It appears that 61010-1 is finally becoming conscious of the differential
relation ships in sourcing circuits.
I think opposite is referring to single phase sources Line to Neutral in a
Typical AC system or + to common (-) in a DC.
So it is referring to the spacing's between the sourcing

This approach worked well for EMI testing since the transceiver was robust
enough but I found that my transceiver was a major source of emissions
during my emission testing.
Can anyone suggest an emission quite FO/Cat5 transceiver that would behave
for my testing?

exposure area.
I had a set of high power, wire wound resistors in a bank to disipate
alternating 10 to 20KW of power off a 3 phase 480V bus.
It was a lame means to simulate a field oil pump load for the development of a
Fred - I would argue that you can see significant harmonics in comercial
buildings in the USA.
Single phase power supply loads without Power Factor Correction front ends can
create 3rd harmonics ~ equal in size to the fundamental.
The higher order harmonics dropping off in magnitude in a sinx/x
to the SS inserts - I will check pricing and availability of a self
tapping style screw in insert.
