Minor nit: Some of the test changes in TestMRTimelineEventHandling probably 
need to belong in TestMiniYarnCluster if that exists as yarn timeline flag 
behaviour checks should ideally be tested in yarn code and not MR code.

Most of the comments sound fine. As long as there is a new test added to test 
the AHS enable/disable codepath via the ctor flag, leaving the original tests 
to use the config should be fine ( with a minor addition stated below ).

Just a note though, at some point, the config flag will be changed from default 
false to true as ATS becomes stable so there does need to be tests covering all 
4 cases ( true/false via config and likewise via ctor ).

Thats because not everything is using the timeline server. Turning it off by 
default will prevent users from accidentally using the timeline server if they 
do not intend to.  Moreover if someone intends to use the timeline server, they 
are well aware and can turn the flag on.

I think so far it's still not assumed that timeline service is the always 
enabled component, though we we'd like to propose it, but maybe more persuasive 
until ATS v2?

And for MiniMRYARNCluster there's a technical issue too. Because of the 
singleton in Guice, only one webapp can be created per daemon. Enabling the ATS 
will break the other web test cases around RM/NM (if I remember it correctly, 
there seems to have such tests).

1. It makes sense to rely on the config to determine if we want to start the 
timeline server in mini YARN cluster. If we're going to do so, MiniYARNCluster 
constructor with enableAHS param is not longer useful. We can remove it.

I was trying out the fix for MiniMRYarnCluster where we want to start the 
timeline service only if the TIMELINE_SERVICE_ENABLED == true. But as per 
current implementation of the miniCluster, it takes in a boolean when its 
instance is created to decide whether to start or not to start the timeline 
server.

To me that seems to be a wrong way to start the timeline server. I was thinking 
of removing the flag all together and start the timeline service only if the 
following config is turned on.

What do you guys think of it? I am cleaning up my patch and will post it 
shortly so everyone can take a look and provide their feedback.
