the time, was the contents of LD_PRELOAD. I had /usr/lib/libaoss.so
(package alsa-oss) preloaded all the time in order to enable OSS

as per subject: On startup, gnome-panel reports that the symbol
gnome-panel-force-quit was not found. Where the force-quit symbol
resides, I now see a generic icon.
Apart from that, the applet works
Apparently, the gtk icon cache was outdated. Running
gtk-update-icon-cache -f on a number of directories below
/usr/share/icons fixed it.

Debian does not use an icon cache for /usr/share/icons; either you
build software locally, or you installed Ubuntu packages, or there's a
bug in a Debian package.
I did not install Ubuntu packages. All my GNOME packages are from
Debian, mostly from experimental. However, it looks like
