For future reference, I was having trouble using importcmd.exe from the server and I found the problem I was having. The import tool, under file, preferences, Desktop tab. The ar path, was pointing to .arcmds. I changed that to path f:\program files\ar system\home\arcmds arimportcmd.exe -u
