How many guy wires and how far to they encroach?
You can put up a support and pull the guy anchors closer to the tower in some
cases.

I have heard that American Tower is going to be tearing down dormant tower
in my area, is there any reason they would just give this tower away to
someone like me to get out of it? How do i call at ATC to inquire about
this?
