I think I have found the problem.
First OAI is completely rewritten in DSpace 3 so the section of the
manual I was looking at is wrong.
Second:
The access filter is only enabled for one of the OAI contexts, so all
items can be accessed via the others.
To re-enable I added

failed to start, and I mistakenly assumed that was the problem. I have now

[dspace]/solr directory, preferably into a new installation directory. Then
you can just overwrite Solr with it in your original installation
directory, or just some of its cores. Don't forget to backup the statistics
core!
It just occurred to me that if you never did fresh install of the 3.0
codebase, you wouldn't have the OAI core defined in solr.xml. But what I
wrote above should help either way.

using the /bin/dspace metadata-import -f test_update.csv command I get all the
fields I'm updating as duplicate fields.
Is there a way to overwrite and not create?
