IGW ( Internet Gateway ) is PE has a ebgp session with UP Links.
I have Full BGP table IPv6 at IGW and IPv4 as well.
RR is directly connected to IGW.
RR has IBGP IPv4 with IGW.
Can i add address family IPv6 at IGW to advertise IPv6 routes to RR, since
it is directly connected ?

Sure. I would configure send-label there as well so that you do thing in a
consistent manner, but that's a matter of opinion.

6PE is for Internet IPv6, and there you do it under address-family ipv6
