Here is more documentation that the feds are preparing the citizens near White Mountain, Arizona to be evacuated for some "emergency." The area is about 150 driving miles northeast of Phoenix. There are phone numbers listed at the end of this post to call the authorities to find out the details. Here is the scuttle-butt: Multiple public agencies (see list below) have written and posted and handed out instructions on preparing for a yet to be announced emergency. So looks like the feds are going to concoct one. They are going to evacuate the residents who have been instructed to leave everything behind and take only the barest of necessities. The families have been instructed to PLAN on having their family members SEPARATED (this from the governmental agencies themselves). Why? What is the emergency? NOTHING The White Mountains area has federal, military, FEMA and other agencies already dug in and tunnelled into the mountain just like at Weather Mountain and Iron Mountain where FEMA has built underground caverns large enough to house 15,000 elite governmental politicians, military, rich desireables, and modern-day illuminati. They have enough food and supplies stock-piled to house these 1000s of people for at least 4 years in a completely sealed underground, subterranean environment. This is to be able for them to survive any nuclear devastation or NBC, Nuclear, Biological, or Chemical warfare agents and weapons of mass destruction as to be perpetrated by supposed international and domestic terrorists. Already, the residents at Lakeside and surrounding White Mountain areas have complained that there were at first ONLY 100s of foreign troops milling about there. Now the residents say that there are literally 1000s of hostile foreign troops who are actually quite mean and hassling the U.S. citizens there. So what is going to happen? Simple, As soon as the residents are whisked away on some false and trumped up "emergency" the foreign troops will come out of hiding from the subterranean caverns and occupy all the citizens' fully furnished and food-stocked homes. I have friends in Phoenix who have friends near that to-be-evacuated area and they will try to contact them to find out what is happening from the residents' point of view. '' Most Day Traders Likely to Lose Money, Regulators Say Washington, Aug. 9 (Bloomberg) -- Most day-trading customers are likely to lose money in an industry troubled by questionable loan practices, lax supervision and misleading marketing, state securities regulators said. The North American Securities Administrators Association called for increased scrutiny of day trading, the fast-paced investment style in which customers make dozens of rapid-fire trades a day in hopes of profiting from small changes in stock prices. After examining a sample of accounts at a day-trading branch office, the regulatory group said 70 percent of the traders studied there lost money. ``If day-trading firms want to become part of the mainstream, they need to play by the same rules the rest of Wall Street follows,'' said NASAA President Peter C. Hildreth, who is also New Hampshire's director of securities regulation. The report urged day-trading firms to better explain the risks, and said securities regulators should step up inspections of day-trading firms that train investors and charge them to use state-of-the-art trading systems in their offices. Regulators should also enforce limits on a trader's ability to buy stocks with borrowed money, the report said. The Securities and Exchange Commission and the National Association of Securities Dealers responded by saying that they are examining day-trading firms nationwide to assess their compliance with securities regulations. ``Any violations of the federal securities laws uncovered in these examinations will be forwarded to our enforcement division,'' said SEC spokesman Chris Ullman. He said areas under review include those touched on in the NASAA report: supervision, disclosure, and margin rules. Market Experience The SEC is also weighing a proposal recently approved by the National Association of Securities Dealers that would require firms to screen prospective customers for whether their financial circumstances and market experience are suited to day trading. The NASAA report called on the SEC to ``speedily'' approve this rule. The pressures and risks of day trading were thrown into the spotlight two weeks ago when Atlanta day trader Mark Barton killed 12 people and wounded 12 others before killing himself. He left a note that cited trading losses. NASAA said its report was seven months in the making and is based on the ``collective experience'' of the regulators in a special task force on day trading. This experience includes their reviews of registration applications, ``numerous examinations'' and investigations and enforcement proceedings. In the past 16 months, 10 day-trading firms have been charged with fraud, deceptive marketing or improper registration by regulators in Massachusetts, Texas, Wisconsin and Indiana. Prospective Clients The Electronic Traders Association, an industry group, says its member firms make clear to prospective clients that there are risks -- and that only disciplined, market-savvy people should try day trading, and then only if they have money they can afford to lose. ``We appreciate the work the NASAA has done,'' said Saul Cohen, counsel to the ETA. ``All day trading firms can and must strive to improve their disclosure mechanisms and their ethical mechanisms.'' Others in the day-trading world say they are victims of a Wall Street old guard threatened by the electronic access that allows individual investors to bypass brokers, thereby ``democratizing'' the industry. There are no independent estimates on the number of day traders. The ETA estimates there are 4,000 to 5,000 active day traders, and the report identified 62 firms and 286 branch offices. Among the biggest are Heartland Securities Corp. in New York, Mount Pleasant Brokerage Services in Charleston and Momentum Securities in Houston. The Atlanta branch office of Momentum is where Barton began his rampage before moving on to the local branch of the All-Tech Investment Group Inc. The NASAA report includes an analysis by consultant Ronald L. Johnson of accounts at All-Tech's Massachusetts branch office, which was the subject of a December 1998 enforcement action and subsequent settlement. The analysis concluded that 70 percent of the customers lost money, and Johnson said the same proportion of people who try day trading ``will almost certainly lose everything they invest.'' His analysis focused on 4,093 trades in 26 accounts. Most of the accounts in the analysis that made money, the consultant said, were ``highly dependent'' on a single winning trade for their positive performance, raising questions about whether those traders would be successful over time. His espionage background seemed to be a key selling point. Yeltsin's last two premiers, Sergei Stepashin and Yevgeny Primakov, also worked for Russian intelligence agencies. Putin, a 46-year-old with ramrod-straight posture, is seen as tougher than mild-mannered Stepashin, which appeals to Yeltsin and his inner circle as they prepare for a bruising battle in December parliamentary elections and presidential elections next summer. Yeltsin, who is constitutionally barred from running for a third term, openly anointed Putin as his preferred successor Monday, and Putin immediately announced he would run for president. ``Perhaps I have little experience as a politician,'' Putin acknowledged when asked why he made the announcement so soon. ``I did not engage in politics.'' Putin's limited political experience makes it hard to judge what kind of prime minister he will be, much less president. Besides, an endorsement from the extremely unpopular Yeltsin may be a mixed blessing. Putin ``is a bureaucrat rather than a national leader,'' said Yevgeny Volk, a political analyst with the conservative Heritage Foundation. ``He has no charisma.'' Former colleagues described Putin as ``secretive'' and ``closed,'' and he accepted his appointment Monday in a terse, matter-of-fact fashion. ``We are military men, and we will implement the decision that was made,'' Putin told reporters as he sat at his Kremlin desk, topped with six telephones adorned with the old Soviet state emblem. Speaking later on Russia's NTV network, Putin mentioned his doctoral thesis in economics and promised ``no revolutionary changes'' from the economic course of the previous Cabinet. Putin described his main task as ``improving the life of the people, the population's standard of living'' - yet also issued a harsh warning to those who might be planning labor unrest, which in the past has involved railroad blockades. ``Those who destabilize the situation will sit (in jail),'' Putin said. In his rare public remarks before the appointment, Putin has stressed the need for Russia to rebuild the security services that have been undermined by the country's general decline and chronic money problems since the Soviet breakup in 1991. Putin, who likes such marital arts as judo and the Soviet-devised sambo, is considered extremely loyal to Yeltsin. But so was Stepashin, whom Yeltsin fired Monday without giving a reason. Immediately after graduating from the law faculty at Leningrad University in 1975, Putin began a 15-year career with the KGB's foreign intelligence arm, including a posting as an agent in Germany. After retiring from the KGB with the rank of colonel, he began working in St. Petersburg's local government, rising to the post of vice-mayor in 1994. Yeltsin brought Putin to Moscow in 1996, naming him deputy chief Kremlin administrator. Since then, Putin has also served as the Kremlin official in charge of relations with Russia's far-flung regions, and last year was named head of the Federal Security Service, the KGB's main successor agency. In March, Putin was also named secretary of the presidential Security Council, a powerful advisory body that coordinates activities of the armed forces, security agencies and police. ``I'm convinced that he will serve the nation well,'' Yeltsin said in a television address. Putin's appointment must be approved by parliament's lower house, which scheduled a session on the issue for next Monday. -Caveat Lector- Russians, Rebels Send Reinforcements By ARSEN MALAYEV .c The Associated Press MAKHACHKALA, Russia (AP) - Russian security forces and Islamic rebels amassed troops and weaponry Monday in a rugged Caucasus Mountain region where the militants have seized several villages. Russian troops accused rebels of shooting at Russian helicopters, including one carrying the armed forces' chief of staff. He was not hurt and the aircraft was only slightly damaged, said Timur Abdullayev, a spokesman for the government of the southern republic of Dagestan. The standoff, one of the worst in the area since Russia's disastrous 1994-96 war in neighboring Chechnya, began when Chechen militants moved into Dagestan on Saturday and occupied several villages just across the border in a rocky area accessible only by rough gravel roads and with few phone lines. Federal and local troops moved in. Russian helicopter gunships fired on the rebels Saturday and Sunday, but did not dislodge them. The gunmen appeared to be members of the Wahhabi Islamic movement who support independence for Russia's mostly Islamic republics in the Caucasus. Chechnya has had de facto independence since the Russian troops withdrew three years ago, though Moscow still claims it is part of Russia. Moscow has placed security forces along Chechnya's borders to try to fence it off, but warlords and criminal gangs roam the area and often venture into neighboring regions. The latest conflict was complicated by yet another Russian government shake-up in Moscow. President Boris Yeltsin fired Prime Minister Sergei Stepashin and his government on Monday, the day after Stepashin flew to Dagestan to try to defuse the crisis. It was unclear how the changes would affect Russia's approach to the Caucasus. Russia's Security Council met Monday to discuss the conflict. Yeltsin's choice for prime minister, Vladimir Putin, head of the main successor agency to the KGB, said the fighting contributed to Stepashin's ouster and he threatened to introduce a ``special regime'' in the republics bordering Chechnya, Russian news reports said. He did not elaborate. Stepashin warned Monday, ``We really may lose Dagestan,'' according to the Interfax news agency. ``The situation is very serious.'' Four Russian policemen were accidentally killed Sunday when Russian helicopter gunships mistook them for rebels, the Dagestani Interior Ministry press service said Monday. In addition, at least 15 Russian troops were wounded in fighting with the rebels. The ministry also said the bodies of four militants were discovered Monday and five wounded gunmen were captured. Nearly 4,000 civilians had abandoned the captured villages by Monday, according to Mayor Said Amirov of Dagestan's capital, Makhachkala. Dagestan's government sent trucks to evacuate others and was setting up refugee camps at resorts and summer camps. Refugees who arrived in Makhachkala said the rebel gunmen didn't threaten them and asked their help in introducing Islamic law. Dagestan's government opposes the Wahhabis and has shown no sign of splitting from Moscow, largely because its weak economy is heavily dependent on federal funding. CHARLES KEATING AND THE SL CRISIS Charles Keating, the godfather of the SL scandal, now sits behind bars, perhaps for the rest of his life. He has been assessed fines exceeding 3.6 billion dollars in just one civil action. Federal prosecution has not yet begun. Yet after several books and tens of thousands of column inches of newsprint, the major features of the Keating story remain, until now, untold. For example, General John Singlaub and the CIA's Latin American military campaigns, Carl Lindner's purchase of UNITED BRANDS and the U.S. Honduran aid program, extensive BCCI transactions, PRUDENTIAL INSURANCE, and Keating's attempt to get a strangle hold on the water supply of Arizona are key essential features of Keating's story that have not had national exposure. An army of federal regulators, prosecutors, attorneys and judges have combed the affairs of Charles Keating. So why haven't the major features of his operations come to light? Having a brother who was vice president of ASSOCIATED PRESS helped keep items off the wire service. The ownership of Phoenix's two city newspapers helped even more. The ARIZONA REPUBLIC and the PHOENIX GAZETTE are owned by the Dan Quayle family. The Vice President's involvement in the affairs of CIA Latin American programs provided plenty of incentive for Phoenix newspapers to keep the Keating affair as quiet as possible. And Carl Lindner, a much bigger fish than Charles Keating in these affairs, holds the largest stock interest in KTSP TV, the CBS television affiliate in Phoenix. Keating is a man who has done favors for many powerful individuals including Presidents Ford, Reagan and Bush**. Steven Pizzo, author of INSIDE JOB, one of the best books on SL looting, supplied Barbara Honegger, author of OCTOBER SURPRISE, a Defence Intelligence Agency telex indicating that the alleged OCTOBER SURPRISE airplane for William Casey's and Heinrich Rupp's Paris trip was arranged by Kenneth Qualls, formerly the chief pilot of Charlie Keating's AMERICAN CONTINENTAL CORPORATION. This and other high level CIA favors may suggest even more sinister reasons why the major features of the Keating story never made it to print. Savings and Loans were originally chartered to provide home mortgage loans. When Ronald Reagan deregulated the industry, high rollers were free to attempt more ambitious projects with the federally insured deposits. No one was more ambitious than Charlie Keating and no one lost more of the tax payer's money. To date taxpayers have been assessed $500 billion for the SL looting -- $2 1/2 billion for Charlie's sins alone. After providing less than a dozen home loans, Keating set out to build THE PHOENICIAN, a $300 million luxury resort hotel financed 55% by his newly acquired SL, LINCOLN SAVINGS, and 45% by the King and Queen of Kuwait. November of 1989, six months after Keating's parent company AMERICAN CONTINENTAL finally hit the skids, the Feds took over the PHOENICIAN RESORT in a surprise 1:00 AM raid. At 4:00 AM Keating was summoning bellmen to a side entrance where 24 cartons of files were loaded into Keating's recreational vehicle. When asked about this by a member of the local press the Feds responded that they knew of this and Keating was allowed to take these files because "they were his personal correspondence --- like letters to his family." The federal investigation of Keating was totally compromised from beginning to end. If the Feds had done even the most elemental examination of the business affairs of Charles Keating, this is what they would certainly have found: On November 26, 1980, just two weeks after the election of Ronald Reagan and George Bush, Keating purchased the property located at 2735 East Camelback Road for his AMERICAN CONTINENTAL CORPORATION Headquarters. For this he paid $3,083,000 to the MICHAEL J. PELOQUIN DEVELOPMENT CORPORATION. During the period from 1980 to 1984, Maricopa county court records show that sixty civil suits were filed against Peloquin. And Michael J. Peloquin has a famous father, Robert Peloquin, who has an even more questionable past. After serving on Robert Kennedy's Strike Force On Organized Crime, Robert Peloquin and half the other attorneys there, distinguished themselves by going directly to work for the major organized crime figures they were investigating. Peloquin Sr. set up the private spy company, INTERTEL, reportedly for the king pin of American organized crime, Meyer Lansky. After Lansky had failed to introduce legalized gambling into Atlantic City, INTERTEL was formed to "police the gambling industry" to make gambling acceptable to the state of New Jersey. Keating invested $17.5 million into this company without even informing the board of directors of AMERICAN CONTINENTAL. Meeks went on to detail an unending train of baffling Keating transactions which included $25.5 million to DIA HOLDINGS, a Netherlands company, $10 million to SOUTHBROOK HOLDINGS, a Panamanian company, $25 million to GFTA, a West German company -- all deals that regulators never figured out. In summary, did Keating have both the motive and the opportunity to launder illegal funds for CIA operations in Latin America and elsewhere? Yes. Yes. It is worth mentioning that when Keating moved out of suite 150, POST/NEWSWEEK moved in. Remember, this was just across the hall from where General John Singlaub ran the Nicaraguan Contra campaign. This was the operation that led Ollie North and General Secord into so much temptation. Despite the parade of mercenaries that marched through Singlaub's office, POST\NEWSWEEK was one among many news organizations that never had the slightest inclination to cover any of these stories. Inasmuch as an animal cannot be defined apart from its environment, it is worth analyzing the political setting of Charles Keating. During the high points of Keating's reign the big man in Arizona was Kemper Marley. Marley was the first and only billionaire in Arizona. His wealth was based originally on a liquor monopoly conferred upon him by Sam Bronfman of the SEAGRAMS family. In Arizona Marley was all powerful. In 1948, fifty two employees of Kemper Marley's wholely owned company, UNITED LIQUOR, went to prison on federal liquor violations -- including Gene Hensley, the father-in-law of Arizona Senator John McCain. "It is important to the Bilderberg scheme for world government to get NATO out from the limitations of its own charter," said the source, a reliable observer for more than a decade. The treaty limits the alliance to a defensive position, providing that if any member nation is attacked, all NATO countries would respond, he pointed out. By THE SPOTLIGHT STAFF The estimated 5 million illegal aliensprimarily Hispanics living in the border area of Texasmay soon be joined by 600,000 jobless and homeless illegals from Honduras, Nicaragua, Guatemala and El Salvador. Another 280,000 immigrants from the four Central American countries have already made their way to the U.S. southwest, according to researchers at CID-Gallup of Costa Rica, a subsidiary of U.S. Gallup Organization. The research, requested by the U.S. Information Agency, finds that the largest number of Central American illegal immigrants180,000will come from El Salvador, which has an adult population of 3 million. Next are 170,000 from Honduras with 2.26 million adults; another 170,000 from Guatemala with 6.1 million adults; and 88,000 from Nicaragua with 3.3 million adults. The influx of Central American immigrants will have a major effect on the U.S. job market. Immigrants in general with less than a high school education drive down wages and push up unemployment for unskilled U.S. laborers, especially Hispanics and blacks, George J. Borjas, a professor at Harvard University, testified at a recent hearing of the House Subcommittee on Immigration and Claims. The Costa Rica researchers interviewed 1,000 randomly selected would-be immigrants from the four Central American countries. They discovered that many of the Hondurans and Nicaraguans mistakenly thought they could come to the United States regardless of their legal status in the wake of Hurricane Mitch in early November. The Clinton administration decided not to deport any Nicaraguans and Hondurans if they were in the U.S. illegally before Dec. 30, 1998. The deportation stay remains in effect through June 2000. STOP THE FLOW Rep. Lamar Smith (R-Texas), a supporter of tighter immigration restrictions, immediately lashed out at the administration for its deportation decision. Smith claimed the administration ignored the warning from congressional leaders, including the Texas Republican, that the message to the Central Americans was unclear and would give them the impression that the United States tolerates illegal entry. Smith took the administration to task on illegal immigration during a March oversight hearing on illegal immigration conducted by the House Subcommittee on Immigration and Claims, which Smith chairs. "Congress has given the Immigration and Naturalization Service [INS] the necessary laws and funds, but the federal government still has not protected its residents and defended its borders," Smith said. "The president is missing the action." A bipartisan group of congressmen and senators want to increase the size of the U.S. Border Patrol, the uniformed enforcement arm of the INS, Smith said. "Border Patrol chiefs and border communities from California to Florida to New York cry out for additional agents for effective enforcement, but the president fails to respond," he noted. The INS requested an additional 1,000 agents for the Border Patrol in the FY 2000 budget. President Clinton rejected the request. Instead he wants to maintain the Border Patrol staffing at nearly 9,000 agents. Frustrated by Clinton's unwillingness to spend $100 million for an additional 1,000 Border Patrol agents, Sens. Kay Bailey Hutchinson (R-Texas), Pete Domenici (R-N.M.), Jeff Bingaman (D-N.M.), John McCain (R-Ariz.)and Kyl have introduced the Border Patrol Recruitment and Retention Enhancement Act (S. 912). The legislation would increase agent salaries and allow the agency to conduct its own recruiting rather than relying on Department of Justice or INS personnel offices. "Even though border protection is a clear federal responsibility and the 1996 immigration reform law requires the hiring of an additional 1,000 agents each year until 2001, the Clinton administration is effectively ignoring the problem," Kyl said. "Besides not requesting funding to hire any new agents next year, the administration appears unable to recruit sufficient numbers of new agents or retain the ones they have successfully hired. Our bill should help in that area." Hutchinson said she thinks "the government in Washington still does not view our problems along the border with the same urgency as the people of Texas." The senators' legislation comes a day after Border Patrol Chief Gus de la Vina admitted on April 28 before a Senate Immigration subcommittee hearing arranged by Kyl that due to recruiting and retention problems the agency will likely only hire between 200 and 400 new agents

When Bob Woodward and Carl Bernstein broke the Watergate scandal it was the Washington Post against the world, fearlessly exposing a level of corruption that could bring down the government while its competitors scoffed. Or so we were led to believe. (Of course, by 1996 the roles had reversed and it was the Post doing the scoffing, at the lid-blowing investigative effort by Gary Webb in the San Jose Mercury News on CIA drug smuggling.) Few people back in 1972 would have suspected that the Watergate scandal had anything to do with narcotics trafficking and arms smuggling. But as we learned about Barry Seal and the shutdown of the Mexican Connection in that Watergate summer of 1972, it began to sound like something out of a "Gangland" column in the New York Post, like two Mob families going to war for control of the drug trade. Except these were federal "families:" the CIA going up against the newly-created apparatus which Nixon had devised to bring control of "drug intelligence" into the Nixon White House. It was a move the CIA clearly resisted. Maybe Americas top crime families do all end in vowels. "Everybody knows everybody, right?" On July 3, 1972, The New York Times reported that Federal officials had arrested seven men in Texas and Louisiana on charges of conspiring to smuggle munitions to Mexico. A DC-4 was seized at the Shreveport Regional Airport. On board were 13,500 pounds of C-4 explosives, 7,000 feet of explosive primer cord, 2,600 electric blasting caps and 25 electrical detonators. The explosives, said the U.S. Attorney's Office in Louisiana, were destined for Cuban exiles in Mexico, who were going to use them in an effort to overthrow the government of Fidel Castro. The principal players in the affair were Richmond C. Harper, 48, millionaire rancher and Director of the Frontier State Bank of Eagle Pass, Texas, Marion Hagler, a former Inspector with the Immigration and Naturalization Service, Murray Kessler and Barry Seal. Kessler, a frequent house guest at the Harper ranch, had a record of six convictions in Federal and state courts on charges of interstate theft, transporting stolen property, bookmaking and conspiracy to possess heroin. Federal authorities called him an associate of the Gambino organized-crime family. In a surveillance report, a Customs agent described him after he landed at the San Antonio airport as "50-ish and Jewish-looking, wearing a open-collar gray shirt with a gray sports suit, accompanied by a "bleached blond in white slacks and a red polka-dotted jacket." More importantly, Murray Kessler was "an anti-Castro guy," according to a former DEA agent who knew him, "which was like a mantra he carried around with him." TOKYO - Parliament on Monday overwhelmingly confirmed Japan's rising-sun flag and a hymn to the emperor as the country's official symbols - and symbols, on a larger scale, of a shift toward conservatism. While convoys of rightists rode through the streets of Tokyo shouting nationalist slogans and leftists protested outside Parliament, the upper house voted, 166 to 71, in favor of a law recognizing the legality of both the flag and the anthem as representing the Japanese people and state. The vote, following easy passage of the same bill in the lower house last month, means that as of Friday, when Parliament adjourns, both the flag and the hymn will no longer be merely de facto emblems of Japan. Officials say that citizens will not have to sing the anthem and bow before the flag with the zeal they were required to display in the years of imperial rule until the end of World War II, but Japan's leaders have made plain the nationalist sentiment behind the bill. Both the flag and anthem ''have long histories and have already taken hold under customary law,'' Prime Minister Keizo Obuchi said. ''It is very significant that they are now grounded in written law shortly before the start of the 21st century,'' Mr. Obuchi said. Teachers in particular have strongly opposed the anthem, contending that it evokes the 1930s and early 1940s, when Japanese troops conquered much of China and Southeast Asia. Protesters on Monday carried signs denouncing the bill, and one burned a flag outside a government building. While Japanese routinely accept the flag, critics saw passage of the bill as a milestone on the way to a new order. The Bible clearly states: "... And the Temple of God was opened *in heaven*, and there was seen in His Temple the ark of His testament . . . " Revelation 11:19 Check any good concordance, such as the Strong's, and you will find that the "ark of the covenant" is the exact same article as the "ark of the testament", which as stated in Revelation is located wherever heaven is, with God in His Temple, not down some 'crack' in the earth. Blue collar crime is mostly done by youth. Any factor that reduces the numbers of youth, will reduce the crime rate. It has no necessary connection to abortion. They make their claim: "independent of other factors". As such the only factor for consideration is to abort those minority babies to reduce crime. In fact, better education, jobs and stable homes environments will reduce the level of teenage pregnancies and that can be shown to reduce crime directly. Give someone a job and they have no need to steal. Teach them about birth control and they will not get pregnant. Allow them to have self respect and there will be no broken homes. Crime, in America is seen as totally a black and minority problem, as they make up a larger percentage of the prison population then their numbers in the general population would indicate. You can see where this is going? The article is a back door attempt to blame blue collar crime on minorities, and thus the elimination of said minority will make America White and crime free! Secondly; is it not nice of them to have a simple straw man of the poor, un wed and un educated for crime. Read Black and minorities! They do all the crime might as well be the claim here. They are the ones in jail. And even better, they do not have the means, or education to defend themselves from such academic racism. With no police, these areas become crime infested. Which does nothing and does not seek to explain why there are white youth who also commit crimes when they come from homes that not broken, with married parents who are not poor. By establishing that those who come from broken homes, un wed, un educated and poor as the source of crime, it allows us to draw the conclusion that crime is a minority problem and with a reduction of that minority, we have a safer society. Anyway, at the time it was speculated that it may be the grave of the Romanov family, and that the authorities would try to determine the identities through DNA testing. The answer to all these questions is a resounding "No." The Founding Fathers were cultured cosmopolitans who devoutly hoped that liberty would triumph the world over. And no, their foreign policy prescriptions have not been rendered obsolete by jet travel and the Internet, because their soundness was not predicated on specific technologies. Rather, their strategic vision was grounded solidly in their grasp of fundamental human nature, which has evolved little since 1796, however we might wish otherwise. The Founders, powdered wigs and all, were infinitely more "hip" than we give them credit for, and understood something our smug modern politicians do not. They understood that to yield to the powerful temptation to "do good" abroad carries an enormously expensive and hidden price tag: the loss of our own liberty at home. They understood that "power corrupts, and absolute power corrupts absolutely," that handing the political class the power they demand to impose "benevolent global hegemony" on the rest of the world permits them to impose a malevolent domestic dictatorship on Americans at home. They understood, as too many well-intentioned Americans today do not, that once we compromise the safeguards against domestic tyranny written into our own system of law, no matter how compelling the rationale, we will rapidly cease to be the nation others once considered worth emulating. We would instead soon resemble the very nations we so confidently set out to "reform" and "enlighten." Chiang Kai-shek's Taiwan, along with South Korea and West Germany, demonstrated capitalism's clear superiority to socialism. -Caveat Lector- August 9, 1999 IMPERIAL AMERICA A SICK SOCIETY? The news is not good. Take for example what happened at the Valdosta airport, in southern Georgia. A man boarded a flight for Atlanta that was going on to Istanbul, having paid for his ticket in cash. Shortly thereafter, the plane was stormed by an FBI "anti-terrorism" squad: the feds burst into the plane, hurtling down the aisles with weapons drawn, and converged on six passengers like guided missiles searching out Serbian civilians. THE CRIME OF PAYING CASH These unfortunates were pulled off the plane and detained for questioning. An FBI "command post" was set up at the airport, and a horde of bomb-sniffing dogs was unleashed. Flights were canceled, delayed, and aborted, as passengers scattered hither and yon. Everyone on board was questioned and asked, among other things, what they did for a living. Five of the six detainees, including a child, were released after questioning. The other one, whose identity was withheld for days, was held for nearly a week. What heinous crime did our Mystery Man commit? According to FBI spokeswoman Celestine Armstead, the feds were suspicious due to a "preponderance of circumstances." He paid in cash a no-no in the federal "anti-terrorist" guidelines authored by Al Gore, that automatically "profiles" the paying customer as a potential "terrorist." What else? Our unfortunate sojourner was traveling alone, another suspicious no-no, and was initially described in various news accounts as "a white male" and isn't that, alone, enough to seal his fate in Al Gore's America? FEDS RUN AMOK But what about the other five people dragged off the plane, in handcuffs, by feds run amok? Their great crime appears to be that they were seen talking and laughing with the Mystery Man before boarding. The feds say this led them to believe that they were acquainted with the suspect, which "led us to believe there was some sort of connection." In Al Gore's America, if you are even seen talking to someone who paid cash for an airplane ticket, you are in big trouble. THE MYSTERY MAN'S TRAVAILS The federal authorities their syntactic grace equaled only by their credibility claimed they launched the assault on the Delta flight because of a "potential threat to national security of a terrorism nature." Four hours later, these same officials announced that they were satisfied the man they led off in handcuffs was not a terrorist. "We have not been able to associate this individual at this time with any terrorist organization," said FBI special agent Thomas Bush. Does this mean that the Mystery Man was released? Of course not. The FBI said that he would be held "until all law enforcement issues have been resolved." Huh? He was not charged with any crime, aside from overstaying his visa by less than a month. If that is a federal crime meriting a SWAT-team assault on a plane filled with unsuspecting and terrorized passengers, then what about the millions of undocumented aliens pouring into this country every year? Why don't they merit a military campaign of equal ferocity? And why, if the Mystery Man was not a terrorist, was he not released immediately and allowed to return to his own country? THE JACKBOOT FACTOR And yet, this question seems far too narrow to encompass the whole of our concerns. In the face of the Valdosta airport incident, one has to ask: do we even want to live in an America where this is possible? If jackbooted thugs can haul me off an airplane at their discretion, and hold me indefinitely for the high crime of paying for an airline ticket in cash, is life in these United States even worth living? My answer: no, no, a thousand time no. REMEMBER WACO AND RUBY RIDGE A footnote to this story: The Mystery Man, finally revealed to be a Turk named Hakan Caglar, was eventually released by the FBI but detained again, this time by Turkish authorities, upon his arrival in Istanbul. FBI spokeswoman, the ineffable Celestine Armstead, was not in the least bit moved to apologize to the other terrified passengers, or Mr. Caglar, who languishes in a Turkish jail on unspecified charges. Steadfastly refusing to say what crime Caglar committed or was thought to have committed, she said: "We're not embarrassed at all. We stand firmly behind what we did.'' Just like they did at Waco and Ruby Ridge. DEGENERATES RULE A society where this can happen is not worth preserving or protecting, not against terrorism or even against foreign invasion. The Valdosta story was first reported last week: since then, there has not even been any follow-up in the media, let alone a national outcry by the people. First, a U.S. Army de Havilland RC-7 reconnaissance plane went missing July 23 over Colombia while on an anti-drug assignment. Several days later, the Pentagon announced the plane had hit a mountain, killing all five aboard, including Capt. Jennifer J. Odom, the flight's pilot. They were the first U.S. military personnel killed while drug warring in Colombia. The plane was part of the sensitive 204th Military Intelligence Battalion, and little more information was provided about the mission or the circumstances surrounding the accident. This immediately suggested that perhaps Colombia's drug-running guerillas had a hand in the plane's downing. But guerilla involvement is something that the Clinton administration, which made such a big deal over three servicemen who were roughed up and spirited away to Belgrade, could not easily process, were it true. And, to be fair, given its recent stands on women in the military and women's issues in general, it cannot easily come out and say that an experienced female pilot flew smack into a 9,000 foot mountain. So, it says just about nothing. The inescapable conclusion is that no one is truly minding the store with regard to these operations, which seem to have been left to the DEA and the Justice Department to manage. This should be a warning sign. Warning sign number two came last week with the startling news that the wife of the Army commander leading the U.S. forces in Colombia was charged with conspiracy to distribute cocaine. The drug was shipped from an American military base in Bogota to New York City. Several pounds of cocaine were shipped in six separate shipments. Laurie Hiett, the wife of Colonel James Hiett, told federal investigators that she had mailed the packages for her husband's chauffeur. Two possibilities come to mind with regard to Mrs. Hiett, both of which must be keeping drug czar Barry McCaffrey awake tonight: 1) She did it, which means no part of America's anti-drug effort is immune to the corrosive corruption which has crippled Latin America. Or, 2) she was set up, which would show that no part of the American effort is beyond the reach of the narcos and would suggest a shrewd effort to drive a wedge between civilian and military authorities in the U.S. To top it off, McCaffrey recently returned from Colombia with a request to spend $1 billion more to stop drug traffic in the region. A manhunt was under way. Police searched the grounds of the North Valley Jewish Community Center and the Granada Hills neighborhood, police Cmdr. Dave Kalish said. "He burst into the lobby of the community center and began firing 20 to 30 shots from a 9 mm Uzi. He then walked down a hallway, left the building and left campus," fire spokesman Steve Ruda said. He said the shooter, described as a white male, was in his teens. The motive for the shooting was unknown. Authorities said they had no idea if it was a hate crime. Twenty-two other little children were taken from the center to a nearby temple after the 10:50 a.m. shooting. Ruda described the children as "wide- eyed." The children were attending a summer camp at the center. Ruda said an 8-year-old boy was in very critical condition. The older woman, whose age was given as 55 or 65, also was in critical condition. Two other boys, ages 8 and 6, were in stable condition. A 16-year-old girl was in stable condition. Paramedics and police descended on the center in the initial confused moments after the gunfire. One woman was seen being treated on a sidewalk adjacent to the parking lot. A young boy was rushed out of a rear building on a stretcher and put aboard a fire helicopter. At the White House, Vice President Al Gore offered Los Angeles Mayor Richard Riordan federal assistance in capturing the gunman. He offered his thoughts and prayers to the victims and their families. Crew, and Gymboree have become the first retailers to settle claims against them in a class action lawsuit contesting sweatshop conditions in garment factories on the Mariana island of Saipan. This is the first time a group of US retailers have agreed to create a joint independent monitoring system of their contractors. The settlement also prohibits the use of "recruitment fees" in Saipan factories making apparel for US retailers. The suit was brought by UNITE, Global Exchange, Sweatshop Watch, and Asia Law Caucus. The settlement establishes a million dollar fund to finance the monitoring, provide partial damages to the workers, and create a public education campaign. The new standards include the payment of overtime, providing safe food and drinking water, and guaranteeing employees basic civil rights. An Amherst, Massachusetts-based non-profit firm, Verité, will monitor compliance with the standards outlined in the settlement, including establishing an "ombudsman" on Saipan. The settlement gives Verité far-reaching powers to oversee the conduct of contractors working for Nordstrom, Cutter Buck, J. Crew and Gymboree. This oversight will include surveillance, announced and unannounced visits to facilities, and investigations of worker complaints. This was not your typical defamation case as part of the argument of the officers were that they were narcotics agents investigating the same prosecutor who named them as having been implicated in the case. The charge was repeated in a film about the incident. The prosecutor is now in jail on racketeering charges. There have been about a half-dozen failed and flawed investigations of the deaths. The trial revealed little new information about the case. The outcome is tangential to the key question of how the boys ended up murdered -- run over by a train after being beaten and placed on the tracks by persons unknown. The best information suggests the boys stumbled upon a major operation for passing drugs, money and bullion to Arkansas underworld figures involved in the Iran-Contra drugs-for-weapons trade and that these figures were, in turn, closely tied to the Arkansas political machine. THE CULTURE OF IMPUNITY John Passacantando of Ozone Action reports that the two Reagan-appointed judges who ruled against the EPA on new air pollution standards --Stephen Williams and Douglas Ginsberg -- regularly go on free junkets sponsored by the corporate-backed Foundation for Research on Economics and the Environment. Ginsberg also sits on the group's board of directors. THE GOP has set a new record for the purchase of elections. It has established a Team $1 Million for 100 potential individual or corporate donors willing to give $1 million over a four-year election cycle. It shouldn't be too hard to do. (All Internet access in China is government-monopolized). While the text of such a bill is not yet publicly available, it's no leap in thinking to suppose it might apply to all unapproved drugs, not just hard core ones like cocaine. Thus, if passed in such a form, the bill would give the FDA total control over all drug-related web content. Want to talk about colloidal silver on the web? Too bad: you'll do jail time if Senators Hatch and Feinstein have their way. Want to link to a site that talks about colloidal silver? Say hello to Ben Dover in cell number nine. Want to discuss the all-natural herb, Stevia? You'll be a felon. One step further and the law prevents you from bad-mouthing those substances approved as "safe" by the FDA. Did your aunt go blind from drinking gallons of aspartame-laced diet soda? You might someday go to jail for sharing that on the 'net. It's "unapproved." YOUR FREEDOM UNDER ATTACK Let's face it: If such a bill were to pass, it would crush the freedoms inherent in the Internet -- the very same freedoms that allow sites like Y2K Newswire to exist. notice is that the operation( or at least parts of it ) began before even JFK
was elected. Also there are very many interesting facts and theories
presented. And for those with questions about Bunge corporation, it is
discussed also.

The Timing
If we are to believe The Rumor . . . the assassination was to be timed to
coincide exactly with the collapse of Allied. "Controlled" Lee Oswald, the
key man to front the actual shooting, had been chosen.
The two events now drew closer together.
Allied's erratic operation was becoming alarmingly noticeable. Its head-long
careening along the financial highway could go on only for a few more weeks
or months.
At this point, the decision was made to bring both sides of the parallel
factors together for the big collision.
Consider carefully the fantastic timing of two crucial phases of the
"collision course".
There was to come a point when all caution would be virtually abandoned for
Tino and Allied. An "anything goes" course to bring in big cash had to be
quickly followed. This point was reached when the date of the assassination
had been selected . . . and the assassin was placed in the location to do the
shooting!
It would seem that in the last part of September and early October, Dallas
was chosen. The Depository area was chosen . . . and Oswald therefore had to
be placed in that area. As soon as he was placed in that position, the New
York operation could throw its switch and Allied and Tino and the whole
commodities market could be placed square on a destruction coursebut not
until he was so placed!
On the morning of October 14th, a phone call from Dallas indicated to the
"controllers" that Lee Harvey Oswald was locating on a job at that moment and
would start that week at the Texas School Book Depository (Commission Exhibit
993). On the afternoon of that same day, Tino De Angelis threw all caution to
the winds and sent (in a completely suicidal business gesture) the first
forged American
Express Warehouse receipts for six million dollars worth of phantom oil to
Wall Street. In the next few weeks, he sent an additional 33 million dollars
worth of forged papers. It would seem as many were sent as could be absorbed
by Wall Street before the assassination took place!
If there is truth to The Rumor, intelligent planning would have precluded
throwing Allied's crash-for-money journey into high gear until the gunman was
definitely placed at the scene. Astonishingly enough, the facts bear out that
this is exactly what happened!
Bunge's position was now to change completely. Rather than support Allied
with its strength, it now seemed to prepare to weaken it for the big crash.
In early October, Tino requested an increase in loans from Bunge . . . and to
his astonishment Bunge refused!
Simultaneously with the placing of the forged American Express paper in Wall
Street (and directly upon the heels of Oswald's stepping into the Depository
job), De Angelis started check-kiting on an unbelievable scale. From this
point on Tino manipulated cashiers' checks for 17.5 million dollars. He was
using Manufacturers Hanover and warehouse receipts for oil.
On Friday, November 15th, the whole fantastic net was drawn in a bit closer.
According to Miller, "Shortly before 2:00 p.m., short selling started to
dominate the market. Rumors swept the trading floor that Bunge was behind the
selling . . . "
Again from the same account of that day, Miller quotes Sam Ingal of Allied,
as concluding that Bunge had "knocked the market apart".
As of the following Monday morning, De Angelis ("controlled" to wreck his own
firm and the market along with it) had to be used to slow down the ultimate
burst of the bubble. The parade through Dallas was at noon on Friday. Allied
could not collapse completely until after the market closed on Thursday
afternoon. What did The Group do?
Just about anything that would stall the inevitable.
On Monday, Tino wrote a personal check for over three hundred thousand
dollars to cover a sum due Williston a Beane, a brokerage house he was
heavily involved with. This would keep them quiet until about Thursday . . .
when it would bounce. After that . . . well . . .?
A forged order for Bunge's oil in Tino's tanks was issued and American
Express Warehouse unwittingly issued warehouse receipts for more than eleven
million dollars to a brokerage firm which gave them to two banks, Continental
Illinois and Chase Manhattan.

But we are haunted with the realization that the facts simply do not fit this concept. We are left with Mr. One a nervous, guilt-ridden man who fears the exposure of The Rumor. What supports this conjecture? Penn Jones, Jr., editor and publisher of the Texas newspaper, The Midlothian Mirror, has established in his excellent reports that at least thirteen persons who possessed possibly crucial information about the assassination have met with mysterious deaths. Penn Jones has probably done more than anyone outside of the official investigative agencies to turn up new facts about the case. In his reports, Mr. Jones makes it quite clear that someone (Mr. One) is still tidying up loose ends. One renowned member of the American press was aware of The Rumor and it troubled her. She was the late Dorothy Kilgallen, widely read gossip columnist and feature writer. The only reporter who had a private interview with Ruby, she must not be discounted simply because she dealt in the sensational. Dorothy numbered among her news sources, as this author has good reason to know, some of the most reliable authorities in high positions in the nation. She also had an army of press-agents and crackpots feeding her unfounded stories. If it so pleased her to fill a column with interesting readable fluff, she was not above doing exactly that. As the daughter of a famed veteran reporter, when the big story came along, Dorothy knew very well how to pinpoint the truth and cut away all superfluous nonsense. She was the woman dubbed by both Damon Runyon and Ernest Hemingway as "the best reporter of our time." The simple facts of the matter are these: Dorothy went to Dallas. She unearthed something so sensational that it would appear that she was thrown a healthy "bone" to keep her away from her typewriter for the moment. The "bone" was an accurate advance exclusive scoop of part of the testimony of the Warren Commission. It was an unprecedented favor granted to her; it was probably done to divert her from going in certain other directions in her investigation of the case. This, in the opinion of the author, was not done by the Government! In August of 1964, her exclusive bylined scoop made every reporter in America jealous. This, however, didn't really satisfy Dorothy. Underneath was a craving to print what she thought she had really uncovered. As a willful spirited loner in her field, it was inevitable that when the mood eventually struck her, she would "leak" some of what was evidently intended never to reach print. She did exactly that. In the middle of her column, after an innocuous item about Judy Garland, Dorothy switched into high-gear and wrote the following item. Her heading indicates she was absolutely sure her source was beyond question. It was There were indeed two rifles in play at the moment of the assassination. This would confirm the public testimony of the Governor of Texas and his wife whose observations, if accurate, would mean there had to be bullets from more than one source. It was never, according to The Rumor, ever intended to be any other way. However, before we get to the second killer, consider the choice of Lee Oswald! Mr. One had Lee Oswald "tested" very carefully to see if he would crumple when the crucial moment came or would calmly follow his control instructions. These tests came in two stages. The first test was designed to see if, under instructions, Lee would shoot at General Walker, a prominent public figure. He was given the instructions. Lee took his rifle. He met an aide of Mr. One's. They drove to Walker's house. Lee calmly aimed the rifle and as soon as the other man saw that he would and did pull the trigger, he deliberately knocked the rifle off-target and led Oswald away to the

FIRST, LAPD and other officials issue ONE description of the gunman--based on, one would IMAGINE, accounts from EYEWITNESSES--but THEN later issue a wildly DIFFERENT description of the SAME PERSON. So what I want to know is this. Why did police FIRST describe the gunman as "tall, young and wearing a black shirt," BUT LATER put out a completely contradictory description of someone who was "bald, about 40, wearing green clothing?" I mean, wait a minute. Did all the EYEWITNESSES suddenly say that the shooter looked completely different than they had first thought? Eh? What IS going on here? People saw this man coming in, and saw him shooting. How, by any believable means, could the "official" description of someone who shot FIVE people in front of dozens of witnesses CHANGE SO DRASTICALLY? Please. Let's get real. We granted review to determine how the statute of limitations applies to a case of delayed discovery attributable to alleged repressed memory of severe sexual abuse. Plaintiff claims that after many years she recalled the abuse but for a prolonged period was incapacitated to the point of being unable to assert her legal rights. We examine application of both the discovery rule and the tolling statute. We have jurisdiction pursuant to Ariz. Const. art. VI, § 5(3) and Ariz.R.Civ.App. 23. FACTS AND PROCEDURAL HISTORY Jane Doe (Plaintiff) alleges that her father sexually abused her during the years 1963 to 1970 when she was between the ages of eight and fifteen. Because of the trauma associated with the abuse, Plaintiff completely repressed all memory of the events. Plaintiff alleges that until 1989, she regarded her mother and father as ideal parents and considered them her best friends. Plaintiff had never seen a therapist or required psychiatric treatment, although she did suffer from eating disorders. As an adult, Plaintiff had only sparse and vague memories of her childhood, except for time spent with her paternal grandparents, with whom she was very close. Plaintiff's paternal grandmother died in late 1988 and her paternal grandfather died in March 1989. A few months later, while watching a television program that examined the issue of incest, Plaintiff experienced a flashback memory of her father sexually assaulting her. As a result, Plaintiff developed feelings of hysteria, even panic, and immediately sought counseling. In the first emergency therapy session, Plaintiff alluded to the flashback she experienced earlier that day. However, during the next six months of therapy (first weekly then twice per week), Plaintiff could not discuss any specific incidents

In acknowledging this development, the Israeli government was not attempting to undermine the peace talks, but to point out that Israel remains aware of Syria's military potential and will not abandon security for peace. Analysis: The Israeli newspaper Haaretz on August 10, quoting unnamed Israeli military officials, reported that Syria is developing a new class of surface-to-surface missiles. The new missiles are reportedly being developed with technical assistance from Iran and will have a range of more than 500 kilometers (310 miles). Fired from mobile launchers, of which Syria has 60, these missiles will be able to strike any point inside Israel and reach targets as far away as Ankara, Turkey. In 1983, the Syrians received a batch of SS-21 Scud-B missiles from the Soviet Union. These only have a range of 120 kilometers (75 miles) and are accurate to within 50 meters. This means that only Syrian Scuds placed close to the Golan cease-fire line dividing Syria from Israel could hit southern Israel where the Israelis are believed to have their strategic missiles deployed. This makes the Scud, Syria's main strategic deterrent, very vulnerable to Israeli air power. Rumors have persisted since 1989 that Damascus was attempting to import the M-9 short-range ballistic missile from China to alleviate this tactical problem. The M-9 is a very accurate, advanced, mobile, solid-fuel missile with a 500 kilometer (310 mile) range. However, after receiving a substantial amount of U.S. pressure, Beijing reportedly backed out of the deal. Iran however, is believed to have developed its new indigenous missile, the Shahab-3, with assistance from Pakistan, who, in turn, is believed to have copied the missile from China's M-9. One significant improvement offered by the Iranian missile is better guidance. Another is, of course, longer range. If the new Syrian missile under production is anything like these other "indigenously" developed missiles, then the strategic situation will shift dramatically. This would mean that Syrian Scuds could hit any part of Israel from a larger launching box and, more importantly, that the missiles could hit their targets more precisely. But despite the possible technical advancements, it is important to note that the development of this missile does not inherently raise the chance that the Israeli-Syria peace deal will fall through. Syrian President Hafez Assad is known to hedge his bets, always pursuing multiple and simultaneous tracks in his foreign policy. On one hand he is making peace with Israel. On the other he is equipping his nation to gain greater strategic flexibility. This is neither surprising, nor necessarily alarming to the Israelis. So why mention it? The reasons for reporting this story are three-fold. First, this is a simple acknowledgement that Israel is well aware of what is going on and is nobody's fool. Israel is not going into negotiations blindly, and when dealing with Syria, Israel will verify more than trust. This is a message to Damascus, but it is also a message to the Israeli public. Ironically, reporting the new Syrian missile capability is an attempt to undermine opposition to the peace process. In acknowledging the story first, the Barak administration can play down any possible political land mines that the Israeli opposition could lay on the road to peace. It does not mean that the issue will not come up during the process, but it does portray the administration as pragmatic and aware of the strategic environment in which it is negotiating. The report also serves to reinforce Turkish-Israeli relations. As mentioned before, the new missiles, if mounted on mobile launchers, have the capability to hit a large portion of Turkey, including Ankara. In reporting that Syria is developing a new missile, Israel is signaling to Turkey that it has not completely forgotten its military cooperation agreement with Turkey. Similarly, this message is

Dougherty © 1999 WorldNetDaily.com Representatives of all religious faiths from some 50 countries have held regular meetings since 1995 for the purpose of creating one global religion, according to a United Religions Initiative. According to the group's draft charter, the effort is "the result of a growing global conversation about the creation of the United Religions -- a daily forum for cooperation and peacemaking among religions and spiritual communities." During their four-year history, URI has sponsored numerous global events, six regional conferences and three global summits in San Francisco from 1996 to 1998. Citing "forces in our world today that are calling for and supporting the creation of a United Religions," the group is busy exploring a purpose, foundational values, principles, actions and organization structure URI may eventually adopt. However, critics of the initiative question the rationale for the adoption of such a globalized religion and question what "entity" -- taken from Christianity or another faith -- the religion will choose to sanctify. Based on URI's published statements, that entity appears to be focused more on earthly "spirits" than on God or Jesus Christ. For example, according to a published summary of URI's goals and projects, the group believes that "all living beings are both sacred and connected," and "recent human activities, which have taken place in aggressive opposition to nature, have resulted in an ecological crisis." The alleged crisis, URI said, includes "deforestation, the loss of wild lands, overpopulation, the loss of productive agricultural lands, degradation of the resources of the water planet, dependence on non-renewable energy sources, and extinction of species." The group, however, cites no specific studies or evidence to substantiate their claims. Christianity, on the other hand, teaches believers that Man has "dominion over the earth" and does not "share" it with animals. Christians also believe in one Supreme Being, not a series of "gods" that preside over specific earthly functions. Furthermore, among URI's "actionable ideas" are several statements indicating the group is largely concerned about issues involving primarily "children and women," which critics say is biased and exclusionary against men. And, they added, such inclinations do not measure up to normal religious standards of unity. For example, signatories to the URI document must agree to "... express our gravest concerns about the worldwide brutalities against children and women, including physical, mental, and sexual violence and rape as it occurs all over the world. We earnestly appeal that all religious, spiritual and ethical movements and individuals take all possible steps to end this violence against children and women." Bill Rankin, a spokesman for URI, told WorldNetDaily that as a Christian he understood how other Christians might misunderstand the focus of his group. However, he said, "that's not what we're about." "URI is interested in unity," he said, "and in finding the common ground that exists in all of the world's religions. We don't intend to make any one of them preeminent." Rankin denied URI was working to create a so-called "one world religion." In a published statement, URI said the group's members only seek "to bring people of different religions and spiritual traditions together in ways that respect and celebrate their uniqueness. The 'united' part of the URI is not a blending of religions but a unity of purpose: to work cooperatively for the good of all people."

Recent cyber-attacks on an Indian army Website and a pro-Albanian Kosovo site both bear the hallmarks of nationalist ideological campaigns, and in Belarus, hackers posted defamatory material on President Alyaksandr Lukashenka's own Web pages. Strangers in Paradise On 16 October, 1998, the Indian news agency PTI reported that "suspected Pakistani intelligence operatives" had "hijacked the Indian army's only Website, Kashmir A Paradise, which gives the Indian view on Kashmir. The Website's guestbook, where users can leave comments, was "full of anti-India superlatives and four-letter adjectives," PTI reported, describing the attack as "part of a cyberwar launched ahead of the Indo-Pakistani talks," which began in Islamabad that day. PTI quoted unnamed defence ministry officials as saying there was an urgent need to have an Internet policy to counter such attacks, but in August an Indian supreme court lawyer, Pawan Duggal, told PTI that India was "totally ill-equipped to tackle the onslaught of cyber crimes". The Kashmir A Paradise site was soon back to normal, but a week after the attack the homepage still warned: "Desperate hacker keeps on trying," "3 attempts in 3 days". Revenge of the Black Hand On 20 October, 1998, the Kosovo Information Centre (KIC), which supports the party of the ethnic Albanian leader, Dr Ibrahim Rugova, reported that "hackers claiming to be members of the Serbian terrorist organization Crna Ruka [Black Hand] hacked its Web page. The hackers posted a copy of the Serbian national symbol, and captions in Serbian and English: "Welcome to the Web page of the biggest liars and killers!", and "Brother Albanians, this coat of arms will be in your flag as long as you exist!" The KIC said visitors were "outraged by this hacking", the provider in New York was contacted to prevent further intrusions. The pages were restored, but the hackers soon returned with a vengeance. "This site is hacked by Serbian Hackers Team Crna Ruka. Long Live Great Serbia!!!", their new posting read. Earlier, the independent Belgrade-based news agency Beta reported that a Serb hacker had forced a Swiss Internet provider to withdraw an edition of the Kosovar Albanian newspaper Glas Kosova from the Internet, by posting anti-Kosovo Albanian messages on the newspaper's Website. The provider managed to contact the hacker in Poland, who said he was a Yugoslav student. But when he noticed he was being monitored, he damaged the hard disk of one of the Swiss provider's computers, Beta reported. New Challenge for Russian Spooks The Russia TV channel last year reported that there were "regular attempts by hackers to penetrate the state authorities' computer networks". The head of Russia's Federal Agency for Government Communications (FAPSI) warned that abuse of modern communications technology could "affect the psychology of nations". In neighbouring Belarus, the Website of President Alyaksandr Lukashenka has been repeatedly hacked into, the Russian daily Komsomolskaya Pravda reported. On one occasion, hackers opened a new Website with an image of Lukashenka "which starts turning, before your very eyes, first into Hitler, then into Stalin, then back into Lukashenka," the paper said in July. Race to stay ahead Governments are now urgently trying to stay ahead of the game as information technology becomes ever more sophisticated and widespread. In March, Israeli police arrested an 18-year-old believed to be the hacker who broke into the Pentagon's computer system. The police had received help from the US authorities, and several other suspected hackers were detained for breaking into other systems, including that used by the Israeli parliament. The first prosecutions were brought in Russia and China this year against computer hackers. In

Published in Washington, D.C. 5am -- August 11, 1999 www.washtimes.com Babbitt and Rubin 'fined' $625,000 for their 'misdeeds' By Jerry Seper THE WASHINGTON TIMES A judge ordered the government yesterday to pay $625,000 for the "disobedience" of Interior Secretary Bruce Babbitt and former Treasury Secretary Robert E. Rubin in withholding documents of a lawsuit involving the mismanagement of Indian trust funds. In a 47-page ruling, U.S. District Judge Royce C. Lamberth angrily accused Mr. Babbitt and Mr. Rubin and their government attorneys of disobeying his November 1996 order to turn over the records in a suit brought by the Native American Rights Fund, saying they "covered up their disobedience through semantics and strained, unilateral, self-serving interpretations of their own duties." Judge Lamberth said the $625,000 judgment was the "only fair result" given the manner in which Mr. Babbitt, Mr. Rubin and the lawyers conducted themselves in refusing to turn over the records. He said their "contumacious misdeeds" wasted the time of Native American Rights Fund attorneys trying to get information they were entitled to, and of the court, which he said was subjected to "needless hearings on document production." The judge said he was "aware of the unfortunate consequences" in that the money would be paid by taxpayers. "Ultimately these taxpayers will be forced to pay for the misconduct of their government's officials and their government's attorneys," he said. "This is a troublesome concept for the court. In this judge's view, the American taxpayers should not continue to be forced to bear the burden of these types of misdeeds. "Instead, as in the case in the private sector, these attorneys and officials themselves should bear individual responsibility for their actions," he said. But Judge Lamberth said he is forbidden to assess the judgment on an individual basis because the government's attorneys had removed themselves and the individual officials they represented from a show-cause order demanding production of the documents. He said that left only their client -- the government -- "in the path of liability." "Although the government must be held accountable for the actions of its officials and attorneys, the court has a growing sensitivity toward these burdens being passed along to the people whom the government serves," he said. "In the future, this court may be forced to ensure that government attorneys and officials are at least within the potential group of persons who may be held liable as a result of their own misdeeds." Interior spokesman Tim Ahern said the department viewed the decision as "reasonable," but did not elaborate. He had no comment on the judge's concerns that taxpayers would be forced to pay the bill. Mr. Rubin was not available for comment. Jim McCarthy, spokesman for the Indian fund, said the organization was "gratified" by the ruling. He said it sent a "strong message" to the Interior Department that its "long-held strategy of delay, denial and deception was no longer going to be tolerated by the judge or by American Indians." "The way the government has conducted this case should shock anyone with a basic familiarity with the law," Mr. McCarthy said. "It has literally taken the Indians years to hold these guys accountable. The government sought to delay the trial to exhaust our resources. There was no other legal purpose." Judge Lamberth issued the contempt citations in February after Mr. Babbitt and Mr. Rubin, along with Assistant Interior Secretary Kevin Gover, refused to produce trust-fund records, canceled checks and other documents demanded by the court. Mr. Babbitt and Mr. Rubin were named in the class-action suit filed by the Indian fund accusing Interior's Bureau of Indian Affairs of mismanagement. In his contempt order, Judge Lamberth said he found "clear and convincing evidence" that Mr. Babbitt, Mr. Rubin and Mr. Gover disobeyed his order, although he noted that Mr. Rubin's involvement came because he "totally delegated his responsibility to others and they have miserably failed to comply with this court's orders." "The court is deeply disappointed that any litigant would fail to obey orders for production of documents, and then conceal and cover up that disobedience with outright false statements that the court then relied upon," the judge said. "But when that litigant is the federal government, the misconduct is even more troubling. I have never seen more egregious misconduct by the federal government." Judge Lamberth had sought the records and other materials involving more than 300,000 individual accounts and 2,000 tribal accounts managed by the Interior and Treasury departments. The departments
