Are they new users or existing users? If they're new users, you can create a people template with all of that information. Then just create new accounts specifying their name and contact info. If they're existing users, you can use the data management tool. Just fill out the spreadsheet tabs

Yolanda- You could always modify the notification filter to append the server's time zone directly after the time field. The users will still need to do the math in their head to get their local time but at least they see the server time zone (which doesn't have to be named as such) directly
