it was described as the unreliable medium itself
due to lack of thoughtful mediation by authoritarian Speak Truths.

But TV was not so long ago seen as suspect compared to newspapers and
newspapers suspect compared to government edicts and government edicts suspect
compared to religious preachings and religious yarping nothing compared to
acts of gods angry at copulating humanoids.

So what if pixels lie, how is that different from any authority issuance from
heads all too often quoted as believe you us who know?

Shame on those pipsqueak authorities cited as being gravely concerned about
lying pixels and the unmanageable Internet. Their self-promoting lies are
showing hoary signs of thin-skinned unbelievability sensing doodoo die-out.

National defense of any persuasion is a matter of suspended disbelief, not
that you should not chaff  your sorry ass when the drones come sniffing: US
citizens in the US homeland are now fair game for the assassination squads
eager to show the budget inceases were not in vain. 

Blonde hair and blue eyes with chic cammie clothing is now the best
prophylactic against fat ethnics sitting with consoles programmed to blowdown

When the US defeated Nazi germany, the nazi government was 
largely obliterated, and the remaining apparatus of government 
mostly signed up with the German communist party, which had 
been the second largest party before the nazis, and which was 
subservient to the Soviet Union.   Thus the US eventually had 
to suppress every vestige of German government and foster a new 
government from nothing.  It took about five years for a 
plausibly German government to get its hands on the reins of 
power, and few more years for it to get rid of the institutions 
and apparatus of nazism.

Does this headline look familiar? Of course it does. You most likely have just seen 
this story recently featured on a major nightly news program (USA and reported 
elsewhere in the world.
 
His mother was cleaning and putting laundry away when she came across a large brown 
paper bag that was suspiciously buried beneath some clothes and a skateboard in the 
back of her 15-year-old sons closet. Nothing could have prepared her for the shock she 
got when she opened the bag and found it was full of cash. Five-dollar bills, 
twenties, fifties and hundreds - all neatly rubber-banded in labeled piles.
 
My first thought was that he had robbed a bank, says the 41-year-old woman, There 
was over $71,000 dollars in that bag -- that's more than my husband earns in a year.
 
The woman immediately called her husband at the car-dealership where he worked to tell 
him what she had discovered. He came home right away and they drove together to the 
boy's school and picked him up. Little did  they suspect that where the money came 
from was more shocking than actually finding it in the closet.
 
As it turns out, the boy had been sending out, via E-mail, a type of Report to 
E-mail addresses that he obtained off the Internet. Everyday after school for the past 
2 months, he had been doing this right on his computer in his bedroom. 

I just got the E-mail one day and I figured what the heck, I put my name on it like 
the instructions said and I started sending it out, says the clever 15-year-old.
 
The E-mail letter listed 5 addresses and contained instructions to send one $5 dollar 
bill to each person on the list, then delete the address at the top and move the 
others addresses down, and finally to add your name to the top of the list.
 
The letter goes on to state that you would receive several thousand dollars in 
five-dollar bills within 2 weeks if you sent out the letter with your name at the top 
of the 5-address list. I get junk E-mail all the time, and really did not think it 
was going to work, the boy continues.
 
Within the first few days of sending out the E-mail, the Post Office Box that his 
parents had got him for his video-game magazine subscriptions began to fill up with 
not magazines, but envelopes containing $5 bills.
 
About a week later I rode [my bike] down to the post office and my box had 1 magazine 
and about 300 envelops stuffed in it. There was also a yellow slip that said I had to 
go up to the [post office] counter.
 
I thought I was in trouble or something (laughs). He goes on, I went up to the 
counter and they had a whole box of more mail for me. I had to ride back home and 
empty out my backpack because I could not carry it all.
 
Over the next few weeks, the boy continued sending out the E-mail. The money just 
kept coming in and I just kept sorting it and stashing it in the closet, barely had 
time for my homework. He had also been riding his bike to several of the banks in his 
area and exchanging the $5 bills for twenties, fifties and hundreds.
 
I didn't want the banks to get suspicious so I kept riding to different banks with 
like five thousand at a time in my backpack. I would usually tell the lady at the bank 
counter that my dad had sent me in to exchange the money and he was outside waiting 
for me. One time the lady gave me a really strange look and told me that she would not 
be able to do it for me and my dad would have to come in and do it, but I just rode to 
the next bank down the street (laughs).
 
Surprisingly, the boy did not have any reason to be afraid. The reporting news team 
examined and  investigated the so-called chain-letter the boy was sending out and 
found that it was not a chain-letter at all. In fact, it was completely legal 
according to US Postal and Lottery

creating a joint development lab at Oracle's Redwood City, California, 
headquarters to make sure their software programs run together. The 
companies announced the alliance in San Francisco, where Oracle is holding 
a customer conference.
Hewlett-Packard used to sell its own application server, which it 
jettisoned earlier this year after failing to gain market share. In June, 
the Palo Alto, California-based company teamed with BEA Systems Inc., the 
biggest maker of application-server software. ..

Is Carlies portal tight?
Fiorina: Tight budgets to be an IT reality.The next wave of IT will not be 
about hot new killer apps, but about serving business needs, Fiorina has 
said at OracleWorld
I think this is a permanent set of changes... and it will stay with us even 
when the economy comes back, Fiorina said. The next era of IT will not be 
about the hottest box or the killer app, she added, but about making sure 
information technology is more flexible to businesses' needs.
In response to these changes, HP is focussing on making its server, 
storage, network management and consumer products more modular in their 
architecture, so businesses can more easily pick and choose what they need.
The company is also designing its offerings around industry, rather than 
proprietary, standards, she said. And better security, reliability and 
interoperability are priorities.
Another development driving the future of the IT industry is the move to 
so-called utility-based computing, Fiorina said. In that model, companies 
leave all their computing needs to a third party rather than making huge 
investments in their own private IT infrastructure. The companies then pay 
monthly bills for what they use, in the same way they pay for utilities 
such as electricity or water.
Wind in Larry's sails
Fiorina also highlighted her company's 20-year partnership with Oracle, 
with whom HP shares some 80,000 customers. The two companies discussed 
plans this week to bundle Oracle middleware software on HP servers.
Oracle chief executive Larry Ellison later Thursday plans to address the 
audience via satellite from New Zealand, where he's competing for the 
America's Cup. Ellison's team, Oracle BMW Racing, has won each of its last 
nine races in the premier international sailing competition, placing the 
team in the Louis Vuitton Cup quarter-finals, Fiorina announced during her 
keynote.
HP provided the team with much of its computer equipment for the 
competition, including laptop computers, Fiorina said.
HP puts the wind in Larry's sails, Fiorina quipped. If Larry Ellison and 
his team don't win, it's not because of the technology, it's because of the 
captain.

This probably will work as long as software is not sold with

of such products off the market.

There is very little doubt that the gnuradio package has lots of
applicablity to test equipment use and to various kinds of measurement
and calibration requirements in real radio systems as well as use in RD
simulating and analyzing radio systems.  And clearly hams can use it as
they wish for ham projects.  And perhaps someone will come up with a
sufficiently closed and secured application to pass FCC muster for use
in a real radio system sold to the general public - but likely that
would have to be more or less a sealed box (like Linux in Tivo units)
which could not be user altered or added to and might well have to
include digital signatures or other mechanisms to ensure this.

Of course I probably have an axe to grind here as a collector
and user of test equipment and related professional electronics of
various sorts - I'd sure as hell not like to see private ownership or
purchase or sale of such licensed, regulated or even banned.   And there
already was one such attempt by the cellular industry to persuade the
FCC to restrict private ownership of certain RF test equipment back in
the late 90s which fortunately the ham community was able to persuade
the FCC was foolish and would damage the ability of hams to serve the
country in times of emergency.  Had the FCC gone along with the cellular
industry proposals, virtually all rf test equipment such as spectrum
analyzers, modulation meters, service monitors, signal generators,
network analyzers, protocol analyzers, microwave counters, test and
measurement receivers and the like and perhaps even things like certain
logic analyzers and scopes would have become controlled items that could
only be bought or sold by communications carriers and companies making
or servicing  equipment for them or government and military agencies.
Private sale oe ownership would have been banned, and might even have
become a crime.

As it was finally resolved, the FCC ruled that as long as test
equipment was not marketed to the general public it could be bought,
sold, used and possessed by members of the public - especially hams -
without any restrictions on what an individual could buy or own.  But
in the NPRM the FCC made quite clear that if someone was trying to
sell otherwise banned or unapproved electronics to the general public
as test equipment they would take action.

Does the Rot on Wall Street Reach Right to the Top?

s the latest in a long line of Wall Street morality plays, the one 
involving Sanford I. Weill, the chairman of Citigroup, and Jack B. Grubman, 
his firm's former star telecommunications analyst, is unfolding in 
depressingly familiar fashion. But it differs too from some other dramas 
involving brokerage firm titans: thousands of individual investors lost 
millions of dollars because of what appear to have been self-interested 
actions by Mr. Grubman and Mr. Weill.

The story so far: in early 1999 Mr. Weill asked Mr. Grubman, a man whose 
job it is to monitor by the minute what is happening at telecom companies, 
to take a fresh look at ATT. Mr. Grubman, who had been negative on the 
stock, coincidentally upgraded it to a buy in November 1999. A few months 
later, Mr. Weill's firm helped AT T sell shares in its wireless division 
to investors, reaping bountiful fees. And Mr. Grubman got help from Mr. 
Weill securing spots in a prestigious nursery school for his kids.
In October 2000, Mr. Grubman downgraded the shares again after the stock 
had lost 50 percent of its value.

Recall past Wall Street shows. The infractions and hubris of Michael Milken 
at Drexel Burnham Lambert in the 1980's did not wipe out armies of small 
investors. And individual investors were largely unaffected by the attempt 
of a Salomon Brothers trader to corner the market in United States Treasury 
securities, a power play that cost John H. Gutfreund, the firm's chairman, 
his job in 1991.

Mr. Weill said last week that he did not mean to pressure Mr. Grubman into 
changing his view on AT T, and that he assumed Mr. Grubman would rate the 
stock on its merits. But his argument is unpersuasive.

The fact is, Mr. Weill's request of Mr. Grubman draws him into the circle 
of people that investors can consider at least partly responsible for 
losses they incurred by following the analyst's advice. Between his upgrade 
of ATT when the stock was at $57.43, and his downgrade, at $28.88, some 
$80 billion in market value vanished.

To be sure, Mr. Grubman was not the only analyst who was bullish on ATT in 
1999. This column quoted one in May 1999 who incorrectly projected a 
positive future for the company and its shareholders. What a bad call of 
mine that column was!

It may not come as a surprise to people on Wall Street or those accustomed 
to its ways, that Mr. Weill inserted himself into the research process 
relating to ATT. But that doesn't mean it looks good. In fact, it looks 
awful. Sufficiently so that some large investors have dumped Citigroup 
shares as a result.

BILL DIERKER, vice president of equity securities at Nationwide Insurance 
in Columbus, Ohio, said he had sold the last of his company's roughly 1.5 
million Citigroup shares last Thursday. That was the day after Mr. Weill 
owned up to contacting Mr. Grubman about his ATT rating.

Mr. Dierker's reason? The quality of management is a big variable in my 
decision-making process and Citigroup went from having a reasonable score 
to having a low score, he said. For investors, it used to be we didn't 
know what we didn't know. Now, I think there's a sense that there's a lot 
we don't know.

Mr. Weill's position at the top of Citigroup may yet be secure. But his 
legacy as an impressive manager who has created significant shareholder 
value has been severely damaged.

Bill Fleckenstein, president of Fleckenstein Capital in Seattle, said the 
incident showed that it wasn't just the analysts and the corporate finance 
guys on Wall Street who would do whatever it took to make a buck. The 
C.E.O.'s did, too. But this was standard practice on Wall Street in the 
90's, he noted. The only reason we get to know about this is there was a 
paper trail, he said. And a doozy of a trail at that.

Why is it so hard for smart people who have been around awhile Mr. Weill 
and Mr. Grubman qualify on both counts to see that if the road to instant 
gratification requires taking a wrong moral turn, such a turn is 
inadvisable? I really and truly want to know.

A little more than a year ago, a man named George Walker Tush,excited a

The New South Wales Government is seeking to introduce new laws expanding 
police powers to deal with terrorism.The Premier had previously called for 
a National Department of Homeland Security.
The move follows the recent announcement of a new state anti-terrorism group.
Last month, the State Government announced a new 70-strong 
counter-terrorism coordination command.
The command is backed with $17 million in funds for things such as new bomb 
disposal and forensic services equipment.
NSW Premier,' security sideshow' ,Bob Carr is now working on new laws 
allowing for electronic surveillance of individuals suspected of terror 
links and increased powers to detain and interview them.
The laws may also seek to reinstate special powers, granted during the 
Olympics, which allow the State Government to request the Commonwealth 
station armed forces at potential terrorist targets.
Those targets may include power stations and water treatment plants.

On Thursday a £1.5 million Christmas advertising campaign that wafted the 
scent of the almond liqueur Amaretto through the London Underground was 
dropped, as it smells similar to cyanide.

POLICE have charged two anti-nuclear activists with criminal damage after 
they allegedly broke into a naval base and boarded a nuclear submarine, the 
British defence ministry and Navy have said.
Petter Joelson from Sweden and Elisa Silvennoinen from Finland have been 
remanded in custody to appear before magistrates in Plymouth, south 
England, on Monday, a defence ministry spokeswoman said.
They got onto the outer casing of the submarine and broke a fire alarm 
box, a royal navy spokeswoman said earlier of the pair, who were found 
inside the Devonport base in Plymouth at about 11.30pm on Friday (1030 
Saturday AEDT).
They were caught at dock nine, where the Trident submarine HMS Vanguard was 
undergoing a re-fit.
The break-in caused minor damage to a perimeter fence and a fire alarm.
A statement released by Trident Ploughshares - a group that campaigns to 
disarm British Trident nuclear weapons - said its activists had entered the 
naval base, showing defence ministry security to be woefully inadequate.
It beggars belief that, during a time when the prime minister himself has 
warned the country to be on high alert over possible terrorist attack, it 
has been possible for people to break into the Trident submarine complex 
with little difficulty, said the opposition Liberal Democrat defence 
spokesman, Colin Breed.
HMS Vanguard is the first of four Vanguard-class submarines to undergo a 
two-year re-fit.
It joined six other nuclear-powered submarines at the Plymouth base in 
February.

I'm dong an IBUC shirt for EFCE2K, and, given that we're in Edinburgh, and
Rosslyn Chapel, the famous Templar, um, Mecca, is here, and the Templars
ran the original money transfer business, using cryptography no less,
Fearghas and I popped out to Roslin to root around for stuff to stick on
the aforesaid shirt.


Close, but, more or less, no cigar. We saw the faded remains of a Templar
floriated cross on the Earl of St. Clair's supposed crypt-cover (kinda
small, people speculate about all kinds of goodies in there), which might
have been cool, but it was all eroded and I haven't found line art of one
on the web and it's late.


I've gotten a couple kinda-crypto things, of which I'll pick one for the
shirt tomorrow morning before we mail it out to the silkscreener, but what
I'd *really* like to know, if it's not one of the many secrets of the
Templars [like the shroud of Turin is DeMolay, or that the Templars were
Masons, or vice versa, or that they had the head of John the Baptist (or
christ, or Joseph, or the original Green Man) or that they *really* had the
Ark of the Covenent, or the Holy Grail, or that DeMolay was the Second
Gunman on the Grassy Knoll :-), or, whatever] is...


Has anyone ever figured out, or discovered or whatever, what kind of
cryptosystem the Templars used to encrypt, decrypt, sign/modify the chits
(dare I say bearer certificates? ;-)) they used so that people could go
from preceptory to preceptory, getting cash/food/whatever, all the way to
the holy land (and get the remains of their money back, or a bill :-), when
they returned home?

...Ozaki proved to be extremely helpful in Sorge's fact-finding mission in 
China. A dedicated leftist, the Japanese journalist provided Sorge with 
scores of important contacts in the Chinese Communist underground. 
Information Sorge received from these contacts was coded and then given to 
Max Klausen, a Communist merchant seaman and radio operator.
The plans of the Sorge ring were thrown into turmoil when the Japanese 
invaded Manchuria in September 1931. Sorge was uncertain as to how the 
various political factions in China would react to this new threat. It was 
evident to him that relations between Japan and the Soviet Union were 
strained to the point where hostilities between the two nations might soon 
occur.

Sorge met with a friend of Ozaki's, Teikichi Kawai, who worked as a 
correspondent for the Shanghai Weekly. He quickly absorbed Kawai into his 
circle, sending him on a mission to Manchuria, instructing him to find out 
if Japanese militarists there planned to invade Northern China. He was also 
to determine how the inhabitants were reacting to Japanese occupation and, 
especially, what the Japanese and Chinese in the area thought about the 
Soviet Union. Within a few weeks, Kawai returned to Shanghai to deliver a 
detailed report to Sorge of conditions in Manchuria. Kawai was arrested a 
few days later by Japanese police who maintained order in the Japanese 
enclave in Shanghai and kept strict surveillance on their own nationals. As 
would be the case with almost all of Sorge's spies, Kawai proved his 
loyalty to his chief by telling nothing to the agents of Kempei Tai 
(Japanese secret police). He was soon released without ever mentioning 
Sorge or his mission in China.

Soviet spymasters in Moscow, at this time doubted Sorge's true value to 
them. They had assigned another spy, Ursula Ruth Kuczynski, one of the 
NKVD's cleverest agents who also used the cover of a journalist, to report 
on Sorge's progress. Though married, Kuczynski, a sensuous brunette, was 
always ready to employ her feminine wiles on behalf of the Communists, she 
being a fanatical follower of Marx and Lenin. Kuczynski reportedly struck 
up a relationship with Sorge when meeting Sorge at the Shanghai press club 
that became briefly more intimate, though she learned nothing from him.

Meanwhile, Moscow began carping about what it considered to be extravagant 
operating expenses and salaries for the Sorge ring but its doubts were soon 
dispelled. On January 28, 1932, the Japanese invaded Shanghai under the 
pretext that Chinese insurgents had attacked Japanese nationals in their 
enclave. The attacks had been staged by Eastern Jewel who had paid gangs of 
Chinese criminals to attack the Japanese and thus create the necessity for 
the invasion.

As Japanese troops battled the 19th Chinese Route Army in the streets and 
suburbs of Shanghai, Sorge learned from his contacts at the Japanese 
consulate that Japan's incursion was only the preliminary act to a

Members of his ring fed him information on Chinese troop dispositions at 
the time and Sorge himself witnessed the vicious street fighting in 
Shanghai between Japanese and Chinese troops. His long, detailed report in 
which he analyzed the inferiority of Chinese troops as to morale, equipment 
and leadership and the excellent condition and leadership of Japanese 
troops impressed GRU in Moscow.

Ozaki was recalled to Japan in early 1932, but the loss of the Soviet 
spymaster's most important link to high-level Japanese information was 
supplanted by many other contacts he had made, especially Kawai. Ozaki may 
have, at this time, been suspected of being a spy either for the Soviets 
or, more logically, the Kempei Tai or Special Service Organ. Chinese 
intelligence, headed by the indefatigable Morris Two Gun Cohen, believed 
Sorge was also a Soviet spy, as his abrupt departure suggested, but they 
could not prove it.

Sorge was too clever for his pursuers. For the next nine months he 
diligently applied himself as a journalist, writing lengthy, well-composed 
articles of a decidedly right-wing nature for his German newspaper. His 
published works cemented his relationship with the German Military Mission 
to Chiang Kai-shek. So impressed with these articles were the Germans that 
they arranged to have Sorge invited to Chiang's headquarters in Nanking 
where he met the generalissimo.

Chiang was friendly and outgoing toward Sorge. He viewed the man, on the 
advice of his spymaster Cohen, as an acceptable double agent, one whose 
leftist contacts in Shanghai suggested he was a Soviet spy but who, in 
reality, had merely set up these contacts to appear as such. Sorge, 
according to the Chinese and the Japanese secret police and intelligence 
services, was really a German agent pretending to be a Soviet agent 
pretending to be a working journalist. Sorge, of course, knew that he was

Street battles are currently taking place in downtown Hamburg, Germany, 
following a large demonstration against the right-wing city council.

A 4000-strong demonstration with participants from a wide section of 
society started at around 1 pm. The demo participants expressed their 
disgust with the right-wing city government, which had evicted the 
'Bauwagenplatz' Bambule 2 weeks before and have since then deployed large 
numbers of riot police everywhere in town. When a few hours later the 
demonstration approached the former site of the Bambule in the 
neighbourhood 'Karoviertel', police tried to divide the demonstration with 
large numbers of riot police and attacked it with water cannons.

For a while groups of protesters resisted the attack, throwing stones and 
bottles, then moved back into the (traditionally, or rather: formerly) 
alternative, left-wing neighbourhood 'Schanzenviertel'. Barricades were 
erected, slowing down police movements. Groups of riot police and snatch 
squads started to run down streets and catch everyone they could. People 
living in houses along those streets commented these actions with shouts of 
Police, piss off!, We don't want you here!, We don't want police in 
our neighbourhood!. In some streets hundresd of people were shouting 
Bambule, Bambule!. Everywhere police was made clear that they had no 
support whatsoever by many of those living in the area.

During the past hour confrontations have spread into other parts of the 
city. There are snatch squads everywhere, some of them with dogs.

Today's demonstration follows a large number of demonstrations and actions 
which have taken place since the eviction of Bambule.

The Maoists rebels today owned responsibility for the killing of two 
security personnel working for the US Embassy in Kathmandu.

A statement issued on behalf of the Maoists which bore sign of Vijay, the 
Valley Area Bureau chief, said killing of Deepak Pokherel last week and 
Ramesh Manandhar few weeks ago were carried by Maoists on evidence that 
they were spying on the rebels.

The rebels, however, disowned any role in alleged bomb throwing incident in 
the residence of Dr. Keshar Jung Rayamajhi, Chairman of Raj Parishad 
Standing Committee on Wednesday morning and demanded a probe into it.

The clarification, however, comes with an unprecedented warning to 
diplomatic missions, general public, journalists and artists not to 
propagate against the people's war.

Although our policy is not to attack our critics and political rivals, 
those acting against people's war under any cover would not be spared, 
said the statement. The US Embassy was specifically mentioned to understand 
this view.

The Maoists have also warned artist Santosh Panta, who is an honorary 
Subedar in the Royal Nepalese Army, for his alleged involvement in 
production and publicity of anti-people's war propaganda. They have asked 
Panta to resign from Department of Military Intelligence (DMI) within 7 
days.

Over 300 rebels killed in Jumla alone, claims government
From Navaraj Shahi in Jumla, Ishwori Neupane in Gorkha  Motilal Poudel in 
Surkhet

At least 60 security personnel - 37 in Jumla and 23 in Gorkha districts - 
as well as three civilians lost their lives in fierce encounter with the 
Maoists last night.

While encounter in Gorkhaâ??s Takukot was apparently unevenly matched as 
rebels far outnumbered the police, the government authorities claimed that 
as many as 300 rebels and ordinary people used as human shield by the 
Maoists might have died in the crossfire in Jumla. However, in a press 
statement, the Defence Ministry confirmed the deaths of 55 rebels.

In Gorkha, while 23 policemen died on the spot, eight more were seriously 
wounded.

Khalanga town, the district headquarters of Jumla, came under siege of the 
Maoists around 10 o'clock last night. The police as well as military 
personnel were locked up in a fierce encounter with well-armed Maoists, 
estimated to be around 4,000 in number.

The night vision helicopters which took off for additional support to the 
fighting force, however, could not land because of bad weather and poor 
visibility caused by thick smoke coming out of the buildings, mostly 
government offices which Maoists has set ablaze.

In the battle that follows, top civil administrator - Chief District 
Officer Damadar Pant along with two Deputy Superintendents of Police Shiva 
Narayan Mandal and Vijayaswor Ghimire - lost their lives while the district 
judge is missing.

The military, which ultimately repelled the Maoists in the morning almost 
after eight hours of battle, saw four soldiers dead with 14 others wounded. 
All the injured personnel were airlifted to Nepalgunj and Kathmandu for 
treatment on Friday morning.

They were able to recover few Self Loading Rifles along with seven 303 
rifles, one shotgun and seven country-made guns from the fleeing rebels.

Inspector General of Police (IGP) Pradeep Shumsher JBR who was in Nepalgunj 
rushed to Khalanga for an on-the-spot assessment of the situation on Friday.

News bulletin from the Police Headquarters in Kathmandu confirmed the death 
of 33 policemen. Two employees of the National Investigation Department and 
a peon at the Land Revenue Office were the civilians who were killed in the 
crossfire.

Most of the rebels are suspected to have been killed after the night vision 
helicopters began aerial offensives against the rebels. A combined force of 
the security personnel has been mobilised to hunt down the rebels in and 
around the area.

The rebels surrounded the district headquarters of Khalnga and launched 
simultaneous attacks at security bases - an army barrack, Armed Police 
Force base, Regional Police Unit and District Police Office - from all 
sides, reported our reporter there, quoting security sources.

The rebels set ablaze the District Administration Office, District Police 
Office, Land Revenue Office, Jumla Airport Tower, a barrack of Armed Police 
Force, Regional Police Unit and local branch office of Rastriya Banijya 
Bank. The rebels also ransacked Rs. 2.1 million in cash and valuables worth 
Rs.

I might hasten to add that as I am sure Declan knows, this
addition to the Homeland Defense Act also includes the CSEA provisions
that turn hobby listening to certain easy to receive but off limit
radio signals from an offense with a maximum penalty of a $500 fine
to a federal felony with 5 years in prison as penalty.

When this legislation is signed into law ANY violation of the
radio listening bans in the ECPA will be a serious felony, no lesser
penalty for the first offense or because the intercept was done out of
curiosity or the desire to experiment with radio gear.  And no lesser
penalty because the offense was not for private financial gain or
commercial advantage or in furtherance of a crime as the current law
allows.

What this means is that while one would have been hard pressed
to do more than commit a federal offense with a $500 fine by purchasing
a scanner or receiver from Radio Shack and tuning around just to see
what one hears, one can now commit a serious felony by doing this
extremely easily.   The radio spectrum allocations in use at the moment
are arcane and complex, and making sure that everything one listens to
is legal requires a great deal more FCC and ECPA knowlage that most of
the public possesses.

An example of this is that the ECPA currently includes an
obscure ban on listening to broadcast remote pickup signals used to
relay audio back to the studio from remote sites like traffic helos.   
So  tuning in the traffic helo feeds to find out about the traffic jam
ahead will be technically a serious federal felony.  And many of these
signals are intermixed cheek to jowl with legal to listen to police and
other public safety and business communications, so it is not that
easy to be sure which is which.

And certainly anyone reading my words here must realize that
such draconian and essentially unenforcable laws will only be used
in selective prosecutions to squash those the government doesn't 
approve of... they certainly won't increase communications privacy
or security and may in fact decrease it if they allow the draconian
penalties to be used as an excuse for not spending the money to
implement secure and effective encryption of anything sensitive
flowing over a radio link.

Is the conference still being held on an expensive Caribbean island?

I've never been to an FC Conference, for various reasons. Certainly one 
of them is that I have things I'd rather buy with the $3000 I'd have to 
spend if I attended.

My speculation, not having attended but having talked to people who 
have, is that the conference is a junket, a reason to go to Caribbean 
during the winter. Fine, if IBM or Citicorp is paying. A nice, untaxable 
fringe benefit.  Not so fine for hackers and people like us.

For that, there's the Codecon in SF which Bram and Len and others are 
involved in.

EFCE is pretty much CodeCon for FC (though it might be fairer to but it 
the other way round, since EFCE came first).

I'm looking for an application that sits on a webserver and receives 
encrypted images and audio, de-encrypts them, and auto-posts the images. 
This application will have a public key which on-the-ground videographers 
(or uploaders) can use. But it's private key no human being knows.

The application here is that an uploader doesn't want to get caught with an 
intercepted message as proof that they were illegally transmitting images. 
AND, the authorities won't be able to beat the key out of the uploader so as 
to use it to ever determine what was actually sent...

Rumor has it that the ECPA hobby listening penalty increase in
the CSEA  was, surprisingly, not originated by the House Republicans
burned by the intercept of the Newt call or by cellphone lobbyists tying
to save money on encryption but by the Bush Justice Department.

The DOJ is supposed to have asked for the added penalties 
as an addition to the original CSEA.

This is an interesting turnabout from their attitude back in
1985 when the ECPA was being crafted when they described such
restrictions as unenforcable and something they didn't want to deal
with.

Whilst hardly (understatement of the year) a Washington insider,
I would speculate that perhaps someone in the DOJ has gotten concerned
about recent white hat hacker projects like gru-radio and takes
the potential threat from bright hackers with IQs 40-60 or more points
over the scanner crowd far more seriously than some truck driver
with a modified Radio Shack scanner.  

And I am on record as advising some of the folks doing gnu-radio
that in my personal opinion it was rather unlikely that a user
programmable open source software radio would ever get FCC approval or
be legally sold in the USA under current regulations on scanning radio
receivers.   So I share Tim's assessment about the likelyhood of such
being banned or tightly restricted, though it seems hard to see how they
can be kept out of the hands of hams for use on ham bands (and more such
ham projects appear every day).
