Alright, it seems the asf.yaml needs to exist in a branch called main or master
to work correctly. It does not work in the `default` branch. Once I moved it
to an empty main branch, it worked correctly.

FYI: I opened https://issues.apache.org/jira/browse/LEGAL-707 for the license
question. Although, struts used it up until last year, so I assume it's
acceptable.
