Raja again: Gave green nod to 169 mines in Goa Snehal Rebello and Ketaki Ghoge, Hindustan Times Panaji (Goa), September 23, 2011 Former telecom minister A Raja, who is now in Tihar jail in the 2G spectrum case, had given environmental clearances for 169 mines in Goa during his five-year stint as union environment minister. Documents accessed by HT reveal that these clearances were given to private companies between May 2004 and May 2009 by the ministry of environment and forests (MoEF) to extract about 60 million tonne of iron ore annually. Many of the environment impact assessment (EIA) studies on the basis of which the MoEF gave these clearances have proved to be inaccurate, not reflecting the actual position on the ground, HT has learnt. For instance, EIA reports submitted by a mining firm at Sancordem did not even mention river Ragado, which flows for 7 km through the village. Similarly, clearances were granted despite mining companies not submitting information on biodiversity or the accurate distance of their mines from water bodies and wildlife sanctuaries. Raja's tenure as environment minister was the beginning of the phase of growth of mineral exploitation and of new projects. But it's also the biggest shame on India's environment history because of bad processes and corruption, said Sunita Narain, director, Centre for Science and Environment (CSE), New Delhi, who has studied illegal mining in Goa. On Thursday, the CSE released a report on environmental clearances given for various projects between 2007 and 2011. The report said 35 clearances were given to mining projects in Goa during this period. After Jairam Ramesh took over the environment ministry from Raja in June 2009, a moratorium was imposed on new mining projects in February 2010. The Goa assembly's public accounts committee (PAC), which is probing the illegal mining scam in the state, is also reported to be looking into possible environmental violations. PAC chairman Manohar Parrikar told HT that 25% of the iron ore extracted in the state had been mined without environmental clearances. On Thursday, HT had reported how illegal mining has cost the state at least Rs 3,000 crore, though the figure could be as high as Rs 10,000 crore. Claude Alvares, who heads non-governmental organisation Goa Foundation that is spearheading the anti-mining campaign, said, Raja’s tenure coincided with the Chinese boom in 2005 (when that country started buying even low-grade ore with iron content as low as 52%). Under Raja, an environmental clearance became the easiest document to get. At least three mines given clearances during Raja’s tenure were allowed to operate within just 200 metres of the Salaulim reservoir that provides water to nearly half of Goa’s population. Also, in one year alone, between 2007 and 2008, the union ministry granted clearances to 17 mines within the Netravali Wildlife Sanctuary in Sanguem taluka. This was done even though a Supreme Court order of 2000 said that no mine would be allowed to operate inside wildlife sanctuaries. There seems to be a lack of clarity about the meaning of basic concepts such as conspiracy, ethics and evidence in the post appended below. Hopefully, almost everybody in this forum knows the following: 1. That a global conspiracy or mafia involves a large group or organization of people throughout the whole world colluding with each other to commit a crime. Individuals engaging in criminal or unethical behavior on their own do not constitute a global conspiracy. 2. Evidence represents the truth. One cannot accuse anybody of engaging in unethical behavior without providing truthful evidence. It is irresponsible for anybody to claim that there is a global mafia involving scientists without producing evidence. 3. It is unethical to provide false information of any kind in a public forum, let alone false medical information from unreliable conspiratorial websites. 4. The only ethical and proper thing to do in respect of providing medical information is to refer to a responsible and reliable medical source such as the public health resource website of a recognized medical institution or organization, and/or to clearly state the information that they have made available. On one hand, thanking me for the suggestions (though I am inclined to believe the thank you does not come from your heart) and, on the other, you deliver your snide remark that suggestions are dime-a-dozen. Books are costlier. Anyone who want to solicit donations must first be humble in his/her approach. You can't go to the wider public with an head-in-the-cloud attitude. Such display of uppity behaviour is a big turn-off. You got to choose your words carefully; they must be charitable to those from who you seek donations. I know suggestions come easy, and they cost nothing. But it is important that you accept them gracefully. Chuck them out if you find them useless, but everyone has a right to suggest and comment. If I had not made any suggestions, we would not have known that you and Eddie are in the talking phase with the Swindon Library. Good luck to you guys. However, you should have given out this information in the first instance. It is important to make people aware of what you are doing in respect to this initiative. In your reply, you have not answered whether the GOA UK would be ready to gift the books and if the Swindon Goans can raise the money on their own. Have you spoken to these two associations before you and Eddie took it upon yourselves to do the charity work? I am just trying to drill out information from you. Goans who patronise tiatrs and other cultural events and bring lot of Konkani CDs and VCDs from Goa can very well afford to spend some money for this cause of donating books to the library. It may appear that some are naturally adopting the principle of sour Grapes and that every single awardees is worthless in this pursuit. The ranks at the SSCE have been abolished as they are creating tensions and frustrations,. Does this not apply to so called Best teacher awards ? Has the best Teacher award outlived its utility in not creating controversies and resentment ? Why the services of so called talented teachers recognized with awards not used to promote quality education and be frontline leaders in Educational field? The nomenclature of BEST TEACHER be substituted by TEACHER AWARD The GOvt new proposals for recognition in every school is being objected The students are not judges to evaluate the worth of the teacher , so it seems. But they are the best judges by any standards. * The annual evaluation of the teacher by the students is a normal practice in some establishment, besides others Teachers dread the evaluation by the visiting Inspectors of Education and are not very happy about being evaluated by their own Heads, though this is mandatory This scheme would be a moral booster to those ,who will never be considered during their career. Would the teachers approve of evaluation by their own colleagues ? we fail to realize that some are better than us in many ways and a fair selection is what could be suggested. Those who exert without any claims on rewards have to be distinguished for a little appreciation, rather than paid the same emoluments .Special achievements must find expression in special recognition Do we throw out the baby with the bath water? Three years on, No flowers for Martyred Kandhamal - John Dayal I would have liked to write that somewhere in India, some church - Catholic, Orthodox, Syrian, Episcopal, Pentecost or Evangelical Independent - held a prayer meeting on 23rd or 24th August 2011 for those martyred in the violence that began in Kandhamal, Orissa, on those dates in 2008. I was in Kandhamal during much of the week this year, as in past years, with local Nuns, pastors and catholic priests, so may have missed out on prayer services and observances elsewhere in Orissa and the country at large. I fear though, barring Masses and prayers on Sundays and weekdays in a routine manner, and perhaps a passing reference in some homily, there was no dedicated prayer service for Kandhamal. This would be understandable in Kandhamal, where a terribly wounded peace filled with fear and apprehension is really no more than a technical absence of violence. But it is difficult o understand how a nation of a billion and quarter people, 2.3 per cent of them Christians and perhaps another similar number admirers or private followers of Jesus Christ, could have forgotten the trauma of the victims. The Rashtriya Swayamsevak Sangh and its sister organisations, the Bharatiya Janata Party which was once a part of the ruling coalition of Orissa, the Vishwa Hindu Parishad or the Bajrang Dal, did not forget the day. It was the murder of their vice president, Lakshmananda Saraswati by Maoists in his second Ashram at Jalespata, that sparked off the violence. Bloodshed followed in forest villages along the route when his body was taken along a couple of hundred kilometres. The Sangh Parivar as a matter of fact held the entire district to hostage as part of its commemoration of that day. The police had practically cut off Kandhamal to ensure that outsiders did not enter the district, but political leaders from Cuttack and Bhubaneswar did enter, including Ashok Sahu, the former Police officer of the Assam Cadre who was a losing candidate of the BJP from Kandhamal in the last elections to the Lok Sabha. Interestingly, one of the key speakers was Manoj Pradhan, accused in several murder cases who is out on bail because the court says he is a Member of the Orissa Legislative Assembly and should be therefore not necessarily remain confined in jail till his cases are disposed off in the fast track courts. I was witness to RSS cadres on motorcycles keeping vigil along roads, questioning people, including journalists, and mobilising crowds for the rally on 23rd August. An early Janamashtmi festival in fact provided them a double occasion, for it on the same religious festival three years ago that Lakshmananda was killed, and many traditional people mourned him on that holy day. The actual political outburst was on 23rd in the district headquarters at Phulbani where amidst police bundobast and policemen and Special Police Officers near major churches, the Vishwa Hindu Parishad held its memorial rally, and later submitted its memorandum to the Collector. The memorandum called for an enquiry by the Central Bureau of Investigation into the killing of Lakshmananda Saraswati and a halt to conversions to Christianity. The memorandum also demanded prohibition of cow slaughter, and action against those seeking benefits by obtaining fake caste certificates, a phrase they use to focus on Panos, or Dalit Christians in government service. Laxman Panda, general secretary of the state unit of the VHP said they were upset as the main culprits in the murder case were still at large. Maoists who have claimed credit for the murder are in jail, as are ten or so Christians accused by the police of masterminding the murder. The last to be arrested was Azad, a Maoist leader, The High court at Cuttack has rejected bail for the Christians a couple of times even as the same court has released Manoj Pradhan on bail despite multiple murder charges against him. The Sangh Parivar however wants to implicate senior church leaders, as well as lay persons they have been targetting for several years, and they made this clear both in the rally in Phulbani and in a petition before the Orissa High court. The Orissa government had indeed ordered a judiciary inquiry by high court retired judge Sarat Chandra Mohapatra. The crime branch investigated the murder. But the Sangh brotherhood said they were not satisfied with the pace of investigation and demanded a CBI inquiry, in the words of Priyanath Sharma, another VHP leader and a coordinator of the campaign. Perhaps a reminder is necessary of the magnitude of the violence that was unleashed in Kandhamal and 11 other districts of Orissa in August and September 2008, which also had repercussions in several other states, particularly Karnataka. In Kandhamal alone, over 56,000 people, both the Dalit Panos and the Tribal Kondhs - almost 99.99 per cent of them Christians by faith, were rendered homeless, spending several days each in the forests

Protest and Protests It appears that Goans are shedding the so called susegad label. Every conceivable scheme is welcomed with protest galore. Nothing seem s to be in the interest of the place and the locals. All schemes are looked at with coloured vision Someone or the other raises protest banner to put himself in the lime light and may be to benefit in some way The protest are too many and not selective with purpose and sound objectives The protests are throwing up new leaders with ulterior motives of personal aggrandizement This is pure and simple vote bank politics The pros and cons take the back seat and reasons and objectivity is thrown to the winds. Political parties, indirectly fuel, support, finance, encourage these protests to fish in trouble waters Every project has its advantages and disadvantages, but the greater good is to be pursued for progress and development At this rate all development will come to a standstill People need to be circumspect about the motives and inclinations of those leading the protests, rather than follow blindly and emotionally. Konkan railway protest did not stop the beneficial service. Goans are protesting about Criket Stadium. ,MOI, expansion of National Highways,SEZ, casinos. Industial parks, Mopa.building complexes. gas pipelines Market complex IIT complex, etc. etc every thing and anything. At a mass in the medieval main square during a subdued visit to the city of Erfurt, where only about seven percent of the people are Catholic, he praised eastern Germans who stayed loyal to the Church during oppressive years under Nazism and communism. I am not sure if Mr. Mazumdar is as informed as he should be to be writing the above article. Or, it is possible that somebody sold him a brew made out of cashew nuts. From the little I know, Caju (Cashew) Feni is made from the Cashew fruit - not the nut. I am not particularly fond of Caju Feni because what is routinely available these days - as feni, isn't the real stuff. For good quality feni, one must approach the good producers of feni from Siolim, Carambolim and Betul. At that time, the Marathi press didn't have any daily publication. This situation continued for awhile after 1961. Heraldo closed down immediately, after its editor had some differences with the new administration. O Heraldo continued, Diario de Noite continued for a couple of years more, A Vida continued till May 1967 -- till after the Opinion Poll. But the music has stilled for Mickey Correa just two years short of the century he so wanted to celebrate - like Sachin Tendulkar, he quipped to students he so brilliantly taught to hit just-right chords and riffs. To some of us it was incredible privilege: sitting in an apartment at Esperanca building in Colaba across the man who spoke lightly of jamming with Louis Armstrong, Duke Ellington, Paul Desmond, Jack Teagarden and Dave Brubeck. An astounding repository of the swing age, Correa held an international record. Resident bandleader at the Taj Mahal Hotel for 21 seasons (1939-1960), his was an unbroken run rivalled only by year-ahead Carroll Gibbons of The Savoy, London. His face a picture of rapt attention mixed with passion, Correa's fingers flew, till a few weeks ago, over his Schiedmayer piano. To listen to him and his wife Doreen share anecdotal music memories was to sniff a pulsating, sensuous night air from the 1930s - glory years ushering in the swing culture at prime hotels, theatres and jazz halls of Bombay, Calcutta, Delhi and Lahore. Born in Mombasa in 1913, Correa was transported from East African soil to Moira in Goa. At church school in this ancestral village, he learnt to sing a cappella and play violin. He put bow to violin publicly for elder brother Alex's group, The Correa Optimists Band in Karachi. Innate musical intelligence ensured he also adeptly taught himself the piano, clarinet, guitar, banjo and accordion. The tug of Bombay proved strong enough to record baritone sax strains with All India Radio here in 1936. Right off where the Taj stands, Green's Hotel was another venue wooing jazz fans. The morning after he performed here with Theodore and His Boys, a paper pronounced: In young Correa the Theodore blowers have an asset, a saxophonist of high merit and definite attraction. He got his break deputizing for King Oliver's clarinetist, Rudy Jackson, in Weatherford's orchestra at the Taj. Next, Afro American Roy Butler and cornet genius Cricket Smith pieced together ensembles, which Correa often led. With a reputation for pacing every manner of musician through the works, classical to cabaret, Correa found himself in the plum position of being the first Indian offered to form an orchestra with independent charge. His orchestra roped in the cream of players, including Chic Chocolate, George Pacheco, Johnny Baptist, Eddie Tavares and Lester Weeks and gave Bombay its first swing music show on September 15, 1948. A little-known fact involves a flowing proficiency with which versatile Correa played classic chords. First clarinet player for no less than Yehudi Menuhin's concerts, he performed with the Bombay Symphony Orchestra under Belgian Jules Craen and Mehli Mehta, conductor Zubin Mehta's father. It was easy for him to render Mozart quintets and Beethoven trios with consummate mastery. The Correas nurtured the prodigious musical genes of three children, Patricia, Christine and Marc. Exceptional singers all, Christine has earned individual stripes as a cutting-edge musician in New York. Anecdotal claims of cures are made only by alternative practitioners, publicists, promoters, activists, individual consumers and marketers of alternative products. The promotion of the so-called alternative nostrums has become an anti-establishment political and ideological movement. It has also been taken over by countless multi-level marketing schemes. The Stuti Ensemble is set to hit concert halls this weekend and next for a series of back-to-back free concerts. They will perform at Maquinez Palace this Sunday and at Clube Harmonia the following Saturday. For this 25-member choir, which performs surprisingly rarely for its stature and girth, these concerts will mark just the 6th and 7th live performance in nearly two years of existence. The choir, oft-lauded for their interpretation and presentation of religious music, is now diversifying its repertoire to include several other genres including western classical and negro spiritual. The man at the centre of this transformation is its new conductor, Miguel Cotta, who is the third person after Nauzer Daruwalla and Nigel Dixon to don the baton for the choir. The choir will share the stage with the MLS Baroque ensemble led by violinist Ashley Rego, which will also play its own repertoire apart from the accompaniment it will provide the choir, which will perform most of its songs in Acapella mode. Pearl Viegas, a pianist, will accompany the choir for a few songs. The Stuti choral ensemble is the brainchild of Fr Eufemiano Miranda, a tireless promoter of the classical and choral genres, who is also the parish priest of Chicalim. When he was the 'padre vicar' of the St Inez Church, he started the choir, in 2009, with the sole aim of reviving the great choral tradition. Fr Miranda, who is one of the singers, is still the force behind the choir. Over the years, though, conductors have come and gone, perhaps the reason for the choir's very few performances, mainly in churches and small venues in a few villages around Goa. However, that's about to change. Immediately on the agenda is a Christmas festival in Bangalore for which the choir has been specially invited. Not surprising, considering the expanded repertoire includes works of the great masters such as Beethoven, Verdi, Haydn and Handel, as well as local maestros such as Fr Camilo Xavier and Fr Lourdino Baretto. Stuti's concerts are always free, and are funded by a bunch of well-wishers called 'Friends of Stuti Choral Ensemble'. The members of the choir itself are a mixed lot, from college-going students to pensioners, all of whom make it a point to attend practices on Mondays and Wednesdays; however, a little more discipline would be good, says Cotta, who seems hell-bent on leading the choir to greater heights. Plans for the future include 'at least two concerts a year', says Cotta. Musically, he wants to expand the repertoire to include more Portuguese and Konkani songs, in an attempt to fuse choral music with local culture. Anna’s draft was discussed in both houses of the parliament and passed unanimously. The question before us was why were the Parliamentarians hesitant to incorporate the clauses recommended by the Anna team, was it because many of them have skeletons in their closet? Nevertheless Anna through his 12 days fast brought not only the Union government to its knees but even the opposition to agree to his point of view. He has clearly said that he suspending the fast till such time as the central government passes the Bill in 30 days time. Now let us take the instance of Goa Lok Ayukta Bill, though it was passed in the Goa Legislative Assembly it is yet to become an Act. Does our government or rather successive government have an answer. While other states already have their Lok Ayukta in place, Goa’s Bill has been making rendezvous between Raj Bhavan and the Government in power. Recently Opposition Leader Manohar Parrikar boasted that if he comes to power he will constitute Lok Ayukta within three months. This could be wishful thinking but then looking back why did he not feel the need while he was in power. Even then he used to talk about alleged corruption by the Congress legislators. Parrikar outburst is not for the good of administration or to curb corruption but only to cash on the mood of the people at the moment hoping to translate it into votes. The very intention is unclean. And if at all he succeeds, knowing Parrikar’s way of functioning, which is ‘know it all’ and arrogance he is very likely to constitute LokAyuta and its members of his choice. The fact remains that politicians do not favour Lok Ayukta because they are sought to be made accountable for their acts of commission and omission. For example somewhere in 2008, the High Court in a judgment on a Public Interest Litigation filed by a spirited activist Leonardo E Lobo ordered demolition of the sunset-bays built at Baina beach in violation of Coastal Regulations Zone norms for viewing sunset by GSUDA at the cost of more than Rs. one crore. The order also directed that the entire cost be recovered from the government employees serving in the agency. However Urban Development minister Joaquim Alemao had ordered the construction of the same but no law so far can hold him responsible. Similar is the case with Rs. 7.28 crores spent on Sonsoddo garbage treatment plant. Thought Comptroller and Auditor General of India had noted that GSUDA’s haste is awarding the contract to Hyquip in 2006 prevented more technically competent agencies from setting up solid waste management plant at Sonsoddo leading to waste of resources. CAG had even observed that GSUDA did not process Hyquip’s pre-qualification tender. Central Pollution Control Board had exposed the consultant’s lie that in-vessel composting technology had been introduced in India. The then chief secretary had advised scrapping of the project based on finance and vigilance departments reports of irregularities, yet GSUDA pursued the tender after increasing the performance guarantee, which the company failed to furnish. But Urban Development minister Joaquim Alemao went ahead with the unknown credentials knowing very well that he cannot be held accountable for waste of public fund even though people know very well where the exchequer’s money were diverted, the junior Alemao knew that under the present laws he could not be held accountable. That is the reason that we need to constitute Lokayukta so that corrupt politicians be not only be indicted but arrested and the loss caused to the exchequer be recovered from their family. And now he wants to introduce his son into politics to assist him in the loot and plunder of Goa. Very recently opposition leader Manohar Parrikar has come out strongly against PWD minister Churchill Alemao for the sub-standard roads which have been washed away in the rains. Everybody knows the reason why the roads are getting washed away but who will hold the minister accountable. As of today he is attending Valankanni feast, praying to the divine powers to absolve him of his sins. These are just some examples, infact all the ministers in the Digambar Kamat government and even those who were stripped are involved in corrupt practices. Be it the high security number plates, allotment of land for SEZ, land scam, PPP projects in the Health department, illegal mining, excise scam the list can go on.
