http://www.navhindtimes.com/stories.php?part=news&Story_ID=021515 Margao-Mangalore express train flagged off NT News Service Margao Feb 14: Assuring that passengers would not be taxed in the Railway Budget, the Union Minister of State for Railways, Mr R Velu today observed that a lot of economic activities had been witnessed by Goa since the commencement of the Konkan Railway. He state that despite initial apprehensions of environment degradation and massive opposition, the project had taken off. Flagging off the Madgaon-Mangalore Janashatabdi Express this afternoon at a function held at the Madgaon railway station, Mr Velu said the commissioning of the express train was possible only due to the demand of the MPs from the state. "The Railway is the common man's mode of transport," he observed. Mr Velu said that under the leadership of Mr Lalu Prasad Yadav, the railway ministry had been taking bigger strides. "We have now adopted a new aggressive marketing strategy and have strengthened our public-private partnership," he revealed. The minister congratulated the KRCL for introducing several innovative ideas. "The roll-on and roll-off system and the patents in KRCL's kitty are commendable," he stated. He informed that the Union government had decided that any metro with a population of above five million would be granted a metro-rail system. Talking about the skybus project, Mr Velu informed that the KRCL was in talks with TUV of Germany for a safety certificate for the skybus. "The project is already patented and in about six months it will be equipped with a safety certificate," he said. The KRCL managing director, Dr K K Gokhale revealed that a long-standing demand of the people, the Janashatabdi Express would cut down travelling time between Madgaon and Mangalore. "Rake management problems kept the project pending despite it being sanctioned during the last Railway Budget," he said. Taking advantage of the presence of Mr Balu in Goa, the three MPs from the state today placed several of their demands before Mr Velu. The three MPs from the state — Lok Sabha MPs, Mr Churchill Alemao, Mr Shripad Naik and Rajya Sabha member, Mr Shantaram Naik — had varied demands ranging from introduction of new trains, increase in frequency to construction of a road over or under bridge, as also the retention of the Konkan Railway Corporation as a corporation independent of the Indian Railways. Mr Alemao underlined the urgent need for the construction of an underpass or a over-bridge at Majorda keeping in mind the rise in traffic along the route. Mr Velu assured the MPs that he would look into the feasibility of a train linking the pilgrim towns in Andhra Pradesh and Tamil Nadu. Requesting for introduction of an additional train to Mumbai, Mr Shripad Naik stated that the two trains running between Madgaon and Mumbai were always fully occupied. He also called for another service to New Delhi. Mr Shantaram Naik observed that Goa was a passing network for many services. "However, there is no daily direct train service to Delhi via Baroda that forms the shortest route," he said. Mr Naik called upon the Union minister to introduce a daily train on the route. "Currently daily trains to Delhi run on the Pune-Bhusaval route that is roundabout," he disclosed. The Rajya Sabha MP hoped that the KRCL would be retained an independent entity and set as an example for the Indian Railways. "Talks of the merger with the Indian Railways will only weaken KRCL," he said. Mr Naik also submitted a memorandum to the minister highlighting the problems faced by the people of Curchorem and requested Mr Velu's urgent attention towards Curchorem station. In his reply to the Rajya Sabha MP's demands, Mr Velu stated that railway ministry would sympathetically consider to ply a train through the Baroda route. "Your demands are not unjustified or it is not that it cannot be met. Being a process it will take some time," Mr Velu said amid applause. A theft took place in a chapel at Colva recently, but the police are yet to detect the case. They have registered an offence and interrogated some persons. In September last, two thefts were reported — at Fatorda and Palmagrande-Chinchinim chapels — in which nine statues costing over a lakh were stolen. Taking cognizance of the thefts, the police constituted a team to achieve the breakthrough. According to the sources in police, statues were stolen from chapels at Colva, Navelim, Benaulim, Loutolim and other places. The police said that night patrolling in the district has been intensified. The South Goa SP, Mr Shekhar Prabhudesai has also held a meeting of officers and guided them. It may be recalled that some unknown person effected entry into the chapel at Madda-Palmagrande-Chinchinim last year and decamped with wooden and ivory statues worth Rs 90,000. In all seven statues were stolen, it was told. The police had interrogated some persons in connection with thefts but no recovery was made. Sources also informed that a theft took place at the chapel of Our Lady of Sorrow between the intervening night of September 15 and 16, 2005. The thieves entered inside chapel opening the roof tiles. The Cuncolim police team visited the place and conducted the panchanama. A finger print expert besides the dog squad was pressed into service, however, no vital clue was obtained. The police have registered an offence under Sections 457 and 380 of the IPC. Some unknown persons had effected entry into a chapel at Fatorda last year and decamped with two statues worth Rs 25,000. Given my penchant for not writing long e-mail posts, the following is split to a three part series. It appeared on the web page of Writers' Weekly - a US based webpage that caters to American writers. Those interested in writing could review this weekly web page (revamped every Wednesday) for serious tips on and about writing. This is the second of three parts. EXPERIENCE of writing a novel in America (part 2 / 3) NON-WRITING WRITERS Our enthusiasm for our creative work was matched by the number of friends and acquaintances who offered to review our work before and after publication. They assured us they were newspaper and magazine writers eager to support our work. One said, "I am an English professor and would love to review your book." We were happy to take them up on their offers and gave them printed versions of our pre-published work (lots of time, effort and expense involved) or a copy of the printed book. Out: “many copies.” In: “zippo” reviews or comments even after gentle reminders. Our first reaction was one of self-doubt. Was our book so poorly written that the reviewers did not want to hurt our feelings? Did the reviewer not know where to start (or end) with the review process and elected not to commence the writing? Should we reassure them that only a few comments would suffice? Some had not even begun to read the material weeks after they received a copy. "It's at the top of my to-do list," they claimed. These were the ones who requested a copy and assured us it would be "an honor to review the book.” After these initial experiences, there were many great reviews which can be read on the publisher’s (Booklocker.com) web page (please type in the title of the book on the web page) or at: http://www.booklocker.com/books/2194.html These compliments are the biggest satisfaction of our undertaking. The best compliment was from a former TV reporter. He said that On Thin Ice was very educational and our writing style was similar to that of Thomas Wolfe, a prolific writer who lived from 1900 to 1938. We may not get inducted into the "Thomas Wolfe Society" but it's the thought that counts. A London based reviewer Dr. Cornel D'Costa, PhD, who is an author, consultant and specialist in university education carries the compliment further. In comparing a short novel to a long novel he states, "In a short novel, every word, every turn, every thought matters and that it’s a quality of concentration hard to sustain over a longer novel. Thus if they are good, short stories and novels resonate far beyond their size as is the case with On Thin Ice." MAKING IT A BEST SELLER Friends are always great at proposing ways to promote the book so that our work has a chance at making the “best seller” list. The top award goes to the following suggestions, often made with slight variations: GIVE an autographed copy of your novel to EACH member of this association. Another publicity approach, “Thanks for giving me the book for Christmas. I find it entertaining as well as educational and will surely pass it on to my friends.” A rep of a national corporation suggested, “Send me a copy of your book. I can evaluate it as a promotional item for our company.” Because this is a local, community-based medical novel, I suggested to a physician that he could use the book as an educational tool. His response: "My staff really does not read.” Ours is dubbed the funniest-serious novel and we see the humor in people’s reactions. In the process, we’ve perhaps compiled many tips for our next endeavor. We did not write the novel to enable us to retire on its royalties. As individuals interested in education we were happy to learn from many about the useful tips and information they learnt from the book. Some of these are highlighted in the reviews. He said if Mr Rane failed do so, then the Bharatiya Janata Party will pull him down with the help of the electorates in Valpoi. "Mr Rane should take this rally as a mass movement against his misrule and should resign and pave way for the BJP which could deliver the good to the people far better than the Congress," he said. Mr Parrikar said the Congress only knows how to crush poor and the downtrodden by way of drastic increase in prices of commodities like rice, sugar besides LPG. The Congress party was never a party of downtrodden like the BJP, he said and added that the Rane government was responsible for keeping poor Saleli residents in the jail for nearly one month. Mr Parrikar said for many years Panaji city was famous as a tourist spot but now it is known as the city of morchas and rallies. The BJP leaders and the member of the Parliament, Mr Sripad Naik challenged the Congress to bring such a huge political morcha in the city. He said there was sharp hike in the water and electricity bills. "We had a reason to boycott Governor's address yesterday and we knew that the Governor was supposed to praise performance of the government in power," Dr Suresh Amonkar said, adding that the Rane government was a big failure on all fronts. The state BJP chief, Mr Rajendra Arlekar said the people have shown their power by participating in the rally in thousands and this was enough for Mr Rane to think and relinquish the office. The BJP workers tried to break open the cordon and pull the barricades from the police. The strong crowd of BJP workers was joined by their leaders, Mr Francisco De Souza, Mr Dayanand Mandrenkar, Mr Vinay Tendulkar, Mr Satish Dhond, Ms Kunda Chodankar. Love in Goa More than a hundred years back! By Cecil Pinto It is a relatively unknown fact that the famous anthropologist Margaret Mead was born in exactly the same year Queen Victoria died - 1901. Even more interesting is the fact that Queen Victoria, just before her death, had anticipated the public interest in matters of Sex and Sexuality and had commissioned an Irish anthropologist Angelia Philcoxe to make a study of mating patterns in Goa. This study was commenced and initial findings were sent by Angelia to the Queen but they never did reach their destination. Angelia contracted a severe case of bronchitis while in Goa and virtually disappeared from scientific circles. Rumours, at the time, have it that she holed up in Anjuna and thus technically was probably the first hippie. But that is conjecture. Fragments of paper retrieved from a recently discovered shipwreck off the coast of Sicily are suspected to be the initial drafts of her study, "Coming of Age in Goa". Below are some of the legible transcripts. Keep in mind this was written by an anthropologist somewhere in 1899 or thereabouts, and these are the only surviving fragments of a much larger report. "Soon after pubescence, marked by the Sacrament of Confirmation among Catholics and the String Ceremony among Hindus, the native Goan male will actively search for a mate. Having identified a worthy companion he will, through a mutual friend or relative, communicate his interest with the simple phrase, 'I am interested in you'. If reciprocated they go through a period of "being friendly". This is the equivalent of 'dating' or 'going steady' in Western society and not just being friends as the term implies. It is quite common for a couple to go from being friendly to being married without being friendly with anyone else. But in the rare instance that someone was friendly with one person and ended up marrying another person, this fact is brought up in hushed whispers at the time of betrothal.. An admission of 'I am friendly with...' is as good as a lifetime commitment here in Goa. "Youngsters with raging hormones find partners at various social functions, weddings being the most popular for 'checking out the goods' as we would say in Western parlance. The sequence of intimacy very much follows the Western mode of eye to body, eye to eye, voice to voice, hand to hand, arm to shoulder, arm to waist, mouth to mouth, hand to head, hand to body and so forth. In certain parts of South Goa, specially among the New Conquests, the intimacy sequence is not strictly followed and sometimes unpleasant situations follow as a result. In fact in these areas the standard 'interested' and 'friendly' sequence is superseded by asking 'Are you giving?'. This is a literal translation of the Konkani phrase which probably could be read as 'Are you giving me your hand in marriage?' I will make an effort to study the language better." "Church activities like nativity plays, carol singing, catechism etc give hormonal members of the Catholic community ample opportunities to mix with the opposite gender. The Hindus have their mythological dramas called 'nataks' and also the ever popular late-night 'zatras' or vigilance festivals which allow for mixed gender social interaction. While coconuts and fruits are being auctioned off and the Monkey God Hanuman is whirling his mace on stage there is lots of circumspect intimacy among the members of the audience who have recently reached adulthood. I have heard reports from the neighbouring state of Bombay that a Konkani drama form called 'tiatr' is emerging among the Goans settled there. Perhaps when this comes to Goa the native Catholic teens here will have intermixing opportunities such as the 'natak' provides their Hindu counterparts now." "The painstaking process of attempting to attract a member of the opposite sex to a 'friendly' stage is called 'line marring'. Whether this refers to blurring the line of the gender divide or a fishing line with a bait - as in angling, I have yet to decipher. But the latter explanation holds more probability as the female in a pairing is often referred to as a 'faskee' which is colloquial for one who is trapped." "The equivalent of the English 'I love you' is, 'Hanv tujo mog kortam', which literally translates as 'I am making love to you'. Despite the suggestiveness of this phrase my studies show that instances of pre-marital sex among the natives of Goa are very rare. The Government spent Rs 1.11 crore on airfare and another Rs 1.20 crore on accommodation of invitees/delegates and film professionals. Altogether 233 delegates/invitees, film stars, singers and others attended IFFI 2005. There were 78 foreign delegates/invitees, the Chief Minister Pratapsing Rane told the Goa Assembly in a unstarred written question tabled by Harish Zantye. Besides, the Government incurred an expenditure of Rs 9.61 lakh on providing transport facility to some delegates while translation facilities provided to certain delegates cost Rs 39,000. MORCHAS: To a question tabled by Vinay Tendulkar, the Chief Minister informed the House that the modes of agitations increased more than two times from the previous year. The total number of agitations conducted in 2003 were 20, in 2004, 25 and in 2005, it jumped to 62. In 2003, five morchas were organized while 2004 saw 12 and 2005 had 35. Three dharnas each were held in2003 and 2004 but in 2005 the number reached 7. Pangim/Panjim/Ponjje is the city of my birth. Besides it is unique in Asia take for example the architecture around the Municipal Gardens, exception to the Velho and Sousa Towers (its architects should have been hanged). It is a city that provided\provides Higher to Primary education housing the oldest medical and pharmacy schools in Asia, Massano de Amorim and Liceu Afonso de Albuquerque at Alto de Guimaraes. It also has a Santa Casa de Misericordia and a Lar dos Ninos on its outskirts and social clubs like the Nacional and Vasco da Gama. The city is also home to places of relgion like the Church of Imaculada da Conceição, a Mosque and the Mahalaxmi temple. Large business like the Demps, Vernekars, Menezes, Velho, Angleys, Mangaljis and the Maganlals have their houses established in the city. In the mid sixties my early school days was at the Cristo Rei. Early 70´s saw the Cristo Rei disappear and in turn saw various encroachments round this former school. Physically the Cristo Rei school is placed in Sta. Inês. Its grounds were\are being used by the RSS for its shakas. Further up the foothills some more encroachments have taken place. A road leading past the Gomantak Press also houses an other ghetto mainly made up of city cleaners. In front of the Sta. Inês church and across one sees more ghettos and open sewage. South of the city and towards Bhatulem the same scenario is repeated. The municipal market is in a sorrowful state. Such is the condition of this unique city since 61. The current infamous regime shows no sign to handle this city of value with care and many Goans are averse to this situation. It took another 20 years for me to comprehend that all was not well with the Indian takeover of Goa. Then after a slow process of fact-finding and research (I was first with the CompuServe bulletin board before the full-blown internet arrived on the scene), I came to understand Dabolim's real position. However, an opportunity did not present itself to make my views on Dabolim known to the world until April 2002 (see http://www.colaco.net/4/GoaLib5.htm ). BTW, I have no commercial interests in Dabolim. Yes, in a manner of speaking, I was, as many Goans were, sleeping like the proverbial hare. However, it is not too late in the day to make amends. http://pintooo15.livejournal.com/ MCA Moodles title to be pronounced similar to hakka noodles... macca moodles I had known that the admins at the unigoa server were fiddling with a moodle installation and from the date-of-joining of one of our professors could tell it's been many months in use now. but this semester we got hands on experience for our subjects CS22 (Operating Systems) and PL28 (UNIX Programming Lab). thanks to yma pinto ma'am that we got to experience this system at such an early stage of our course...probably the seniors might have done too but they're not too open-source about it...y'know "finger on your lips" ;) I had my first encounter with Moodle when a course on "how foss affects political science" was announced on ilug-goa list. it was a free for all (free registration required) and although the course had a nice discussion going on...it clashed with my exams (after all which good event doesn't...right?), so i couldn't do any submissionsok ok i must say the stuff flew over muh head. in fact there was some informative discussion going on among people who actually influence the IT policy of various country's governments and their experiences on convincing their govt's to go open source. AFAIK Goa Engineering College is the first implementation in Goa. Following suit were (and still running i believe strongly are) Goa Institute of Management and Goa University. Moodle enables a teacher to interact with the students of the course by means of : * forums that the students can discuss their queries on * resources like notes and presentations pertaining to the particular course * event announcements like tests and assignment submissions * messaging between members of the group...dunno if ma'am cud look into the PM's ;) * having your own profile with info about you and your online destinations...this implementation had a blank to optionally enter your Skype ID... :) * students can upload their assignment reports or whatever documents they create for submission through this portal. i still gotta try out a few things to see if the system is buggy.. it says it has a 2mb filesize limit...so wud it accept zip'd files? should bewhat about too many memebrs uploading a lot of content simultaneously. According to the citizens from Housing Board, Gogal, Aquem, wastes and other garbage is seen dumped at the entrance of the some of the buildings and sometimes it remains uncleared. They have alleged that because of the accumulation of garbage and stagnation of filthy water, a foul offensive smell greets the person who visits the areas. As per the citizens they could be exposed to serious health hazards as the entire areas are filled with parasitic flies and the stagnant water provides a breeding place for the parasites. Citizens alleged that it is unfortunate that the competent authorities, including the municipality, have not taken any steps to clear the waste and the accumulation of filth, though such filth is seen even at the approach road of the some parts of margao . Some months back residents of Fatorda had drawn the attention of the authorities to the health hazard caused by the accumulation of sewage water and other wastes in the open drain at the four road junction, near Nehru Stadium, Fatorda. Later health officer of Margao health center has issued notices to the hotels from Fatorda asking them to take necessary steps to ensure that no nuisance is caused to the citizens regarding accumulation of sewerage waste water and other waste in the public drain at four road junction. According to the residents open drain in some parts of the city is causing serious inconvenience to the residents as open drain and the accumulation of the filth results in a foul and offensive smell. They alleged that some drain which are lying in the market area provides a breeding place for mosquitoes and other dangerous parasites. Sources in Margao Municipal council (MMC) however said that regular garbage is lifted and areas are kept clean. It was said that some drains have been repaired and all steps have been taken to keep areas clean. An American evangelist was yesterday prevented from preaching to a Christian gathering in Kerala by the police, because he has come on a tourist/business visa and the same has been widely reported in the National Dailies (Hindustan Times, Asian Age and others) all over the country today. A couple of months ago in Mumbai too, a group of U.S. nationals who were conducting a Bible study to a group of Christians were mercilessly beaten by communal goons and were thereafter deported on similar grounds. It may be noted that in Washington D.C. and that too outside the White House, Indian followers and devotees of Swami Vivekanand and other Swamis freely give out religious literature to spread their beliefs. It is quite absurd that India, the largest democracy in the world and a signatory of the 1948 UN Charter on the Universal Declaration of Human Rights is deliberately violating fundamental Human Rights of others, yet paradoxically the overseas headquarters of the RSS in New York and California are taking full advantage of the liberties enshrined in the Constitutions of the western world which have their very foundations in the Christian faith. When a person visits any country as a tourist, he is free to attend the places of worship of his or her choice and participate in the religious rites according to the demands of the faith. It is just absurd to think of an Indian visiting the U.S being attacked for visiting a place of worship or proclaiming his faith and being deported subsequently. Such a shameful act is unacceptable in a civilised society such as ours especially when globalisation demands interdependence and reciprocity. It is no secret that numerous visitors from the Western nations including the U.S. come on tourist visas flocking temples like ISKCON in Mumbai and Rajneesh Ashram in Pune and it is a common sight in Mumbai when many of these foreign nationals who are devotees of ISKCON are found propagating and selling religious books and cassettes at railway stations, bus stands and various public places. The All India Christian Council begs a clarification from the government as to why is this discrimination violating the provisions of Article 25 of our Constitution and accepted Universal Human Rights Conventions, only practised against the followers of Christ? It is quite a disturbing fact that the world’s largest democracy is consciously apeing the religious intolerance practised in certain countries of the Middle East which has been the cause of religious fundamentalism and terrorism endangering world peace. Mr Dessai expressed his views just as the Chief Minister, Mr Pratapsingh Rane, replying to a related calling attention notice, assured the House that the government would completely address all the aspects linked to the project, including pollution and ruining of agricultural lands, before starting this project. The calling attention notice expressed fear and anxiety in the minds of the villagers from Shelvona as the government had on January 24, 2006 issued notification under Section 4 of the Land Acquisition Act, invoking urgency clause under Section 17(4) dispensing with the inquiry under Section 5(a) of the Land Acquisition Act for the proposed Shelvona river sliding rail terminal. "The agricultural land and trees will be drastically affected besides the lives of the people due to the dumping of iron ore/ manganese ore," it stated. Mr Dessai also pointed out that the people of the Shelvona village had run out of their patience and the government should take urgent remedial step to withdraw the Section and avoid Saleli-like situation. Earlier, Mr Rane in his reply said, "At present, from the information available, approximately 100 lakh metric tons of iron ore is annually transported from Karnataka to Goa. Out of this, 35 lakh metric tons of iron ore is transported through railways and unloaded at Curchorem yard. This unloading at Curchorem town causes severe dust pollution in and around the railway yard. The railways have provided the said yard with water sprinklers. However, the said arrangement is not sufficient to solve the problem." "The balance 65 lakh metric tons of iron ore is transported by road via national highway 4A from Tinai Ghat to various locations in Goa, through Molem-Dharbandora-Usgaon route. Iron Ore of non-Goan origin being very dry and very fine, is the main cause of dust pollution at Curchorem railway yard. The traffic of non-Goan iron ore will steeply increase in the near future. This situation at the railway stockyard at Curchorem will hence become unmanageable, both environmentally and logistically," he added. The Chief Minister also said, "It is therefore essential to have a separate state-of-the-art mechanised railway yard and ore stockyard for transport and handling of non-Goan mineral ore, with facilities such as enclosed conveyer belts, bottom unloading railway wagons, enclosed ore stocking yard and an adjoining barge loading jetty complex." The other two short-listed places namely Dukhorkond and Neura were found to be non-feasible from logistical and economical angles, Mr Rane said, pointing out that considering all the options available and environment concern being faced at present, at the Curchorem railway yard, the government has agreed to the site at Shelvona. "With the commissioning of the Shelvona project which is going to be the most modern project, the level of pollution will be so less that no one would have complaints against the pollution," Mr Rane said, adding that once this project is commissioned, the iron ore handling which at present is done at the Curchorem railway yard will be completely stopped, thereby entirely eliminating the massive pollution it causes in Curchorem. "The urgency clause under Section 17(4) has been invoked in the land acquisition proceedings only to speed up the acquisition process because of the alarming situation of pollution at Curchorem," he stated. The Chief Minister also stressed on completing the present project on war footing, in time bound manner. The Leader of the Opposition, Mr Manohar Parrikar, reacting to the statement of Mr Rane predicted that the project would never come up at Shelvona and both, Curchorem as well as Shelvona would be used as dumping grounds for the iron ore arriving from Karnataka, thus spreading the pollution in the area and beyond, manifold. To a starred question tabled by Harish Zantye and Jitendra Deshprabhu, the Chief Minister said Inox has expressed its reservation to make the payment of more than Rs 6 lakh per month to the Negotiating Committee set up to fix the rental amount. As per the audited details submitted to the Negotiating Committee, M/s Inox has shown a cumulative loss of Rs 35.92 crore from November 2004 to September 2005. It may be recalled that the Parrikar government in its preparedness to host IFFI 2004, built a four-screen multiplex in the old GMC complex at the cost of nearly Rs 19 crore and handed it over to Inox without signing any agreement and as such the monthly rental it has to pay to the government remained undecided. Even during the President's Rule, the administration under Chief Secretary Kiran Dhingra, the matter couldn't be settled. As per the existing arrangement, the revenue likely to be realised from the (Inox) multiplex would be allocated to Entertainment Society of Goa. To a question as to how the theatre owners in Panjim would survive in view of the losses suffered in the theatre business, the chief minister said the Government would implement two schemes - Goa Entertainment Tax based subsidy for cinema houses schemes 2004 and the Goa Subsidy on loans to entertainment industry (theatre halls/public theatres/multiplex) scheme, 2004. IFFI 2005: Government spent Rs 8.87 crore on hosting IFFI in November 2005. This was the total expenditure incurred from April 2005 to January 31 2006, the Assembly was informed on Tuesday. Mr Rane said that all formalities relating to transfer of rights have to be completed before the rights were given, when the Valpoi legislator, Mr Narhari Haldankar of Bharatiya Janata Party, said that problems of farmers have not been solved despite many years. Earlier, the three BJP members including Mr Haldankar and Mr Vasudev M Gaonkar (Sanguem) and Ramesh Tawadkar (Poiguinim) listed the problems of the people staying in their constituencies. The BJP legislators also brought to the notice of the House that among the sufferers were the farmers and kumeri cultivators, who have been facing uncertain future. While the total receipts were pegged at Rs 1164.07, the expenditure is being shown at Rs 1146.15, a surplus of Rs 18 lakh. A provision of Rs 15 lakh has been made for installation of computers, Rs 12 lakh for the rehabilitation of mundkars at the Malbhat pick-up stand and kiosk and Rs 25 lakh for land acquisition. On the receipt side, the Council expects to receive Rs 493 lakh as grant-in-aid from the Government, Rs 316 lakh as taxes and Rs 219 as revenue from municipal properties. The Municipal budget takes into account revision of advertisement tax and also the revision of trade and occupation bylaws. Municipal sources say there is every likelihood of augmentation of income on account of proposed upward revision of rent of municipal premises and collection of transfer fees. Incidentally, the liabilities on the civic body are expected to increase this year due to filling up of newly created as well as vacant posts. The budget estimates will now be presented before the council meeting scheduled later this month. Meanwhile, today's Standing Committee meeting has called for a proper technical report before granting sanction to fix rolling shutters to boxes in the Gandhi Market. "Given that the sky bus technology is a new concept, the KRC will approach the German group for certification", he added. KRC Managing Director, Dr K K Gokhale said it would take another 8-10 months for the KRC to get the certification. "We already had a meeting with the German experts and will shortly work out the procedure for the certification", he added. The decision by the State Council, France's highest court, takes effect immediately. The case now goes back to a Paris administrative court for a detailed legal ruling, which could take up to six months. Correspondents say the controversy has been an embarrassment for the French government, especially as it comes ahead of Mr Chirac's five-day trip to Thailand and India, starting on Thursday. Incoming traffic entering the city was brought to a standstill by BJP morcha which began at 3.15 pm from Azad Maidan on Tuesday. Vehicles were lined up from Hotel Mandovi to the KTC Circle. People were stranded in their cars for nearly 20 minutes in the intense heat. People travelling towards Porvorim and onwards had to wait till 5.10 pm when the Old Mandovi Bridge was finally opened for the traffic. Even after the bridge opened, the traffic moved at a snail's pace. And the New Mandovi Bridge was opened only after 6 pm when the rally was finally declared over. Traffic on the National Highway-17 was brought to a halt on the Porvorim side, forcing people to cross over to Panjim on foot. "The bus owners are in favour of an amicable settlement of the long-pending matter. Our grievances are genuine in view of the steep rise in petroleum products", he maintained. Shirodkar disclosed that the bus owners will be happy if the Government implements the fare approved at the Cabinet meeting. The Dr. Remigio Pinto Football Ground is an extensive playground which is almost of international specifications. Approximately 500 meters from the proposed acquisition there is also another large playground which is hardly being used at present. Moreover, there is another "Childrens Park" in Campal, and a football field in Caranzalem, which is also not in use and neglected by the Sports Authority of Goa as well as the Government of Goa. With so many playgrounds in Taleigao, which are not being used to their maximum capacity, we wonder why the Government is so keen to acquire yet more land for the purpose of development and construction of a playground. It appears highly suspicious that the acquisition of the properties belonging to the Confraria of Taleigao for the ostensible and published reason for development and construction of a playground is not the real reason for the acquisition. It seems that the Government has launched on a massive land acquisition programme for reasons known to itself. We the members of the Confraria are disturbed that we were not consulted before the notice of acquisition was published. We deeply regret that the Government of Goa is acting in a highly high-handed and arbitrary manner. "We don't keep any database on the basis of caste or religion. The forces are totally secular and apolitical and that character will be maintained," Mukherjee said. "There is no scope for controversy. The secular character of the Indian armed forces is not going to be changed and there is no recruitment on the basis of caste, race, creed or religion." A committee constituted by the Prime Minister's Office to ascertain the educational, economic and social status of Muslims in India had last year sought information on the number of Muslims in the armed forces and the posts held by them. The committee headed by retired judge Rajinder Sachar had made similar queries with more than 500 government institutions. But the query to the armed forces had been taken out of context by some quarters, committee officials said. The officials said replies to the committee's questionnaire had to be collated for the task that has been set out for the panel in its terms of reference. I saw the interview that your cultural editor, Rose Flemming, gave to CNN where he offered to establish contact with the Iranian paper and then publish defamatory cartoons about Jewish and Christian faiths to balance the cartoons on Mohamed and Islam. I also saw the interview of your Prime Minister on CNN. Here are my thoughts. My wife and I would love to write a story on this whole saga from a Danish perspective, from a Muslim perspective and an American perspective. The title of the book would be "OOPS". I still cannot understand how a nice small peaceful Scandinavian country like Denmark, which never had any third world colony, could be the center of an international North-South controversy. I cannot believe that you appointed Flemming Rose as a cultural editor of your newspaper. What were you thinking? In hindsight, this was the first OOPS of the whole saga. Then you allowed your newspaper to publish your "tasteless media stunt", which of course was repeated by a few other newspapers in a few other countries. This shows that a few newspaper editors also love stunts, to perhaps increase their circulation. Congratulation on your decisions not to publish any more "tasteless media stunts" from your past published library or from Iranian papers. In pursuit of the whole story, I checked your web site (where I saw your letter) hoping to see the cartoons; which are at the center of this international controversy. Unfortunately I did not find any. Hmm, I wonder why? Mr. Rose during his current leave, should be made to read the book "How to win friends and influence people". I cannot understand how a discussion of sketches on Mohamed for a children's book becomes a caricature contest for a newspaper. Then perhaps your lack of knowledge or plain insensitivity (from past experiences) leads now to an international controversy. I think the Danish government as reflected by your Prime Minister's actions and interviews, badly handled the subsequent fallout. President Bush had some wise things to say about this controversy. Yet, our American Secretary of State managed to make "Rice Pudding" of this whole episode. I think the Muslims were "off the cliff" in their protests. To go to the point of having loss of their OWN life and property in protesting what someone 3000 miles away did or did not do is just insane. This whole episode, on both sides, is NOT a "Clash of Civilizations" but rather a "Clash of Chaos" which stems for ignorance and indifference, which has led to enmity. A lot of good can come out of this unfortunate episode. Civil aviation officials from the two countries signed a new bilateral air services agreement modifying the existing one that also allowed the designated carriers of the two countries to operate seven more frequencies per week from each of the country. Under this agreement, airlines designated by India would be entitled to operate air services in both directions from points in India to Rome and Milan, with several specified intermediate points of call. The Indian carriers will have the 'Fifth Freedom Right' to operate from the two Italian cities to points in Europe, Canada and the US, including Vienna, Geneva, Zurich, Prague, Montreal, Ottawa, Vancouver, Boston, New York, Chicago, San Francisco and Los Angeles. The agreement would also allow Indian carriers to operate to Madrid, Lisbon or one point in Latin America from Rome and Milan without the Fifth Freedom Right, that is without the right to pick up passengers from the two Italian cities. The Italian designated carriers would be entitled to operate from points in that country to Delhi, Mumbai and Kolkata, with intermediate points like Istanbul, Athens, Cairo, Tel Aviv, Beirut, Damascus, Baghdad, Basra, Tehran, Dahran, Kuwait, Bahrain, Jeddah, Kandahar and Karachi. It was pointed out that section 6 of Land Acquisition Act has been invoked and the proceedings have reached the award stage. Draft awards of two villages Chandel and Casarvarnem have been submitted to government for approval. In the second phase, additional land of 23,71,621 sq mts for the construction of the airport is proposed to be acquired. The notification under section 4 with urgency clause had been notified the proceedings for this area has lapsed in January 2006. In the third phase an area of 8,84,812 sq mts for approach road to the new international airport had been proposed to be acquired. The International Civil Aviation Organisation (ICAO), the consultants appointed for preparing the Techno-Economic Feasibility (TEF) study have submitted their final report to the steering committee on Mopa airport in September 2005. The steering committee suggested changes, which were incorporated and submitted in November 2005. The TEF report is pending final acceptance by the steering committee and the government. The finalisation of a report of the Ministry of Civil Aviation, Government of India and Environment Impact Assessment Study of the proposed airport at Mopa is in progress. As per the Goa Buildings (Lease, Rent and Eviction) Control (Amendment) Bill, 2006, the landlord will be entitled to evict his tenant from the dwelling house if the latter has a residence within 5 kms radius from the village or city where the disputed dwelling is situated. In terms of section (22) (2) (e) of Goa, Daman and Diu Buildings (Lease, Rent and Eviction) Control Act, 1968, if the controller, after giving the tenant a reasonable opportunity of showing cause against the application of landlord for the eviction of the tenant, is satisfied that the tenant of a dwelling house has, whether before or after the commencement of the Act, build, acquired vacant possession of, or been allotted a residence in place where such dwelling house is situated, the Controller will make an order directing the tenant to put the landlord in possession of the building. The object of the Act, as per the Statement of Objects and Reasons of the Amendment Bill, is to provide protection to the poor sections of the society but at the same time not allow misuse of the same in case where the tenants have their own accommodation in the nearby vicinity of the tenanted premises. Hence, the Bill seeks to amend Section 22 of the said Act so as to clear the ambiguity and remove the undue advantage availed of by the tenant who has his own accommodation within an area of five km radius from the outer limits of the city or village where the house is located. ~(^^)~ Avelino

While SUPPORTING the need for Dabolim to continue ...[But I'm not going to go out of my way, OK?!] How do such wishy washy words help us contend with the burning issue of Goa's airports? HERALD doesnt help with its own reporting such as: 1. He, however allayed FEARS that there could be NO IMMEDIATE CLOSURE of Dabolim airport ... [Hopefully its the opposite!] 2. Parrikar said, "The techno-feasbility for Mopa SHOULD NOT have any impact on Dabolim ...[Obligatory or probabilistic?] 3. Central Cabinet decision for closure of Dabolim can be SOUGHT for a change. ["Change" is wrongly positioned at the end instead of beginning?] Finally the substantive points 1. Rane talks about handling "1000 flights". Are these daily, weekly, annual or what? Checking the story in NAVHIND TIMES clarified the mystery. Its about "charter" flights! These are currently around 700 or 800. It works out to only about 4 to 6 per day during a 6 month tourist season. Why should that be such a big deal? 2. The reference to the investment for enhancing infrastructure at Dabolim airport in one breath while admitting that the Cabinet has decided to close Dabolim when Mopa comes onstream. Then what is the upgrade for? Remember the amount bandied about is half that of the estimated cost for Mopa. Is the civil enclave going to become a VVIP enclave for defence, government bigwigs in times to come with the hoi polloi shunted out to Mopa? Its very clear that the whole aim of CM Rane is to bulldoze the present plan for Mopa through when what is required is a frank admission that it needs to be completely re-done honestly and sensibly as a joint civilian facility with Dabolim.

Fransa-Pax were thrown a surprising NFL lifeline by the All India Football Federation (AIFF), but chairman Mickky Pacheco, did not hang on to it. Late on Tuesday evening, a senior Goa Football Association official met Mickky Pacheco at his Secretariat chamber, hoping to break the fortnight long National Football League impasse. The GFA official - following directions from the AIFF - met Mickky and was told in no uncertain terms that a compromise could be worked out if he apologised for his frequent outbursts against the AIFF. The official was armed with an apology letter - drafted by the AIFF - which Mickky was asked to sign, and fax it to the AIFF before today's Disciplinary Committee meeting. Characteristic of Mickky, he refused to apologise, and instead indulged in some more AIFF bashing. While confirming he was asked to apologise by signing the draft AIFF letter, Mickky said AIFF continues to live in a fools paradise. "Why should I apologise. I've only sought justice and nothing else," Mickky told Herald on Wednesday morning. "Neither the AIFF nor the GFA helps me in running my team. It's ridiculous of them to think I would sign a letter which was drafted by them." "The AIFF wants me to conform by rules? The AIFF, themselves, believe in no rules, and instead is run by (AIFF president) Dasmunshi's whims and fancies." Konkani Identity Of A True Goan? oHERALDo Goa seems to get caught up in one controversy after the other that keeps raging, we have had the VCD on freedom struggle, Konkani V/s Marathi language issue, the opinion poll, Mopa Airport and now the battle between Konkani v/s Konkani is over its script. Prima facie the confusion created over the script seems to be a ploy by politicians to strike the sensitive nerve by whipping up passions and arousing sentiments for vote bank politics well before the ensuing assembly elections. The controversy is also due to vested interest promoters of the konkani language who are making every attempt to exert pressure on Government to secure large funds for financing their own konkani Academies, Mandals, Kendra's, Parishads and which is why the issue has suddenly erupted and is taking an ugly turn. No doubt Konkani (with devnagiri script) has been included in the eight schedule of our constitution having an official language status that has enabled us maintain our identity, but the moot question is whether it would be worthwhile for one official language to have two different scripts incorporated at this stage through an amendment in the Goa, Daman and Diu official language act, 1987 and whether it will need the approval of the Central Government / Parliament and would it not expose our own divisive misdeeds is a matter that needs introspection and contemplation. The saying goes that one has to strike when the iron is hot, why were the Roman script protagonist sleeping over the issue and why was no action was taken to correct the anomaly since last nineteen years? Konkani in the Devnagiri script was accepted as the official state language of Goa since 1987 on the assumption that the learner already has knowledge of that script which is common to Hindi, Marathi, Nepali, and Sanskrit, besides the Government of India (Department Of Hindi) had brought out a book and cassette for the purpose of learning Konkani through Hindi and vice-versa. Our school and college students are taught Konkani through the Devnagiri and have by now become familiar and acquainted with this commonly accepted script, therefore making a loud noise now for equal status will only aggravate the situation and cause further confusion without serving any purpose. We are all aware that the Roman script is very popular and widely used among the catholic community in their correspondence and has the backing of the church as religious services are conducted in Konkani using this script and it is rather surprising that our powerful catholic politicians and ministers have failed to address this burning issue for equal recognition on the floor of the legislative assembly all these past years and such a situation would never have arisen. Although it is our right to protect our mother -tongue being sons of the soil, we have to do away with negative thinking and crab mentality and learn to settle our petty squabbles and iron out the creases amicably for the common good of Goa. Can we as a society that is moving forward, afford to remain mired in prejudices of the language of the people? A language and its script cannot be forced on the people and it should be left open for the Goan to choose the script he prefers and any interference or involvement with the language controversy by government, political parties, individual politicians and other interested parties may turn the tables and have a reverse effect, which may not be able to correct itself. The Government must refrain for taking sides and should distance itself completely from the language issue, there should be a total stop to funding and financing any organization or group that thrives under the garb of promoting the language its art and culture which should be left entirely to the lovers of the language devoid of political and government interference. Today the scene is all together different. We are still struggling for a good quality of education, freedom from corruption and other related freedoms that are being denied and it is imperative for government to stress on how to prepare the Goan to take up new challenges on strength of self rather then the strength of language. We have a cosmopolitan populace in Goa who speak different languages. The outside influx is growing and controlling Goa and we goans are heavily dependent on them. Be it the fishermen at the Betim jetty, the barber, podeiro (baker/bread man), carpenters, masons, labourers, waiters and motorcycle pilots, are also outsiders doing roaring business. The outsiders have become sarpanchas and municipal counselors and very soon may even contest the assembly elections and become ministers, most white collared jobs in the private sector are filled with these hardworking outsiders who have built fortunes, married our pretty goan girls and made Goa their homes. Our NRI's have become rich and famous, these Goans are educated to the hilt and are proud to communicate in konkani to preserve
