I can attest to that. It wasn't just from equipping weapons, shields and
rings alone that I got my MR to 71. You may find it hard to believe but I
actually have a weapon better than the Hale Blade

Yeah, fortification is a cool power to have as long as it is above the
20's in skill level.
Generally, I don't by my weapons prefering to upgrade with those off of
