Unity). I think this was with a locally compiled 2.4.0-RC2.
They also report what feels like a separate symptom, where the city dialog
contents are initially drawn

FYI we've been trying to balance solutions to same problem in our own ruleset
(enabling waste). Don't know if the lessons there help, though, with civ2
ruleset, since if possible, it should mimic civ2 behavior.

Ok, turns out that the setting only changes storage variable. The actual
behavior does not change during the turn, but in the beginning of the next
turn the storage variable will be copied to actual use.
