Based on what is I think you are doing, I will summerize and then post an idea. Summary: you want the same data EIE exchange on production as Test. Why not just reisntall EIE with a different instance name/location and point it to Test. CM is then pointing to -- Prod , and pointing to -- Dev.

I have a user that when he logs in to Remedy using User tool(7.1 patch 007) he would need to use the scroll on the bottom to see the whole form.  But if the user login to another PC with the same version of the user tool, the display looks normal and can see the whole form without scrolling.

One thing to check is to make sure that you have the Default Web Path set in the AR System Administration Console (Advanced tab). If that's not set, it doesn't know where the mid tier is and can't render the flashboards (it uses the mid tier to render flashboards). The value should look

If you are using IIS with Tomcat, IIS is using Tomcat only as a jsp engine so the port would be the default 80. This is why you do not have to specify the port. Do check the Mid-Tier Application Password. Just for the sake of sanity, reset it in the AR Server Settings so that it gets modified
