Really? --- Empowering Rural Women in Goa: An appraisal of Self-Help Groups under SGSY Arlette M H Mascarenhas Goa Institute of Rural Development Administration Ela, Old Goa No date mentioned. 96pp. --- It's one of those schemes with an unpronounceable, almost unrememberable names, probably crafted by bureaucrats with a one-size-fits-all approach in New Delhi. So who's to blame for not recognising sufficiently the Swarnajayanti Gram Swarojgar Yojana (SGSY Scheme)? Do we fail to appreciate its potential? Have we just become cynical of all government? Have we no empathy left for rural concerns? Or is this all just official spin? Mascarenhas introduces the SGSY as one of the micro-credit programmes for women (that are being) increasingly lauded by development agencies as an effective intervention with a positive impact on economic growth and improvement of the social status of women. This is not necessarily true in Goa, but in other parts of the 'developing' world and India. So how is this being played out in Goa? Does it go beyond the traditional pickles-and-papads model? Does it impart new skills? This study looks at Ponda and Quepem talukas. It focuses on all-women self-help groups. Ponda is described as the land of temples, singing, drama and folk-art. Becoming a tourism spot, with many engaged in tourism-related activited and agriculture, it's very different from hilly Quepem with its villages scattered. Quepem's people depend on agriculture and farming. Mascarenhas says Goa has 426 self-help groups under the SGSY. With names like Nagesh SHG, Betora SHG or Kamakshi SHG, Navdurga SHG, Mahalsa SHG, and Sateri SHG, these tiny insitutions are bringing about a change in the way women perceive themselves, and their abilities. Or, are they? So what do they do? Mascarenhas writes: Their activities include vegetable, flower and coconut selling, taking catering orders at weddings and feasts; and selling flowers, making and selling masala powder, pickles, sweets, papads, shell items, etc. Ponda's many temples, notes the author, creates good business for selling flowers and coconut. But then, shouldn't value-added speedy skill upgradation be a priority with Goa's rural womenfolk? Can we just manage with a 'more of the same' approach? In Quepem, meanwhile, self-help groups now have an income from Rs 3000 to even Rs 6000 and even around Rs 8,000 at times. This sum may seem like a pittance, when converted into dollar-equivalents. But consider the fact that many parts of Goa simply don't have access to the monetised economy. And that, till a generation ago, most people lived without money in any case. On the other hand, we can't get smug with a this-is-fine approach! Activities are mostly agricultural like cashew, fruit and coconut selling, dairy farming, with a few taking up to sweet-making and candle-making. Amidst a whole lot of detail -- such as what motivated women to join, family incomes before and after joining the self-help groups, attitudes within the groups, group functioning and more -- there is also an attempt to sketch the broad picture. Some conclusions: * Such groups can do much better in Goa. * Mere financial assistance does not help the women. * Many women do not possess prior experience in production. * They need institutional support. * Training, skill upgradation, marketing strategies is their need. * Information on the latest available technology is also key. * Such schemes are meant mainly for BPL (below the poverty line) sections; but others too manipulate and squeeze in. * Officials need to focus on quality groups, rather than just forming groups for quality sake. * Officials need training in rural communication, and patience with the rural poor. * Before introducing credit programmes, officials need to offer brainstorming sessions on the principles of micro-credit. * Group members need to act as managers and watchdogs, ensuring discipline on themselves and reducing dependency on outsiders. * Villagers need training in marketing techniques. Mascarenhas' report suggests that such groups venture into other activities -- fruit, fish and meat processing or canning; tailoring, flower and candle-making; organic farming;

It is approachable from Panaji Santa Cruz by road and connected to the NH-17 by a narrow road of 4 mts. The existing main road to the site is 6 mts. Wide and looped by a narrow by-pass road of approximate width of 4 mts. Linking the main Panaji-Cortalim NH-17. The site is about 3 km from the Panaji bus stand and 0.5 km from the Santa Cruz market. Out of the above area, an area of 0.040 km2 covered under Survey Nos. 571, 535, 559, [541], [542], 573 and 567 is under salt pans, of which Survey No. 573 admeasuring an area of 0.0083 km2 is covered by active salt pans and an area of 0.007 km2 is under pisciculture. The area comprises of wetland with some mangroves and most of the area, under Survey Nos. 542 541, of around 0.0102 km2, is water logged. The mangrove ecosystem along with some coconut plantations is confined to the area adjoining the bunds. A number of coconut plantations are concentrated in pockets on the bunds in the region. Adjacent to these bunds is a small structure having an approx, area of 10 m2. A cement grill-making unit with a small structure is situated in survey No. 574. An area of approximate 0.010 km2 under Survey No. 575 is already reclaimed and currently being used as a playground for the Santa Cruz villagers. A perennial rivulet subjected to direct tidal influence and having an average width of 60 mts., is running parallel to the Northern part of the area. Thus, the provisions of the CRZ Notification of 1991 affect part of the proposed stadium site. A power line passes through part of the area. PRELIMINARY STATEMENT OF POSSIBLE IMPACT: As the site comprises of wetlands, salt flats, mangroves, low-lying agricultural land and a rivulet, the reclamation of this site for the proposed stadium will have an adverse ecological impact on the ecosystem in the region. The impacts would be as follows: i.Damage to wetland flora and fauna. ii. Obstruction to natural water flow and drainage. iii. Effect on the livelihood of traditional salt farmers. iv. Effect on the pisciculture activity. v. Flooding of the adjoining low-lying area resulting in inundation of surrounding agricultural land. vi. Damage to the mangroves. vii. Effect on migratory birds. viii. Aesthetic degradation of the landscape. ix. Induced reclamation and development of adjoining wetlands resulting in drastic changes of the pristine ecosystem. The proposed stadium site is located along the Southern bank of the tidal rivulet having a width of 60 mts. And hence part of the area is affected by the CRZ Notification of 1991. This locality is classified as CRZ-III and as such, the belt of land located within 60 mts. Of the High Tide Line (HTL) parallel to the Southern bank of the rivulet is classified as No. Development Zone (NDZ). Thus, an approximate area of 0.048 km2 which is under the NDZ and an area of 0.010 km2 is unde rthe existing stadium will have to be deducted from the gross area (0.23 km2) leaving only an area 0.172 km2 for the development of the stadium. I gave my observations without too much in-depth analysis of how the various problems arose and certainly not with intent that they should be abolished on the spot. I merely noted the increase in the number of slums in Goa since my visit there many years ago, how noticeable this has become. I did not talk about abolishing these slums. 2. Subsequently, when I was called elitist for my wording about slums in Goa because I had mentioned their negative effect on Goa, I responded that slums should be abolished all over India, meaning that Goa should not have special and preferential treatment. When there are so many diverse Mulims around the globe, why does the media focus just on the intolerant fringe within that culture and religion? It's like the media showing Goans as drunks and vamps ... even though there are so many of us sober guys and teetotallers around! What you see, and how you perceive the world, also depends on which spectacles you choose to see it through. I would suggest the dominant media in the West is suffering from an acute perspective problem as far as Islam and its people currently go. And, everyone tends to get infected by this, even if you generally depend on alternative sources for your perspectives. My visits to Malaysia and Bangladesh never once (except at the time of Friday Jumma prayers, in Dhaka, which coincided with our meal-time) reminded me I was in a different religious sphere. People there very much wanted the same things we are after in life: a less dehumanising and more meaningful existence. That's all or at least, that's how I perceived it. But then maybe I wasnt' bombarded by this Islam=extremist=terrorist filters that people who watch CNN, and read TIME get their dose of (like pesticides in our cold-drinks!) Hi Carmo Paradoxically, for a Muslim country, Turkey badly needs Benedict's visit for political reasons. Turkey is pretty desperate to join the EU and even though Benedict had rejected this idea at one stage, Turkey has to be seen as being a mature democracy (with particular emphases on human rights including the elimination of capital punishment and full acceptance of free speech), to help its passage to the EU. To this end, I think Turkey will, of necessity, stifle all its known hot heads before and during the Papal visit which in turn will be most carefully orchestrated. Dear Frederick, I totally agree with you that the bulk of Muslims are peaceful people who want nothing to do with the extremists, the radical, the fundamentalist. The attachment was carried out by a CBI team from New Delhi and was assisted by state government officials and local CBI officials. The attachment was carried out under Section 83 of Criminal Procedure Code following an order issued by the additional chief metropolitan magistrate, New Delhi. According to sources, the factory named Shanx Oceaneering Pvt Ltd, located in phase II of Verna Industrial Estate was attached by CBI deputy superintendent of police, Mr R Singh, from New Delhi and that he was associated by the deputy collector (South), Mr Deepak Dessai and CBI inspector, Mr A Z Shaikh. The ACMM New Delhi has addressed the order directing attachment of the property to the collector of South Goa. The attachment order was served on Ms Jennifer Mirza, who is reported to be a close confidante of the main accused. The CBI team later froze the bank account of Shankaran, the sources disclosed. However, there were heated arguments between Ms Mirza and team of local television journalists who rushed to the site to film the attachment process. PTI ADDS FROM NEW DELHI: The CBI today attached the property and bank accounts of Ravi Shankaran, the kin of naval chief Admiral Arun Prakash, for failing to appear before the agency for questioning in connection with the navy war room leak case. A CBI spokesman said the warrants of attachment were handed over to the concerned district magistrates of Goa and Pune for compliance with the order issued by a special court here yesterday. After attaching the property in Goa, the sleuths later went to seize Shankaran’s Mercedes car (registration number MH-04-CD 9010) from 5/15, Rukmani Bhavan, Shanker Seth Road, Pune, in line with the court’s orders but the vehicle was found missing. His father, Mr Raju Shankaran told the CBI party that since “someone had come to him with a message from his son, it (the car) was handed over to him sometime ago,” the spokesman said, adding the parents refused to give further details. Further action is on to trace the car, he said. The spokesman said the accounts with HSBC Bank of a firm called Besix India, a proprietory firm belonging to Shankaran, were also frozen. Shankaran is a key accused in the case related to the leak of sensitive information from the navy’s directorate of operations and his passport has been revoked by the government. A Red Corner notice has been issued by Interpol against Shankaran, who is believed to be in Europe. The move by the CBI came a day after the agency procured the warrant of attachment from the designated court here for taking over Shankaran’s property as he had not made himself available for questioning despite several notices and also a proclamation order, official sources said. However this cannot be at the cost of the road safety, as this encroachment will restricts the movement of vehicles, especially trucks, and could be an accident prone zone. Therefore, it is suggested that if the person/s engaged in this programme do not modify the structure to be of a 'cantilever' nature with plastic sheets for roofing instead of heavy asbestos sheets, this structure should be totally demolished and the road set-back area freed from all encroachments. Breathless impressions made during a busy ECAP/Software Freedom Day 2006 in Panjim, Goa. Frederick Noronha LAST WEEKEND marked the launch of Goa's main IT exhibition, which coincided with Software Freedom Day (Sept 16). Taking part in ECAP, the Exhibition of Computers and Allied Products (Sept 16-17, 2006) at Hotel Mandovi, was a learning and enjoyable yet tiring experience. Some observations: INTEREST AMONG students in GNU/Linux is simply amazing. Compared to last year, the students were much more aware, and there were many -- specially from Goa Engineering College, PCC, and RIT, among other colleges -- who showed much awareness in Free/Libre and Open Source Software. Other non-engineering colleges where teachers have undertaken initiatives (Khandola, Xavier's, Rosary, Chowgule's, among others) were also aware and interested in knowing more. MANY VISITORS to ILUG-Goa's stall were unaware about (i) ILUG-Goa itself (ii) what Free Software and Open Source implies or (iii) how to get and install FLOSS. We can do a lot more awareness-building work. Better communication, pointers to sites such as http://linuxdvdsale.tripod.com/ , or building a list of our volunteers in different locations of Goa could help in bridging the gap. Someone suggested that ILUG Goa launch a PDF magazine of its own. Any volunteers? LFY'S GIFT OF some 150-200 of its earlier issues, together with CDs, and also Novell USA's offer of Open Suse DVDs were well appreciated by people visiting the stall. Even ILUG-Goa members like DP had a positive feedback with Open Suse. Visitors appreciated the ease-of-use of Ubuntu. But unless we make these available and point to them, it would not spread. Encouraging access to reading material on FLOSS could also help build skills in Goa. So, how do we do this on a sustained basis? UNFORTUNATELY, due to some technical difficulties, we didn't get the Software Freedom Day CDs this year. But a student from Margao was kind enough to bring some 50+ Ubuntu CDs for distribution; which were much appreciated. As mentioned above, we also got Open Suse DVDs via Domnic of Quepem; which helped greatly. LFY, India's only GNU/Linux-focussed magazine (they prefer to call it Linux and talk Open Source) gave both magazines and some CDs for distribution. We made it a point to hand out the goodies on the basis of interest shown, and not just randomly. And, of course, we had a bias in terms of distributing the same to students. (Goa Engineering College, our sister LUG, however held Software Freedom Day, a day earlier at Farmagudi, and a separate note on this is available at http://tech.groups.yahoo.com/group/ilug-goa/message/14166 ) ENGINEERING STUDENTS (specially from PCC and RIT) were keen to have some LUG activity in their colleges. We need to build a LUG-starter-kit of sorts. GEC has been doing well, but we're all going to miss George Easaw, who moves on from the college. HARDWARE VENDORS were particularly keen to know more about FLOSS. For instance, Prashant Cuncolienkar was keen to have a list of FLOSS DVDs and CDs available for sale in Goa. Reuben Quadros of Vasco was keen to install FLOSS on his blank laptops. We handed over two Open Suse CDs. Lot of potential on this front, but it needs to be systematically explored. WE MET UP with some old-timers at the LUG. It was great to meet Lawrie D'Souza (Ferdie's dad, both of whom are into computers majorly) and also Ashwin Naik, of ND Naik and Company, a long-time supporter of our LUG and its activities. Ashwin offered his support to do something at Chowgule's -- possibly help build a GNU/Linux user-group there -- as did Madhav, both of whom are alumni there. BASIL FERNANDES had a long and interesting discussion on teaching young kids programming, the possibility of encouraging schools to do the same, and whether schools could have Computer Clubs that work on a build-them-young approach. Miguel GTDC to recruit 100 lifeguards NT Staff Reporter Panaji, Sept 21: The Goa Tourism Development Corporation will recruit 100 lifeguards on contract basis as a part of its plan to ensure safety on the Goan coastline, besides near the water bodies on the tourism map for the upcoming tourist season. The GTDC chairperson, Ms Fatima de Sa addressing a press conference, this evening, also informed that the corporation also plans to construct a new Paryatan Bhavan, at Patto, so as to ensure that tourists have all their needs met under one roof. The managing director of the corporation, Mr Sanjit Rodrigues was also present on the occasion. The decisions were taken during the 103rd board meeting of the GTDC, held earlier during the day. Speaking to reporters after the board meeting, Ms de Sa said that the lifeguards, 20 of whom would be women, will undergo rigorous training. She said that one of the decisions taken by the board was to build the new 6-storey building at Patto after demolishing the existing one. The project will be funded by the state government, she added. The total built up area for the Paryatan Bhavan will be 9,390 sq metre and the design for the same will be chosen after a national level competition for architects. The Paryatan Bhavan will house the GTDC as well as various state government tourism offices and have facilities to help the tourists who visit the state. The other decisions taken by the board include the development of the Pomburpa spring at the cost of Rs 70 lakh and the Palolem Residency at Canacona to cater to middle class tourists. Ms de Sa informed that presently Canacona has no facilities for middle class tourists and this project will be constructed on the ice factory land, for which the GTDC holds a 99-year lease. The design for the Residency is ready, she said, pointing out that it will house 40 rooms, a swimming pool and a dormitory for bus drivers. The GTDC also plans to build swimming pools at its Colva, Miramar and Calangute residencies and upgrade them to 3-star status, the GTDC chairperson disclosed. Goa Sudharop, www.goasudharop.org Giving back to Goans - A Brief Account of Hugo's contribution to Goan Society By Edwin D'Souza Huge de Souza (Hugo), was born to Joao Francisco de Souza (late doctor) and Thelma de Souza (of Assagao), on September 22nd 1935, at Raia, a village in Salcete (South) Goa. He did his schooling in Loyola High School, Margao (Goa), and his B.A. in St. Xaviers College, Dhobi Talao, Bombay. He did further studies in law (L.L.B.), and since Journalism had just started in Kisenchand College (KCC) in Churchgate, Bombay, he enrolled for the one year course; and won a gold medal for being an outstanding student of Journalism. As a student, chess and Bridge were his favourite games. He has won many cups in Chess. His partners in Chess and Bridge, all Goans, in Bombay, continued their friendly ties with Hugo, long after they parted ways. Those who had settled abroad, would come to Goa on holiday, and make it a point to visit Hugo. When the Portuguese left Goa in December 1961, Hugo returned to Goa in 1962 and soon became sub-editor of A Vida a daily newspaper, circulating in Goa at the time. He later became its editor and Manager and changed the name of the paper to Divtti daily, in Konkani, and continued in the newspaper business till 1975. When the competition in the business increased, he felt he had to channelise his talents elsewhere. In the 1970s, there were several Movements which involved students and adults, in social activism, to fight for just causes of the Goans. For instance, there was the Students Movement, which fought for 50% bus fare, not only in public buses run by Government, but also in private buses. Some of the student leaders, in Colleges, were penalised, and had to, or were made to, quit their studies. Hugo understanding their plight, used his knowledge and skills, to write a Project and get funds to start an NGO called IDEAS. A few students joined together to run the Project in Margao, with links in Bangalore, and this gave the students meaning, direction and objective, in their lives. Much later, they completed their studies, becoming Advocates, Judges, and joining other professions. The original Project IDEAS amalgamated with another one with similar ideas and ideology, and the founder members shifted to Bangalore, because of the Computer Technology available there, at the time, and to-day they reproduce books and print out literature for distribution. Other NGOs and Groups also used Hugos expertise to write out projects and constitutions, for their respective organisations. Besides the Students Movement there was the Ramponcar Movement, the Movement of girls to protect their hostel/Institute, in Panjim, from being demolished. This Institute/building was put under the protection of the Archaeology Department (Archives), and became one of the first Heritage building in the State. Then there was the Opinion Poll, the Language and State issue, and many other Social and Political issues in which Hugo took an active part. But Hugos brainfield was the Movement he started, which he called Citizens for Civil Rights and Civil Liberties (CCL). He would sit at his typewriter and type endless letters to all concerned, regarding problems facing the Goan people, creating awareness, and suggesting solutions. Networking and other Organizations, he spent his own money, time, energy, knowledge and skills to do all this, and still found time to encourage creativity and initiative in the young and in the old, helping them to discover their talents, and give expression to them. One person who readily admits this is the founder of the NGO called MARG in Margao. Hugo received a lot of mail, and he replied to all the letters he received. He could not travel much, because he looked after his old mother, for several years. Because of his care, she lived to be almost 90 years old, Though he was at home most his latter years, he had a lot of friends of all ages, and some of his friendships were more than 25-30 years old. Sir, I am sending this notice to you on behalf of my client Willaim Barreto, resident of H.No. 155, Vaddi, Siolim, Bardez and on his instructions I have to address you as under:- That my said client has been addressing you complaints from 8.9.2004 onwards regarding the unbearable noise levels generated by a saw mill, which is located on the other side of the road from the residence of my client. At least ten such complaints have been addressed either to yourself or to the Member Secretary of the Board, with no tangible results. My client informs me that you conducted a noise pollution test on 20.10.2004 and again on 9.3.2005 and you letter dated 4.5.2005 addressed to my client has been perused by me, wherein you state that the noise level generated by the said saw mill does not exceed the permissible level of sound which is pegged at 10 dBA. My client contests the entire procedure adopted by you to conduct the said test as, in the first place, you have conducted these tests from within the house of my client, which lies at a distance of about 25 mts. From the said Saw Mill when there are other residences which are much closer. In the second place, none of your personnel were inside the Saw Mill in order to verify whether the machines in the Saw Mill were being operated at their maximum potential and how many of them were in operation at the time. It is the grievance of my client that the methodology adopted by you to conduct the tests is not conducive to actually finding out the actual potential for noise generation which is one of the crucial aspects of any test of this nature, for it cannot be ruled out that the party under scrutiny is already forewarned of your impending visit and thus regulate the noise levels accordingly or in the alternative that your visits coincided with quieter periods of operation. My client also informs me that another unit has also started functioning in a carpentry shop which has also installed machinery some of which is similar in nature to the machinery employed in the Saw Mill and both units have contributed to increase levels of noise which may start from 7.30 a.m. and which may go on upto 10.30 p.m. depending on the type of job being carried-out. My client informs me that at no point of time during the two visits that your technicians made to his house has the noise level reached the level that these units generate ordinarily, clearly indicating that the party concerned, being aware of what was happening modulated the noise level in order to be within the permissible noise levels. In view of the above, it is clear that the testing methods adopted by you are never going to come up with results which will oblige you to take corrective or coercive measures against the perpetrator and that the whole exercise is meant only to keep your records in the proper order and not to genuinely analyse the problem in-depth. My client has indicated in his letters to you the ages and the number of family members resident in his house who are all affected by the noise hence I shall not repeat those details here. My client's peace of mind has been disturbed time and again due to this unrelenting and ongoing acute noises which penetrate all corners of his house for the last few years with no relief in sight given that your last NOC to the said Saw Mill is dated 13.6.2005. As if all the above were not sufficient to drive a normal person to desperation, there is another related disturbance which affects the area, namely that of trucks loaded with logs making deliveries at any time of day or night with all attendant noises that this involves including , but not restricted to, the throwing of heavy tools inside the box of the truck by the labourers prior to the departure of the truck. Also the sale of pre-cut wood and the vehicles plying either for bringing the logs or for the purpose of taking away the cut pieces contribute to the constant cacophony of sound which should not find a place within a residential area. Since it is apparent to any right thinking citizen that your department is not being sensitive enough, perhaps due to the fact that the person running the said Saw Mill is the Panch of the Village Panchayat and his wife the Sarpanch

M. de Malar (From O Heraldo, Sept 22) Just 19, Nicholas Madaras of the US Army had almost completed his tour of duty, and was making plans to study medicine. The soft-eyed son of William and Shalini (nee Coutinho) Madaras, with maternal roots in Cuncolim and Loutolim, was on foot patrol in the Iraqi town of Baq'uba when a makeshift bomb badly wounded him. The teenage soldier died soon after, in the arms of his grieving sergeant, another casualty in the troubled campaign that has claimed the lives of almost 3000 Americans, and an estimated 100,000 Iraqis. Beyond mere statistics, Nick Madaras's death strikes home all the way to his Konkan homeland. It has affected family and friends across our scattered diaspora, in Australia, the U.K. and beyond. And it highlights a somber thread in our culture – Goan men have served and died on foreign fields, under foreign flags, for generations. It's clear from his memorial website ( www.nicholasmadaras.com) that Nick's 19 years constituted a rich and valuable life. The tributes are heart-breaking – a mother who lost a son in Iraq writes we have…joined a group none of us wanted to join, an infantry comrade writes, I will think about him every day for the rest of my life. A classmate says, he was like a brother to me, and a teacher admits he was one of the most unusual, interesting students that I've had in a long career. There are revealing photos – the young Goan-American on the soccer field, poised and balanced, clearly a leader. And more that are hard to look at now– with adoring kid brother Christopher and sister Marie, with parents Shalini and Bill. They illustrate the transition from baby-faced kid to teenager. Then the photo wearing battle fatigues, and the story stops abruptly, permanently. Madaras was buried less than 24 hours after the anniversary of the attacks on the World Trade Center towers. The incidents are closely related – the Goan-American lived in a town full of commuters to the business district targeted. More than 60 Connecticut residents died –the state was swept up along with the rest of the USA in a national determination to strike back. As we know, this admirable instinct has been controversially diverted away from Afghanistan and Al Qaeda. Instead, the Bush administration has used rage about 9/11 to trigger a military occupation in the heart of the Arab world. The Iraq campaign has been plagued with setbacks, and promising young men continue to die while pursuing fast-receding objectives. Madaras wasn't your average American grunt. His multicultural background and looks set him apart. He was sensitive to locals, especially children who loved soccer as much as he did. His mother says Nick always wanted us to send him candy and things to give out, and asked for soccer balls to share with Iraqi kids. She writes, he grew up very proud of his American and Goan/Indian heritage. This background showed, at his funeral another soldier serving in Baq'uba testified that Nick loved and honoured Iraqis. He wanted them to know he was there to keep them safe, said Pfc. John Cevasco, he knew he was there to do the right thing, and he never stopped trying to do it. There are two sides to this very sad story. Nick Madaras was an American patriot who died for his beloved country. But this son of Goa also fits into our own tragic continuum of lives lost on foreign soil, fighting alien wars. In Iraq itself, thousands of Indians lie in disgracefully unmarked graves, casualties of a previous, pointless imperial campaign. Goans served the British military for generations, in Malaya, Singapore and beyond. We served the Portuguese military, most notably in Mozambique where a Mhapsekar carved out an entire kingdom for the Europeans. We know that 700 Goans died at sea during World War II alone. And here's historical irony, one who almost died was Thomas Coutinho, who survived a sunk ship to become Chief Reporter for Sir Pherozeshah Mehta's Bombay Chronicle, whose daughter, Shalini, is Nicholas Madaras's mother.
