I'm new to Fop, but I've used ImageMagick/Ghostscript for this purpose
and gotten quite good results, especially with PDF compression enabled
(I'm assuming that you're talking about full-page TIFF -- PDF
conversion). The convert module of ImageMagick is the one that you want.

1 Xvfb - virtual frame buffer and someting like

somewhere in WL start script
2 JDK 1.4 'awt.headless' option
3 (descibe somewhere on Batik (xml.apache.org/batik) pages,
no-native graphics toolkit for java

There is no way to do what you want in FO in one pass. What you'll need
to do is generate the fo: document with some marked up place holders in
it. Something like fo:block placeholder=PutTotalPagesHere/. Then run
that document through an XSLT transformation that adds up the total
