I am running CHM 7.0.3 p7 and have multiple approval phases working.
For close down (and for all the other phases), I ended up setting the OOB
phases to Offline and creating my own. We have multitenancy set but only 1

You didn't mention the version of the AR System you were using. However,
looking at the set of active link firing conditions you tried, I am going to
guess that you are on AR System 7.1 or earlier.

I think I may have figured out why my close down approvals weren't firing (need
to further test to be 100% sure). When looking at the rules for Change Level -

I am basing my approvals off Risk. I was just informed that we have 9
risk levels. Is there an easy way to add new risk levels? I know risk
is intergrated into the Calendar and the Change Risk Selection.

I believe the OOB number for risk levels is 5. Not sure if you can add any
more; the back end calculations for risk levels can get pretty intricate!
