Alot of what Publisher can do can be achived using Draw and writer
components of OpenOffice. There is no single component that is like
publisher.
You'd have to be a little more specific about what you are trying to do for

Publisher is not a real Desktop Publishing Program. Despite Microsofts
best effort it is a word processor with reasonable use of text frames
and a good quantity of templates.

any other program that does.
As you probably know, MS Publisher uses a secret propietary format. It
would take years of work to guess how it works, during which time
