Court Upholds Colonial-Era Charge By LARRY NEUMEISTER .c The Associated Press NEW YORK (AP) - A life prison term for a radical Islamic cleric accused of plotting with a band of terrorists to blow up New York landmarks and kill Egypt's president is not too harsh, a federal appeals court ruled. ``To plan the waging of war against the United States is manifestly a grievous assault on the American people, meriting extremely serious punishment,'' the 2nd U.S. Circuit Court of Appeals said Monday in upholding the sentences for Sheik Omar Abdel-Rahman and nine of his followers. The sheik and a second defendant were sentenced to life in prison while the rest received sentences ranging from 30 years to 57 years. Although not the first ruling to uphold the constitutionality of a Civil War-era seditious conspiracy law, Monday's decision demonstrated how the law can be used to prosecute terrorists. The law makes it illegal to plan to wage war against the government. ``When one considers the huge scale of death and destruction contemplated by the defendants as part of their war against the United States, those sentences are neither plainly unreasonable ... nor unjust,'' the court said. Abdeen Jabara, a lawyer who has worked on the Egyptian cleric's case, said Monday it was too early to comment on the ruling. The appeals court also rejected a defense argument that the sheik was merely prosecuted for preaching or exercising his First Amendment rights. Abdel-Rahman was prosecuted because he sought to solicit or persuade others to commit violent crimes, the appeals court said. The court said the evidence against Abdel-Rahman showed he crossed the line beyond expression of unpopular ideas by telling one defendant to carry out an assassination and another that it was his duty to bomb the United Nations. ``It remains fundamental that while the state may not criminalize the expression of views, it may nonetheless outlaw encouragement, inducement or conspiracy to take violent action,'' the court said. The blind, 61-year-old cleric was sentenced in 1995 to life in prison without parole. Also sentenced to life was El Sayyid Nosair, who was convicted in connection with the 1990 assassination of Jewish Defense League founder Rabbi Meir Kahane. The trial focused on Kahane's death and on a 1993 plot to assassinate Egyptian President Hosni Mubarak and blow up the United Nations, FBI headquarters and two tunnels and a bridge connecting New Jersey to Manhattan. Marvin Smilon, a spokesman for U.S. Attorney Mary Jo White, called the appeals court ruling ``an important milestone in the continuing efforts by this office and the FBI's Joint Terrorist Task Force to apprehend and prosecute those who commit and plot to commit terrorist acts to the fullest extent that our laws allow.'' Questions Remain From Ex-Contra Base By FREDDY CUEVAS .c The Associated Press EL AGUACATE, Honduras (AP) - What remains of the El Aguacate military base is a weed-covered airstrip, six dilapidated buildings, memories of some friendly blond-haired men and wrenching questions about torture and killings. For five years the base, used by U.S. allies in their Cold War fight against communism, had been abandoned and seemingly forgotten by everyone but residents, who wanted the government to let them farm the land. Now authorities are questioning what went on at the U.S.-built base. Honduran officials have discovered graves on the site, and they said they believe political prisoners may have been tortured, killed and buried there. Forensics experts from Germany and the United States are due in September to examine bodies found at the site - one of several in Honduras being searched on the basis of witnesses' testimonies or records. If the accounts are confirmed, they may give rise to some uncomfortable questions: Who were the killers - Honduran soldiers fighting a dirty war against the country's leftists, or Contras from neighboring Nicaragua trying to topple their own country's leftist Sandinista government? And what did U.S. officials know about what was going on there? The United States built the 3,100-acre base in 1983, just 80 miles east of the Honduran capital of Tegucigalpa. It was used to train and supply Nicaragua's Contra rebels, 14,000 of whom were based in Honduras. The Contras left Honduras in 1990 after a peace agreement was signed and the Sandinistas were voted out of office. The Honduran Army took over one-third of the base, using the farm land to feed its troops. But they abandoned the base in 1994 when the agricultural project failed. Since then, the government said, drug traffickers have been using the airstrip. Human rights groups have said the base was used for interrogation and torture. Honduras' attorney general for human rights, Sandra Ponce, said last week that the base contained burial sites and cramped metal cells, which may have been used by the Honduran military to kill political prisoners. The government began searching the base after relatives of leftists who disappeared in the 1980s came forward and said that torture and killing had taken place at the base. The head of intelligence for the Honduran military, Col. Raul Escoto, denied that his country's troops were involved in torture at El Aguacate. ``That's false,'' he told The Associated Press. ``Here there were only Nicaraguans and U.S. officers that were training the Contras in war tactics ... no Honduran soldier or civilian was allowed to enter without permission.'' The extent of U.S. involvement at the base is also not clear; the Pentagon has declined to comment on the issue. The CIA during the mid-1980s helped train both the Contras and a Honduran military unit, Battalion 316, which was accused in the of kidnapping, torturing and killing Honduran leftists. Following a report by the Baltimore Sun in 1995 about CIA involvement with the unit, the CIA conducted an internal investigation that found its officials had underplayed abuses by the Honduran military in their reports to U.S. lawmakers. But the CIA inquiry found no evidence to support allegations that CIA officials had been present at torture sessions. Escoto said the Honduran military acted in accordance with U.S. wishes at the base because it feared losing economic aid. ``Honduras did what the United States wanted because it had no choice,'' he said. At least one resident remembers seeing foreigners at El Acuacate. Antonio Martinez, a 70-year-old peasant who lives in La Sosa, a nearby village, said ``the base was frequently visited by many men with blond hair and dark glasses that spoke English ... and were kind with the people.'' Ponce's office will look for answers when it begins digging at the site, possibly as early as this week. She said there may be more than 48 graves, some containing several bodies. Ponce wants to see if the El Aguacate base could help solve the disappearance of 184 people - mostly leftists - that have been attributed to the Honduran military. Among the missing is a Chicago-native priest-turned-guerrilla, James Francis Carney, who disappeared in 1982. So far, the identity of only one person at the site is known - Francisco Guzman Davila, a Contra shot down while dropping supplies to his comrades. ``That man was a Contra hero,'' Escoto said. ``The Contras took him to and buried him in El Acuacate after he died in a plane shot down in Nicaragua by the Sandinista army.'' Corrine Brown and a record of lies and deceit By the staff of Capitol Hill Blue Neighbors in the prosperous Del Rey residential area of Alexandria weren't surprised earlier this year when police cars showed up at the home of Democratic Congressman James Moran and his wife of 11 years. It wasn't the first time the cops had shown up. "There was always a lot of screaming going on there," said one neighbor. "They fought like cats and dogs." Mary Moran called the Alexandria police that June night and said her husband was attacking her. The police came, talked to both, and left. No charges were filed. The next day, Mary Moran filed for divorce, saying - among other things - that the five-term Congressman had abused her. Moran claimed the charges were "trumped up" and filed a counter suit for divorce the following month. But the incident is just the latest violent act by the bombastic Virginia congressman who has a history of bar brawls, physical assaults, threats, intimidation and even fistfights on the floor of the House of Representatives. And he has a history of getting away with it. Jay Armington remembers his first and only encounter with Moran, then mayor of Alexandria, in a bar near the Potomac River in 1988. "He and another guy went from arguing to shouting to fists in just a few minutes. One of my buddies pulled the other guy away and I grabbed the mayor," Armington recalls. Moran, he said, wheeled around and slammed him against the bar. "His cheeks were bulging and he was snorting like a bull," Armington said. "I realized I was looking into the eyes of a madman." Arne Wilkens tended bar in Alexandria, where Moran served as mayor of the city from 1985-1990. He says the Mayor often got into fights. "He was a bully and a thug," Wilkens said. "We'd call the cops, but they wouldn't do anything." Jonathan Schnapp, a former Alexandria resident, tried to file a criminal complaint with the Alexandria police after the Mayor threatened him following an argument outside a city council meeting. The cops just laughed. "They said they weren't going to risk their jobs by trying to arrest the Mayor," Schnapp said. Schnapp said he moved out of Alexandria because he felt both the Mayor and the police department were corrupt. Alexandria police refuse to discuss Moran's tenure as Mayor publicly, but several officers admitted privately that his behavior would have led to the arrest of "ordinary citizens." "The Mayor was clearly guilty of assault on more than one occasion," said one officer, who refused to be identified out of fear for his job. "But the word came down. The Mayor was off limits. Ordinary citizens go to jail. Not the Mayor." Winning a seat in Congress in 1990 didn't change Moran's violent ways. He got into more than one shoving match with other members of Congress, including Indiana Republican Dan Burton and California Republican Randy "Duke" Cunningham. Moran was an amateur boxer in his youth and told Washingtonian Magazine that had he not become a politician, he might have tried professional boxing because "I like to hit people." Supporters of the temperamental Congressman say he is just a "typical Irish rogue," charming one minute, belligerent the other. "Alexandria likes rogues," says one political supporter. "The city has a long, colorful history of flamboyant politicians. But political opponents say Moran is a "violent man, a time bomb who is always ticking and ready to go off." "He's always boiling," says Sam Asrets, a former Alexandria activist who opposed Moran on many issues during his term as mayor. "He knows he can get away with this because there's never any accountability," Asrets says. "He gets breaks that ordinary people don't get. Had he learned early on that there would be punishment for his behavior, he would have been a lot better off." Supporters say Moran deserves a break because his daughter, Dorothy, was diagnosed with brain and spinal cancer six years ago. The daughter, now 8, has gone into remission, but the Morans spent more than $15,000 on alternative care on top of $200,000 in insured treatment. However, Moran, who was also a stockbroker before becoming mayor of Alexandria, is nearly a million dollars in debt from failed investments and out-of-control spending patterns that go far beyond what the couple spent on their daughter. The financial problems have become a central part of the increasingly nasty divorce proceedings between Moran and his wife. When news of the note surfaced, the CIA first said they never commented on employment questions, but later relented said yes, a "George Bush" was mentioned in the note, but that it was "another" George Bush, not the man who took office in the White House in 1988. Haldeman, in his book "The Ends of Power", reveals that Nixon always used code words when talking about the 1963 murder of JFK. On that transcript we find Nixon discussing the role of George Bush's partner, Robert Mosbacher, as one of the Texas fundraisers for Nixon. VLADIMIR PUTIN, the man named by President Yeltsin as his preferred successor, made a grim appeal for more discipline yesterday as he was confirmed as Russia's new prime minister. His speech during the parliamentary debate on his approval was tough on law and order, but revealed little about the dour former KGB spy who is being promoted by the Kremlin as the next president. State Duma deputies voted by a margin of 233 to 84 to confirm him as prime minister - a post that would wield considerable power were it not for Mr Yeltsin's habit of sacking those who hold it. Mr Putin, Russia's fifth head of government in 17 months, said: "No tasks can be completed without introducing elementary discipline in the country." He also called for "calm and order" and inveighed against the shadow economy. He asked to be judged by results, saying that only his government's achievements would grant him "the moral right to lay claim to the post of president". Duma debates on new premiers used to be showdowns between the president and the communist-dominated parliament. But there have been so many recently that the ritual has become surreal and the opposition no longer puts up a fight. Mr Putin, 46, succeeds Sergei Stepashin, whom Mr Yeltsin sacked a week ago after only 82 days in office, without explaining what he had done wrong. The new premier, who has a reputation as a shrewd bureaucrat, is seen as a tougher defender of Kremlin interests in the run-up to parliamentary and presidential elections. I cynically thought: He has been a professor of finance for fifteen years. Why should he have anything to learn from an introductory textbook? Then a few minutes later he said: "But there is nothing new in it." Many people look at knowledge as a collection of objects, and the search for something "new" means discovery of a new thing, term, or product. But most of knowledge actually lies not in a mere cognizance of what things are, but rather in an understanding of the relationships or connections among them. Thats what economics is about. Thats what my book is about. I was not surprised that a finance chairman had learned so much from a book in which there was "nothing new." You may know what eurodollars are, or what options are, but understanding them is a different thing entirely. The first rule of teaching, the Tao Te Ching reminds us, is to create confusion in those who think they know. Out of this confusion can emerge understanding: a new way of seeing the relationships among familiar things. I myself learned very little of the information presented here in the classroom. Most of it I had to learn on my own: from other sources or my own observations. So when I wrote the book, I was writing it mostly to myself, to summarize what I was learning. To the extent I thought of it as a textbook, I tried to write the type of textbook I wished I had had in graduate school, but hadnt. Necessarily I wrote it simply to please myself, and while I hoped others would like it also, I had little assurance they would. For my writing a textbook aroused great hostility. Junior professors were not supposed to write textbooks. They were supposed to spend their time writing research papers on the trendy (and often absurd) theories of senior professors. Well, I chose not to follow that path. And I dont regret it. A number of those who advised me I was "doing the wrong thing" immediately adopted my book once it appeared. My few successes in life have all come from "doing the wrong thing." Does this book have any relevance for China? Perhaps. One might observe that the future development of China is heavily dependent on foreign investment. International business is increasingly important to the development of the local Chinese economy. An understanding of the financial markets and contracts prevalent in Europe, Japan, and the United States should be considered an essential prerequisite for any Chinese business manager. Of course the markets tolerate amateurs, but usually not in a way amateurs would like. Thats one reason to study this book. A second reason is intellectual. If China is to emerge from its economic isolation, it must understand what is happening in the rest of the world. And that includes understanding the often-baffling financial markets of the world. These require specific study. Simply reading the newspaper for many years will not do the trick. At the time of writing, Asia is very much in the worlds eye. Following on of the heels of the Asian financial crisis in the latter half of 1997, the burning question in Asia is whether there will be a devaluation of the renminbi. What should or will China do? Will the battered economies of South Korea, Indonesia, Thailand, and Hong Kong be allowed to sell their goods without significant competition from the Chinese mainland? Meanwhile, the Beijing government is debating the question whether it is time that banks be run like banks. The obvious answer, of course, is yes. But that doesnt mean the damage done by not running banks like banks can be easily undone. And that doesnt mean the speculation and build-up of debt in the coastal regions of China will casually disappear. This book gives a variety of tools for looking at these and similar issues. Its important not to let the veil of words--or the veil of business practice--get in the way. There was a famous finance professor of my acquaintance who hated derivative contracts. People who talked about, or studied, things like futures and options upset him so much that he would practically froth at the mouth. Meanwhile, his office neighbored another university department: the Insurance Department. This same professor thought insurance was a respectable subject, greatly worthy of academic study. What he did not understand--because he refused to look--was that most insurance contracts can be analyzed and understood in terms of option pricing theory. He died never knowing that "insurance" and "options" were essentially the same thing appearing in two different disguises, and thoroughly convinced that he loved one and hated the other. Let your machine sit for at least a couple of minutes beyond the rollover. Type "Time" and "Date" again. See what it displays. Re-boot the machine, again using the start-up disk directly to DOS. Re-type "Time" and "Date". Observe what it displays. If it reverts to "1980", your machine has problems. Next, do this test again, except turn OFF your machine. Leave it off for awhile and then turn it back on and re-enter DOS. See what the date and time displays. If it reflects the date and time properly to the year 2000, your machine is Y2K compliant at the _DOS_ level. Next, re-boot the machine and intercept it before it's gets to DOS. You want to enter the BIOS. Once in the BIOS setup, change the time and date to just a couple of minutes before midnight on Dec 31, 1999. WATCH the time and date for the rollover. If you see the rollover perform successfully to 2000, leave the new time and date in place, turn your machine OFF, leave it off for a few minutes and then turn it back on and re-enter BIOS. If, on re-entering BIOS, you see the new time and date are still there (ie, Jan. 01, 12:18am, 2000) THEN and ONLY THEN can you claim your machine is truly Y2K compliant at _both_ the DOS and BIOS level. If it doesn't rollover, your machine definately has a problem and NO amount of cosmetic trickery with the clock display of 4-digit dates in the Control Panel will fix it. There's no halfway measure to this people. Your machine is either compliant or it isn't. Flaming others won't fix it. DO the tests on your machine and see what happens. -Caveat Lector- ISSUE 1544 Tuesday 17 August 1999 X-Files version of history is backed by CIA report By Michael Smith THE CIA has released a secret history of its investigations into UFO sightings, revealing that there was more truth in the popular television series The X-Files than is often believed. The highly critical report describes often bitter debates between real-life X-Files investigators who believed that "the truth is out there" and their sceptical bosses. It records tales of bumbling undercover agents whose activities fuelled a widespread belief that the government was covering up what the agency described as "extra-terrestrial visitations by intelligent beings". The problem was eventually passed to the agency's physics and electronics division where in true X-Files style just one analyst investigated UFO phenomena. But the Fifties equivalent of Fox Mulder was constantly undermined by his boss, described by the CIA history as "a non-believer in UFOs", who tried but failed to declare the project "inactive". While the CIA investigations eventually concluded that all the sightings could be explained, the report concludes that "misguided" attempts to keep them secret led to widespread belief of a government cover-up. The report, written by Gerald K Haines, the official CIA historian, was commissioned by the then CIA director James Woolsey in 1993 in the wake of renewed claims of a CIA-led cover-up. It calls for the first time on documents that the agency hid from UFO enthusiasts who obtained thousands of more mundane files under the Freedom of Information Act. The report, completed in 1997, has been released at the request of the British academic journal Intelligence and National Security and is published in its summer issue this month. US intelligence began investigating UFO sightings in 1947 when a pilot claimed to have seen nine discs travelling at more than 1,000 mph in Washington state. The claim was backed up by additional sightings including reports from military and civilian pilots and air traffic controllers. The first investigation, Operation Saucer, was carried out by US air intelligence which initially feared that the objects might be Soviet bombers. But some officers became convinced that UFOs existed and in a top-secret report concluded many of the sightings were "interplanetary". Air force chiefs had the report rewritten to conclude that "although visits from outer space are deemed possible, they are believed to be very unlikely". The CIA initially dismissed the investigations as "midsummer madness". But an agency committee decided they could be used by Moscow either to create mass hysteria or to overload the air warning system, making it unable to distinguish between UFOs and Soviet bombers. In 1955, claims by two elderly sisters to have had contact with UFOs attracted widespread publicity. A CIA agent describing himself as an air force officer spoke to them and reported that he appeared to have stumbled upon a scene from Arsenic and Old Lace. Analysis of a "code" which the women believed aliens were using to make contact with them while they listened to their favourite radio programme was morse code from a US radio station. But when UFO enthusiasts heard of the "air force" officer's visit they became immediately suspicious that he was a member of the CIA trying to cover up the affair. One enthusiast pursued the CIA conspiracy theory and was visited by another CIA officer, who claimed to be in the air force and even wore an air force uniform. The ruse failed, making the conspiracy theorists even more suspicious. Surprise us, they say, with some teasing wink of light, some few cryptic clues to something unfamiliar and, better yet, an implied challenge to a cherished theory. In most cases, astronomers boast, we will have it figured out by dawn. Now astronomers have an unyielding mystery on their hands, something they have observed and pondered for three years, a point of light deep in the northern sky that appears to be like nothing seen before. This may turn out to be only a curiosity, an odd variation of a familiar phenomenon, or it may be the first evidence of some unsuspected object with reverberating theoretical implications. Detecting planets around other stars is the most celebrated recent discovery to challenge scientists, forcing them to rethink their theories about the formation and dynamics of planetary systems and take more seriously the possibility of life existing elsewhere in the universe. The mystery object has so far confounded astronomers because they cannot decipher the language of its light. Usually, by breaking down the spectrum of light into its component elements and charting the spikes and dips on a graph, astronomers can identify and describe an object within minutes. In this case, however, astronomers are finding nothing familiar about the light spectrum, a couple of Everests representing emissions from the object surrounded by lower peaks and broad valleys of heavy elements that blot out the true contours of the object's nature. They are beginning to sympathize with archeologists who sought to read Egyptian hieroglyphics without the Rosetta Stone. "I've never seen a spectrum anything like this, and I take spectra for a living," said Dr. S. George Djorgovski, an astronomer at the California Institute of Technology who is the leader of the sky survey that detected the mystery object. Whatever the astronomers are seeing, it is probably not a star, at least not any normal star. The light signature of stars is much simpler than this object's. Nor is it a distant galaxy, which would have much different light patterns. With little evidence and even less conviction, some astronomers speculate that the object is a quasar, one of the sources of tremendous energies at the farthest reaches of the universe where the enormous gravitational power of black holes presumably gobbles up surrounding matter. If it is a quasar, it must be a rare kind beyond current understanding. "It doesn't look like a quasar to my eye, but I may be wrong," said Dr. Wallace Sargent, a Caltech astronomer and quasar specialist, who is also director of Palomar Observatory in Southern California, where the discovery was made. So if it is not a normal star, galaxy or strange quasar, astronomers say, the most intriguing possibility is that the mystery object is announcing the existence of an entirely new cosmic phenomenon. "But we must do everything to rule out the known before we postulate that we have discovered something really and truly new," Djorgovski said. Mystification is likely to be a more common experience in astronomy as more powerful telescopes and instruments with improved sensitivity are used for systematic probes deeper into the universe and over broader stretches of sky. Several comprehensive sky surveys under way or just beginning are expected to discover many rare or even previously unknown types of astronomical objects and forces. Exploring the entire northern sky in different color filters, for example, the Digital Palomar Sky Survey, now nearing completion, has collected data on more than 50 million galaxies and about 2 billion stars. The census has identified more than 70 quasars at such great distances that they are being seen at a time when the universe was less than 10 percent of its present age. One surprising discovery was a starlike light several hundred times brighter than the galaxy with which it was associated. Astronomers are not sure, but they suspect they were seeing the aftereffects of a gamma-ray burst, the most powerful events in the universe today. First detected in the 1960s, gamma-ray bursts are examples of an astronomical mystery that is only now being solved. For the survey, astronomers devised computer programs to sift through processed photographs for starlike objects, then distinguish the stars from galaxies and isolate rare points of light that are not immediately recognizable. This was how the new mystery object showed up. Djorgovski and his team -- Dr. Stephen Odewahn, Dr. Robert Brunner and Roy Gal, a graduate student -- examined the object's light spectrum. Stromberg August 17, 1999 POLITICS AND THE AMERICAN LANGUAGE If the truth is the "first casualty of war," then the honest use of language must be "collateral damage." George Orwell rather famously dealt with some of the details in his essay, "Politics and the English Language" (1945). My topic is different insofar as I deal with the American language. That there is an "American language" is subject to argument, I suppose, but I note that my copy of Larry McMurty's world-famous Weg in die Wildnis (Lonesome Dove) states that it is translated "aus dem Amerikanischen" "from the American." The incomparable H. L. Mencken certainly thought there was an American language, or he wouldn't have written The American Language and its two full-scale supplements. Another bit of evidence: I was living in West London in the exciting months when the Soviet bloc's problems with rational economic calculation and political legitimacy were leading to a spectacular collapse. (Did anyone wake up Juergen Habermas, the left-liberal authority on "legitimation crises"?) I kept seeing editorials in the British press to the effect that we had better get in there and teach these foreigners decent English before the Americans show up! Clearly, they thought there was an American language. Now the American language, such as it is, has taken a few blows on the road to Empire ("greatness thrust upon" us, as one flag-waving historian memorably put it). Writing of English-English, Orwell made up an example of conscious political distortion of meaning. Thus: "While freely conceding that the Soviet regime exhibits certain features which the humanitarian may be inclined to deplore, we must, I think, agree that a certain curtailment of the right to political opposition is an unavoidable concomitant of transitional periods, and that the rigors which the Russian people have been called upon to undergo have been amply justified in the sphere of concrete achievement." In plain English, Orwell says, this would read, "I believe in killing off your opponents when you can get good results by doing so." This reminds me quite a lot of Mr Jamie O'Shea, the Goebbels or Vishinsky of the recent NATO "lie-ins" or press briefings during the non-war/non-peace in or over Yugoslavia. Hearing him reminded me of the Cockney scholar interviewed in Robert McNeill's television series, The Story of English. He said that Cockneys love to use grand-sounding words, as in "'E does all that wif IMPUNITY." Unfortunately, the ever-alert media informed us that Mr O'Shea speaks South London English, which ruined that theory; and just as well, as Americans are rather fond of Cockneys after all those sentimental movies. ("The miss-aisle rydes foll minely on Belgryde."1) Of course Orwell was parodying Stalinist writing, an art form which doesn't so much die as shift its shape over time, like that foreigner on Deep Space 9. Its analogues are everywhere. In Memoirs of a Revolutionist (1958), Dwight MacDonald highlighted the phenomenon with scary examples from The Nation and the New Republic (which was born evil and seldom gets above its raisin'). MacDonald characterized these journals' war-time, Popular Front, Stalinoid style as "totalitarian liberalism." A good showpiece is the New Republic editorial (May 7, 1945) which explained that forced labor imposed, by say, the Soviet state is not "slavery," since real slavery could only exist in the wicked private sector. Conservative historian John Lukacs remarked years ago on the bureaucratization of American English, which he attributed to Central European influences and the rise of Pentagonese. (The Capitol Steps' song, "Maxwell's Silver Grammar," makes the point.) The last two wars for the American Empire, the Gulf War and the late business over Kosovo ("eight miles high, and when you drop bombs, you'll find that it's safer than Nam"), have given us all sorts of clever new expressions. Among these are such gems as "collateral damage," "human shields," "humanitarian disaster," "mistakes," "willing executioners,"and "sanctions." This kind of "discourse" (as the trendies like to say) leans on passive and impersonal constructions in which things "are done," but apparently not by actual human beings who might bear responsibility. Things just kinda "happen" to people at the hands of somebody-or-other. I suggest saving the time of the general public, parliaments, trade unions, special interests, oppressed minorities, and world-saving bomber pilots by means of an American Imperial/NATO Cliche and Rationale Maker (it slices, it dices, it never tells the truth). That was fully 36 years ago, and despite government efforts to reform the funeral business many of the old problems remain and new ones have emerged. So loud was the public cry for reform after publication of Mitford's scathing indictment of the industry that the Federal Trade Commission launched its first effort at regulation. And so resistant was the industry that the debate over regulation lasted nearly two decades. Today, 15 years after passage of the first federal Funeral Rule, planning a funeral can be just as difficult, just as costly, just as confusing as ever. Funeral directors now charge a fee of about $1,000 -- over and above other specific costs -- just to take your business. Federal regulations require funeral directors to give families an itemized price list. But some don't. When they're caught, they're fined. But the industry struck a deal with the government so the names of violators don't become public. The federal regulations were never meant to contain prices. The average cost of a funeral rose 26 percent in the last five years -- more than 10 times the rate of inflation. At $4,000 to $8,000 (the average funeral now costs $5,500), the funeral is still among a family's most expensive purchases. The reforms did not cover cemeteries. Many cemeteries now charge as much or more to dig a grave as to buy the plot. The U.S. Senate Special Committee on Aging has ordered an investigation of the death-care industry, specifically looking at allegations of deceptive and high-pressure sales tactics by industry providers. Laurie Ekstrand, an official with the General Accounting Office, which is conducting the congressional investigation, said her office was stunned by the absence of consumer protection and the complexity of funeral planning. "It was a real eye-opener," Ekstrand said. "We had no idea about all this." Hank Leszczynski battled his adrenal cancer for three years, enduring chemotherapy, radiation and experimental drugs. In all that time, he could not bear to believe he would die. How could his two small sons be left with no memory of his face, his touch, or the sound of his voice at storytime? And in the final days of his life in 1995, when hope of a cure was gone and the focus was on making him comfortable, Hank's mind was consumed with weightier thoughts than the funeral. In some hospice cases, families are able to plan funerals together. But that was not the situation for Hank and his wife of seven years, Karen. When Hank died on April 5, 1995, at age 42, he left Karen with two sons, ages 2 and 3, a small insurance policy, and no funeral instructions. Karen didn't even know which funeral home to call. There is no shortage of funeral homes; this region has 600. Most people use one that buried other relatives or happens to be close by. Karen called the funeral home nearest her house in Andalusia, Bucks County: Fluehr Funeral Home. Richard J. Fluehr Sr., owner of the family firm, outlined her options. (He declined to be interviewed for this article.) "He was nice," Karen said. "Not at all pushy." Still, she was overwhelmed by the number of decisions that had to be made -- and money was a concern. She was shown a price list for things she didn't know whether she needed or wanted: embalming, limousines, flowers, prayer cards, burial clothing and something called an "outer burial container." What Karen remembers most from those difficult days are the words of a hospice social worker. "She told me right away: 'Don't let the price of the coffin measure how much you loved your husband.' " "And that was good advice," Karen said, "because I didn't know what to expect." Generations before ours had more first-hand experience with death. Children died in infancy more frequently, and more siblings were lost to disease. People often died in their beds and were laid out in the parlor. There was a procession through town to the cemetery. Bells tolled -- once for a man, twice for a woman. A funeral wreath on the door told everyone a death had occurred. The family wore mourning clothes, and when you saw someone dressed in black, it was appropriate to stop, ask who had died, and offer condolences. But as the viewing moved from the family parlor to the funeral parlor and medicine extended life, the lessons of the past became lost.

(Reuters) - Blood banks in the United States and Canada were ordered Tuesday to stop collecting donations from people who lived in or frequently visited Britain during the mad cow disease outbreak. The U.S. Food and Drug Administration said it was taking the step to prevent donors who ate tainted British beef from possibly passing along the human version of mad cow, a fatal degenerative brain disorder, through blood transfusions. Canada's health department Tuesday ordered Canadian Blood Services, which collects and delivers blood everywhere in Canada except Quebec, to implement a similar ban on Sept. 30. Hema-Quebec, Canada's other blood agency, plans to bar blood from people who spent only a month in Britain. The Quebec agency said it can afford a more stringent standard because fewer of its donors visit Britain. The FDA, the agency charged with ensuring blood safety, called the move "a precautionary measure." No case of mad cow disease or its human equivalent has ever been documented in the United States, and scientists do not even know if the disease can be transmitted through blood. "No evidence exists that the disease has been transmitted by blood transfusion, but current studies cannot exclude this possibility," the FDA said. Dr. Harvey Schipper, a Canadian Blood Services board member, said at a news conference Tuesday, "We don't feel we can wait until all the evidence is in and make a very clear simple statement, because by then who knows what might have happened." U.S. blood banks said they would adopt the policy but were worried about the impact on the nation's blood supply, which is projected to fall short of demand in 2000 unless recent trends change. The FDA ordered U.S. blood banks to turn away potential donors who spent six months or more in Great Britain between 1980 and 1996. About 8 million people donate blood in the United States each year. The new limits are expected to decrease blood donations by 2.2 percent, or close to 300,000 donations, blood bank officials said. "The donors we are losing from this recommendation will be hard to replace," said Jim MacPherson, executive director of America's Blood Centers, which collects about half the blood in the United States. Officials in Canada said it will lose 3 percent, or at least 20,000 bags, of its donated blood a year. MacPherson said his group's blood centers will adopt the new policy immediately, but he called for a federal campaign to recruit new volunteers to replace the lost donors. The American Red Cross, which collects the other half of the nation's blood, said it will implement the policy as soon as possible. But Dr. Richard Davey, chief medical officer, said the Red Cross also was concerned the new policy, while protecting patients from a theoretical risk, could expose them to a real risk from a blood shortage. "We're working hard to recruit new blood donors ... and this ban will make our job harder," Davey said. "We are concerned of course about safety, but our view is not having enough blood is also unsafe." Mad cow disease, or bovine spongiform encephalopathy, peaked in Britain in 1992, and officials there have taken steps to make the blood supply safer. The disease's human equivalent is called new variant Creutzfeldt-Jakob Disease (nvCJD). Scientists are still studying whether nvCJD can be passed through blood. The Red Cross said it would urge the FDA to review new research to determine whether it could lift the donation ban in the future. In June an outside panel of experts was divided on whether the FDA should restrict donations without more convincing data of the risk. But a majority voted in favor of limiting at least some recent visitors to Britain. The FDA order applies to donors who visited England, Scotland, Wales, Northern Ireland, the Isle of Man or the Channel Islands. The FDA also ordered blood banks to reject donors who received bovine insulin or other injectable products made from British cattle and that are not licensed for sale in the United States. The department's Bureau of Justice Statistics said in its semiannual report that the prison and jail population at Dec. 31, 1998, rose 4.6 percent, or 80,400 inmates, from 1.74 million inmates in 1997. "The population has been growing steadily," said Allen Beck of the statistics bureau. "I don't think there's been a decline in more than 25 years," Beck said, referring to 1972 when there was a slight decline in the nation's prison population. Beck also said there is a real decline in serious crime nationally. Jails are different from prisons because they are locally operated and typically hold persons awaiting trial and those with sentences of one year or less. In 1997, for which the most recent ethnic breakdown is available, the federal and state prison population was 49 percent black, 48 percent white, 2 percent American Indian or Alaska Native and 1 percent Asian or Pacific Islander. The female prison population grew by 6.5 percent over the previous year, compared with the 4.7 percent increase in the number of men behind bars. There were 14 times more men than women in prison in 1998. The report said state prisons were operating at a 13 to 22 percent over-capacity, while federal prisons were 27 percent over capacity. What I mean to suggest, wholly as a theory, that there is a third-party in this thing. Which may be as of yet undefined. And which may be exacting change from one person to the next. Without control of this third force, or acknowledgement of it, on the surface, things appear to be happening as a hate crimes. Although this example doesn't exactly fit my whole concept, imagine that one person is being mind controlled by a govt or outside entity of some sort. And that person perceives non-lethal weapons are being used on them by the neighbor. The victim, unable to prove the weaponry use, lashes out screaming at the neighbor. The victim is being used in psycho-ops mental torture assaults. The victim's behavior against whomever he perceives as an enemy has a third-party in it. And without that known the whole thing can be looked at simplistically as simply a hate crime. There is at least one, possibly two or three, layers of info I am believing more and more, exist in all these events. IF we could stop the mind control assaults on people, we truely might not have any crime. We might not have any hatred. We might not have misunderstandings as to who is doing what to whom. The real question may be far greater to answer here -- that is who is doing the mind control stuff -- and what are their ultimate goals with humanity or societies -- what are their needs? I am buying into the notion more and more that we really do have an outside, unusual entity or force, "handling" all of humanity. Getting this thing in public is awfully important. And I also am believing more that what this is is better known these days than people want to say publicly, is my current take. The solving of these problems is probably not going to happen the usual ways, is my guess. And people are joining cults for protection more and more. It appears to be costing them more and more too. Harvey The Harvard Mental Health Letter, Vol. 9, No. 10, April, 1993 ...a debate has arisen about the proper balance between victims' rights and due process of law. Under the high standard of evidence required by due process, the credibility of testimony based on delayed recall has been challenged. Academic researchers who study normal memory in volunteer subjects have been asked to generalize from laboratory findings to the clinical realm of psychological trauma. They have questioned the veracity of delayed memories of childhood sexual abuse and speculated on the possibility that these memories might be fictions inculcated by naive or manipulative psychotherapists. The notion that therapists can implant scenarios of horror in the minds of their patients is easily accepted because it appeals to common prejudices. It resonates with popular fears of manipulation by therapists and popular stereotypes of women as irrational, suggestible, or vengeful. It appeals to the common wish to deny or minimize the reality of sexual violence. In actuality, false claims of childhood sexual abuse are demonstrably rare, and false memories of childhood trauma are no doubt equally so. The evidence comes from epidemiological research, investigations of sexual abuse reports, and studies on the nature of traumatic memory. Several independent large-scale studies have documented the nature and prevalence of sexual assault in the United States. In these studies trained interviewers have obtained detailed information from large community samples of adult women, revealing that rape, incest, and childhood sexual abuse -- defined in accordance with prevailing law -- are common experiences. The best study, by the sociologist Diana Russell, indicates that one girl in three is sexually abused by age 18, one in four before age 14. Most abusers are known and trusted people in a position of authority over the child. Many are family members. This abuse is vastly underreported, because offenders usually succeed in silencing their victims. Probably less than 10% of child sexual abuse cases come to the attention of protective agencies or police. The consensus of researchers is that false complaints by children are rare, in the range of 2-8% of reported cases. False retractions of true complaints are far more common, especially when the victim is insufficiently protected after disclosure and therefore succumbs to intimidation by the perpetrator or other family members who feel that they must preserve secrecy. Since most child victims are silenced, disclosures of sexual abuse usually come from adults who report what they remember having undergone earlier. Their stories usually resemble those of child victims who speak out. We know of only one study directly addressing the question of whether these adult memories can be verified. Working with 53 female patients in group therapy, most of whom reported delayed recall after a period of partial or complete amnesia, Judith Herman and Emily Schatzow found that the majority (39, or 74%) were able to obtain independent corroborating evidence for the abuse. In some cases their stories were confirmed by other family members or other victims of the same perpetrator. Some found physical evidence such as pornographic photographs or diaries. In several cases the perpetrators unapologetically admitted their actions, and a few even tried to renew the sexual contact. Five women (9%) found evidence that was strongly suggestive but not conclusive. Six (11%) did not try to confirm their memories. Only three (6%) could not find any supporting evidence. Although more research is needed, these results suggest that delayed recall of sexual abuse is as verifiable as any other form of disclosure. Traumatic memory is a new field of investigation in which there are many unanswered questions. Clinical experience shows that these memories are formed in an altered state of consciousness induced by terror. The focus of attention is greatly narrowed, the surrounding context falls away, and certain details of imagery and sensation are deeply engraved. Such memories seem to be extremely accurate in some respects; for example, an adult may give a detailed description of the wallpaper in a room in which she was raped, even though she has not seen the room since the age of five. In other respects, such as time sequence, traumatic memories may be fragmentary and vague. But these flaws should not be taken to imply that the remembered events did not occur. As Elizabeth Loflus' own research has shown, even eyewitness accounts of known events often contain many inaccuracies. Partial or even complete amnesia for childhood trauma is well documented. The human requirement for synthetic fertilizers and explosives is an instance of irony in the application of science, since the major use of synthetic fertilizers is in the production of crops to feed people, and the major use of explosives is in the production of weapons to kill people. Nitrogen compounds are essential to fertilizers and explosives, but in the early 20th century the best large-scale source of such compounds was in the nitrate deposits of Chile [*Note #1], which at that time was quite remote from Europe. Another possible source of nitrogen compounds, only theoretical at the time, was Earth's atmosphere, since the atmosphere is mostly nitrogen gas and therefore constitutes an inexhaustible supply. If atmospheric nitrogen could be converted to ammonia, the ammonia could be used in the synthesis of various nitrogen compounds, including fertilizers and explosives. Fritz Haber (1868-1934) and Carl Bosch (1874-1940) are credited with the discovery of the Haber-Bosch process for the synthesis of ammonia from its elements, a discovery that literally altered the course of 20th century history. The basis of the process is the combining of nitrogen and hydrogen at high pressure over a catalyst. Interview by Marcus Warren in Moscow SHE is sitting beside an armchair that belonged to Guy Burgess, opposite an engraving presumed to be a gift from Anthony Blunt, and next to a huge radio on which her husband listened to the BBC World Service. This is the Moscow flat in which, if Kim Philby's widow is to be believed, she and her husband lived in matrimonial bliss that lasted until his death 11 years ago. As Rufina tells it, her marriage to the spy who betrayed a generation of British intelligence officers to his Soviet controllers was not just preternaturally happy; in its own quiet way, theirs was one of the great love stories of recent times. He called her his "tempestuous redhead". Surrounded by mementoes of her late husband, at 66 she is still a handsome woman, whose red hair is complemented by a large pair of pink-rimmed specs. Picture The spy who loved me: Rufina Philby insists her husband was not a traitor "After Kim, I couldn't live with anyone else," she says. "After his death I tried to remember anything he had done wrong so that I could feel bitter. But there was nothing. He really was perfect, quite the perfect husband." Even so, she recalls him complaining towards the end of his life: "No one ever gave me anything. They only took." There seems to be more than a hint in this of resentment at being manipulated or unrewarded by the system he embraced with such fervour as a young undergraduate at Cambridge. You have to remember those times. Also, he never broke the rules of his profession." Like the more sophisticated of his KGB colleagues, she argues that her husband was not a traitor: his decision to serve communism pre-dated his joining the SIS. Want to discuss the all-natural herb, Stevia? You'll be a felon. One step further and the law prevents you from bad-mouthing those substances approved as "safe" by the FDA. -Caveat Lector- What is going to happen to America if Bush becomes president? Since Al Gore, for the most part, has completely distanced himself from the core constituency of the Democratic party, and it looks like he has little chance of changing his act, which consists of more of "the same old-same old," I think it's very possible that we might have a Republican president and a Republican-dominated Congress. Once being handed that kind of power, it will only be natural for the most extreme elements in the Republican Party "to finish the agenda." First off, the religious right will start pressuring President Shrub for a number of Christian measures to be adopted. Not wanting to be left out of the party, the corporate neo-liberal crowd will demand more "market freedom," so we can expect an escalation of mergers, plant closings and the few manufacturing firms that still remain here will probably head offshore. (result? higher standard of living for those who have, lower standard of living for the have-nots.) Next, in order to give new life to the military-industrial firms, a few more brushfire wars will have to be generated in order to justify an arms buildup. So, an escalation of global violence is inevitable. Finally, we can expect rollbacks in education, because, after all, according to New Century logic, why do wage slaves need education in the first place? Education for what? Many "conservatives" are already looking forward to the day when they can eliminate public education altogether. Left stranded working for subsistence wages, trapped in urban centers, the fate of millions of Americans in Bush's New Century will not be a particularly bright one. When the American people finally wake up and learn that they've been conned, of course, it will be too late. Because once the fascist right has had their taste of absolute power, they're not going to want to give it up. I don't think the Bush presidency is going to be a particularly "moderate" one. In fact, I believe that the right wing will finally be given what it wants: a Republican president in partnership with a Republican-controlled Congress. They've spent at least twenty-five to thirty years stewing in their animosity and hate. For a brief period before the Oklahoma City bombing, the drumbeat of hatred and bigotry was almost deafening if you had the misfortune of tuning into talk radio during that period. But with a Bush presidency, they will want victory: the final and complete eradication of all traces of "liberalism" in the country. So, we can say goodbye to the few civil liberties we possess. At last, they'll be able "to clean house." Dubya will be consigned to rubber stamping each idiot measure that comes off of the hill. He will have no choice. Of course, the extreme right has a problem. Not everyone in America is a member of the flying monkey right. There are all those OTHERS who will have to be dealt with. And once they start their plans for "mobilization," we can expect the return of the draft, the creation of motivational "camps" not only for not only the nation's urban youth, but the camps will be the destination of many adults as well. Of course there will be violent opposition--but the right wing isn't particularly worried. Now, I know that some of you might argue my prediction is too chiliastic...after all, Americans have always liked fascism with a friendly face. Orwell's boot eternally stamping down on a human face won't play in America. But I think we have a new crowd eager to play with the controls. The Bush presidency will be just the ticket for the extreme right to enter those final stages of complete psychosis. It wasn't too many years ago that Oliver North was calling for the implementation of "martial law" in Reagan America. Now, interestingly, on the opposite end of the political spectrum, the extreme left sees the coming of a Bush presidency as a blessing. As the last few economic safety nets are quietly removed by the wrecking crew, and as the misery index escalates, many leftists know that a revolutionary potential will be created. They see it as a window of opportunity. Social distress generates militancy. All it takes is a spark. They see the millions of people who now make up the nation's underclass, a group of people who have been PERMANENTLY consigned to servile status by the ruling elite, as potential revolutionaries. Out of the coming unrest, they envision a new political dynamic emerging. But our corporate masters seem to be sublimely untroubled by how the masses of people are going to respond to the nation's final slide into a police state. Why this is so, I can only attribute to the fact that they no longer are interested in the idea of political legitimacy. They already possess the technological means to control us and they're not particularly worried. Of course, hopefully, my chiliastic predictions might not come to pass. I hope not, but I'm not particularly optimistic.

-Caveat Lector- Hi Jabr, Those particular points were not brought up. They're certainly intriguing ones. I posted that it was obvious J. Kennedy's death was an assassination. My particular interpretation was that the elite decided to eliminate him now rather than wait for him to get into office and become a threat later. Whatever might have been his possible shortcomings, he was the ideal candidate for the Democratic party to run for the presidency at some future date. With his charm, good looks and charisma, he would have been easily elected. A John John presidency would have been compared to the presidency of his father; therefore, he would have been obviously tempted to do something for the millions of working people in the country--something that might upset the ruling plutocrats...so a decision was made to eliminate him now rather than later. Of course, there are other dynamics to the possible scenario: a Kennedy family feud with other members of the elite--a revenge dynamic that resembles the plot of Mario Puzo's Godfather trilogy generational violence between our ruling factions. Some of the CTRL contributors don't seem to appreciate the degree of hatred that the Kennedy family has aroused in some of the right wingers.. When JFK was alive, he was repeatedly warned not to go to Texas. But I think his death will be avenged. I would only add that there were many many posts sent to CTRL from a variety of different sources that pointed out all of the peculiar aspects of "the accident." My stepmother once worked for Rose Hills...She would listen to the salesmen discuss their trade in private. She described it as a cynical racket...equivalent to a shakedown or mugging. They hit on family members when they were at their most vulnerable.. Who doesn't want their loved one to have the very best in terms of funeral arrangements? The opportunities for padding out the bill are infinite. And you mentioned the ghoulish issue of mortuary workers abusing the bodies of the dead. Petherick A federal prison in Texas fitting is government vehicles for a possible UN police force to occupy the United States, according to the Internet rumor mill. The SPOTLIGHT contacted prison officials at the purported location and found out the story was bogus. Early August, a rumor was circulating over the Internet that a prison in Bastrop, Tex., was storing "nearly a thousand white buses and sport utility vehicles" fitted with shackles and cages on its grounds. Assumptions ran wild that the vehicles were to be used by a UN police force to incarcerate American citizens. A web site at www.alltexas.net/news/ stated the following: Rumors have been floating in the area for months about a fleet of suspicious vehicles being outfitted with prisoner cages, shackles and insignia such as 'U.S. Police Force' and the UN roundel. None of the vehicles observed in the storage area appeared to have any markings at all other than window stickers with equipment data. Soon others from opposite parts of the country posted pictures on the web, with descriptions such as: "One of many images sent to us showing many school buses being painted from the normal yellow color, to a white color and the words 'UN' in black painted on the sides of them." The photograph was said to have been taken at a Chevy/Oldsmobile car dealership in Lafayette, Ga. The purported "UN" painted on the side of the bus, appeared as though someone had scrambled into the car lot and hastily spray painted "UN" in black on the lower-right-hand side of the first bus in a row of five. THE "OFFICIAL" STORY The SPOTLIGHT spoke with Public Information Officer Timothy Stewart at the Federal Corrections Institute in Bastrop, Tex., who clarified the rumors regarding his prison. "We made up a press release, because we received so many calls about the vehicles," Stewart told The SPOTLIGHT. "Federal Prison Industries has obtained a contract with INS to retro-fit their vehicles with aftermarket items," an official release from the prison says. "Future plans call for remanufacturing of INS and Border Patrol buses and other INS vehicles." Three hundred inmates would be employed to perform the work at the UNICOR factory, a government corporation. Stewart said the vehicles were being held for Border Patrol agents, who would use them along the U.S.-Mexican border to apprehend illegals attempting to cross into the United States. I am not one of these idealists." It was "practical" churchmen like this Bishop who fostered the establishment of the Church party, the Christian Democratic Union. When I was in Darmstadt in September, 1945, all the priests and ministers of the city were discussing the advisability of 'organizing a "Christian" party. Landesbischoff Mueller of the Evangelical Church told me that he had just tentatively rejected the suggestion of the Catholic Bishop of Mainz that the two Churches collaborate in the formation of such a party. What most definitely characterized the "Christian" party about which all these clergymen were talking was its completely negative program: opposition to the Communists. Perhaps the most important and certainly the most interesting figure in Darmstadt political life that September was the mysterious Maria Sevenich. Several of the religious leaders and the MG were very suspicious of this woman, who was attempting to organize her own movement for German reconstruction. Fraeulein Sevenich had a dubious political history. Before Hitler, she had been by turns a member of the Social Democratic Party, a member of the German Nationalist Party the party of the Junkers, the officers, the industrialists, the monarchists, and the most nationalistic of the Germans a Communist student leader at the University of Frankfurt and, finally, a supporter of the Socialist Workers Party, a leftist splinter group. She had been expelled officially by the first three parties and possibly by the fourth. . Although Fraeulein Sevenich had fled Germany in 1938 and had been captured by the Nazis in France in 1942 and imprisoned, rumor had it that she was actually a Gestapo agent responsible for the arrest of numerous genuine anti-Nazis. Since her return to Darmstadt in the spring of 1945, Maria Sevenich had been engaged in political activity as a "Christian." (She herself had been baptized a Catholic, had since forgotten her religion, had taken to attacking it, and now was making use of it again.) Like many of the other "Christian" politicians back in September, 1945, Fraeulein Sevenich was still confused about what kind of party the Church party should be. Some of the party leaders thought of the Christian party as a middle-class organization and called it a bourgeois party. Others, like Adolf Leweke, head of the Frankfurt railway workers union, considered all the pre-1933 parties discredited and wanted the "Christian" party to be a new, broad progressive party. In any case, there were only a few hundred professional politicians and clergymen concerned with the problem. The conservatives, in general, the chief backers of this party, had either been supporters of Hitler or well-paid collaborators with the Nazis. In 1942 Thomas Dewey was the governor of New York. In an earlier role as district attorney he'd won fame battling organized crime. He'd put his most infamous victim, top mafioso Lucky Luciano, away in 1936 for "white slavery." However, Syndicate superstrategist Meyer Lansky had vowed to get his partner out of jail; and Dewey did an about-face when he found himself dependent on the Mob as election time approached. Naval intelligence badly needed the assistance of Luciano, who held sway over New York's longshoremen. One word from the capo and they would rid the harbor of Axis powers' agents and saboteurs who threatened the war effort. The navy approached Dewey, who in turn arranged a meeting with Lansky and Moses Polakoff, Luciano's lawyer. They agreed that since only Lansky could prevail upon Luciano, he would visit his boss in prison. When Lansky proposed a deal guaranteeing him his freedom at war's end, Luciano agreed to cooperate.[1] Thus began Operation Underworld. Luciano ordered his men to obey Lansky, who became the liaison with naval intelligence. Moreover, Luciano's contacts ensured the Allies a soft landing for their invasion of Sicily. In early 1946 Luciano saw his reward. Dewey pardoned and deported him along with some of his lieutenants, but not before he met with agents of the CIA's forerunner, the Office of Strategic Services (OSS). When Luciano's ship embarked for Italy, the U.S. appeared to be taking leave of an honored guest. Besides Lansky, Frank Costello, and other Mafia dons, a host of politicians bade him farewell, as longshoremen kept reporters at bay. Social unrest was then sweeping Europe, particularly France and Italy, where Communists, respected for their anti-Fascist resistance during the war, were fast gaining ground. The renowned Wild Bill Donovan, wartime head of the OSS, conceived the idea of using the Mob to battle the "Reds." Though enormously successful, the strategy also resulted, albeit inadvertently, in Mafia inroads in intelligence and politics, both in Europe and the United States. In 1947 the Central Intelligence Agency (CIA) was established, just at the peak of France's political crisis. The center of unrest was Marseilles, where U.S. intelligence agents were already on the job. Jay Lovestone and Irving -Brown, under cover of the International Ladies Garment Workers Union (ILGWU), had infiltrated French trade unions and were handing out money left and right.[2] In November 1947, the CIA's first director, Admiral Hillenkoetter, sent a team of experienced anti-Communist agents to Paris and Marseilles. It consisted of three OSS veterans and three "representatives" of the American Federation of Labor (AFL). They were told to "do something, anything."[3] Pitched battles disrupted Paris the day the team arrived. The Communists had called for a struggle against the "parti Americain" and the Ramadier government had been toppled. When the agents hit Marseilles, the red flag waved over the Palace of Justice, and the leftists appeared in control of the city. The six agents wired home that the situation was desperate and that drastic measures were needed. Those measures required gangsters from the Italian and Corsican underworld, hordes of whom were sent into battle. Their methods were brutal, the fight short but bloody. Within weeks the hoods had the situation under control. The CIA had been able to mobilize them so rapidly thanks to an important local ally. In early 1947 General de Gaulle had formed a right wing anti-Communist front, the Rassemblement du Peuple Francais (RPF), forerunner of the present-day Gaullist, party (UDR). It soon established a security corps known as the Service d'Ordre du RPF (SO du RPF). The corps made extensive use of Corsican gangsters against its political enemies. Dominique Ponchardier, its commander, later glorified the escapades of his Gorilles in a series of novels; other ringleaders included Roger Frey, Roger Barberot, Alexandre Sanguinetti, Paul Comiti and Jacques Foccart.[4] The Socialist party also plunged in headlong against the Communists, and worked especially closely with the CIA. Its security corps, the SO de la SFIO, also numbered Corsican hoods in its ranks. Sessions were informal and off the record, and reporters felt as free to lampoon the politicians as they to ridicule the press. Chauncey Depew bad addressed the first dinner of the Gridiron Club-its organizational meeting-and often since had been its guest. Roosevelt could expect a sympathetic audience there for a defense of Depew, and his opportunity arose when House Speaker Joseph Cannon gave a dinner for the club on March 17, 1906. The President spoke off-the-cuff and without notes of "the man .vith the muckrake" who makes slanderous assaults on public officials. Although he had originally intended to mention Phillips by name, be was dissuaded by Senator Root from giving the author further notoriety. The "muckrake" allusion, though not original with Roosevelt, immediately caught on, and, if the speech was meant to be a trial balloon, it was a success. The following day, Roosevelt told Steffens that he had spoken "to comfort Depew," but, ever sensitive to wider political potentialities, the President determined to expand his remarks for a national audience at the laying of the cornerstone of the House Office Building on April 14, 1906. Steffens thought Roosevelt "felt the satiety of the public with muckraking." Ray Stannard Baker, attempted to deter him from making the speech, on the grounds it would encourage indiscriminate attack upon exposures "which may prevent the careful study of modern conditions and the presentation of the facts in a popular form," but the President insisted that he wanted to make the speech to prevent such a misunderstanding-he would distinguish between the "light and air" of responsible publications and the "sewer gas" of Hearst's papers and magazines. When the speech was delivered, no such distinction was made. Roosevelt's muckrake speech is reprinted in the Appendix. In it he combined "the man with the muckrake" with suggestions for federal inheritance taxes and controls over corporations. It indicates the familiar Roosevelt technique of balancing attacks on the left with attacks on the right. It is said that when he reached the phrase, "Under altered external form we war with the same tendencies toward evil that were evident in Washington's time . . . " he waved his band over the heads of the Senators gathered around him, and the crowd laughed merrily. Actually, the President misused the "muckrake" allegory he borrowed from John Bunyan's Pilgrim's Progress. Traditionally, the muck of the barnyard symbolized worldly riches; the muckraker image would better represent the money-seeker than the truth-seeker. But the name stuck, permanently affixed not only to Phillips and Hearst but to a generation of magazine reporters. The President's speech did not end his concern over the "Treason" series. Each new article seemed to rekindle his indignation. On May 23, he suggested to Lorimer, the Post editor, that Phillips had accepted Hearst money in order "to achieve notoriety." Most of the Senators Phillips attacked, rather than being "all black" and concerned only with their own pecuniary interests, were simply normal men. On June 18, the President wrote Lyman Abbott that the Cosmopolitan, thanks to Hearst and Phillips, "is the friend of disorder, less from principle than from the hope of getting profit out of troubled waters." On August 17, he told Taft and Cortelyou that "the fact that a thing appears in the Cosmopolitan is presumptive evidence of its falsehood." On October 25, he wrote the Englishman John St. Loe Strachey that Hearst "is the most potent single influence for evil we have in our life." Although the President seemed to grow angrier as he pondered Phillips's articles, the suspicion remained that Roosevelt had encouraged attacks on Congress by using outspoken language about his Senatorial adversaries in private conversation. The bold, outspoken, often intemperate language of an author dedicated to "the search for truth" captures the essence of both the best and worst aspects of muckraking. In addition, the political dialogue stirred by publication of these articles constitutes a chapter in the history of the progressive movement and provides insight into the careers of two major public figures, Theodore Roosevelt and William Randolph Hearst. The "era of the muckrakers" is generally assumed by historians to have begun with the publication by McClure's Magazine of Lincoln Steffens' "Tweed Days in St. Louis" in October, 1902, and to have ended in the Progressive party's Gotterddmmerung with the election of Woodrow Wilson in 1912. The muckraking movement thus coincides in time with progressive domination of the Republican party, rising to fame with Roosevelt and, though castigated by him, supporting the Colonel as history swept by at Armageddon. Progressivism as a social force received its impetus from the journalistic technique of exposing to public view the malpractices of nineteenth-century society. Like journalism, progressivism relied upon the moral and ethical efficacy of democracy to correct social evils once they were exposed. In most social upheavals, a vanguard usually brings old institutions into disrepute, paving the way for new ones. The muckrakers played this role. From 1902 to 1912, they led the nation in the systematic uncovering of the strands of a giant web of control, linking politics, education, the press, religion, health, and high finance. Their names-Lincoln Steffens, Ida M. Tarbell, Ray Stannard Baker, Charles Edward Russell, Thomas W. Lawson, Samuel Hopkins Adams, Upton Sinclair, David Graham Phillips-were household words. The magazines that published their articlesMcClure's, Collier's, Everybody's, the American, and the Cosmopolitanacbieved circulations in the hundreds of thousands and won an unprecedented mass readership across America for the "literature of exposure." Trained in the Christian ethic and devoted to the people's right to know, the muckrakers revealed the corruption of public men and corporations in the name of morality, a heightened public awareness, and the common good. Their crusade was consecrated to the precept of St. John viii:32: "And ye shall know the truth and the truth shall make you free." Many muckrakers conformed almost to a pattern. They were born in the 1860's to middle-class parents and grew up in Midwestern towns which their families bad, a generation or two earlier, helped to establish. Their fathers, landowners or editors, ministers or bankers, but seldom factoryowners, were influential in the business-professional society of the town. Usually thoroughly Protestant oriented, these young men were trained in the public schools to have deep reverence for American historical tradition, particularly the individualistic and equalitarian romance of the frontier, and an intimate knowledge of the forms and moral messages of English literature and classic parable. Small Midwest colleges sharpened their talents for expression and stimulated their desire to give their lives meaning by becoming creative writers. The necessity of earning a living, however, diverted their talents into journalistic channels, and they became newspaper reporters in some nearby city. Within a few years, they migrated to New York or Chicago and were caught up in the glamor and excitement of the golden age of American journalism, with reporter Richard Harding Davis its symbol and Park Row his throne. Steadily, these newsmen became conscious of the changes in American society produced by the industrial revolution, particularly "our serious public corruption ... of a kind unknown to the people of two generations ago." Images were seared into their minds-extremes of wealth and poverty shattering their comfortable illusion that America was composed of communities of neighborly homesteaders who uplifted the community by uplifting themselves. Sometimes their eyes were opened by reading Henry George's Progress and Poverty, but more often by what they observed: in Chicago a dynamic World's Fair providing a glittering backdrop for a dirty slum; in New York a fashionable Fifth Avenue within walking distance of long rows of tenements stuffed with penniless immigrants and owned by a wealthy Wall Street church. Mr al-Fayed has long suspected that the crash that killed Diana and his son Dodi in Paris in August 1997 was orchestrated by British and US intelligence agencies. He says he is 99% sure it was not an accident but maintains he is "open-minded". Pentagon spokesman Kenneth Bacon confirmed on Tuesday that Robert Tyrer, chief of staff to Defence Secretary William Cohen, is to review the documents. But he pointed out they had already been examined last May and provided no information useful to the investigating judge in France, Herve Stephan. 'Paparazzi not to blame' The move comes after the office of France's state prosecutor confirmed it had recommended dropping charges against nine paparazzi and a motorcycle courier in connection with Diana's death. Judge Stephan, who is investigating the accident, is expected to announce within the next few weeks the findings of his two-year inquiry. Mr al-Fayed obtained the assurance from the Pentagon after making an approach via former US Senator George Mitchell, the man who brokered the Good Friday peace agreement in Northern Ireland. Mr al-Fayed's spokesman said: "We made the request, which appears to have been accepted, and we understand through our lawyers in Washington that there will be a new inspection of security files which we hope will be helpful in the Paris inquiry. "Mr al-Fayed has always hoped that people will be open minded about what happened in Paris. 'Consider the less obvious' "People should not just look at the obvious but also consider topics that might be less than obvious." Last December, the US Government admitted Diana was mentioned on 1,056 pages of intelligence documents compiled by the National Security Agency. But they said the references were incidental and said she was never a target of US intelligence operations. Some conspiracy theories, floated on the Internet in the wake of the crash, claim Diana and her lover were killed because they were about to announce their engagement. Conspiracy theorists hold that the British "establishment" could not countenance the idea that a future head of state - Prince William - would have a Muslim stepfather. But the BBC's Washington correspondent, Gavin Hewitt, says the US Government wants to demonstrate to the conspiracy theorists that it has no information suggesting Diana's death was anything other than an accident. -Caveat Lector- I don't agree with these statements. I do believe "entities" can quell their octopus-like computer arms and "manage" politically and economically, whole countries and city-states. In fact I go further than this -- the Manchurian Candidate model -- the use of individual humans in robotic roles in communities -- could control whole communities and countries, if their implant scenarios are being quelled into one pocket of info or being watched via resources such as implant-remotes, dishes and satellites. Add in the vast unbelieveable Intel agent resources which have been unleashed into the American atmosphere over the past horrendous five years (the FBI alone was getting, without black project monies 1.2 billion from Congress last year, according to news reports) -- what is this money being spent on? Is any of it accountable to any particular thing? We have had for years thousands of dollars in fed money spent on trinkets reported in the news -- weirdo stuff like paper erasers charged to the feds for $100 each, etc. After 30 years of listening to this crap, I wanna know what the feds are really doing behind closed doors and I am far more interested in conspiracy thinkers like Mae Brussell who were not willing to accept any status quos or excuses for facts that simply do not add up. An amazingly complex and unsupervised econonic system COULD be controlling mankind. It may even control his every thought-deed-and damn it, his every shit and piss. -Caveat Lector- www.wsws.org - WSWS : News Analysis : World Economy As WTO prepares for "Millennium Round" World trade conflicts intensify By Nick Beams 18 August 1999 Back to screen version An article published in the Financial Times last Saturday on some recent activities of the US Central Intelligence Agency has cast a revealing light on the tensions between the major capitalist powers as they prepare for the ministerial meeting of the World Trade Organisation to be held in Seattle in November to set the agenda for global trade negotiations in the so-called Millennium Round. Entitled CIA rehearses for sleepless night in Seattle, it reported that earlier this month the National Intelligence Council, which reports to CIA director George Tenet on potential threats to US national security, had held a mock WTO conference in Washington in order to prepare for the November meeting. A CIA spokesman said the exercise had been undertaken to prepare policymakers for the meeting and that the agency routinely held such conferences in order to help sharpen the level of debate about important issues. According to the report: Delegates to the mini conference included a wide range of intelligence officers, former senior trade officials, academics and others. Many are understood to have played the parts of representatives of other countriesin particular of traditional trade rivals such as the EU and Japanto try and simulate what kinds of debate and disagreements might be heard in November. It noted that while the CIA was widely rumoured to have stolen the position papers of the French delegation towards the conclusion of the so-called Uruguay Round of global trade negotiations in 1993, the decision to give such prominence to the forthcoming ministerial meeting appears to mark a new departure for US intelligence. Preparations for the WTO meeting have been underway for several months amid growing reports of deep divisions between the major economic blocs. Last Monday, for example, the Australian Financial Review reported that the tabling of policy positions by WTO members had exposed a startling absence of consensus on the content of the negotiating round. While there was agreement of the need to include agriculture and services, there was little common ground, particularly among the major countries on the rest of the agenda. The EU and Japan are believed to be in favour of the development of global rules on investment and competition policy. But the US is opposed to such a wide agenda fearing that it could take years to reach such broad agreement, thereby holding up the adoption of specific policies to open up markets in services, agriculture and industrial products. Even before the talks get underway, this year has already seen the eruption of a bitter conflict between the US and the EU over agricultural policies with the US imposing punitive duties under WTO rules in retaliation for the refusal of the EU to abide by rulings on the imports of banana and hormone-treated beef. But the beef and banana wars may well turn out to be just the preliminary skirmishes for a even bigger conflict over the issue of genetically modified foods, for which the EU decided to suspend authorisation in June until a new system of safety standards could be agreed upon. Issuing his first major policy statement since taking up the post of US ambassador to the EU in July, Richard Morningstar warned that Europe and America are heading for a $1 billion trade war if the EU persisted in its opposition. In a biannual Letter from Brussels, Morningstar, who previously held the position of Special Adviser to the President on Caspian Basin energy, said that politics and demagoguery have completely taken over the regulatory process in regard to EU policy on genetically modified foods. Particularly in the UK, the media has learnt to love a good food safety scare, and the public debate all too often is dominated by scare stories and nightmare scenarios without any scientific basis. Until the EU can credibly separate science-based risk assessment and regulations from the political process the outlook for resolution of this issue is bleak. There was a danger that the EU was over-reacting to the Belgian dioxin food scare and was moving to impose bans on animal feed substances which were permitted in the US. Hasty EU actions in this area risked becoming another trade flashpoint. With the market in genetically-modified foods likely to be worth billions of dollars in the coming years, the conflict over this issue would make the row over beef and bananas pale by comparison, he warned. But agriculture is not the only area of dispute. Even more significant could be the demand by the US that a global free market in services be established as a result of the WTO

At the beginning of July a large section of the so-called "Young Greens" went public with a statement in which they demanded a totally new programmatic orientation for the party. The statement likens the current program to an attic, and calls for the dumping of nearly everything that has been thought of as essential to Green politics. The authors write: "We think it is time to clean out the attic, to keep what's valuable and get rid of the rubbish." This was written only two weeks after the NATO attacks on Serbia began. The Green Foreign Minister of Germany, Joschka Fischer, won support for the war from the majority of his party. In addition, Social Democratic Chancellor Schröder's legislation for 30 billion deutsche marks in cuts in the social sector has been carried through with the help of the Social Democrats' Green coalition partners. On the basis of this record one might think that the Green party's metamorphosis was complete. But this is not so. The Young Greens think that the turn to the right by the party is neither fast nor far-reaching enough. They think of themselves as "second generation" Greens. Their understanding of politics seems to consist in establishing the most effective means for satisfying their own needs. Openly indifferent to the social needs of the majority of the population, they consider such questions solely as cost factors. They proclaim: "We are fed up with seeing people of our age going in large numbers to the other parties, and then being treated in a patronising manner ourselves when we speak about our activities in the Greens. The time of peace and compromises is overwhat is needed is a clear decision over the correct orientation of the party in the future. We stand for a clear, power-conscious, pragmatic position, but also for a partial replacement of the partys membership." One is reminded of the famous saying of Berthold Brecht that the government should elect a new people. The Young Greens, it seems, would like to elect an alternative to their party's weary following. The Young Greens write about the founding generation of the partythe generation of 1968and reveal the decaying innards of their organisation. "Put an end to the tales of 1968: we understand very well that the founders have difficulties with the change from a movement to a party They achieved a lot. Many thanks. But please, stop getting on the nation's nerves with your stories from way back when, and be more courageous in admitting your own mistakes. "Yes, you were for another system. Yes, you undertook the valiant but unsuccessful struggle against capital. Yes, for you the employers were part of the Evil Empire. That was false at the time, is still false today, and when it comes down to it, you know it as well as we do. Just admit it, instead of turning your speeches into endless, vain accounts of the mistakes and errors of your youth. Those of us from the second generation, at least, aren't interested in how you made your peace with the market economy. The point is that you have. For us, any questioning of the system arose only for a short period, then it became clear, we are for the system, although we recognise its faults and want to put them right." This address, authored by two Greens from the German state of Hessen (Jens Köcher and Mathias Wagner) received a positive reception from broad sections of the party. Amongst the initiators were several members of parliament, like Matthias Berninger and Cem Özdemir. The latter pair are political pupils of Joschka Fischer and another leading Green, Rezzo Schlauch. They initiated the so-called "Pizza Connection", i.e., regular meetings with the "Young Rebels" (young Christian Democratic members of parliament) in an Italian restaurant in Bonn. It is not just the Young Greens who openly speak about inheriting that which remains of the Free Democratic Party (FDP). The Green leadership as a whole is competing with the FDP over which of the two parties will represent the "better off" layers of society. There were, of course, angry reactions to this right-wing declaration, under the banner "The Green Party deserves a second chance," and the caterwauling, so characteristic of the Greens, began again. The "left-wing pragmaticians" complain about the harsh tone and methods used by the right because they fear, with good reason, they could be purged from the party. Among the many founders of the organization as I recall were Albert Einstein, J. Robert Oppenheimer and Wendall Wilkie. The object at the time was to promote the UN as a stepping stone in the creation of a World Federation. Among the objects in creating world unity and the expansion of representative democratic government was the creation of a single monetary standard, a single labor and wage standard and the abolition of all tariffs. Forty five years later we are still moving in that direction with slowly increasing speed. Possibly, we will succeed in our transition to a fully open society within the next forty five years. What will aid us in out quest more than anything else I suspect, is the further expansion of open communications in combination with an educational system that is increasingly geared to individual creative thought with the development of each persons ability to make continuous fully informed value judgments in full cooperation and integrated within a horizontally structured, fully participative and supportive socio-political environment. The need for an all encompassing integrated structure is probably essential to the avoidance of anarchic concepts. Broad social understanding and tolerance developing within such an environment will, hopefully, act to enhance social responsibility and respect for individual intellectual growth. I suspect, however, that we will never achieve a utopian ideal. There will probably always be those whose egos will prevent them from seeing beyond the self and understanding the need for responsible involvement in creating and maintaining an ever expanding civilization dedicated to advancing the common good.
